RESOLVED, that the Town Board approve the minutes from the following meetings: February 26, 2001 March 5, 2001 Town Board Meeting Work Session Moved: Hochul II. RESOLVED, that the Town Board authorize the Supervisor to sign service agreements with Simplex Time Recorder, 15 Earhart Drive Suite 106, Williamsville, N.Y , for Time Clocks, and Fire Alarm Panel in the Dispatch Office. The Time Clock Contract is $1,451.50, and the Fire Alarm Panel is $ Funding is available in account A Seconded: Kesner III. 2 WHEREAS, on January 22, 2001 the Hamburg Town board authorized the Department of Community Development to advertise Request for Proposals for consultants to provide Comprehensive Housing Counseling Services for the Town of Hamburg including the Villages of Blasdell and Hamburg, and WHEREAS, the Request for Proposals were opened on February 23, 2001 at 10:00 a.m. and subsequently reviewed by the Department of Community Development, and WHEREAS, the following firm submitted a housing counseling proposal: Belmont Shelter Corp. NOW THEREFORE BE IT RESOLVED, that the Hamburg Town Board authorize the Department of Community Development to accept the proposal of and enter into a contract with Belmont Shelter Corp. for Comprehensive Housing Counseling Services. Contract to begin April 1, 2001 and expire March 31, Funding in the amount of $13, is available in CD ; Administration. V. RESOLVED, that the Town Board approve the transfer of appropriations for the Councilman within the 2001 Budget as follows: From: Contingency Account A $2,500 To: Consultant Fees A $2,500 For Wendel-Dusherer Grant for New York State Recreation Trails Program - Development of a Bike Path. VI. RESOLVED, that the Town Board approve the Travel Request for Jeff Brown, Dick Rankin, Daren Smith, Keith Budney, Tom Sullivan, Mike Reed, Jim Klimowicz, John Courtney, and Chris Wilson to travel to 2425 Niagara Falls Blvd, Tonawanda, N.Y. on March 14, 2001 to attend a Paving School conducted by Anderson Equipment and Ingersoll-Rand/Blaw-Knox. There is no cost to the Town and the use of Town vehicles is requested. Moved: Quatroche Seconded: Kesner VII. WHEREAS, on February 5, 2001 the Hamburg Town Board authorized the Department of

3 Community Development to advertise Request for Proposals for engineering services for the Village of Hamburg Sewer Reconstruction project, and WHEREAS, the Request for Proposals were opened on March 2, 2001 at 10:00 a.m. and subsequently reviewed by the Department of Community Development and the Village of Hamburg Department of Public Works, and WHEREAS, the following firms submitted engineering service proposals: Pratt & Huth $11,980 TVGA $13,370 Nussbaumer & Clark, Inc. $14,020 E & M $17,400 William Schutt & Associates $18,330 Marquis Engineering $19,890 EE & T $26,250 DiDonato Associates $30,465 NOW THEREFORE BE IT RESOLVED, that the Hamburg Town Board authorize the Department of Community Development to accept the proposal of and enter into a contract with Pratt & Huth to provide engineering services for the Village of Hamburg Sewer Reconstruction Project. Funding in the amount of $11, is available in CD VIII. WHEREAS, Requests for Proposals for Architectural Services for evaluation of an existing Town building at the old Nike Site were opened on January 9, 2001 and the following proposals were received: Silvestri Architects PC, 80 Pineview Drive, Amherst, N.Y Phase I: $12,500 Phase II: $24,500 Total: $37,000 Louis Design Group, 186 Main Street, Buffalo, N.Y Phase I: $36,600 Phase II: $63,850 Phase III: $52,350 Total: $152,800 Galbo Architects, 333 Huntington Ave., Buffalo, N.Y Phase I: $29,500 Phase II: $47,500 Phase III: $43,800 Total: $120,800 THEREFORE BE IT RESOLVED, that the Town Board authorize the Town Supervisor to sign an agreement with Silvestri Architects, PC, as the firm providing the lowest quote and meeting the specifications of the RFP. Funds will be taken from Account H IX. BE IT RESOLVED, that the Hamburg Town Board authorize the Department of Community Development to advertise a Request for Proposals to complete the following project utilizing

