An expanded Complex would also provide positive economic impact on the entire area providing a facility to have multiple actives at one time. This upgraded facility would also allow the area to host events, programs and competitions which would bring economic activity on the peninsula, a need not currently met on the peninsula. Birch St. Soldotna, AK MIKE NAVARRE BOROUGH MAYOR Mark, Per our discussion Friday, August 15, 2014, I wanted to follow up in support of efforts to seek funds to upgrade the Soldotna Sports Center to include support of emergency service functions for an evacuation marshaling point, temporary shelter, evacuation staging and incident command post functions and support. SHELTER CON SID ERA TIONS The school district recently re-committed to schools being used as shelters and being part of the planning process for these functions. Regardless of that availability, a need remains to have a central marshaling point capable of receiving hundreds of people and vehicles upon initiation of an evacuation. In the case of the Funny River and Kasilof area fire evacuations, between two hundred and more than four hundred residents left their homes fully prepared to be gone for days. That event included enough time to provide an advisory resulting in many families loading trailers and boats and other carriers in preparation for a formal evacuation notice. Many removed large value items like RV's, livestock and trai lers, private and commercial boats because of the advisory, so as not to impede others when an order to leave arose. EVACUATION MARSHALING POINT The Sports Center provided a good central marshaling point to send evacuees to, where OEM was able to document evacuees as part of an accountability plan, then direct them to appropriate shelter sites. Some needed to remain at the Sports Center due to housing their livestock at the adjacent rodeo grounds. Borough emergency plans and annexes provide guidance for evacuations, sheltering of people and pets, special needs and other categories. Livestock is excluded from the plans, with pets being the primary sheltering concern. The ability for the Sports Center to accommodate livestock made a world of difference in neighborhood evacuation pre-planning.

3 With this marshaling point being a well-known, central gathering spot, evacuations went well and we were still able to route many evacuees from the Sports Center to schools for temporary sheltering, with American Red Cross providing shelter management. HOW SPORTS CENTER UPGRADE COULD HELP EVACUATION PROCESS There are reasons why upgrading the Sports Center to accommodate these needs is important: People need a central point to focus on as an initial destination. They can easily be directed to accommodations once they reach the safety of a marshaling point. It provides a place for parents to go to be helped getting to their child' s school and either shelter there or retrieve the child for housing elsewhere. This helps accountability and safety. Capacity is important. Schools already house 20% of the borough population five days a week, three quarters of the year. This leaves some capacity for evacuations, but most schools during these times are within 90% of capacity. This is a good thing, as it means much of our population is already in a safe area or shelter if an evacuation is necessary. The space needed to stage large items like boats, RV s, trailers of personal items, etc. is at a premium and not easily secured. Getting these out of harm' s way in a large fire or other disaster can reduce overall loss and give a family something to hold onto while waiting to see how their homes fared. The Sports Center has that capacity on the periphery of its site including a camp ground, ball fields and rodeo grounds. A cooperative effort between city police and private security in a disaster could provide a good place to move large assets from a hazard zone and keep space around other shelter sites like schools less crowded and easier for to access. Evacuees with livestock could be accommodated, further freeing up resources to look after people and pets. An area of refuge at the Sports Center to accommodate responder families that may be evacuees would make a convenient site for responders to see families and know they are safe, in tum making it easier for responders to focus on response. Centennial Campground could serve long and short term RV sheltering for hundreds of vehicles and people, or as housing sites for responders and their families. Cold weather emergencies can affect entire communities. The need to provide a warm, safe place for the elderly, special and functional needs populations, pets and others is not just a convenience, but a life safety issue. A facility that can maintain heat and security in these events would be an asset to compliment schools, armories and other locations that may be overwhelmed by the need. INCIDENT COMMAND AND INCIDENT CONSIDERATIONS Large events like recent wildland fires bring expanded incident management teams and support resources. The Incident Command Post (ICP) for this fire included a Type II Incident Management Team of over two hundred. Field crews and firefighters added about 700 to accommodate. Many firefighters awaiting rotation into the field rely on space surrounding the ICP as a cold campsite. There is always a need in these situations toilet and shower facilities. Often, the primary option for an ICP on this scale is a school, taking that school out of service as a shelter. The Sports Center could provide adequate space for an ICP for any size incident management team, including larger Type I and Type II teams. The Borough Emergency Response Center is adequate as a Type III team ICP and is fully equipped to perform at that level. Type II and I Teams require much more space. INCIDENT COMMAND POST (ICP)

