2 INTRODUCTION 1.1 My full name is Grant Ross Calder. I have prepared a primary statement of evidence dated 7 August , and confirm my qualifications and experience as set out in section 1 of that evidence. 2. SCOPE OF EVIDENCE 2.1 I have reviewed the evidence in chief of Richard Gladwell on behalf of Sail World NZ Limited dated 21 August and respond to the security concerns raised by Mr Gladwell relating to the America s Cup Event. 2.2 I also address briefly the following two matters: a) The event noise conditions (conditions 183Q-S) including changes to resolve the concerns of The Point, Viaduct Harbour Holdings Limited and the Princes Wharf Group; and b) Briefly summarise changes to the draft Event Management Plan attached to my evidence in chief and provide an updated copy for the Court and parties. 3. EVENT SECURITY 3.1 In his evidence Mr Gladwell discusses his concerns relating to security during the event and in particular the issues this poses for accredited media. At paragraph 9c he states that he seeks a workable security plan is produced to be included with the Application, so that multiple security checks for accreditation media are obviated Security is high priority for the event and will be managed by America s Cup Event Limited (ACE) through an appointed security supplier in coordination with government and local services as part of the overall event management plan. 3.3 A risk and threat assessment for the event will be produced by the New Zealand Police, in consultation with the event and central and local government. 1 EB Vol 1, E4. 2 EB Vol 3, E54. 3 EB Vol 3, E54,page _3.docx

3 As part of the Event Management Plan (EMP), a security plan for the event will be produced in consultation with the New Zealand Police. Advice taken from the New Zealand Police will provide direction on the level of security required for the event security plan in regards to the venue, including both on water and on land activities. The security for the event will continue to be evaluated by the New Zealand Police and central and local government in the lead up to the event and during the event period. 3.5 A reputable security company will be contracted to deliver the event security plan on behalf of event and in coordination with the New Zealand Police. 3.6 In response to paragraph 8.4 of Mr Gladwell s evidence 4, I note that the level of security for the Volvo Ocean Race 2018 was implemented under the direction of the global security consultant employed by Volvo Ocean Race and the New Zealand Police. Due to the global interest of the Americas Cup event and the event coinciding in the same year Auckland hosting APEC, it is expectation of the event that the New Zealand Police will request greater security measures to be implemented in the security plan. 3.7 In light of these points, I am confident that the matters raised by Mr Gladwell will be appropriately addressed through the planning for the event being undertaken by ACE, central and local government and the New Zealand Police. The security and safety of the general public, media, teams and event staff is paramount. 4. EVENT NOISE 4.1 While agreement has been reached between Panuku, The Point, VHHL and the Princes Wharf Group as to the wording in conditions 183Q-S relating to event noise, I have been asked to provide brief context for the changes to the conditions. Mr Craig Fitzgerald addresses these changes from an acoustic perspective in his rebuttal evidence. 4.2 In short, High Noise Events are required to allow the delivery of a world class event and entertainment programme which includes prize giving s and official ceremonies that celebrate the event. Key event days include the opening and closing ceremonies, prize giving s for the Christmas Race, Prada Cup and the America s Cup, celebrating the winning teams and their achievements. 4 EB Vol 3, E54, page _3.docx

4 These key event days will feature dock out shows as teams leave their bases to race, public address announcements, awards ceremonies and free live musical acts will also feature on the key event days to support the celebrations and entertain the spectators attending the event. 4.4 ACE is already in discussions with a number of national and international musical acts to ensure the America s Cup Event is a world class event. 4.5 In response to the concerns raised by parties we have reviewed the schedule and have agreed to halve the number of High Noise Event days at Te Wero Island (permitted by the Auckland Unitary Plan) from up to six over the 6-month period, to no more than three. The number of Medium Noise Event days in the Viaduct Harbour Precinct have also been reduced from 18 to Further, the location within the Viaduct Harbour Precinct has been restricted to only using Te Wero Island as we have agreed not to use Eastern Viaduct as a venue (condition 183S). 4.7 As I discussed in my evidence in chief, ACE is committed to ensuring the event has support from local businesses and residents to ensure its longevity to operate past AC36 5. I am pleased that we were able to reach agreement on the event noise issues with the section 274 parties. 5. DRAFT EVENT MANAGEMENT PLAN 5.1 Attached to my evidence in chief was the draft Event Management Plan (dated 27 July 2018). Since my evidence was exchanged there have been further refinements to the draft EMP and attached to this statement is an updated draft EMP (Attachment A). 5.2 I attended the CLG meeting on 21 August 2018 and presented the draft EMP. The nature of questions and comments from CLG members related to parking for the Auckland Theatre Company during the event, amenity effects on future residents within the apartment buildings being constructed on Madden Street, and enquiries about traffic management measures proposed during the different event scenarios. 5 EB Vol 1, E4, page 0063, para _3.docx

