1 November 2008 EDITOR: P. J. HAJOS A From the Commodore s Bridge s members and owners of CYC, we all take responsibility and pride in our club. Part of the responsibility is being a good steward of what we own. While we have two club stewards to handle many of our maintenance tasks such as mowing the grass and fixing plumbing leaks, it is up to all of us to keep our property in good repair and pick up after ourselves, just as we would at home. Saturday s meeting was an act of stewardship in committing resources to enact repairs of some key components of our infrastructure our docks. Without docks, there are no boaters, with no boaters; we don t have a club or property to care for. We re a small club, with excellent assets. Given the current waterfront situation around the Chesapeake Bay, we are indeed blessed to have covered slips there will be no more built in the Chesapeake Bay watershed. So, it is even more important that as a key asset to our club, we maintain those roofs in good repair and keep protecting our boats residing underneath. We all owe a big debt of gratitude to Measurer Dick Teachout for getting us through the dock repairs recently so that we can now move to the roofs. Dick has also spent many hours working with a potential contractor to determine what we need and how much it will cost. Given the vote on Saturday to allow access to our Trust Fund monies, we can move forward, and hopefully get A-Dock repairs completed before winter sets in. We have a committee forming to complete the project since Dick has some other obligations that won t allow him to supervise this activity. So, if you have some time on your hands, please volunteer to help. Meanwhile, Don Foster made an impassioned plea at the meeting that we each pony up some funds to get these and the other major repairs accomplished soon that are facing us (such as the septic system and the bulkhead repair). Contributions to the Heritage Fund are greatly appreciated anytime consider making a donation now and several more in the future. Your generosity to date has helped pay for the recent dock repairs. Now it s time to tackle the septic system and that s going to take more. I know these are difficult economic times for us all, but by pooling our resources we can make great strides. Consider taking your next week s vacation at CYC, and invest the money you would have spent in our great club. Membership Meeting Nov. 15, 10:00 am. Meeting 10:30 followed by brunch The other area we can all help with is to identify potential new members to fill these covered slips (and open slips too!). Even with gas prices where they are, many of us continue to make the trip to Southern Maryland to enjoy the tranquility of our Club and the waters of the lower Potomac and Chesapeake Bay. We re just too good at keeping our secret! So, strike up conversations with folks you work with or encounter in everyday activities you never know where you ll find another boater looking for a good place to keep their boat and we re still one of the best bargains around. With our banner Oyster Roast event fast approaching, invite friends and family, boaters and nonboaters to join us and sample our hospitality and facilities. Better yet give them an application and invite them to join us. They too can enjoy our little secret. -1-

Vice Commodore, Patrick Shier T he October membership meeting brought closure to the discussion on funding to proceed with the necessary repairs and replacements to the roofs over A and B docks. At times we may struggle a bit as we work our way through formal processes and rules and motions and points of order, but we get through it. This was another example of how well we work through it. There was much discussion particularly over the past couple of months and there were clear differences of opinion on the issues. The different points of view were heard, we put it to a vote, and then we all got together for a crab feast. The board is still working to get all the parts in motion to execute this project in the manner that serves the best interest of the club. That s what the membership elected the board for in the first place and none of us have taken that responsibility lightly. Addressing the more routine maintenance items, Steward Roger King has been busy around the grounds trying to get through more of the outdoor chores before the cold sets in for the duration. Cleaning and painting were the recent theme. Painting work was finished on the fire escape stairs on the side of club house, as well as the door and window frames and trim. The gutters on B dock are an annual magnet for pine needles so those were cleaned out, and burned out dock light bulbs were replaced. Keep in mind as you make your winterizing plans that the dock water