1 G C H N A Greater Cement Hill Neighborhood Association Remember To Renew Your Membership Here s The Deal from Jeanette Clark, GCHNA s newly elected president. Yes, it has come to pass. What is the it, you ask? Well, after tackling some legal issues for our neighborhood concerning the Community Block Development Grant (CBDG) for certain qualifying property owners within the Community Facility District (CFD #0007-1), I decided that I had received enough internship training. So, I placed my name on the agenda in September for the position of President, and was approved by the Steering Committee. So here we are. I am female, wife (of one husband), mother (of four awesome adults), and grandmother (of seven wonderful grandchildren); and I keep pretty busy as a substitute teacher in Nevada County, besides weighing in for GCHNA. Why do I keep keeping on with GCHNA? The mission statement says it all: protect and preserve, communicate information quickly and efficiently that is vital to our constituents, raise funds and supply volunteer labor for our projects within our neighborhood, and finally be an organization through which our neighbors can meet and get to know each other in meetings and social gatherings. In spare moments I have taken on the task of our family genealogy, and it has been a great learning curve. The curve is not to assume anything, but to rely on good hunches with contextual information. So what do I bring to the table? First an overwhelming desire to develop more open and collaborative community efforts. Cement Hill is going through the first stages of gentrification and ensuing growing pains. This can be difficult, but the challenge is exciting. Who to Contact A Gem Right Here In Our Neighborhood By Eileen Jorgensen With great foresight and vision by Nevada City, and plenty of hard work by the Nevada County Land Trust, the Hirschman s Trail is now complete. The historic trail is a little over 2 miles oneway with an optional loop at Indian Trails Road. This is a walking and non-motorized bike trail with the first 1/4 mile from Cement Hill Road to the pond eventually being wheelchair accessible. Bill Haire of the Land Trust tells us that the contractor for this part of the trail has now been selected, and construction of this accessibility trail and parking lot will begin as soon as the ground is dry enough in spring. 2 Here s The Deal Continued from page 1 our neighborhood, and communicating the information to our constituents is an absolute must. And, lastly, everything that can be attached with the above. Which brings us to NEWS: (As of 7:10 p.m. 8 December 2001) J. Cooper s Office of California HUD has not issued a determination concerning the CDBG for our CFD. Nate Beason, Jory Stewart, and Kyle Thompson have been keeping GCHNA informed moment by moment. Nancy Weber is the new President of the Board of Directors for NID Division 1. (We are a part of Division 1). YAY Nancy! And thanks to Ron Nelson (Manager), Tim Crough (Assistant Manager), Gary King (Chief Engineer), and Doug Roderick (Cement Hill Pipeline Project engineer) for all of the collaborative work on CFD s behalf. Thanks to NID, Marquette Construction, and Nevada County for the collaborative effort in getting our road paved with a decent overlay just in time for winter. This must be a first in the county s history. WOWSER. Most of all, to your GCHNA Steering Committee, heart-felt thanks for all of the hard work, initiative efforts, and vision for the future. I cannot thank you enough. Let s all of us, old and new members, look forward to a new exciting year within GCHNA and its sphere of influence. NID treated water, a new website, the beginnings of a Firewise Community, and hopefully a new propane contract at the end of 2011 will be just a part of our concerted efforts. Help us make it happen. Hirschman s Pond Continued from page 1 several interpretive signs depicting the history of hydraulic mining which left the pond and the hillside as we see it today. A recent posting by the Land Trust invites us to explore this trail which meanders part way around Hirschman s Pond, a remnant of the hydraulic mining days, and through some lovely forested areas filled with seasonal pools. The blurb goes on to state that box turtles have been spotted crossing the trail. In the spring, GCHNA will be joining the Land Trust in pulling scotch broom. This on-going challenge invites your participation. Speaker Richard Johnson. Larry Cook Our New Ferrellgas Representative Hi, my name is Larry M. Cook, DDS, and I would like to introduce myself as the new Ferrellgas representative for the Greater Cement Hill Neighborhood Association. I am replacing Tom Stone. Cheryl and I moved to Applewood