1 City of Indian Hills Newsletter Indian Hills is a Home Rule City in Jefferson County, KY Established 1999 Volume 16, Issue 3 Fall 018 A Message from the Mayor Inside this issue: Former Councilmember City Property Tax Bills City Annual Audit City Annual Audit Reminders -Jim Graven Cop s Corner MSD Postings High Water Barricades Drainage Be a Litter Getter Deer Trees Trash Collection Fall Back City Council Meetings As I write this letter on the first day of Fall, I m astonished as to how quick the year has passed. If I can sum up the year, it would be how wet this year has been, and continues to be in September. This Spring brought one of the worst floods in 0 years that created a major cleanup of the lower portion of Indian Hills Trail, along with road repairs to the Trail, and sink holes on various streets. The high water this month has created additional challenges to the City, but I must give special credit to Jim Graven for all his hard work in making sure the city is back together as quickly and as efficiently as possible. I also must thank Donna Sinkhorn, our City Clerk, for all her hard work with FEMA in trying to reclaim City funds we used for cleanup and road repairs. Working with FEMA is a very difficult and timely task, so thank you Donna for your commitment. Indian Hills will once again host the Octoberfest on October 7 th, Noon to 3:00 p.m., at Sagamore Park in the Country Club section of Indian Hills. The City has arranged for food, fun and fellowship! A flyer is included in this newsletter so please use it to make your reservations by October th; we want to make sure we have plenty of food for you and your family. Cross your fingers we have a dry day; last year s weather was perfect. financial records were in, so thanks again Robin for your great work. At our September Council Meeting, the City finalized the cleanup of five City ordinances that pertain to the City Clerk, City Treasurer, Legal Counsel, Police Chief, and Citation Officer. These ordinances needed to be updated to match our current job descriptions, and compensation. We will continue to make updates of other ordinances at the advice of our City Attorney, and to make sure we are complying in all areas. Finally, I want to thank our City Council for volunteering their time, for their dedication, hard work and continual input in City matters. We have a great team and it continues to be a pleasure to work with all of them. This November all the Council members are up for re-election and a few new residents have joined the ballot, so please make sure you cast your vote on November 6 th. Road Repair 018 Octoberfest Flyer 6 7 Audit Report-abbrev Contact Information 1 In this newsletter you will see that the City has received another clean independent audit by CPA firm Dean, Dorton, Allen, Ford, PLLC. I must give Robin Roberts, our City Treasurer and a CPA, special thanks for organizing the audit with the CPA firm. Jim Tencza, a lead auditor at Dean, Dorton, was very impressed with how organized the City MAYOR CHIP HANCOCK
2 Page City of Indian Hills FORMER COUNCILMEMBER This past month, the City of Indian Hills unexpectedly lost one of its former Councilmembers. Nancy Stablein served many years on the Council before resigning a number of years ago. In lieu of flowers, the City made a contribution to Locust Grove in Nancy s memory. We would like to express our condolences to her family. CITY PROPERTY TAX BILLS The City of Indian Hills 018 Property Tax Bills will be mailed to taxpayers no later than October 31st to the addresses provided by the Jefferson County PVA tax roll records. IF you do not receive your tax bill by November 10th, contact the City Clerk, Donna Sinkhorn at , ext. 101 or send an to her at clerk@indianhillsky.org. Also, it is the taxpayer s responsibility to forward their tax bill to the mortgage/escrow company if your taxes are paid by them. Please take advantage of the 0% discount by paying your taxes by December 31st, 018. The face amount is due during the month of January 019. Any taxes not paid by January 31st, 019, penalty and interest will be added, NO EXCEPTIONS. Thanking you in advance who pay in a timely manner. CITY ANNUAL AUDIT Our City Treasurer and CPA, Robin Roberts, has been quite busy the past couple of months working with our Auditors, Dean Dorton, and assisting them with the preparation of the City s annual Audit Report. We are happy to inform you, once again, the City has received a clean unmodified opinion; it was a clean audit, no issues, no deficiencies. A special THANK YOU to our Mayor and City Council for overseeing the City s finances and to Robin for doing another great job!! REMINDERS FROM THE DESK OF JIM GRAVEN: No parking on dirt or grass - park on hard/durable surfaces only No inoperable or unlicensed motor vehicles on property (store in garage) No more than cars stored outside of garage No boats, ski jets, campers or utility trailers in view from street No peeling of paint or disrepair on exterior surfaces No deteriorating, rusted or falling gutters No cooking grills on front porch or front yards No indoor furniture at front of home No basketball goals at or on street No rubbish, trash or yard trimmings allowed to be stored on property PERMITS PERMITS PERMITS PERMITS PERMITS PERMITS Before any indoor or outdoor construction, such as remodeling, an addition or new garage, begins, a City permit is required. Spratt TRAFFIC COUNTER AND SPEED ENFORCEMENT Earlier this year, the Indian Hills Police Department began using a traffic counter device throughout Indian Hills and Rolling Fields. This device provides detailed vehicle counts and vehicle speed information, and that data is used to determine radar enforcement locations, among other things. One of the last deployments was at Indian Hills Trail and Tepee Road. That data showed that just over a quarter of the vehicles were travelling at 35 MPH or more in a 5 MPH zone. As everyone is aware, Indian Hills Trail is used by motorists, bicyclists, walkers, and deer a lot of deer! Please be a good neighbor and obey the posted speed limits your fellow residents are watching and so are our police officers. 