There was a quorum. Item #1 Approve minutes of the July 14, 2015 meeting Tony Brand made a motion to approve the minutes as read, Joey Martin seconded the motion. Meeting minutes passed with a unanimous vote. The Benefits are Endless

3 Item #2 Parks & Recreation Staff Reports Stacy reviewed the staff report with the Commissioners as follows: Youth baseball and softball season has been wrapped up. The season went well. The adult men softball program ended on July 22, 2015 with their tournament games. Co-ed softball is currently in tournament ending August 12 and 19, There will be two end of the summer tournaments including a new women s ASA slow pitch Door Slammer tournament. Adult one pitch league rosters are due on August 14 th with games starting August 31 st. Fall soccer registration ended on July 27 th and late registration will run through August 14 th, Practices will begin the week of August 24 and games will start September 8, Men s flag football registration is complete and we are up three teams from last year. Sporties for Shorties next activity will be basketball. The Recreation department will be showing The Blind Side on Friday, August 28 th at 9 pm. Cinderella was going to be shown however Disney has a schedule for public viewing and it did not align with our schedule so we will be showing it next month. British Soccer camp was a success again this year. Thursday night band concerts ended on August 6 th. Recreation staff is collecting information for our Fall/Winter guide and the guide should be out the middle of September. Idaho Power will be out at the Oregon Trail Youth Complex to finish drilling the holes for the netting and Taylor Made Fence will be installing the poles and brackets shortly after. Joey Martin asked what the turnout was for the last movie. Stacy was unable to report as she was not at the movie. Joey also asked if staff will be notifying the community about the change in the movies for August. Stacy will be working with Josh Palmer to get that information updated on our webpage and facebook page. Wendy reviewed the Parks staff report with the Commission as follows: The past month the Parks Department has been working on the following projects and regular maintenance: Work on the Parks parking garage build continues. The building department is working on determining whether the building has to be ADA compliant and that is holding up the process a little. Construction work on the new splash pad continues. The foundation is in as well as the feature plumbing. There are some parts on back order that we are waiting for to complete the project. Ongoing general irrigation repairs.

4 A new ADA sidewalk is complete at Northridge Park from the street to the playground. New scoreboards have been installed at Frontier Field. Rebuilding and repairing the dock system at Dierkes Lake has been completed. Joey Martin asked about the liability for the City with the splash park. Mitch explained that as long as we do not charge on admission we have recreational immunity as a City. He also asked if we will be putting any signage up to indicate that. Mitch indicated that could be a possibility. Tennille enquired about the additional recreation coordinator position that was budgeted for. Wendy indicated that there was a preliminary budget meeting last night and that position was in the budget. Mitch commented on the budget as well, he said that the preliminary budget had been approved with a limited spending cap and that position was funded. There are two more meetings to go with the adoption of the budget at the Council meeting on the 24 th of August.. Shawn Barigar also commented on the budget and he felt that staff has done a good job in presenting the value of the requested positions and the capital investments have been well received by the Council. He stated that this is a solid budget with good strategies. Mitch suggested that we include what got adopted in the budget at the next year. Item #3 Item #4 Bridge Repair at Twin Falls Golf Club Wendy indicated that $30,000 has been proposed in the Fiscal Year 2015/2016 budget which would go to the repair of the three bridges that have been washed out by storm water runoff. Dario indicated that the over the years the railroad ties that the bridges are set on have rotted off and this is the first time the bridges have washed out. A concrete foundation/apron is what is needed at this point. Dario indicated that he could fix two bridges with the allotted funds and it would be a long term fix. Discussion followed and the funds in the 2015/2016 budget will be used to repair the bridges. Joey asked if there was any type of fundraising down for the golf course. Stacy explained that there is a tournament specifically dedicated to the helping with repairs needed at the golf course. The repairs for the bridges are a capital improvement and because the City still owns the property we have to maintain certain aspects of the property. Update on North Five Points Public Art Project Tennille said that Don Hall, Chris Talkington and Gregg Lanting were on a Western Day float and as they passed the North Five Points corner and talked about wanting to put some form of art there. They talked about doing a memorial that will represent water as it is very important to this community. A committee was formed and they invited Wendy and Tennille to attend. A call has been put out to the Idaho artist s in the community. The committee is asking Parks and Recreation to give our expectation/approval to move forward on this. It has not gone to Council yet and Don Hall would like our recommendations on the art. Wendy stated that a water feature with actual water will not be used because maintenance on water features is a maintenance issue. It will be something that represents water and verbiage welcoming people to The Historical Downtown. Discussion followed with the following points made: 1. The corner is problematic as there is no parking available. 2. The corner is a small space and would not allow patron interaction. 3. The art could distract drivers. 4. Art is a valuable addition to the City. 5. Enhancement of the corner is encouraged. 6. Art and interactive art is essential in the revitalizing of the downtown area and is greatly needed.