Lane in I have served as the Secretary for the Sky Ranch Homeowner s and Road Maintenance group in the past and presently am the representative for the Applewood Lane area. Our current contract with Ferrellgas expires in December, I will begin earnest negotiations with Andy Fellman from Ferrellgas in six months. The biggest hurdle is communications. It has been difficult for previous negotiating teams to pin Ferrellgas down as to base price at any time during the year to determine our resultant rate. I would entertain any suggestions as to improving this problem. As I become more familiar with the details, I will share these with you and any progress we make. We presently receive a very favorable rate, as a group, over individuals making their own arrangements. This is based on your membership in the GCHNA. 3 A Thank You to GCHNA from the Nevada City Rancheria Tribe By Shelly Covert In the fall of 2010, an historic event took place. Nevada County s indigenous people, the Nisenan of the Nevada City Rancheria, were welcomed home by the Greater Cement Hill Neighborhood Association. The welcoming took place during the GCHNA s 20 year anniversary picnic where the Nisenan were honored guests. Members of the Nevada City Rancheria Tribal Council were given an opportunity to speak, share tradition and present educational materials. This event was very special for the Nisenan people. The GCHNA is the first to honor the Tribe who once had a federally recognized Indian Rancheria on Cement Hill; the only one in all of Nevada County. The indigenous people who were in attendance were moved by the generosity shown by Cement Hill landowners who wished to share information regarding parcels that were once part of the 75 acres of tribal Rancheria land. The Nevada City Rancheria would like to thank the GCHNA and everyone who came to the picnic this fall. It will be a privilege to continue this relationship throughout the coming years. Snow Removal Schedule By Marty Pezzaglia Nevada County snow removal equipment does not go out until approximately 2 inches of measurable snow accumulates on the primary roads. It takes approximately 6 hours to plow 1 st Priority roads. Second Priority roads are done approximately every 12 hours. State highways are maintained by Caltrans crews stationed near Nevada City. Nevada County crews maintain the following roads in the Cement Hill Region. Airport Road, Second Priority Augustine Road, Second Priority Cement Hill Rd. (49 to Augustine), First Priority Cement Hill Rd. (Augustine to end of county rd.) Second Priority Indian Flat Road, Second Priority Lake Vera Purdon Rd, First Priority Wet Hill Rd, First Priority Most of the Cement Hill Region is private roads that are maintained by the property owners. Many of us have tractors and snow removal equipment that can/is used during fierce winter storms. 4 20th Annual Neighborhood Family Picnic By Ellen Hagan Neither cloudy skies nor a few sprinkles dampened the spirits of the 84 souls who gathered for the GCHNA 20th annual picnic celebration last September at the home of Chris Owens. Socializing, musical entertainment by Country Comfort, a delicious dinner, and a presentation by descendants of the Nisenan tribe of the Cement Hill rancheria made for an enjoyable, informative afternoon. To honor 20 years of community service, President Jeanette Clark spoke of GCHNA s various accomplishments including our partnering with Ferrellgas to leverage excellent prices through our group purchase of propane. It was about 6 years ago that NID chose Cement Hill for a pilot program to bring pressurized, treated water into the neighborhood. The huge project now underway will provide a sustainable source of good quality water and fire hydrants to Cement Hill Road. GCHNA is proud to have facilitated this project. GCHNA has provided numerous educational programs for our community including how to make our neighborhood more fire safe. The program presented by the Nevada City Rancheria tribe whose ancestors once lived on Cement Hill was remarkable. Members of the tribe joined us at this year s picnic to share their stories. Shelly Covert sang a traditional song. Richard Johnson, who was born on the rancheria, spoke about his personal history and the way of life for the Nisenan at that time. We learned that there was no running water or electricity. Families lived in traditional shelters with attached granaries for the enormous amount of acorns they collected. They hunted deer and rabbit and dried salmon. Richard is a Page 4 Country Comfort Band. very engaging speaker and we appreciate his candid remarks and insights. He shared that the tribe recently buried his mother on the rancheria burial grounds located