5 The changes from the version of the EMP attached to my EIC that is attached to this rebuttal evidence include the updates to the relevant conditions of consent as well as confirmation of the potential stage locations on Te Wero Island (in the south-eastern corner or the south-western corner of the Island). In both options the stage faces to the north and away from the residential buildings to the south of Te Wero Island, which are the closest sensitive receivers. 6. CONCLUSION 6.1 The Event Partners (including ACE) are working closely to ensure that the 36 th America s Cup is a successful event. I am confident that matters of concern regarding security and noise events will be appropriately managed through the detailed planning of the event and specifically the EMP process. 6.2 The security and safety of the general public, media, teams and event staff is paramount. The assessments and procedures followed by the event in consultation with local and central government will enable the event to produce an event security plan to help provide a safe environment for all attending. 6.3 The required noise days for Te Wero Island will enable the event to celebrate key event milestones for participating teams and international visitors as well engaging the general public through free entertainment and events, delivering a world class event and showcasing Auckland, New Zealand on the world stage. 11 2587 Relevant consent conditions Quick reference guide to consent conditions The consent conditions relevant to this Event Management Plan (EMP) are summarised in Table 1-1 below. The Event Management Plan incorporates a number of elements that are required to ensure a successful event. These are outline din the conditions below. The conditions referenced are as per the proposed draft resource consent conditions. Table 1-1: Summary of consent conditions relevant to the Event Management Plan. Event Management Plan 180. The consent holder shall prepare an Event Management Plan (EMP) in consultation with ACMWKF in accordance with Condition 5 and the CLG in accordance with Condition 22C. At least sixty (60) working days prior to the commencement of an Event, the consent holder shall submit the EMP to the Team Leader Compliance Monitoring Central for certification that the EMP gives effect to the objectives in Condition 181 and complies with the requirements in Condition 182. The EMP shall be in general accordance with the Draft Event Management Plan as referenced in Annexure B. In addition to the specific matters identified in Conditions 181 and 182, the EMP shall include an Event Transport Management Plan (as required by Conditions 183 to 183G), an Emergency Management Plan (as required by Conditions 183H to 183J), an Event Lighting Management Plan (as required by Conditions 183K to 183M) and a Noise Event Management Plan (as required by Conditions 183N to 183P) The objectives of the EMP are to: a) Enable a successful Event that positively showcases Auckland and New Zealand to the world, including provision of appropriate cultural expression by ACMWKF; b) Provide for and manage large numbers of spectators; c) Provide a safe and secure environment at all times; d) Provide for a range of scenarios (with associated management measures) within each Event based on forecast daily visitor numbers; e) Provide for on and off water sports activities, activation, merchandising, entertainment and associated activities throughout each Event; f) Provide for a range of plans and management plans as identified in Condition 183 that address transport, public transport, pedestrians and people on cycles, traffic, emergencies, lighting and noise for each Event; g) Ensure maintenance of access at all times for all modes of transport to and from properties in Wynyard Precinct and Viaduct Harbour Precinct (including fishing industry berthage areas, to the extent any such areas remain in use by the fishing industry) and any on street loading zones in or adjacent to those Precincts, noting that managed access may be required for safety or operational reasons; Page 3

