2 Report #ENG , April 18, 2016 Oliver Lane Tomporowski Trail OBJECTIVE The purpose of this report is to recommend for Council s consideration the assignment of street names within the Belterra Estates (Treetops) residential subdivision development located in the Community of Alliston. BACKGROUND The Belterra Estates (Treetops) Plan of Subdivision NT-T is located east of the community of Alliston, as illustrated on Attachment No. 1. The entire subject lands consist of 151 hectares. The lands are located south of Highway 89, north of the 14th Line and east of the 10th Sideroad and are legally described as Part of Lots 12 & 13, Concession 14 and 15, (former Township of Tecumseth), Town of New Tecumseth, County of Simcoe. The plan of Subdivision was draft approved by the Town in December Redline revisions to the plan were approved in 2011 and In May 2014 Council approved an extension to draft plan for three years, until July 11, An additional Redline to the Draft Plan is currently in front of Council for April 18, 2016 approval, which the propsoed street naming convention is based upon. Street names within the Belterra Estates (Treetops) Subdivision were previously approved as provided for in Council Reports ENG , ENG and ENG A number of Redline revisions have been undertaken on the Draft Plan which have resulted in the need to revise the approved street naming convention. In addition, Phases 1 and 2 included streets which included "North" and "South" notations, based on whether or not the road segment was north or south of Treetops Boulevard. The municipal addressing which has been undertaken on these roads is not conducive to the "North" and "South" notations, which requires further revisions to the street naming convention. Further, it was noted that one previously approved street name of "Jenkins Drive" from Council Report ENG is similar to the previously approved street name of "Jenkins Avenue" from ENG , which is currently in use in Phase 1 of the LRG (Honeyfield Communities) Subdivision in the Community of Tottenham. Phase 1 of the LRG subdivision is currently under development, on which municipal addressing has already been undertaken. Page 2 of 10
3 Report #ENG , April 18, 2016 COMMENTS AND CONSIDERATIONS In accordance with the Town s revised Street Naming Policy, Council Resolution , approved by Council on June 28, 2010, new streets are to be named in recognition of War Veterans, United Nations Peacekeepers, former heads of Council of the former amalgamated Municipalities and private requests. As outlined in the policy, only Veterans or Peacekeepers who made the ultimate sacrifice are eligible for the poppy symbol to be added to the street sign. This policy is applied to new municipal roadways such as those in new subdivisions. The majority of the street names proposed have already been approved for use within the subdivision via Council Reports ENG , ENG and ENG The names proposed for the three (3) new street names in the network were chosen for consideration from the adopted Town s List of Approved Street Names for Alliston and include: Janes, Oliver and Tomporowski, respectively. These proposed available street names for the Belterra Estates (Treetops) Subdivision are outlined in the Community of Alliston Available Street Names List appended as Attachment No. 2. It should be noted that the northern limit, Phase 5 of the draft Plan, will require an additional five (5) street names, as well as one (1) name to replace "Jenkins" will be required in order to complete the street naming of all streets within the development. Over the past few years, a number of developments in the Alliston area have moved forward with their detailed engineering design and ultimate registration and construction, requiring street names to be assigned. As a result, the current list of street names for the Alliston area has been depleted. A future Council Report will be brought forward for Council's consideration once additional names become available for use in the Community of Alliston. Of the three (3) proposed names presented above, all of the names are per requests of the public, and approved by Council. None of the new names are eligible for a poppy symbol to be added on the street sign(s) in keeping with the Town s revised Street Naming Policy, Council Resolution , approved by Council on June 28, The street names proposed by Staff has been reviewed against the Town s master list of street names to assess potential confusion with emergency dispatches because of similarities with existing street names currently in use or those proposed for future roadways. The previously approved street name Jenkins was noted to be in conflict with Jenkins Avenue located in the Community of Tottenham. Therefore, it has been removed from the propsoed street naming list for the Treetops subdivision to avoid confusion and duplication with existing street names. In keeping with Council Resolution No , all other proposed names as outlined in this report do not appear to be in any conflict with existing street names in the Town. Page 3 of 10