5 7. There are ways to enhance the corner than doing an extensive art project and the space does not allow public interaction. Placing an interactive and informative exhibit in the downtown area in conjunction with the revitalization would be more in line. 8. That is a busy corner and safety is a concern. We need to direct the flow of traffic to the downtown area and perhaps spend the money there for a great art feature. Carl moved to make a motion to submit the following statement to City Council for consideration. The Parks and Recreation Commission sees value behind water and the Magic Valley and its significance to our heritage; believes art enhances the community, sees value in improvements and enhancements to the corner at five points; the Commission is not sure that a water feature/public art is most appropriate at the five points corner. Liyah seconded the motion. A roll call vote was taken and the motion passes. Item #5 Item #6 Input on Park Sign Design Stacy presented examples of current signs at various parks in the City. The signs are on the eclectic side. Liyah asked why there are different type s signs at each park and do we have money in the budget to do some new signs. The previous Director liked to have the eclectic style to make each park an individual park. Stacy indicated that we do have budget funds for Drury, Cascade and City Park signs. Staff is asking for some input from the Commission on the upcoming signs. Carl moved to make a motion to stay with the eclectic style of park signs and all signs to include the City Logo and year it was established. The motion was seconded by Joey and the motion passes. Other Items from Commission Mitch invited the Commission to attend the City Hall fair being held at the New City Hall (Banner Building) during the Wednesday night concert on Main Street. Carl stated that he would like to have the smoking policy reviewed on the next meeting agenda and also visit the marijuana issue that is most likely to be legalized in the next 10 years. He said that what we allow in our parks is what we promote in our parks. Wendy indicated that she met with St. Luke s out at Sunway Park and that we did obtain a sizable donation from them to provide for a pavilion at that site. The meeting was adjourned at 1:00 pm. 6 Recreation Report September 2015 Stacy McClintock, Recreation Supervisor Our Tiny Tyke program is currently full. This program will start on September 12 th, and run the next three Saturdays, ending on October 3 rd. This program is for 3 year old boys and girls and is designed to introduce the fundamentals of soccer, t-ball, and track and field in a non-competitive environment. Each week participants will work on a different skill while having fun. Sporties for Shorties: Touchdown will begin on September 12 th and run the next three Saturdays ending October 3 rd. We still have some space available. This exciting and fun program is offered to boys and girls ages 4-5. This program introduces the participants to football and focuses on initial fundamentals of the game. Parents are required to participate and assist with their child. The cost is $35 per participant and each participant will receive a t-shirt. Movies in the Park Come join us for our last movie in our Movies in the Park series. Friday, September 25 th at 8:00pm at the City Park Bandshell to see Cinderella (2015 version-non animated). The August movie was fantastic. The 2013/2014 Fall/Winter Recreation Guide will be out by September 14 th. Pick up your copy at any city office, or you can download a copy off our website at Youth Fall Soccer: We have completed registration and the season will start on Tuesday, September 8 th. We have 854 participants enrolled, which is an increase over last year s. We are using 10 fields at the Sunway soccer complex and were able to get 76 volunteer coaches to assist with making this program a success. Year Participants Co-Ed: These leagues ended on Wednesday August 19 th. Overall this league ran fairly smoothly. We have received a lot of feedback and the teams overall are very happy with the league. Men s Flag Football: We ended up with 11 teams which is