will be shut off for the season and the pipes drained by early December. Water will still be available at the dock entrance but the dock pipes will be winterized. We will have an exact date to announce at the November meeting. -2- T CYC Events his update covers CYC Crab Boil and planned events for November to January. The CYC Crab Boil was held on the 18 th of October. Dolores and Darrell (in absentia) Derrington and Mary and George Niebuhr were our hosts. Bear Creek BBQ provided us with scrumptious Maryland Crab Soup, Steamed Crabs & Shrimp, Sausage, Corn, Potatoes, Cole slaw, etc. There were plenty of left over food for the taking. Those of you who couldn t make it missed a wonderful meal. In the evening Dolores Derrington brought us to the movies on the Bean Room TV. We were treated to Fool s Gold, starring Matthew McConaughey and Kate Hudson. Those attending are looking forward to other opportunities to share a movie together. Special thanks go to all those who worked on setting up the tables indoors and for their assistance with the clean up. Planning continues for the Annual Oyster Roast set for November 15 th. Your lunch hosts Paula and Craig Hajos and I and CYC s volunteers are committed to make it happen. Julie and Tom Shier are hosting the evening meal. The list of firm offerings have grown: Bobbie & Rick Sass and Margaret and John Tolzman are doing burgers and hot dogs for lunch. 3 Alcoholic). Julie has lined up Thompson again to cater the evening meal (Fried Oyster, Stuffed Ham and Roast Beef). I will need a couple of bartender volunteers starting at 5:00PM. As usual we will also need help with clean up after lunch and after the evening meal. My sincere appreciation is extended to the folks who have already signed up and goes to the others in anticipation of their contributions. Our Oyster Roast should be another CYC success story. The brunch will follow our general membership meeting and elections. Alice s neighbor, Zandra, has graciously agreed to play the piano for us. Alice has already completed a flyer and is preparing all the food. This will be her maiden event voyage, so please offer her a hand. I need a couple of bartender volunteers starting right after the membership meeting. I will also need help with clean up after brunch. This year we are again trying to extend a Holiday lift to a Single Mom with 5 kids. Please bring a gift card for Giant or Target to help with their basic necessities during this Holiday season. Lastly, I have decided to host the Change of Watch to celebrate my last opportunity to serve you as Rear Commodore. We are planning to have the event at the Waterford in Springfield, VA again this year. We had it at the Waterford last year and the staff really did a great job making us feel welcome and taking care of our every wish. The preferred date is Saturday January 17 th and we have alternate dates of Saturday January 24th or Sunday January 25 th. I will work up a flyer and get it sent out to you shortly. They are in a nice fabric bag with hose and extension cord. The Stewards will be providing a stowage location on each dock and they will be conspicuously marked with a sign. Please take the time to identify the location of the pump on the dock that you are assigned to so that in an emergency you do not have to hunt for the pump. There has been a portable air horn and whistle located on each dock. These are to be used to attract attention in case someone needs assistance in an emergency. In case of an emergency where you require assistance sound a series of short blasts on the air horn and then a series of short blasts on the whistle (continue until someone comes to your assistance or you run out of air). Please take a moment to identify the location of the horn and whistle on the dock that you are assigned to so that in an emergency you do not have to hunt for it. If you hear the air horn blasts or whistle blasts please make the effort to find out where they are coming from and render assistance if needed. Mike Daras will conduct the first training class on 8 November at the CYC clubhouse; it will start at 10:00 am and end at 2:00 pm. There is a limit of eight students. Participants will be Red Cross certified in CPR and AED. The $25.00 cost will cover the cost of your books. Mike is contributing his time to the club. 7 NATIONAL REPORT October 11, 2008 Rescue 21 Operational on the Chesapeake Bay and Most US Coastlines The Coast Guard announced that Coast Guard Sectors and all stations serving the Bay have been upgraded to the new command, control and communications system, Rescue 21. This includes new antenna towers, receivers, recorders and direction finders. A significant benefit of the new system is the Digital Selective Calling (DSC) feature on the