4 Community Development Block Grant funds: 1) Senior Health Maintenance; Aqua Fit - Architect The above project was authorized under the Community Development program by the Community Development Advisory Committee and the Hamburg Town Board. Funds for publication are available in account CD Councilwoman Kesner comments that this is the beginning of the first Senior swimming pool that we will have available at our site on Sowles Road. This will be complete in the fall of this year. This Board felt it was appropriate for our Seniors to have this and she thanks them for their support. Councilwoman Hochul wants to commend her for her leadership on this. There are no other Towns in the area that provide this for their Senior population. X. BE IT RESOLVED, that the Town Board authorizes the Supervisor to sign a Maintenance Agreement with Charrette Corporation, covering the Engineering Department s Xerox 2515 engineering drawing copier for a period of one year, at a fee of $385.00, plus 6.5 per linear foot copied. Funding for this was appropriated in the 2001 budget, under Account No. A XI. BE IT RESOLVED, that the Hamburg Town Board authorize Christopher Hull, Director of Community Development, to attend the National Association of Housing and Redevelopment Officials (NAHRO) Conference in Pittsburgh, PA on the following dates: April 8-12, Topics will include : Lead Based Paint, Homeownership, Housing for the Elderly, Domestic Violence and its impact on the housing community and others. Funding for this conference is available in CD ; Administration. Cost breakdown as follows: Conference Registration Fee: $ Meals: $ Mileage: $ Hotel (Conference Rate): $ TOTAL: $1, XII WHEREAS, the people of the Town of Hamburg recognize the importance of honorable character qualities based upon the moral standards held by our Founding Fathers on which they established our nation and legal system; and

5 WHEREAS, we desire to build upon our heritage by making the Town of Hamburg a place where families are strong, homes and streets are safe, education is effective, business is productive, neighbors care about one another, and citizens are free to make wise choices for their lives and families; and WHEREAS, we recognize that individuals are responsible for their actions and that daily decisions should be based upon objective moral standards which are the basis of universallyrecognized character qualities, including gratefulness, honesty, truthfulness, diligence, generosity, responsibility, compassion, and loyalty; and WHEREAS, lack of commitment and irresponsibility have resulted in an increasing number of family problems causing personal, social, and financial consequences to individual family members and to this town as a whole; and WHEREAS, there is a need for more positive role models among our young people to help prevent juvenile rebellion and delinquency and foster a community culture where good character is praised and encouraged; and WHEREAS, if people fail to demonstrate positive character qualities and make wrong moral choices, the health, safety and welfare of the citizens are endangered, resulting in a financial burden upon the taxpayers for the costs of law enforcement; and WHEREAS, many current societal problems will be alleviated when the citizens of this town live by positive and constructive character qualities which distinguish between right and wrong; and WHEREAS, teaching positive character qualities to juvenile delinquents has been shown to produce a change in behavior, reducing recidivism rates; and WHEREAS, our schools should be a safe atmosphere where character is exemplified, taught, and rewarded and where learning is encouraged; and WHEREAS, encouraging employees by recognizing positive character qualities has resulted in an increase in workplace morale, employee safety, and corporate profits; and WHEREAS, the emphasis of positive character qualities in every sector of society can only occur as individuals commit themselves to exemplifying character in their personal lives and inspiring others to do the same; THEREFORE BE IT RESOLVED, that the people of the Town of Hamburg pledge their commitment to character and designate themselves as a Character Town in order to formally launch a town-wide initiative to encourage character in our schools, businesses, churches, town government, media, community groups, and families, and we urge the leaders of each of these jurisdictions to support and contribute to this noble endeavor. Seconded: Unanimous XIII. RESOLVED, that the Town Board approve the appointment of: ROSEANNE NADRICH, 7793 East Eden Road, Eden, NY to the position of PUBLIC SAFETY DISPATCHER (Probationary) with the Town of Hamburg Police Department, effective March 13, Ms. Nadrich is on the current Civil Service list for Public Safety Dispatcher, established November 10, 1999, Exam No Salary: $17.98 per hour as