4 Considerations should include data connectivity, temporary radio antenna placement ability, phones and toilet/shower facilities for several hundred users. Emergency power is a must, with dual fuel systems preferred to accommodate re-supply in a disaster situation and to assure heat and power. Having a reasonable supply of diesel fuel and gasoline could provide a good source for emergency vehicle fueling when a disaster reduces stockpile in the community. HOW UPGRADE COULD HELP ICP PROCESS The facility could provide an indoor setting for an entire ICP and support services, even housing firefighters. Area responders could depend on such a place for families to be close and safe in a disaster. This can improve responder availability, health and wellbeing. Managing cold weather emergencies would be easier to accommodate, and could support return to normalcy for the community when incorporated as part of continuity of operations plans and even continuity of government plans. NATIONAL PREPAREDNESS SYSTEM CONSIDERATIONS Recognizing preparedness is a shared responsibility requires involvement community wide-not just the government-in preparedness efforts. By working together, communities contribute to keeping the nation safe from harm, and resilient in disasters, acts of terrorism and pandemics. Whole Community includes: Individuals and families, including those with access and functional needs Businesses Faith-based and community organizations Nonprofit groups Schools and academia Media outlets All levels of government, including state, local, tribal, territorial, and federal partners The phrase "whole community" appears a lot in preparedness materials, as it is one of the guiding principles. It means two things: 1. Involving people in the development of the national preparedness documents. 2. Ensuring their roles and responsibilities are reflected in the content of the materials. Some of the Emergency Support Functions (ESF) that a properly designed facility could fulfill includes: ESF #6 - Mass Care, Emergency Assistance, Housing, and Human Services ESF #7 - Logistics Management and Resource Support ESF #8 - Public Health and Medical Services ESF #13 - Public Safety and Security ESF #14 - Long-Term Community Recovery Some of the Target Capabilities that a properly designed facility could fulfill include:

5 Community resilience (i.e. incident management and plan coordination) Responder Health and Safety (i.e. housing families centrally) Health and social services (i.e. pandemic flu vaccinations) Housing (i.e. sheltering and evacuation marshaling resources) Mass Care Services (i.e. large scale events) Operational Coordination (i.e. large scale disasters) FUNDING Demonstrating the facility is a resource with expanded abilities could open doors for grant funding through the Homeland Security programs, Department of Justice programs, and other processes in-state and federally. The City would need to discuss any local funding with the borough administration. Reimbursements may be available in a disaster ifthe facility, services and personnel are properly trained and documented during a disaster. Due to the age of the Sports Complex it is imperative that the truly needed renovation and upgrade be completed as soon as possible. In its 30 years the Soldotna Regional Sports Complex has been, and is a vital resource for the entire community in all the programs it offers from preschool children to senior citizens. The Sports Complex is well utilized by communities from around the Kenai Peninsula as well as communities throughout the state. It is a safe environment for children, families and seniors to be regular participants in the healthy and well-designed programs the Sports Complex offers. Renovation and upgrade of the Soldotna Regional Sports Center is of highest priority especially with the expanding population on the Kenai Peninsula, and the rapid growth of the senior population. (The Kenai Peninsula has one of the fastest growing senior communities in the state). Renovations and upgrade of the boiler system, new roof, electrical and lighting, ice rink and its expansion, indoor soccer, other turf sports, new conference area, etc., will extend the life and usage of the building, and quickly pay for itself with greater efficiency and a significant cost savings in utilities, and upkeep of the Sports Complex. The City of Soldotna is a close and supportive partner of Soldotna Senior Center and we would like to commend them for their exemplary work and outreach throughout the community. The City's wonderful Regional Sports Complex is testament of their caring for the community, residents, and safe and beautiful city. We would highly recommend 1