12 2588 h) Minimise disruption from Event-related traffic and gathering of crowds on occupants in Wynyard Precinct and Viaduct Harbour Precinct including the dispersal of crowds; j) Avoid Full Road Closures and minimise any Partial and / or Managed Closures; k) Specify methods and procedures to minimise public within Wynyard Point north of Silo Park during the Events, and avoiding any public events or activities which encourage people to congregate in this area while the Stolthaven North facility is still occupied; l) Ensure appropriate emergency egress, lighting and noise measures are provided; la) Avoid adverse effects arising from temporary additional lighting, amplified sound or music generated on public spaces on residents and other occupants of the Wynyard Precinct and Viaduct Harbour Precinct after pm each day; m) Manage integration with other construction projects and Auckland Transport projects; n) Provide for the active monitoring of transport to inform the management of the Event on the day, as well the planning and management of future Events; and o) Provide for prior engagement with stakeholders when access to properties will be affected by the Event and a mechanism for addressing queries and complaints The EMP shall be in effect at all times during an Event. The EMP shall include the following in relation to the Event: a) An indicative event concept plan that identifies structures and activities; b) An indicative event schedule of activities; c) A range of event scenarios including expected daily forecast visitor numbers, which may differ according to location, duration, timing and occupancy; d) Provisions made to address risk, safety and security measures (as appropriate); e) Reference and align with the Key Principles for Delivering Events from Auckland Council s Events Policy; f) Measures to ensure access to properties within Wynyard Precinct and Viaduct Harbour Precinct including any managed access measures; g) Procedures for the removal of temporary structures after each Event; and h) Monitoring and feedback measures and processes to enable the review and amendment of the EMP and the plans/measures identified in Conditions 183 to 183G. Event Transport Management Plan (ETMP) 183. The consent holder shall prepare an Event Transport Management Plan (ETMP) in consultation with the CLG in accordance with Condition 22C. At least sixty (60) working days prior to the commencement of an Event, the consent holder shall submit the ETMP to the Team Leader Compliance Monitoring Central for certification that the ETMP gives effect to the objectives in Conditions 181 (as applicable), 183B, 183D and 183F and complies with the requirements in Conditions 183A, 183C, 183E and 183G. The ETMP shall be in general accordance with the Draft Event Transport Management Plan, including in particular Figure 5-1, as referenced in Annexure B. 183A. The objectives of the ETMP are the transport-related objectives included in Condition 181. The ETMP shall include the details/measures/plans identified in Conditions 183 to 183G, including the following matters: Page 4

13 2589 a) Marshalling and management of pedestrian, cycle and vehicle access to the Eastern Viaduct, Princes Wharf, Hobson Wharf, Halsey Wharf and Wynyard Point (north of Base C) to ensure safety for all people; b) On-site marshalling and management of vehicle access and bays on the Wynyard Point site, implemented also through the Servicing, Delivery and Guest Transport Plan (refer to Condition 179a)); c) An effective communication strategy to guests attending functions at bases to raise awareness of using active and public modes of transport to and from the Events; d) Methods to manage public access within Wynyard Point and Wynyard Wharf (including the breakwater) during the Events; e) Effective communication strategy to guests attending functions at bases to raise awareness that no parking will be available in the bases or on the Wharf, restricted parking on local streets, carparks, location of drop-off and pick-up locations and existing taxi ranks; f) Marshalling and management of vehicle access to Brigham and Hamer Streets, as well as temporary parking restrictions on Hamer and Brigham Streets on racing days during the Event to ensure safety for all people; g) Marshalling and management of vehicle access to sections of Beaumont, Daldy, Jellicoe, Halsey and Quay Streets, depending on the Event scenario implemented, as well as temporary parking restrictions in this area to ensure safety for all people; h) Identify public bus service routes and stops, including any temporary diversion of existing scheduled bus services and associated temporary bus stop relocations; i) Identify temporary private bus and coach pick-up / drop-off locations, as well as temporary pick-up / drop-off location/s for taxis and private hire vehicles including a temporary pick-up drop-off zones; j) Identify potential management measures, as necessary, to address any impacts on or in the vicinity of Wynyard Crossing to maintain the safety of pedestrians and people cycling, which will be informed by more detailed pedestrian modelling and the Pedestrian and Cycling Management Measures; k) Provide active monitoring of the Event transport. This will inform the management of the Event on the day, as well the planning and management of future Events; ka) kb) At all times provide vehicle