6 per the International Association of Fire Fighters (IAFF) contract; funds available in A Supervisor Hoak comments that this is one of the most important positions in the Town. She comes highly recommended with an excellent background. He asks that she stand and be welcomed into our Community. XIV. WHEREAS, bids were opened on February 22, 2001 for the construction of the Electric Avenue Pump Station Forcemain Extension Project; and WHEREAS, five bids were received for Contract No. 5 FM (Forcemain Extension), which are summarized as follows: Bidder Bid Total (1) Kandey Company, Inc. $145, 231 (2) Milherst Construction $169,478 (3) Sicar, Inc. $194,149 (4) Industrial Site Services $203,500 (5) J. D. Northrup Construction $205,500 WHEREAS, the bids have been reviewed by the Town s engineering consultant for this project, Malcolm Pirnie, Inc., who determined that Kandey Company, Inc. of West Seneca, New York is the lowest qualified and responsible bidder, and that their total bid amount is reasonable and within the funds available for the project. On this basis, Malcolm Pirnie has recommended that Contract No. 5 FM be awarded to Kandey Company, Inc., and the New York State Dept. of Environmental Conservation has agreed with the recommendation and directed the Town to proceed accordingly, THEREFORE BE IT RESOLVED, that Kandey Company, Inc. is awarded the contract for this project in the total amount of $145,231, that the Town Supervisor is authorized to sign the contractual agreement in this regard, and that the Town Engineer is to issue the Notice of Award and Notice to Proceed at the appropriate times. Funding for 85% of the contract amount is to be from the State Clean Water/Clean Air Bond Act grant (Contract No ) previously issued to the Town of Hamburg, with the remaining 15% local share to be paid by the Town sewer districts that are tributary to the Electric Avenue Pump Station through funds which have previously been budgeted and bonded for such. XVI. WHEREAS, bids were opened on February 22, 2001 for the construction of various improvements to the Electric Avenue Pump Station; and WHEREAS, six bids were received for Contract No. 5G (General Pump Station Work), all of which significantly exceeded the funds available for the project; and

7 WHEREAS, the bids have been reviewed by the Town s engineering consultant for this project, Malcolm Pirnie, Inc., who determined that the bid amounts are unreasonable for the work involved, and therefore recommended that all bids be rejected for Contract No. 5G; and WHEREAS, six bids were received for Contract No. 5E (Electrical Work), which work is primarily associated with the pump station improvements that were to be performed under Contract No. 5G. Therefore, Malcolm Pirnie, Inc. has further recommended that all bids be rejected for Contract No. 5E; and WHEREAS, the New York State Dept. of Environmental Conservation has agreed with these recommendations, and directed the Town to proceed accordingly and to redesign the pump station improvements to a scaled-down project which will be within the funds available while still serving to alleviate the occurrence of pump station overflows that affect water quality at Woodlawn Beach State Park, THEREFORE BE IT RESOLVED, that the Town Board hereby rejects all bids received for Contract Nos. 5G and 5E, and requests the Town Engineer and Malcolm Pirnie, Inc. to appropriately redesign the pump station improvements to be performed. XVII. BE IT RESOLVED, that the Town Board appoint John Ely as an alternate member of the Board of Assessment Review for the year XVIII. WHEREAS, Malcolm Pirnie, Inc. has previously been retained by the Town of Hamburg to provide engineering services associated with the planning and design of the Electric Avenue Pump Station Forcemain Extension Project; and WHEREAS, the project has proceeded through the bidding phase and into construction, and Malcolm Pirnie has submitted a proposal for providing General Services During Bidding and Construction, for the negotiated lump sum fee amount of $18,300, which has been reviewed by the Town Engineer and determined to be reasonable and acceptable for the services being provided, THEREFORE BE IT RESOLVED, that Malcolm Pirnie s contract is amended to include these additional services, thereby increasing their total contract amount for this project to $68,050, and that the Town Supervisor is authorized to sign their proposal letter/agreement in this regard. Funding for 85% of the additional contract amount is to be from the State Clean Water/Clean Air Bond Act grant (Contract No ) previously issued to the Town of Hamburg, with the remaining 15% local share to be paid by the Town sewer districts that are tributary to the Electric Avenue Pump Station through funds which have previously been budgeted and bonded for such. XIX. BE IT RESOLVED, that the Town of Hamburg enter into contract with the County of Erie for participation in the STOP D.W.I. Program. The contract period is for January 1, 2001 through December 31, BE IT FURTHER RESOLVED, that the Supervisor be authorized to sign the contract on behalf of the Town.