Box Juneau, AK Dear Governor Parnell: The purpose of my letter is to lend support to the City of Soldotna's efforts to expand the Soldotna Regional Sports Complex. This facility is just over thirty years old and in need of major repairs and renovations. The facility is used by many local sports associations and community groups including Central Peninsula Hospital. Since the facility was built in the early 198o's, the population of the Kenai Peninsula Borough has more than doubled. The majority of the 55,400 residents of the borough live in the central part of the Kenai Peninsula where the sports complex is located. This expanded facility would serve a growing need for healthier lifestyles, recreation, junior athletics and community events. Unlike many capital requests made with little or no local financial support, the City of Soldotna has stepped up and pledged a significant amount of funding towards the proposed project including G.O. bonds. As the availability of capital dollars continues to shrink, it is my hope you will look favorably on requests such as renovation and expansion of the Soldotna Regional Sports Complex. The City of Soldotna has identified a community need that has gone through a thorough public process. 13 December 2nd, 2013 Dear Governor Parnell and Alaska State Legislators, I am writing on behalf of the Kenai River Brown Bears, a program of the Kenai Peninsula Youth Foundation, to express support for funding to improve and enhance the Soldotna Regional Sports Complex. The SRSC is home to the Bears, proud members of the North American Hockey League, consisting of twenty-four teams from across the country. Now in our seventh season, we have had a tremendous impact on the Kenai Peninsula, both from a social and economic standpoint. As anchor tenants of the SRSC, over a period of eight months, we play over thirty games and practice daily. Moreover, the SRSC is used by visiting teams, traveling from afar. Whether from Fairbanks, Texas, Minnesota, or elsewhere, they come to the peninsula for several days at a time. We also host events at SRSC, both on and off the ice, encouraging youths and adults to take part in our activities or fundraisers. Businesses are literally "on board" at SRSC, where they never were before. With over one hundred small business and corporate sponsors, including thirty-five Founders and ten major sponsors, there is a noticeable business presence throughout the SRSC. The community has taken hold too, with average crowds increasing each year, and now approaching the 1,000 mark on a Friday or Saturday night in the dead of winter! Unfortunately, the SRSC is in dire need of renovation, repair, and enhancement. Our league is one of constant evolution, and the standards which were in place when we joined seven years ago have changed considerably in our short tenure. Please give your support to a landmark facility, which has and continues to be the sports and community center of the region. Alaska Christian College is in need of a recreational facility and thus we enthusiastically support this project for a number of reasons. ACC serves a population of students that love sports, especially basketball, and we currently have no local place for them to recreate. We currently have to drive seven miles one way using our transportation to give students the possibility of having recreational opportunities. Our students don't have their own vehicles and the SRSC is within biking or walking distance of our college. This opens doors currently not available to our students. We are a residential campus and are constantly searching for recreational opportunities that the SRSC will provide including a running/walking track, a turf field, and basketball courts. This local addition to our community would assist ACC in both recruiting and retaining students from rural Alaska. We wish to partner however we can to see this project to completion for the betterment of our community and for what it will do for ACC until we have a sports complex of our own someday. We stand with the City of Soldotna in supporting this project. It will provide commerce, bring the community together, and serve the residents of the entire Kenai Peninsula like no other facility I am aware of. Best of all, we at ACC believe and support this project for our own needs as a college without any recreational options. It was certainly not my intent to take a reprimand ing or otherwise offended tone with my . I apologize for any confusion that was caused. When I was first contacted by Andrew my initial response to him was that we would support this project. I wanted to gauge the opinion of our board before I put something in writing and told him that we would be in touch. After talking with several of our board members, the opinion was that we generally refrain from taking a stance on issues that are political in nature or have the potential to be controversial. The opinions shared also reflected concern that we were listed without actually being contacted. Had the origina l s made any reference to the fact that the flyer was "Draft" my response would have certainly been less directed. Without a doubt this project would be an amazing benefit to our community and the youth that we serve. Personally, having 3 kids of my own, I would love to see something like this and will continue to be supportive of this type of development in our community. From the perspective of the Boys & Girls Club certainly this would be a valuable resource for the youth of the Kenai Peninsula. I do not think that having us listed as supporters of this project as a general benefit to the youth of the peninsula is a problem. At this point, lets mend any unintended ill-will. I will bring this issue up with the Board at our next scheduled board meeting (December 16 1 h}. Please continue to list us and/or use our name as supporters of the project in terms of benefit to the youth of the peninsula. Birch St. Soldotna AK Dear Mr. Dixson, Kenai Peninsula College fully supports the expansion of the Soldotna Regional Sports Complex and agrees with the Project Goals. KPC's Kenai River Campus is just three miles away from the sports center and the expansion will better serve the more than 1,500 students who attend classes on campus each semester. In addition to the commuter