access onto the Eastern Viaduct and a loading zone on the Eastern Viaduct for the purpose of servicing the marina and berths on the Eastern Viaduct; An effective communication strategy to the general public to raise awareness: of the availability of active and public modes of transport to and from the Event; that no Event dedicated parking will be available for the public in this area; that parking on local streets and in public carparks is likely to be taken by existing businesses in the vicinity; of the location of drop-off and pick-up areas; and of existing and any temporary taxi ranks; and l) The management measures in Conditions 183B to 183G. 183B. Event and Public Transport Management Measures (EPTMM). The objectives of the EPTMM are to: a) Reduce private vehicle trips to the Event and promote alternative transport modes; Page 5

14 2590 b) Successfully communicate alternative transport modes to the public; c) Enable a large number of visitors to the Event via public transport; d) Provide for and communicate public transport options to the public; and e) Provide active monitoring of the Event transport. 183C. The EPTMM shall include the following matters: a) A Travel Demand Strategy to discourage driving and this will need to be clearly communicated to the public along with the promotion of sustainable modes of travel; b) Any relevant matters from condition 182; c) A strategy for taxi and coach pick up and drop off; d) Any changes to the SGDTPs for activities during the Scenario 1 / 1+ Event; e) Any changes to the SSTP for activities during the Event; f) Identifying and delivery of additional services for buses, trains and ferries; g) Identify temporary new and existing park and ride facilities; h) Any relevant matters from condition 183; i) Identifying any temporary diversion of existing scheduled bus services; j) Identifying and implementation of temporary bus stops; k) Establishing the Major Events Operations Centre (MEOC) to provide active monitoring of the Event and to inform management of future Events; and l) Any relevant plans showing the above matters. 183D. Pedestrian and Cyclist Management Measures (PCMM). The objectives of the PCMM are to: a) Encourage pedestrians and people on cycles to the Event; b) Provide positive experiences for pedestrians and people on cycles; and c) Provide for the safe movement of pedestrians and people who cycle. 183E. The PCMM shall include the following matters: a) Identify pedestrian routes between the public transport facilities and the Event (i.e. the Last Mile routes); b) Implement clear wayfinding and signage for visitors to and within the Event; c) Manage safe pedestrian and cycle access to the wharves and breakwaters; d) Provide convenient, secure temporary cycle parking for the public; e) Enable safe movement of pedestrians and cyclists along the shared path through Silo Park and Karanga Plaza and within areas, to the south and west of Wynyard Point bases; f) Provide a detailed management plan for Wynyard Crossing in the event that detailed pedestrian modelling reveals insufficient capacity of the bridge in any Event scenarios; g) Any relevant matters from condition 183; h) Identify diversion routes for pedestrians and cyclists wanting to bypass the Event; i) The PCMM s shall be informed by further detailed pedestrian modelling undertaken for the Event; and j) Any relevant plans showing the above matters. 15 F. Traffic and Parking Management Measures (TPMM). The objectives of the TPMM are to: a) Ensure safe and efficient traffic management measures for the Event; b) Ensure maintenance of access at all times for all modes of transport to and from properties in Wynyard Precinct and Viaduct Harbour Precinct and any on street loading zones in or adjacent to those Precincts, noting that managed access may be required for safety or operational reasons; c) Minimise disruption from Event-related traffic on occupants in Wynyard Precinct and Viaduct Harbour Precinct; d) Ensure integration with other construction projects and Auckland Transport projects. 183G. The TPMM shall include the following matters: Measures to manage the circulation of vehicle and parking movements in combination with the Event Transport Plan. Implement clear wayfinding and signage for visitors to and within the Event; Any relevant matters from condition 183; Site-Specific Traffic Management Plan (SSTMPs), which shall address any Full, Partial and / or Managed Road Closures, as well as temporary parking restrictions during the Event; Minimise disruption to access to properties and businesses within Wynyard and Viaduct Precincts; Enable access to residents and businesses, where necessary on a restricted basis to provide for pedestrian / crowd safety, particularly for their servicing and deliveries; Enable efficient circulation of vehicle movements around Wynyard Precinct; Provide clear communication on any changes to the operation of roads and parking to stakeholders; Provide for loading and unloading of goods; Identification of pick up and drop off areas; Provide appropriate accessible parking options; Enable the