8 Seconded: Kesner XX. WHEREAS, the New York State Thruway Authority is presently in the design stages of a project which will replace the Amsdell Road bridge over the Thruway, with construction scheduled to begin in Spring 2002; and WHEREAS, in that the road crossing the bridge is a County highway, the Thruway Authority has requested permission from Erie County to close the bridge to all traffic during construction. This would serve to reduce the estimated construction time to four months, instead of eight months which would be necessary in order to maintain alternating one-way traffic along one lane during construction; and WHEREAS, the Erie County DPW - Division of Highways has requested input from the Town of Hamburg in this regard, in order to assist them in determining their response to the Thruway Authority; and WHEREAS, the Town Board, Town Highway Superintendent, and Town Traffic Safety Advisory Board have considered this matter and are opposed to entirely closing the bridge during construction, primarily due to the inconvenience for local residents, increased emergency response time, and effect on school bus routing, THEREFORE BE IT RESOLVED, that the Town Board go on record as being in favor of maintaining traffic across the Amsdell Road bridge during construction, and that certified copies of this resolution be provided to the Erie County Deputy Commissioner of Highways, County Legislators Chase and Kuwik, and the New York State Thruway Authority - Structural Design Bureau. Moved: Hochul Councilwoman Hochul comments that we received notification that they are looking to reconstruct this bridge and the Thruway Authority has jurisdiction over this. It is also a County Road so they are asking the County for input. Because it is in the Town of Hamburg they asked for our opinion. The Thruway Authority, in order to save money, would like to close it for four months from both directions. The detour route is going all the way around Camp Road and they estimated it as an additional 10 minute travel time. She feels it would be more during rush hour traffic. Not only would there be inconvenience to the residents but also the emergency response time is an issue. The Town this evening is going on record as strongly opposing closing that bridge in its entirety. She asks the residents in that area to contact their County Legislator. XXI. RESOLVED, that the Town Board approve the Audit of Cash disbursements as follows: OPERATING FUND: BATCH #33 $150, BATCH #34 $ 79, BATCH #35 $ 52,738.75

Supervisor Hoak reports that he spoke with Chief Coggins and there has been increased radar on Ontario Street. Letter # 25 - concerning flooding on Stilwell and Sterling. Supervisor Hoak reports he received late correspondence (26A) from the Kraengel family on Sterling voicing their concern about the flooding. This is given to the Deputy Town Clerk for public record. Supervisor Hoak comments that when he received this petition he called Mr. Kapsiak to discuss this issue and also talked with Mr. Connolly of the Highway Department. He asks Mr. Kapsiak to comment. Mr. Kapsiak comments that in reading the letter from the residents the main concern was after the storm of September 23 rd and that the Frontier School flows were going onto the properties and the back yards of the properties along Stilwell. They got a call from Jim Anders who is the maintenance crew chief for Frontier Central shortly after that storm. The School District had received complaints from the property owners. He contacted the Town and asked for assistance in laying out a system which would resolve the problem. The answer was to redirect the flows so that they don t go through the back yards along Stilwell and construct a ditch along the property line that would direct the flows down to Amsdell Road where there is sufficient capacity in the system. He met with them onsite back in September and they checked with them last week and they said they did install that ditch in October and it redirected all the flows down Amsdell Road. Since then they have not received any complaints from residents. Just to note the storm in September was a storm where we received 5 ½ inches of rain over a ten hour period. Flooding and road closures were prevalent throughout the Town. The storm far exceeded the capacities that drainage systems are typically designed to handle. The letter also mentions sanitary sewer backups. They had other complaints at other times from a couple of property owners and they did budget funds in this years budget to have a study done of the sewer system along Sterling and Stilwell. They have Requests for Proposals out now and they will be doing a detailed study to track down the problem. Supervisor Hoak questions the timetable on the studies. Mr. Kapsiak responds that the deadline for proposals to be submitted is the beginning of April and they hope to be able to award a contract at the following Board Meeting. The study will also involve other areas in the Town and would be conducted over a five month period. When the report is out they would follow it up with the recommended improvements, possibly late fall or into next year. Councilwoman Hochul asks if they could start their study in this area. Mr. Kapsiak comments that they can start there. The study is meant to address five different areas of the Town simultaneously so they get similar rainfall events while