on Cement Hill, the first burial at these grounds in more than 75 years. He continues to live in Nevada City. We appreciate the special guests who attended the picnic: Nate Beeson, our area Supervisor, Nancy Weber, NID director who gave us a water project update, and Tanis Thorne, an authority on California Native American history. Anthony Sunseri from the U.S. Department of Agriculture exhibited information on the EQUIP program for land clearing. We appreciate Ferrellgas for providing financial support for this event. Flour Garden Bakery again provided delicious cake for our dessert. Chris Owens home provided a beautiful setting for the event. Country Comfort warmed our hearts with their classic country songs. Thank you to Steve Rutherford for providing the sound system. This year some people brought their own non-disposable plate and eating utensils. Thank you for helping us go green. A great deal of effort went into the preparation for this event, and the GCHNA Board of Directors would like to thank those people who participated. I apologize in advance to anyone I ve inadvertently left out. Picnic committee members included: Eve Collins, Eileen Jorgensen, Susan Wiesner, Ellen Hagan, and Jeanette Clark. Thank you to Tim Hagan, our emcee, Carl Plaza for signage, Ted Smith for tending bar, Gordon Clark for recycling, and Terry Wagner for hors d oeuvres. Thank you to those who set up, brought delectable dinner fare, served us dessert and coffee, and stayed to clean up. Finally, thank you to all who, despite the gray skies, joined in. 5 Neighborhood Representative Bios Bill Holman Uli Paulin Scott Adams I am currently a steering committee member at large and have been doing the design and layout of our association newsletter. I was born in the Bay area and grew up in Los Altos on the south peninsula. After 3 years of college, I joined the US Air Force and spent 3 years stationed in Michigan and 1 year in Southeast Asia. Upon discharge from the Air Force in 1970, I got a job at a graphic design studio as a technical illustrator. In 1971 I started an ad agency/design studio in Los Altos. In 1984 I bought my house and 20 acres on Augustine Road. I spent the next 4 years coming up to Nevada City on the weekends to enjoy the country life. In 1988 I moved my business up here and became a full time resident. Since moving to Nevada City, I have been involved in many community organizations. I have been a past board member of St. Joseph s Cultural Center, a member of Grass Valley Chamber of Commerce, Northern California Shelby American Automobile Club, current member of the Nevada City Chamber of Commerce, assistant bar manager at Miners Foundry Cultural Center, and a board member of our local chapter of Vietnam Veterans of America. I am now semi retired, but I still do some graphic design work. I also have a tractor/ backhoe business. Uli completed college in Berlin, Germany, with a MS degree in engineering. He moved to the Bay Area to pursue a career in localization and international product management, helping USbased companies expand their market share worldwide. Uli bought his home on West Piper Lane in January 2000 and lives there full-time, except when traveling to visit friends and family around the world. He is founding secretary of Translators without Borders, US, a non-profit organization with roots in France and historic and ongoing ties to Doctors without Borders and other well-known humanitarian NGOs. He has organized social events for the local gay and lesbian community for many years and is an outspoken supporter of marriage equality. Uli loves swimming, skiing, road trips, and cooking for his friends and family. Glen Cooley and Daughter. I had the good fortune to move my mother, two brothers, and sister to Nevada County in the early 70 s. My mother, Mary Adams, started the League of Women Voters here in Nevada County. I came back often and said, One day I ll move here. 6 Membership Renewal For 2011 By Eve Collins Wow, another decade has passed! So, it s again time to renew your GCHNA membership. The due date is February 1st (with a grace period until May 1st). Plenty of hard work has been ongoing with the treated water project just about complete and our information-packed newsletters continuing through these still-trying times. We had an awesome 20th year celebration family picnic potluck in September at Terra Sol, Chris Owen s home. Our Ferrellgas propane contract, available to our membership, is a great opportunity to save on propane costs. Steering Committee meetings are available to everyone to voice concerns and present opportunities to our membership, and are held the first Monday of the month at the fire station on Coyote Street.