safe operation of Fanshawe Street intersections; At all times provide vehicle access onto the Eastern Viaduct and a loading zone on the Eastern Viaduct for the purpose of servicing the marina and berths on the Eastern Viaduct; and Any relevant plans showing the above matters. Event Emergency Management Plan 183H. The consent holder shall prepare an Event Emergency Management Plan (EEmMP) in consultation with Auckland Civil Defence and Emergency Management Group. At least sixty (60) working days prior to the commencement of an Event, the consent holder shall submit the EEmMP to the Team Leader Compliance Monitoring Central for certification that the EEmMP gives effect to the objectives in Condition 183I and complies with the requirements in Condition 183J. 183I. The objective of the EEmMP is to ensure provision is put in place to deal with potential emergencies. 183J. The EEmMP shall include the following matters: Page 7

16 2592 Incorporate operational and emergency management plans, including evacuation requirements that are integrated with other local evacuation plans, including the matters in Conditions 174 to 175; Identify public address and communications plans for the Event site; Provide signage and wayfinding; Establish an operational and emergency control rooms; Methods and procedures to evacuate the site and surrounding areas in the event of an ammonia release from the nearby Sanford facility or a toxic vapour release from the Stolthaven Wynyard (north) facility; Measures to restrict public access to the Wynyard Wharf east breakwater with the purpose of ensuring the breakwater can be safely evacuated in the event of a toxic vapour release from Stolthaven North; and In relation to tsunami risk: Event Lighting Management Plan Identify the emergency management response for tsunami hazards for the areas associated with the Americas Cup Infrastructure and Event(s); Identify roles and responsibilities for the management of tsunami risk including integration with Regional Emergency Management Planning; Identify emergency management responses including but not limited to physical signage, warning systems and messaging, platforms or signage, and evacuation areas, routes, egress times and safe location; and Be consistent with EEP associated with the Hazardous facilities risk and any other Emergency Management Plans as identified in Condition K. The consent holder shall prepare an Event Lighting Management Plan (ELMP). At least sixty (60) working days prior to the commencement of an Event, the consent holder shall submit the ELMP to the Team Leader Compliance Monitoring Central for certification that the ELMP gives effect to the objective in Condition 183L and complies with the requirements in Condition 183M. 183L. The objectives of the ELMP are to ensure that Event lighting minimises adverse effects on amenity and to avoid adverse effects arising from temporary additional lighting on public spaces on occupants of the Wynyard Precinct and Viaduct Harbour Precinct after pm each day. 183M. The ELMP shall include the following matters: a) A map of surrounding light sensitive areas; b) Design principles and a monitoring regime for the Event lighting installation to ensure compliance with E General Standards and to minimise obtrusive lighting effects to the light sensitive areas and visitor accommodation; c) Design to be in accordance with CPTED principles; d) A requirement for a suitably qualified lighting specialist to undertake a walkover of the surrounding light sensitive areas, prior to the Event with the lighting switched on, to ensure that the Event lighting satisfies standards at Condition 183Mb); e) Location, control, orientation and the number of LED screens, feature lighting and lighting for hospitality features; f) Identification of outside broadcast area location(s); Page 8

17 2593 g) Details regarding shut down periods for temporary additional Event lighting, which shall involve only light for crowd dispersal, operational and safety purposes being used after 10.30pm; and h) Positioning or control of big screens to minimise obtrusive light effects, either by directing screens away from light sensitive areas and visitor accommodation where practical or by achieving compliance with rule E (3) in the AUP:OP. Noise Events Management Plan 183N. The consent holder shall prepare a Noise Events Management Plan (NEMP) At least sixty (60) working days prior to the commencement of an Event, the consent holder shall submit the NEMP to the Team Leader Compliance Monitoring Central for certification that the NEMP gives effect to the objectives in Condition 183O and complies with the requirements in Condition 183P. 183O. The objectives of the NEMP are to: a) Ensure that the consent holder identifies the number of Noise Events needed out of the total permitted number of Noise Events each year in accordance with Rules I (1) and I (4) and to communicate this to the Council for record keeping; b) Provide methods and procedures to ensure that the noise limits in Condition 183Q are complied with including sound system calibration and noise level