5 SPEED LIMIT IDENTITY THEFT The information below was also distributed last year, but is always relevant, as we continue to investigate several cases of identity theft. Please use these tips to be involved in keeping yourself from becoming a victim. These tips and more can be found at usa.gov/identity-theft. Secure your social security number (SSN). Don t carry your social security card in your wallet or write your number on your checks. Only give out your SSN when necessary. Don t respond to unsolicited requests for personal information (your name, birthdate, social security number, or bank account number) by phone, mail, or online. Collect mail promptly. Place a hold on your mail when you are away from home for several days. Enable the security features on mobile devices, especially if you have contacts, banking websites and applications saved. Review your credit card and bank account statements. Promptly compare receipts with account statements. Watch for unauthorized transactions. Shred receipts, credit offers, account statements, and expired credit cards, to prevent dumpster divers from getting your personal information. Create complex passwords that identity thieves cannot guess easily. Change your passwords if a company that you do business with has a breach of its databases Review your credit report once a year to be certain that it doesn't include accounts that you have not opened. You can order it for free from Annualcreditreport.com.
4 ATTENTION RESIDENTS: MSD POSTINGS CREEKBEDS We mentioned this in our Spring Newsletter but it definitely deserves repeating. During the February flood we noticed children playing in the creek beds. These creek beds are posted by MSD and they could possibly contain raw sewage. PLEASE watch your children and alert them to the possibilities of not only raw sewage but danger of swift water as well. BE A LITTER GETTER!! We need your help! If you see litter on any of our City streets, PLEASE pick it up and dispose of it. Let us make our City a LITTER FREE ZONE and keep it BEAUTIFUL by all of us pitching in and working together. HIGH WATER BARRICADES We have recently purchased High Water barricades, pictured below; and in the near future we will have markers to place on signs marking the depth of water. When these barricades are posted, it indicates a very serious situation which will be monitored by the Indian Hills Police and the Public Works Department. DEER PLEASE DO NOT feed the deer. We have recovered numerous deer (roadkill). These deer have all been feeding on residents corn, apples and salt blocks. Please let these deer live a natural life by not feeding them human food. This will help allow them to remain in the wild and off of your lawns. Birdfeeders are also an attractant so please do not over fill them. In the future, if there are high water barricades on Indian Hills Trail the Indian Hills Police Department will open the gate on Rio Vista to allow for an exit onto Blankenbaker Lane. PLEASE do not go beyond the barricades! DRAINAGE If you notice any drainage issues on your street, please contact MSD Customer Service at or you may get a quicker response by sending an to MSD at: CustomerRelations@LouisvilleMSD.org Dead Deer Please report any dead deer within the City of Indian Hills by calling Jim Graven (50) or , ext. 103 so arrangements may be made for its disposal. Any dead deer you see along Brownsboro Road or River Road, please call Metro Louisville at 311.
5 TREES Drawing for Trees For those residents who have filled out an application for the matching tree program through the Indian Hills Tree Program, the drawing will be at the Octoberfest on October 7th. You do not need to be present to win. If your name is drawn and you are not present, you will be contacted by Mary Anne Thornton; or if you have any questions concerning the Tree Program, you may contact Mary Anne at or Tree Workshop The Tree Committee will be having a tree workshop on Saturday, November 3, 018, at 10:00 a.m. (rain date, Sunday, November th at 1:00 p.m.) at Sagamore Park. A certified arborist will be instructing basic care of new trees. This is free and open to all residents; no reservations required. You may wish to bring a lawn chair. (The Tree Committee is an independent group of residents who have worked with the City in addressing their concerns with the preservation of the tree canopy. The committee is not a City organization.) TRASH COLLECTION (Go to City s website: -Trash, Recycling and Yard Waste are collected on Wednesdays. -Trash is picked up in the rear of your property. -Recycling (in plastic collection bin) is picked up at curbside. REMINDERS cont...