10 they are monitoring the system. Kimberly Carlson, 5645 Stilwell Road, stating that on April 7, 2000 they purchased their home and at the time of closing they had to submit a form stating that they did not live in a flood zone. By September 2000 there basement had been flooded three times. They had 6-8 inches of water in their basement and they had just recently moved into the home. They lost a considerable amount of personal items that they had not had time to unpack. She shows pictures (which are available in the Town Clerk s Office) showing how much water there was pouring out from the woods behind her house. The creek that runs between her home and a resident who is in Florida, who sent a letter which she submits to the Town Clerk for public record, crested which caused more problems. It cannot handle the flow of water coming out of the woods of the school property. People have sewage coming out of their toilets in the basement and is seeping in the walls and coming up from the sump pumps. She has over thirty residents present and this has been happening for over thirty years sometimes 2-4 times a year. On February 9 th the Highway Department spent over 15 hours in front of a home on Stilwell working on the sewage system because they were beginning to have a thaw and were already having problems. She shouldn t have to live, every time they have a storm, sitting at the bottom of the basement stairs fearing that everything in the basement would be lost. Supervisor Hoak questions if they had any problems after the installation of the additional drainage by Frontier Central in October. She comments that she hasn t had anything since September. However, her sump pump runs all winter long. The creek that runs between her home and her neighbor cannot handle the water that is rushing out from the School s property. Mr. Miller has a sewer outlet in the front yard that is like a fountain. Supervisor Hoak comments that one of the things he has heard is the question of where the ditch is that Frontier Central put in. Mr. Kapsiak comments that according to what Frontier School s told them it is along the property line between their property and the backyards of the people. He will have their inspector go out tomorrow and shovel some snow to try and locate it. Dale Dunham, 5559 Sterling Road, comments that he has a handicapped daughter at home and when the water runs down the street it floods his driveway and the whole front of the house. Across the street if you look in the drainage ditch they do not have a drop of water. There should be a way to divert that water across the street. When he moved in he put 240 ft. of drain tile in his backyard to get the water to the drainage ditch and put a culvert across the back to help his neighbors. Supervisor Hoak asks Mr. Kapsiak if it would be possible to divert the water. Mr. Kapsiak responds that they will wait to see if the redirection of drainage work that Frontier School s did worked. If there is still a problem with road drainage then the Highway Department Foreman will have to take a look at it. Councilwoman Kesner questions if the petition was sent to the Frontier Central School Board. Mrs. Carlson comments that the town has the original and it was not sent to them. Councilwoman Kesner asks Mr. Boehm to make sure that a copy gets forwarded to the administration along with the late correspondence. Mrs. Hagerdon, 5559 Stilwell Road, comments that she has contacted the Town many times in the past about the flooding. February was the first time that someone came from the Highway Department to help. Her problem is that the toilets overflow and sewage comes up through the shower. There is a problem somewhere in the lines. Councilman Quatroche responds that obviously there is a problem and there are two issues. The runoff problem and the sewage. The runoff problem they will address with Frontier and the sewer problem is our responsibility. The study is not an intension to put off anything. They are trying to identify the right place of the problem and correct it once and for all. He apologizes for any run around she may have received. He then asks Mr. Kapsiak for a time line for action to be taken on this. Mr Kapsiak responds that the study will take 5 months and construction will have to be budgeted and would take place next year. Judy Michelsen, 5549 Stilwell Road, comments that she is in the middle of both problems. When she moved in back in 1955 they had 4 feet of water in their basement and they were told by the Town that there was a connection between the old section where she lives, that had smaller sanitary sewers, and the new part that was put in, which is bigger. Could someone look into to this. This was a long time ago and nothing has been done since. They put in 550 ft. of