monitoring processes with reference to low frequency noise; c) Ensure that effective engagement with affected receivers is undertaken prior to each Noise Event, and to communicate details such as dates, timing, effective complaints handling procedures and expected noise levels; d) Identify the BPO for the management of noise from sources associated with the Event such as pack-in and pack-out, crowd noise management (particularly late at night), refuse and recycling collections, servicing of venues during night time hours and electricity generation; e) Provide procedures to ensure that all contractors, staff and production crews responsible for generating and/ or managing noise are briefed and trained about the contents and objectives of the NEMP; and f) Avoid adverse effects arising from amplified sound or music generated on public spaces or on syndicate bases on occupants of the Wynyard Precinct and Viaduct Harbour Precinct after pm each day. 183P. The NEMP shall: Set out procedures for the calibration of all sound systems prior to each Noise Event to ensure compliance with the noise limits in Condition 183Q at all times for all Noise Events; Address all requirements of Rule I for Noise Events in the Viaduct Harbour Precinct, and Rule I (4) for Noise Events in the Wynyard Precinct (except that the noise limits in those rules shall be replaced with those set out in Condition 183Q); Provide contact details for the person on site responsible for noise management; and Establish procedures for monitoring and recording the frequency and number of Noise Events within the Event area and the provision of this information to the Team Leader Compliance Monitoring - Central. 18 2594 Introduction The 36th America s Cup regatta is scheduled to be held in Auckland in November 2020 to April The event will be held in and around Freemans Bay, on the Auckland Waterfront. The specific details of the event will be finalised closer to the event, however this plan provides sufficient detail to understand the location of the actual event activities, the event calendar, activation and entertainment schedule as well the potential traffic implications of the event. Specifically, the event includes: Race dates for the three regattas that will comprise the event. Opening and closing dates. A concept plan that sets out the location of the various activities that comprise the event, including hospitality areas, entertainment areas, media centre, parking, traffic control measures and public activation areas; Four event scenarios that are to be developed based on the intensity anticipated throughout the event An event and entertainment schedule for the event period. 19 2595 This Event Management Plan (EMP) includes a variety of associated plans and measures typical for an event of this nature. The associated plans address matters such as traffic management, noise management, emergency management and lighting management. The Event is being delivered by America s Cup Event Limited. This EMP provides the overarching framework for the management of event related effects on the environment. Associated plans are included as appendices to the EMP and detail the specific environmental controls for particular aspects of the event. Scope and purpose of the EMP The objectives of the EMP are to: a) Enable a successful Event that positively showcases Auckland and New Zealand to the world; b) Provide for and manage large numbers of spectators; c) Provide a safe and secure environment at all times; d) Provide for a range of event scenarios (with associated management measures) based on forecast daily visitor numbers; e) Provide for on and off water sports activities, activation, merchandising, entertainment and associated activities throughout each Event; f) Provide for a range of plans and management plans as identified in Condition 183 that address event transport, public transport, pedestrians and people on cycles, traffic, emergencies, lighting and noise; g) Ensure maintenance of access for all modes of transport to properties in Wynyard Precinct and Viaduct Harbour Precinct, except where managed access is required for safety or operational reasons; h) Minimise disruption from event related traffic on occupants in Wynyard Precinct and Viaduct Harbour Precinct; i) Ensure appropriate emergency egress, lighting and noise measures are provided; j) Ensure integration with other construction projects and Auckland Transport projects; and k) Provide for prior engagement with stakeholders when access to properties will be affected by the event and a mechanism for addressing queries and complaints. This EMP and associated documents are required by consent Conditions 180 to 183P The EMP shall be implemented when an Event is held on Hobson Wharf, Halsey Wharf or Wynyard Point. The EMP shall include the following: a) An indicative event concept plan that identifies structures and activities; b) An indicative event schedule; c) A range of event scenarios, which may differ according to location, duration, timing and occupancy; d) Provisions made to address risk, safety and security measures (as appropriate); e) Reference and align with the Key Principles for Delivering Events from Auckland Council s Events Policy; f) Measures to ensure access to properties within Wynyard Precinct and Viaduct Harbour Precinct including any managed access measures; Page 11

