1 EX ALDERMAN NEWSLETTER 373 AND CHESTERFIELD UNAPPROVED 318 APRIL 1, 2019 UPDATE ON JOHN S CONDITION After a brief setback following valve replacement surgery, an Implantable Cardioverter Defibrillator (ICD) was successfully installed and John has turned the corner and doing well in the recovery process. While still hospitalized and not yet back at the computer, John is able to participate in the formation of the newsletter. He thanks everyone for their thoughts and prayers and is looking forward to resuming his normally activities soon. EXPOSING THE FALSEHOODS OF THE LAURA BAER CAMPAIGN In our last two newsletters, we discussed the heated campaign for Alderman in Town and Country s second ward, where incumbent Tiffany Frautschi is facing challenger Laura Baer. Baer is backed by Mayor Dalton and her campaign has gone off the deep end in spreading lies and distortion about her opponent and her record. THE BULLYING LIE: The Baer campaign would like you to believe that Alderwoman and Incumbent Tiffany Frautschi bullied staff and administration causing Police Chiefs and the Public Works Director to resign. THE TRUTH: Both Police Chiefs Kranz and Hoelzer have RETIRED. Chief Kranz has even endorsed Frautschi for re-election saying Her support of the police officers and the staff at City Hall was nothing short of impressive. City Administrator Bob Shelton denied staff had ever been bullied or treated unprofessionally by Alderman Frautschi. There were no complaints in city records. Chief Hoelzer, in a statement released upon his retirement, clearly stated that he was retiring. LEFT: Does this woman look like a bully to you? ETHICALLY CHALLENGED: The Baer campaign is ethically challenged in that her use of the city logo in campaign material is a violation of Chapter 120 of the city s Municipal Code, titled Code of Ethics, which states in part, The City Logo, or a close approximation of said logo shall not be used on any campaign material by any candidate for City office without the prior, express permission of the Board of Aldermen. 1

2 FACEBOOK PAGE HACKED: The Baer campaign is trying to make people believe that the Frautschi campaign hacked her Facebook page! This is another outrageous in a long series of falsehoods being disseminated by the Baer campaign. Laura Baer has offered no proof of who did this or that her account was even hacked. You can still see older posts. Continuing the beat the drum of bullying, her husband Adam Baer complained at the Board of Alderman meeting his wife was being bullied. BY THE NUMBERS: A LOOK AT FINANCES IN THE WARD TWO RACE Laura Baer Tiffany Frautschi TOTAL RECEIPTS $13,795 $5, EXPENDITURES $5, $4, INDEBTEDNESS $10, zero $475 $735 Fred Meyland-Smith Debra Jansma Monica Gunther Mikkel Morgan Kevin Beckmann Laura spent $2750 on Marketing Design, Strategy and Campaign Consulting Tiffany spent $1314 on a newspaper ad CONTRIBUTIONS UNDER $100 CONTRIBUTORS OVER $100 LARGEST EXPENDITURE TAX CHEATER AND MEAN-SPIRITED ALDERMAN GOES DOOR-TO-DOOR FOR LAURA BAER Ward 3 Alderman Fred Meyland-Smith, who avoids paying Town & Country Sales Tax and St. Louis County personal property taxes by registering a new car to an Illinois address, is going door to door campaigning for Laura Baer. Fred TAX CHEAT Meyland-Smith decided against running for re-election after his tax cheating was made public. Besides cheating the state, MeylandSmith is cheating the City of Town and Country out of taxes. When you pay vehicle sales tax in Missouri, a portion of that tax goes to the incorporated city in which you live. By registering his vehicle in Illinois, Meyland-Smith has cheated Town and Country residents out of revenue. We have previously documented how Fred s vehicle is clearly in Town and Country regularly and is his personal vehicle. Why is the ethically-challenged Laura Baer accepting help from the ethically-challenged Fred Meyland-Smith? 2