one more than last year. Games have been moved to Frontier Field to help keep the grass at Harmon from becoming to worn down from overuse. Games started on August 18th and are played on Tuesday nights at 7:00, 8:00 & 9:00 on Frontier Fields 1 & 2. So far this league is running well and the guys are enjoying the season. Co-Ed One Pitch Softball: These games are fast paced compared to our regular softball leagues with each batter receiving one pitch from their own pitcher to either put the ball into play or strike out. This league will play on Monday nights starting on August 31 st with games at 6:30, 7:30, 8:30 and 9:30 pm at Harmon Park using fields 1-3 and will play until October 19 th. A single elimination tournament will follow on October 26 th with the championship games on November 1st. We had 21 teams sign up this year compared to 17 last year. Youth Girls Basketball: Registration for girls basketball is August 24 th September 21 st. Practices will begin the week of October 6 th. Adult Volleyball: The adult volleyball league will start the week of October 12 th. The league will consist of 10 regular season games with a double elimination tournament to follow. The fee is $410 and team rosters are due on September 25 th.

Frontier Park Shelter now has electricity First Federal Park Splash Pad: The construction company has just poured the concrete floor Slurry Sealing: The Perrine West Coulee section of the Canyon Rim Trail, and the sections of the Oregon Trail Youth Complex The vault toilet that is slated to be installed at Auger Falls has been ordered and is expected to be delivered within the next two weeks. 8 Tuesday September 8, 2015 Parks and Recreation Commission To: Parks and Recreation Commission From: Wendy Davis, Parks & Recreation Director Request: Consideration of a request to ban all tobacco products from five neighborhood parks and around specific park amenities, such as playgrounds. Time Estimate: Staff will present history of smoking ban in city parks to the Parks and Recreation Commission that will take approximately 5 minutes to present. Following the presentation, we expect some time for questions and answers. Background: The Magic Valley Tobacco-Free Coalition (MVTFC) made a presentation to the City Council on June 21 st They requested that the City adopt a tobacco-free policy that would not allow any tobacco products on any City owned park property and/or park and recreation area. The City Council directed them to present to the Parks & Recreation Commission. Staff met with two members of the coalition the July 1 st There are several parks and recreation facilities that are already tobacco free. At that time Oregon Trail Youth Complex was tobacco free and all the facilities we have a lease with the Twin Falls School District (Sunway Soccer Complex, the Swimming Pool, and the Sawtooth Softball Complex) and one facility with College of Southern Idaho (the tennis courts on the west side of campus). On August 10 th 2010 at the Parks & Recreation Commission meeting, Elvia Caldera from the South Central Public Health District requested an amendment to Twin Falls City Code, Chapter 3 Public Parks, Section (attached) for tobacco free parks. Their proposal was to make five neighborhood parks tobacco free and for all parks to have a tobacco-free perimeter within 50 feet of all playground equipment, picnic tables, shelters, and bleachers. Attached is the request letter from Elvia Caldera. The five parks are: Cascade, Clyde Thomsen, Drury, Harry Barry, and Sunrise. All are located in different geographical areas, giving residents the option of visiting a tobacco-free park in their own neighborhood. The Commission s discussion centered on enforcement issues, signage, and rights of smokers versus rights of non-smokers. The majority of the enforcement would come from peer pressure of other park patrons. The City would list these parks and areas on all publications as tobacco free; list on all schedules of games and activities; be listed on our facility use application; and the City s web site. Elvia Caldera said there are free signs available from the State listing this site as tobacco free.

