Call to order/pledge of Allegiance ROLL CALL - MEMBERS PRESENT: Burke Belknap, Charles Bradshaw, Joseph Gallagher, Joshua Helmle, Michael Healy, Mimi DeMirjian, Richard Wade, Shelby Jacobs, Brian Conrey and Steve Peck. STAFF PRESENT: Joseph Arranaga, Colleen Foster and Jessica Moen. Minutes of January 27, Accepted. COMMENTS BY THE PUBLIC. Jimmy Knott of 127 Cherry Lane, representative of La Salina Mobile Village and Director of Omaha Oceanside Manufactured Home Alliance-Senior Community asked for information regarding the proper disposal for insulin needles and other sharps disposal. He asked if these items could be disposed of in plastic bottles or containers. He asked the Commission to look into providing free containers for low-income seniors and mentioned other cities not only provide these containers but also provide front-door service. J. Gallagher reported he is the Bio-waste Manager for Camp Pendleton and explained how the guidelines/state mandates at this time are self-monitoring and self enforcing. He suggested requesting sharps disposal containers from a pharmacy or hospital. M. Matava from Agri Services reported there is an increasing amount of people requesting compost due to the economy and people have started planting gardens. They recently started a series of Home Grown Community Gardening at El Corazon Compost Facility. The most recent class had a successful turnout of 20 people in which they helped teach how to start planting with seeds and use recycled containers for gardening. There will be a class each month with information posted on their website, in addition to advertising in the newspaper. Art Connelly, the resident representative of Cavalier Mobile Estates, is concerned about the $252 rent increase per month, and reports he is fighting it. He met with C. Foster and J. Moen six weeks ago due to a trash container problem. He stated that about five years ago the owners of the park moved all the trash containers from the rear of the park up to the front of the park. Several seniors living in the back have difficulty carrying their trash to the containers and Mr. Connelly would like an update on what is being done about it. He contacted Waste Management and asked for help. C. Foster said she did not have a written update for him at this time, since it was not requested or put on the agenda, but assured that staff is concerned and always willing to act as an informational liason to community members. She also reported that this is possibly a civil matter since it is private property, and not a City matter. She suggested that a large majority of residents bring this up to the HOA. She also added that staff is willing to provide them with any information needed. She discussed a few options available to the residents. Motion to put this item on the agenda- Approved Denied by M. DeMirjian.

2 Jimmy Knott spoke again about the trash concerns at his mobile park. He states it is a violation of due process; he represents an association of over 100 mobile homes. ITEM 5. OLD BUSINESS a. Viewing of KOCT s Inside Oceanside s Day without a Bag...C. Foster A video from KOCT was presented on the Day without a Bag event. The presentation topic was about replacing plastic bags with reusable cloth bags. This event was held at a Sunset Market by City Hall as well as at a few local grocery stores. After the video presentation, B. Belknap commented that more stores should advertise the use of cloth bags. Questions on legislations concerning the production of plastic bags were answered by C. Foster. She also stated the event was a huge success. b. Construction & Demolition Recycling Update..C. Foster C. Foster stated that this topic was requested two meetings ago, so she updated the presentation from the January 17, 2008, meeting to include more information that staff obtained over the year, along with communications from other cities in the county. She stressed how important it is to capture C&D waste due to the volume and space taken within the landfills, not to mention that it would increase the diversion rates. She gave her presentation and discussed the amount of waste that goes into the San Diego County landfills along with some photographs shown to Commissioners. She also mentioned that the next step in efficiently capturing this type of material and keeping out of our landfills is to research and possibly implement some type of C&D ordinance. C. Foster also mentioned in order to compose an effective C&D ordinance, it is key to learn from other cities C&D programs and ordinances, so that we could fine tune the loopholes that have been issues for other cities most recently. C. Foster also mentioned that most cities that have C&D ordinances, have only had the programs in place for a year to a couple years. She talked about the differences between inert and non-inert waste and how these items are sent to different facilities for recycling. She also talked about ordinances for the City of San Diego, along with monetary deposits and requirements needed for contractors to complete their projects. These items and ordinances are the key for contractors to follow the rules of recycling their waste after construction. She mentioned how in other cities, contractors need to abide by these rules and ordinances just to have their final building permits signed and to obtain their Certificate of Occupancy. There will be an Planning Commission/Integrated Waste Commission workshop about Green Building which inherently encompasses C&D recycling on the tentative date of April 9, ITEM 6. NEW BUSINESS a. Green Week 2009 C. Foster C. Foster reported that Green Week 2009 will take place March The event will be hosted by the Oceanside Public Library, the Solid Waste and Recycling Division, the Water Utilities Department s Water Conservation and Clean