11 drain tile in the yard and dug up their basement floor and they are still flooded. Robert Miller, 5644 Stilwell Road, comments that they have a 24" culvert that runs through his and the Carlson s property which picks up the creek. This needs to be cleaned out by the Highway Department. He then comments on the communication between the Departments. Mr. Kapsiak comments that they did all meet last November and he asked for the five top hot spots for sewer back-up and Stilwell Road was one of them. That is why they are proceeding with the study. Lucille Bartz, 5531 Stilwell Road, comments that they put in 500 ft. of drain tile around their perimeter and someone from the Highway Department came and put a big drain so that their backyard is much better than it used to be. Supervisor Hoak comments that Richard Crandall, Planning Board Chairman, is in the audience and he lives in that area. Would he like to comment. Mr. Crandall comments that he is one of the lucky ones because he lives up on the high end of the street. He then comments that he has a sump pump and if it goes out for more than 4-5 hours at a time he is in trouble and that is year round. The bottom houses on Stilwell have a definite problem. As far as Sterling they are also low and the runoff from Stilwell is going onto Sterling. As far as the School is concerned, he was around when the School was built and at that time it seemed to get worse. About half way up the street behind the houses are woods. In those woods are a lot of shale and pockets of clay. So now there is not only the lack of ditches but also a ground characteristic which precludes drainage through the ground to those other areas of getting rid of the water. Councilwoman Hochul comments for everyone who made the effort to come out that their cries have not fallen on deaf ears. It has taken a lot longer than it should have and they have apologized for that. This is the path toward the solution. This Board is very accessible and you will get a response. She has dealt with her basement flooding and she can sympathize. Mark Bartz, 5531 Stilwell Road, comments that he has been there over forty years. That when Mr. Brundage put in the subdivision he installed a storm sewer and when the new contractor came into that area he bridged to that storm sewer, but they needed a larger pipe. If the small pipe stays in there the problem will never go away. That pipe needs to be increased to the proper diameter which could handle the water. This pipe is only 7" in diameter and they put a liner in it making it even smaller. Mary Jane Rathka, 5429 Stilwell Road, comments that last year when they had the thaw she had to dig out her ditch for over 3 ½ hours. She is getting too old for this. Something needs to be done. Barbara Hayden, 5459 Stilwell Road, comments that she has been working with Frontier Central for three years about the drainage problem in her back yard. They finally came and dug out the ditch. They also cleaned out a natural ditch going down to Amsdell Road. They really can t tell yet if it will work because they haven t had the Spring thaw yet. She also has the sewage backup problem. Hal Boltz, 5622 Stilwell Road, comments that several years ago the Town came in and put in some storm sewers at the lower end of the road and they put ditch pipes in and covered them up and came up the street and honed out all the ditches up there for the residents. This made for a hazardous situation, the vertical drop-off has made it almost impossible to cut the grass. Those ditches are still not deep enough to hold the run-off. His observation is that although there are two distinct problems the run-off does contribute to the sewer problem. He has bailed sewage out of his stationary tub more times than he cares to count. The situation has worsened since Amsdell Park was put in. Supervisor Hoak comments that the complaints are consistent and he would offer a meeting in June with the Engineering Department, Highway Department, himself and whatever Board Members are available and have the Lakeshore Coalition of Taxpayers invite the neighborhood and the Town will provide a report of where they are at and the direction they are going.