20 2596 g) Procedures for the removal of temporary structures after each Event; and h) Processes to provide for feedback and enable the review and amendment of the EMP and the plans/measures identified in Conditions 183 to 183P. Structure of the EMP The structure of the Event Management Plan is outlined in the diagram below. The EMP itself includes details of the event including the concepts plan, site layout, schedule of events and entertainment/activation schedule. Under the EMP, there are four plans that address and manage the four key environmental effects that will result from the event. These include transport, lighting, emergencies and noise. The Event Transport Management Plan also includes three further management measures. These relate to the event and public transport, pedestrians and cyclists and traffic and parking. The Event Traffic Management Plan is attached to this EMP. Provide contact details for the person on site responsible for noise management. Amendments to the EMP This EMP will be updated, with the necessary discussion and approval from the Team Leader Compliance Monitoring Central, throughout the course of the Event to reflect any material changes in design, management methods or management of effects. In accordance with the consent Condition 20, approval from the Team Leader Compliance Monitoring Central will be required for any revisions involving a materially different outcome to that described in the original certified plan. Any material change must be consistent with the purpose of the relevant Management Plan and the requirements of the relevant conditions of these consents. Where a Management Plan was prepared in consultation with affected parties, any material changes to that Plan shall be prepared in consultation with those same parties. EMP Contents This EMP is structured as follows: Section 1 outlines the resource consent conditions relevant to this EMP. Section 2 details the Event scope and structure and associated management plans. Page 12

Scenario 3 Low Similar to day-to-day activities during the 2018 Volvo Ocean Race Scenario 2 Medium Similar to the busiest day activities during the 2018 Volvo Ocean Race with managed vehicle access in certain parts of Wynyard Precinct and Eastern Viaduct close to the Event Scenario 1 (and 1+1) High A significant event, involving much larger public attraction, that will require managed vehicle access (with priority for event and occupant traffic) and parking restrictions. Along with Event traffic and public transport, priority will be given to residents and businesses in the vicinity. Scenario Three - Non-Race Days Expectation of spectators, 15,000-35,000 Event days without racing scheduled. Scenario Two- Race Days Expectation of spectators, 45,000-64,000 Race days not involving Emirates Team NZ, - Prada Cup Challenger Series Scenario One Key Race Days and Celebrations Expectation of spectators, 65, ,000 Race Day events involving Emirates Team NZ, Key Race Day Events and Celebrations, Opening and Closing Events, Xmas Cup and America s Cup Match For the majority of time Scenario 3 is envisaged to be employed. This will enable the event to be undertaken with minimal disruption to the surrounding environment. Scenario 2 and 1 will be used on days where larger patronage is expected. The management measures have been designed to enable access to occupants in and around the event area while the general public will be encouraged to access the event by public transport or modes other than private vehicle movements. The unique feature of this event will be the deployment of the Major Events Operation Centre (MEOC). MEOC will be an integral part of the overall planning and delivery of the Event. The MEOC will be established for the Event and will involve AT, Auckland Tourism, Events and Economic Development (ATEED), ACEL, emergency services, as well as the traffic management provider. AT Special Event staff, ATEED and ACEL have and will continue to be involved in the planning process from initial concept to Event delivery. All these parties will be co-located on site in one MEOC control room during the main Event days, particularly opening / closing ceremonies and racing days. Page 15

24 2600 The MEOC will provide command, control and coordination (a C3 structure), which will enable coordinated, responsive and real time, event management. The MEOC will run scenario testing and preparedness exercises before the Event to challenge the systems that will be put in place. The MEOC will allow a dynamic and responsive approach to overall traffic and crowd management. MEOC will be operating on all racing days and ceremonies to provide for the coordinated and safe operation of the Event. This means that events can switch between scenarios in real time depending on crowd numbers. Should the scenario change then the relevant management measures will be immediately deployed in order to enable management of effects in at the time they are needed. Emergency, lighting and noise management measures will be employed throughout the event in order to adequately manage effects within the event and on surrounding occupiers. Page 16