3 Water Programs. Waste Management of North County plays a vital part in the program by supporting the contests and prizes for children from K-12. There will be a book mark contest with the idea of a Green Oceanside with reducing, reusing and recycling, as well as water conservation. She reported that there will be Barnes & Noble gift cards given to the 1 st and 2 nd prize winners, donated by the El Corazon Compost Facility. There will also be a classroom recycling contest in which children will collect recyclable items during the week of Green Week and then bring them to the event to get weighed. The classroom with the highest weight of recyclables will win. The event will have booths from SDG&E, E-World Recyclers, Surfrider, El Corazon Compost Facility, along with a few city booths and other local businesses. There should be lots of activities for everyone. She encouraged the Commissioners to join the fair and possibly volunteer their time at the booths. b. Economy of Recycling...C. Foster Lori Somers from Waste Management spoke about the commodity prices in relation to the current economy. She said there has been a price drop in cardboard and fiber along with a price drop in aluminum. With lower prices, there is less tonnage, however, she said the prices are coming back up again. This does not impact curbside pickup because the prices remain the same. Revenue is down 35%-39% and the revenue usually goes back into the recycling programs to stabilize the rates for the customers. c Integrated Waste Commission calendar..c. Foster C. Foster reported that the calendar has not been formally approved. There are a couple of issues regarding meeting dates. The next scheduled Commission meeting is for March 24, There is a scheduled workshop on April 9, Should both meetings be combined? A motion was made and approved to continue with the March meeting. Questions were asked by the Commissioners about the meetings for November and December. A motion was made and approved to combine the Nov-Dec meetings, which will be held on December 1, A motion was made and approved for the calendar, with the meeting changes included as stated above. ITEM 7. ITEM 8. BREAK (5 Minutes) STAFF UPDATE a. Monthly Update on Green Waste Facility.. C. Foster C. Foster reported that there are no new updates at this time. M. Healy asked M. Matava about drawings for the site of the Green Waste Facility. She reported she can bring the drawings and a full presentation next month. b. Solid Waste and Recycling Division Update C. Foster C. Foster reported about all the preparations going on to ensure Green Week 2009 s success. C. Foster went on to explain the initial idea of campaigning for a Green Oceanside which inherently encapsulates the Green Week s events. C. Foster also

4 mentioned that the division will be participating in the Polar Plunge this Saturday and will be handing out educational materials and calendars about trash and recycling services in Oceanside. She also reminded the Commission, that staff is currently reviewing consultants for the 2009 Benchmark Study. She informed the Commission that the AB 939 report will by due by March 16 th and she does not foresee any issue with compliance since Oceanside is definitely a leader in recycling. c. Camera Enforcement Monthly Update.J. Moen J. Moen reported she ed the camera enforcement updates to the commissioners today. In January she received 101 camera enforcement letters, 15 recommended service changes, 14 for recycling and 1 for green waste. She also mailed 45 letters for the multi-family complex program and has not received any responses. For Special Events, there was a recycling presentation on February 12, promoting reusable items to an afterschool program at Balderamma Recreational facility. The Polar plunge will be held at the Pier on Saturday and there will be recycling information at this event. ITEM 9. ITEM 10. CHAIR S REPORT......J. Gallagher He has nothing to report. He mentioned there is a lot of graffiti. COMMISSIONER S REPORTS d. Subcommittee Updates..Commissioners Futures of Solid Waste Subcommittee: There is a need to have another meeting to discuss some issues. C. Foster said staff will send out an requesting another meeting. C. Bradshaw shared some coming events. On April 26 thru May 1 there will be a convention for scrap metal in Las Vegas; the CRRA annual conference will be in Palm Springs on August 2-5; Waste Con will be September in Long Beach; and the San Diego Chapter of the CRRA will meet June 11. C. Foster reported the Pay As You Throw Subcommittee needs a total of 4 commissioners and an additional commissioner still needs to be appointed. J. Arranaga reported the Waste Management contract is close to renewal in 2010, so they need to notify Waste Management if it will be going to competitive bidding. ITEM 11. ITEM 12. AGENDA SETTING (5 Minutes)...Commissioners/Staff Sharps disposal methods; Cavalier Mobile Estates trash issues; Recycling and solid waste tonnage reports requested. NEXT MEETING will be on Tuesday, March 24, 2009, in the City Council Chambers at 4:00 p.m. Adjourned at 5:46 p.m. Under the Brown Act, California's Open Meeting Law, any citizen has the right to address the Integrated Waste Commission on matters within the Commission's jurisdiction. However, the Commission may not discuss or take any action on any item not specifically listed on the agenda. Citizens who wish to have an item placed on the agenda may do so by contacting the Public Works Department no later than one week prior to the date of the Commission's regularly scheduled meeting.

5 Citizens wishing to comment on items on the agenda are limited to 3 minutes. The Integrated Waste Commission is a formally established Advisory Commission to the City Council, and as such, is bound by the Brown Act.
