1 LLANRWST VISION ACTION PLAN OPEN DAY Making it Happen! In 2011, Conwy County Borough Council ran a consultation about the Llanrwst Vision: Llanrwst is a key market town and service centre, supporting the sustainability of its rural communities and cultural heritage. After the consultation, your ideas have gone into the Llanrwst Vision Plan In the Plan there are 7 objectives s have been identified that will help deliver the vision In the last 12 months, work has started on some of the actions Work is now required to progress the other actions and identify organisations/groups to deliver them Key below is on each information board to identify the status of each action Please read the information boards and complete the comments sheet provided. Thank you
2 OBJECTIVE 1 Support businesses and jobs Theme 1 Promoting Llanrwst and encouraging more tourists to visit the area 1.1 Enhanced Tourism Information Point Glasdir is Llanrwst s dedicated tourism point with touch screen kiosk and leaflets 1.2 Develop cycling centre/gateway Mountain biking study complete 1.5 Develop and promote Llanrwst brand 1.6 Develop signage and interpretation strategy 1.7 Undertake feasibility study of Llanrwst as walking gateway 1.8 Develop guided tours 1.3 Take advantage of proximity to National Park Gwydir Forest tourism project includes the development of audio trail to Tudor bowling green, video and web page 1.4 Enhance Llanrwst tourism trail Riverside walk completed with interpretation boards. Llanrwst historic trail in place 1.9 Produce Llanrwst newsletter/local radio 1.10 Encourage coaches to visit/explore feasibility of coach park 1.11 Provide access to bicycle hire and cycling facilities 1.12 Develop events programme Theme 2 Improving Llanrwst s town centre and street scene 1.13 Tidy up eyesore areas, including riverside walk 1.14 Hanging baskets for shops, bunting and floral displays 1.15 Enhance Llanrwst Market to promote local produce/products 1.16 Brighten up clock tower e.g. mosaics & sockets for live entertainment 1.17 Place bike racks on square 1.18 Utilise membership of market towns initiative to benchmark against other towns 1.19 Improve Watling Street public conveniences Theme 3 Supporting existing and new businesses 1.20 Offer incentives to improve shop fronts Townscape Heritage Initiative has been delivered in Llanrwst 1.21 Small business rate relief Available through the Welsh Government rate relief scheme 1.22 Establish and support rural Conwy business group Conwy Rural Network Group formed. In the process of forming Llanrwst Chamber of Trade 1.23 Encourage new shops (e.g. clothes, shoes, specialist recreation gear) and use empty shops to display local arts and crafts 1.24 High speed broadband provision and increase level of mobile phone service 1.25 Support for food/agricultural produce, manufacturing, engineering and creative industries 1.26 Develop indoor farmers' market & links with Furnace Farm Food School 1.27 Development of Parc Tŷ Gwyn Industrial Park 1.28 Provide office space, business start up and industrial units 1.29 Development of Plas Yn Dre
3 OBJECTIVE 2 Ensure the community, Welsh language and culture thrive Theme 1 Supporting community facilities and groups 2.1 Support for community enterprises/community groups Funding/projects to support community groups available through the Rural Development Plan 2.2 evelop Llanrwst Library 2.3 Secure future for Llanrwst Almshouses 2.4 Explore development of Dolanog Theme 2 Providing good quality, accessible green spaces and play areas 2.4 Development of Gwydir Park including adventure playground, possible link with Marin Trail and application for Flag status 2.5 Skate park upgrade 2.6 New football goals at Pen Dre (Cae Bach) 2.7 Development of garden share scheme (as no allotments available) 2.8 Use of school playing fields outside of school time Theme 3 Promoting the area's Culture and Welsh Language 2.9 Development of old station Menter Iaith Conwy are considering the development of the old station 2.10 More Welsh activities in the town and promote the use of Welsh Rural Development Plan Goleuo project run by Datrys provides Welsh cultural events 2.11 Re-house the Llanrwst Museum collection/develop a museum/heritage centre and showcase through promotional video
4 OBJECTIVE 3 Improve people's health and wellbeing Theme 1 Improving the health and wellbeing services that are available locally 3.1 Support/facilities for carers including day-care Dedicated carers' officer in place as well as young adult carer project hour care home/facility Cartrefle (residential home for elderly people with mental illness, such as Alzheimer s disease), Cartref y Borth (nursing home) and Hafan Gwydir (providing respite and intermediate care) available locally 3.3 Support for parents through a family centre Families First project at Canolfan Enfys supports parents through a family centre 3.4 Use of telecare, telehealth and telemedicine Services are in place across Conwy through district nursing 3.5 Explore the development of way of life precinct concept in Llanrwst 3.6 Make expert training programmes and other self-management disease strategies available 3.7 Increase use and promotion of voluntary and pharmacies services 3.8 More health forum groups 3.9 Bereavement support 3.10 Further development of School Bank Road site 3.11 Improved access to leisure facilities during the day time