newer VHF-FM radios. The new system will also close many known coverage gaps in coastal areas of the US, enhancing the safety of life at sea. All are encouraged to upgrade their VHF radios to those containing the DSC feature, register for the MMSI number and interface the radio to your GPS. That way, when the DSC button is pressed, your exact coordinates will be sent out. USCG Cutter Waesche Christening The second in a new series of Coast Guard cutters was christened at the Northrop Grumman shipyard in Pascagoula, Mississippi. This National Security Cutter has been designed to satisfy the Coast Guard s multi-mission responsibilities in homeland security, national defense, marine safety and environmental protection. She is 418 feet long, with a 54 foot beam and displaces 4,300 tons. She has combined diesel and gas turbine engines capable of an intercept speed of 28 knots. Waesche has a 60-day endurance period and a range of 12,000 nautical miles. Cutter Waesche is named after Admiral Russell R. Waesche, Commandant of the Coast Guard during WWII. Signed Copy of Clean Boating Act of 2008 Received We received a redlined copy of S.2766, signed by President Bush, President Pro Tempore of the Senate Robert Byrd and Speaker Pelosi. The bill was sent to us by the National Marine Manufacturers Assoc. (NMMA) along with a note thanking NBF, CBYCA, DRYL and all others who contributed to getting the bill passed. NBF worked closely with NMMA who led the effort, which, had it not succeeded, we would all now be applying for EPA permits to operate our boats. The bill was shown to the CBYCA Board at their 20 Sept. meeting. -7- Wallop/Breaux Reauthorization Work continues toward the reauthorization of the Aquatic Resources Trust Fund (Wallop/Breaux) which expires 1 Oct 09. Revenues from motor boat fuel taxes and fishing equipment are used to fund Recreational Boating Safety, Sports Fish Restoration, the Clean Vessel Act (pump out stations), Boating Infrastructure Grants and Coastal Wetlands. So far, scheduled to consider all other W/B programs and draft the relevant legislation.agreement has been reached between the NASBLA and the American Assoc. of Fish and Wildlife Agencies to remove the administrative costs from the allocations thus providing an increase in the funding for boating safety. USNI Proceedings Article on Small Vessel Security We received an advance copy of an article by Admiral Thad Allen, Friend or Foe? Tough to Tell, which will be published in Proceedings magazine. In the article, Admiral Allen again cites the attack on the USS Cole in the Gulf of Aden as an example of how terrorists can exploit a small vessel, as well as smuggling WMD, illegal immigrants and narcotics. Given the 14M recreational vessels registered in the US, there are almost limitless possibilities for terrorist use of a pleasure boat in an attack. At risk would be commercial ports, ships, LNG terminals, nuclear facilities, etc. The loss to our maritime facilities and economy from an attack could be enormous. For these reasons, the USCG has developed a Small Vessel Security Strategy (SVSS) that considers the risks, vulnerabilities and likelihood of a small vessel attack and the required countermeasures. The SVSS grew out of the Small Vessel Security Summit which we attended in 2007 and subsequent USCG studies. Among the goals cited in the SVSS is to develop a strong partnership with the small vessel community to enhance maritime domain awareness Again, the boating community can assist in maintaining maritime security and awareness by participating in America s Waterway Watch (AWW) where we are the eyes and ears for reporting suspicious activity. If effectively used, the AWW should mitigate many of the DHS security concerns. Reauthorization of the Coastal Zone Management Act The Coastal States Organization is working toward reauthorization of the CZMA, which is already past its scheduled date for passage. The CZMA regulates land use within the Critical Areas of the coastal zone. The CZMA has been in effect 30 years and covers all US coasts and the Great Lakes. A significant change to the Act has occurred with an amendment which adds HR 3223, Keep our Waterfronts Working Act, to the CZMA. HR 3223 allows coastal states to invest in the preservation, protection, and expansion of working waterfronts. This benefits the boating public by allowing marina operators to apply for state or local grants to preserve their use of the waterfront. While most of this is positive, it may become complicated by the recent passage of the offshore drilling bill by the U.S. House of Representatives. This would allow offshore drilling as close as 50 miles of the Atlantic and Pacific coasts. This could require changes to the CZMA reauthorization bill.