3 (SOME OF) FRED S GREATEST HITS: We ve detailed numerous interesting and outrageous stories about Fred Meyland-Smith over the years. We could probably fill an entire newsletter if we decided to do a Fred Meyland-Smith tribute edition when he leaves the Board of Aldermen. Among his greatest hits : In 2012, former Town and Country Alderman Barbara Hughes and two other residents admonished Meyland-Smith for raising his voice at her at a Board of Alderman meeting. One of the other resident related how Fred came to her house and lectured her over her stance on deer control. Meyland-Smith never apologized. While Fred is quick to chastise or reprimand anyone who doesn t agree with him, he had no qualms about trying to shut up someone he didn t agree with. In 2009, Meyland-Smith introduced a resolution proposing a Code of Conduct that would prohibit Alderman from saying anything rude or offensive. The resolution was clearly aimed at shutting up then-alderman John Hoffmann, who rarely saw eye-to-eye with Fred. Ten years after that resolution, a new Code of Conduct resolution has resurfaced and is aimed at quieting Alderman Frautshci and Lindey Butler. The new resolution is on the agenda for the 2019 Board of Aldermen retreat. CIGARETTES TO GAMBLING If you thought Cardinal and Blues tickets were expensive enough, they may be going up in price again. Did you know Town and Country Mayor and long-time cigarette lobbyist Jon Dalton is now a lobbyist of Professional Sports Teams in Jefferson City? He is getting in on the money from professional teams betting. Another sin lobbying tactic for our Mayor Dalton. POOL HOUSES AND A SPORT COURT Here are some of the latest seeking approval. WHICH LEADS US TO THE PUBLIC WORKS AND PLANNING AUDIT The audit ordinance was approved in December. But now the Mayor has convinced the Aldermen in Wards 1, 3, and 4 not to finance it. The vote was 5 against and 2 for. Ward Two Aldermen Tiffany Frautschi and Lindsey Butler were the two who voted for transparency and best practices. They are doing their very best to look out for their constituents. The Town Square and Mason Trail are in Ward Two. The other aldermen think an audit would scare off candidates for Craig Wilde s job as Director of Public Works. There are many red flags that indicate the need of an audit. Immediately after the bill to have an audit of Public Works and Planning, Director Craig Wilde resigned. The Town Square project is at least $4,000,000 over budget and it is Brinkman, the contractor verifying that work is done correctly for the city. City staff didn t review permitting with the contractor before starting the Mason Trail construction. The project was shut down by the St. Louis County Highway Department. There has been tens of thousands of dollars spent for drawings, engineering, etc. and on March 25, 2019 even more has been approved for the Mason Road Trail. While Mayor Dalton has been in office, there has never been an audit of Public Works and Planning. We would like to know why Mayor Dalton doesn t welcome an audit? 5

6 MAN STRUCK AND KILLED BY TRUCK DRIVEN BY GIRLFRIEND FRIDAY AFTERNOON IN CHESTERFIELD PARKING LOT In what appears to be a domestic dispute gone horribly wrong, a man was fatally struck by a black Dodge Ram pickup truck driven by his girlfriend Friday afternoon, March 29. The incident occurred in a parking lot outside Babbo's Spaghetteria in the Chesterfield Commons Shopping Center on Chesterfield Airport Road. The man, 40-year-old Matthew Baker, was pronounced dead at the scene. The driver of the truck remained on the scene and cooperated with police. The woman was taken into custody and was later identified as 37-year-old Kathryn J. Marsh (left) of Defiance, Missouri. She has been charged with second degree murder and is being held in the St. Louis County Justice Center on a $500,000 cashonly bond. Initial witness reports stated the couple was arguing in the parking lot, that the act appeared to be deliberate, and that after hitting the man initially, the woman backed up and ran over him a second time. Chesterfield Police later confirmed that Marsh struck Baker with the truck at least two times, once backing up and once going forward. Chesterfield Police say Baker and Marsh had been a couple for around four years. Photo is a still capture from FOX2 SKYFOX video. Text added by us to denote location. 7 CHESTERFIELD FAMILY RELATED TO NOTORIOUS NAME IN NATIONAL NEWS Who lives at 1811 Farm Valley Drive in Chesterfield? William and Marcene Avenatti, parents of Michael John Avenatti (born February 16, 1971 and pictured at left). He moved with his family to Chesterfield in 1982, where he attended Parkway Central High School. The lawyer who represented Stormy Daniels has recently been charged with extortion and fraud.