5 OBJECTIVE 4 Improve and promote training opportunities Theme 1 Supporting access to community learning 4.1 Rural Conwy training needs study/environmental and heritage training Study completed. Tailored training available in 2013/14 through the Conwy Cynhaliol project 4.2 Continued community learning opportunities at Glasdir and outreach in rural Conwy 4.3 Vocational training/workshops 4.4 Regular talks and development opportunities for local community from public, private and voluntary sector bodies 4.5 Provide advice and support for unemployed to secure employment/training/apprenticeships 4.6 Career forum Theme 2 Improving training opportunities for businesses 4.7 Improved interaction between Grwp Llandrillo Menai and local businesses
6 OBJECTIVE 5 Respond to people's housing needs 5.1 Carry out a housing needs survey in Llanrwst A housing needs survey is currently being carried out 5.2 Refurbish empty homes and properties above shops 5.3 New houses for local people 5.4 Improve the quality of available rented accommodation 5.5 Improve the energy efficiency of properties 5.6 Support first time buyers to get a house in Llanrwst 5.7 Improve existing sewage treatment/infrastructure
7 OBJECTIVE 6 Improve access to, from and within Llanrwst Theme 1 Improving Town Centre pedestrian access 6.1 Dropped kerbs to improve access for wheel chairs, elderly and push chair Locations identified through Conwy Access Group. Work undertaken in 2010 and is ongoing as part of routine maintenance works (including improvements in the School Bank Road area) 6.2 Pavement improvements from Watling Bus Station to town centre Access from Watling Street to town centre improved, with zebra crossing on Denbigh Street/Abergele Road. Due to nature of streets, little scope to widen footways 6.3 Widen footways and improve access within Llanrwst Theme 2 Improving vehicle access and car parking 6.4 Less stringent parking times over Christmas period Already in place 6.5 Surface improvements to Watling Street car park 6.6 Watling Street car park to become free to support businesses 6.7 Explore additional town centre car parking and short stay parking (some extension to Blue Badge holders) 6.8 Increased parking facilities for disabled in suitable locations Theme 3 Improving traffic management 6.9 Speed controlling measures/bumps along School Bank and Abergele Road Access to Hafan Gwydyr improved. Traffic calming would not be considered on Abergele Road (A548) due to high percentage of through traffic. No evidence of excessive speed on School Bank Road 6.10 By-pass Route is safeguarded in the Local Development Plan 6.11 Road system over Ty Hwnt i'r Bont to be improved Extensive traffic signal controls required, covering all traffic flows in the vicinity 6.12 Alternate option to bypass - one way system Study undertaken by Welsh Government. Not feasible owing to narrow roads and loss of parking 6.13 Zebra/pelican crossing on Betws Road Zebra crossings recently installed on A470. Welsh Government have discounted a zebra crossing at Betws Road Llwyn Brith
8 OBJECTIVE 6 Improve access to, from and within Llanrwst Theme 4 Improving public transport connectivity 6.14 Bus services to encourage visitors to/from Llanrwst and other tourist destinations Regular bus service between Llanrwst and Betws-y-Coed, which has recently improved (extension of service 19) 6.15 Make Conwy Valley Rail link to town and Blaenau (Snowdonia Highland Railway to Caernarfon) Conwy Valley Line Guide and rover tickets available for rail and bus routes connecting with Blaenau Ffestiniog for Porthmadog, where interchange facilities for the Welsh Highland Railway 6.16 Transport Needs Assessment - A Transport Needs Assessment and Travel Pattern Analysis to be carried out in Increase public services, interrelations and frequency with other transport links (buses/trains) throughout the valley 6.18 Explore bus service links to key employment areas Theme 5 Improving public transport infrastructure 6.19 Improved passenger facilities at train stations/bus stops Town Council recently agreed a bus shelter maintenance programme. Dyffryn Conwy Soroptimists adopted and improved the North Llanrwst railway station 6.20 New bus stop at Tan Lan Theme 6 Improving cycle routes 6.21 Completion of cycle path to Betws Y Coed (suggested to run along the river) 6.22 Extend cycle route in Glan Conwy to Llanrwst - Welsh Government and the Trunk Road Agency to lead Theme 7 Improving public footpaths 6.23 Improve walk between Gower's Bridge and Pont Fawr
9 OBJECTIVE 7 Support people to recycle more 7.1 Recycling of white goods In December 2012 a new service was introduced in Llanrwst to include collections of small electrical goods.