12 Joe Killian questions if this is the Wanakah Sewer District. Mr. Kapsiak comments that it is the Amsdell Heights Sewer District which is comprised of the two streets Sterling and Stilwell. So any improvements are funded by the people who live on those streets. Joe Killian states that the normal meeting time is the first Tuesday of every month at the Lake Shore Library starting at 7:00 p.m. Mr. Kapsiak comments that the School District should also be included in that meeting. Mrs. Hagerdon questions the fact that any improvements to those two roads would be funded by them and only them. Mr. Kapsiak comments that for the sanitary sewers yes. The storm sewers are Townwide. Joe Yormick, 5632 Stilwell, comments that it should fall back on the Town if the developer was wrong in the installation. Mr. Kapsiak comments that this goes back to a time when the Town wasn t involved in subdivision development. There wasn t a Town Engineer at that time. Councilwoman Hochul comments that they will have an answer to that in June. Supervisor Hoak comments that about ten years ago they faced the issue of making Town water lines and sewer lines as a Town wide district. Mr. Spute comments that they tried to consolidate them all and it was turned down. Eventually the water districts were combined but the sewer districts were not. It was voted down 7-1. Matthew Reynolds questions if the Town Board could go to the County and State to seek funding to help the residents pay for this project. Kimberly Carlson questions if they do have issues between now and June who should she call. Mr. Connolly, Highway Superintendent, responds that she should call Police Dispatch and explain the situation. They will in turn call the crews to come out and help. Mr. Connolly comments that the long term solution will come from the Engineers who evaluate the old system and suggest a solution. In the interim he will make sure that his crews make a point to check those lines and make sure they are clear. Letter # 26 - Supervisor Hoak comments that this is Kudos to the Recreation Department and the Lakeview Youth Center. Reports From Town Board Members and Department Heads Councilwoman Kesner reports that earlier the Town appropriated money to mark fire hydrants and this evening she had a meeting with Mr. Connolly and the President of the Hamburg Chiefs Association to begin to implement this project. You will see our Fire Companies going around and putting a marker on various hydrants in the community that they are concerned about the snow covering. They are asking a number of Taxpayer groups and citizens that if they aware of a fire hydrant in the community that is covered with snow during the peek winter season to let the Town know so they can mark it. Councilwoman Hochul comments that as the liaison to the Library Board that they have come out with their annual report and she wants the public to note that they are in the middle of a major fund raising effort. The Erie County Legislature has a matching grant initiative whereby they can receive $27,000 to improve technology in our public libraries but they need equal matching grants from the public. It would be very worthwhile to see that our children have the latest technology. Councilman Quatroche reports that this last week he met with Mr. Connolly to talk about playgrounds. They will be looking at improvements to playgrounds and strategies to do that. Supervisor Hoak comments that he has the pleasure of announcing the James Connolly, Highway Superintendent, has been named the Elected Official of the Year by the American Public Works Association. He also would like to announce on Wednesday, March 21 st at 7:30 p.m. at the Lake View Fire Hall the New York State Department of Health will be holding a public information meeting regarding the cancer research study that has been on-going.