students who live on the central Peninsula, the college opened a 92- bed residence hall in August. These students will be able to take advantage of increased recreational and well ness options that will be housed at the renovated facility. While the college's construction projects that were completed this fall included the installation of an outside basketball court (half court), disc golf course and sports field, once the long winter set s in their physical recreation options are greatly reduced. Wellness options for this demographic (17-25 year olds) are important to their development and well-being as young adults. Additionally, such activity also will enhance their social skills as they engage in recreational activities with those young people and other adults that may not attend the college. I can attest to the need for such a facility from a handful of standpoints: as a mother of 3 soccer players at the high school, junior school, and elementary school levels as well as u 18, u 16, and u 11 competitive teams; as a coach of the Kenai Peninsula Soccer Club competitive soccer league; as a former coach of the Soldotna HIgh School girls varsity and junior varsity soccer teams; as a Boys and Girls Club soccer coach; as an adult player happy to play whenever and wherever a game crops up; and as a not too far off senior soon to be in need of a safe/sturdy place to exercise... Such a facility has been talked and dreamed of on the Peninsula for decades. A group of coaches designed and proposed an all weather multi sport field back in the 1990's; the Soldotna Sports Center was in mind then as the ideal, central location. The condition of the athletic fields in the area has improved, but Alaska weather, especially during the transition months, leaves many, many athletes crowded into small gym spaces poorly adapted to outdoor sport use. Inadequate conditioning, shin splints, subpar skills and tactical training, and late night/early morning practices are unnecessary burdens on our student athletes. Upkeep of an all weather field also makes sense financially. This facility is long overdue and will be a much valued and highly utilized addition the Peninsula. Thank you for pursuing the effort. I support the expansion of the Soldotna Sports Center because I am convinced that the planned improvements will benefit the students of my school district. The Kenai Peninsula offers world class outdoor recreation opportunities, but its indoor recreation is relatively limited to activity at local school gymnasiums. I am pleased that the proposed expansion to the Sports Center will increase indoor recreation for students from across the borough. In particular, will be the indoor soccer activity that is so important to many of KPBSD's students. Currently, numerous parents from the Kenai Peninsula drive their children to Anchorage during the winter months so that they can practice soccer at the sports dome. Eliminating this long drive, in often poor conditions, will be a relief for these families. KPBSD regularly uses the Sports Center for administrative meetings. The expansion of this centrally located meeting space will, thus, also be an asset to the district. As the state and the Kenai Peninsula Borough mature, I feel that it is important to support projects such as the proposed Soldotna Regional Sports Complex. The increase in a community's infrastructure is important to our students' and residents' well-being. Let me know if there is anything I can do to help this project be a success! I was born and raised on the Kenai Peninsula. As a teenager I had a hard time keeping myself busy and out of trouble during the winter time. I have friends that were not as fortunate as I and grew up on the wrong path. I strongly believe it was because our youth have nothing to do in the winter. Yes, there is skiing, snowmaching, and some winter activities. But these can t be done in 20 below weather and they cost money. I have 2 young children myself and I want them to grow up in a place that welcomes youth and encourages them to get active and keep busy all year round. There may be many reasons why this project is such a good idea for our community but I think the number one reason would be to help our youth be healthy both mind and body! Susie Strausbaugh

I have been working with the city of Soldotna's Sports and Recreational Departmant for 4 years at my husband Shawn and I started our nonprofit, the Tribe, and adopted the Karen Street Recreation Park, and the youth that use it. I'm also the founder and CEO of the local non profit, the Underground, that is an advocate and resource center for local unaccompanied on the Central Peninsula. The Soldotna Regional Sports Complex Project is something that has been desperatly needed for many years in our area. The youth I work with will finally have the opportunity to have a Youth Center in Soldotna, where they can spend their time on more healthy and productive activities. Our Tribe kids in particular will have the opportunity to excel at there skateboard/bmx/scooter skills as the Complex will be open to them in the winter season, which no other place on the Kenai Peninsula offers that opportunity. Our Underground kids currently do not have a safe place to go after school hours within the city limits of Soldotna. Having the Youth Center will give them that place. In conclusion, I fully support the efforts of the Soldotna Regional Sports Complex Project as they seek external funding for any programs that can help our youth will more activities and have a safe place to go will benefit our yourth, and the community at large.