9 Following much discussion, the Commission made a recommendation to the City Council to ban smoking at the five following parks: Cascade, Clyde Thomsen, Drury, Harry Barry, and Sunrise. The motion passed by a vote of 4-3. The Commission made a second motion to recommend that the City Council ban tobacco products within 50 of all playground equipment in all other city parks. This motion failed by a vote of 3-4. During the City Council on September 20 th 2010, Councilperson Kezele slated the request was recommended for approval by the Parks and Recreation Citizen s committee. At that time, the Parks and Recreation Commission made the recommendation to the City Council to ban smoking at the five following parks: Cascade, Clyde Thomsen, Harry Barry, and Sunrise. During the public portion of the meeting, two people spoke in favor of the decision, however three people spoke against the ban. Councilperson Lanting made a motion to suspend the rules and place Ordinance 2991, entitled: AN ORDINACE OF THE CITY COUNCIL OF THE CITY OF TWIN FALLS, IDAHO, AMENDING TWIN FALLS CITY CODE BY PROHIBITING THE USE OF TOBACCO PRODUCTS IN PUBLIC PARKS WHERE PROHIBITED BY POSTING. On the third and final reading by title only. The motion was seconded by Councilperson Kezele. Roll Call voted showed Vice Mayor Heider, Councilperson Kezele and Lanting voted in favor of the motion. Councilperson Clow, Mayor Hall, and Councilperson Johnson voted against the motion. The motion failed 3 to 3. Approval Process: The Parks and Recreation has to make a recommendation to City Council to amend City Code. If the Parks and Recreation Commission makes a recommendation, Staff will seek approval from City Council. If City Council approves and ordinance change staff will prepare an ordinance amending City Code as directed by the Council s approval. The ordinance will be prepared and submitted for approval at a future Council meeting. Budget Impact: If the State does provide signs for the parks, the budget impact will be minimal. Regulatory Impact: Approval of this request will ban the use of tobacco products in certain parks and park areas as described above.

10 8-3-7: BEHAVIOR IN PARKS: No person in a park shall: (A) Intoxicating Beverages: Possess or consume any alcohol or intoxicating beverage where posted signs prohibit such possession or consumption, or be under the influence of any intoxicating beverage. (Ord. 2936, ) (B) Fireworks And Explosives: Brought or have in his possession, or set off or otherwise cause to explode or discharge or burn, any firecrackers, torpedo, rocket or other fireworks or explosives or inflammable material, or discharge them or throw them into any such area from land or highway adjacent thereto. This prohibition includes any substance, compound, mixture, or article that in conjunction with any other substance or compound would be dangerous from any of the foregoing standpoints. (C) Domestic Animals: Permit or allow a dog or other domestic animal to enter or remain in any park except on a leash and/or carried while leashed by such person owning or having the care, custody and control of dog or domestic animal. No dogs or other domestic animal shall be permitted at Dierkes Lake except for water dog training shall be allowed in those areas of Dierkes Lake specifically signed for that purpose. In no event shall firearms be used during said training. Unless said training is actually taking place, the dog shall at all times be leashed. (D) Fires: Build or attempt to build a fire except in fireplaces provided for that purpose. No person shall drop, throw or otherwise scatter burning material or other inflammable material within any park area or on any highway, road or street abutting or contiguous thereto. (E) Loitering and Boisterousness: Engage in loud, boisterous, threatening, abusive, insulting or indecent language or engage in any unlawful conduct or criminal activity or in any way commit a violation or breach of the peace. (F) Glass Containers: Bring to the park or have in his possession while in the park any glass bottle or other glass beverage container. (G) Safety: Endanger the safety or health of any person by any conduct or act. (H) Interference: Prevent any person from using any park, or any of its facilities, or interfere with such use in compliance with this chapter and the rules and regulations applicable to such use. (I) Soliciting: Solicit or accost other persons for the purpose of begging or soliciting. (Ord. 2735, )