25 2601 Race Village Schedule and Entertainment Calendar Schedule and Entertainment Calendar This section details the race village schedule and entertainment calendar. The detailed schedule is attached to this management plan as Appendix B. The schedule sets out the draft programme for the Christmas Cup regatta, the Prada Cup regatta and the America s Cup Match regatta. The specific details of each of these elements is summarised below. It is important to note that the programme and the entertainment/activation within are indicative. It should be noted that the venue will be open to the public free of charge. Hospitality outlets, food and beverage outlets and merchandising will charge for goods and services as appropriate. Christmas Cup Regatta details This part of the Event runs from 5 December to 21 December The hours of operation will be from 9am to 11pm (or earlier) daily Live or other music will generally finish by 8:30pm except for Friday, Saturday and Sunday where it is proposed that music will finish by 10:30pm This portion of the event will occupy all locations with private hospitality being focussed on the team bases, food and beverage and entertainment on Te Wero Island, Eastern Viaduct, Karanga Plaza and Silo Park. Public food and beverage outlets will be available throughout the Event area. 27 2603 Event Transport Management Plan During the Event, it is anticipated that a significant number of people will arrive and depart using public transport, walking or cycling and be managed through a package of Transport Management Plans and measures that sit under the overarching Event Management Plan (EMP). It is proposed to operate the Event in a manner that minimises disruption to occupants of the area. However, on the busiest days, as with any large event, a degree of disruption to normal travel patterns is expected, particularly during the larger event scenarios on the busiest days of racing with the various regattas that form the overall five-month Event period (including Pack In and Pack Out phases). It is considered that any adverse effects on the surrounding area will be temporary and these can be avoided or mitigated through the Events' design, location and measures provided in the Transport Management Measures discussed in the ETMP. The detail of the measures in this report are guided by the following objectives of the relevant EMP conditions for the Event phase of the AC36 and will developed in more detail as the further detail of the Event Concept Plan develops: The objectives of the EMP are to: Enable a successful Event that positively showcases Auckland and New Zealand to the world; Provide for and manage large numbers of spectators; Provide a safe and secure environment at all times; Provide for a range of event scenarios (with associated management measures) based on forecast daily visitor numbers; Provide for on and off water sports activities, activation, merchandising, entertainment and associated activities throughout each Event; Provide for a range of plans and management plans as identified in Condition 183 that address event transport, public transport, pedestrians and people on cycles, traffic, emergencies, lighting and noise; Ensure maintenance of access for all modes of transport to properties in Wynyard Precinct and Viaduct Harbour Precinct, except where managed access is required for safety or operational reasons; Minimise disruption from event related traffic on occupants in Wynyard Precinct and Viaduct Harbour Precinct; Ensure appropriate emergency egress, lighting and noise measures are provided; Manage integration with other construction projects and Auckland Transport projects; and Provide for prior engagement with stakeholders when access to properties will be affected by the event and a mechanism for addressing queries and complaints. Three Event Scenarios are proposed (Low, Medium and High). This Management Plan outlines the transport management measures proposed for each scenario. The Event overlay for each Event scenario will be further informed by pedestrian modelling and continued liaison with Auckland Transport (AT) and other relevant stakeholders. The overlay will be further developed by Americas Cup Events Limited (ACEL), and the Inter-Agency Steering Group (IASG), who are both responsible for delivering a successful Event. This ETMP and associated Transport Management Measures are considered to be live documents and will not only be further developed as more Event details are confirmed, but will be reviewed during and following the AC36 Event to both continually improve the overall Event transport management and address any issues, as required. 28 2604 Event Permit Process The proposed event will require an event permit. This process includes comprehensive consultation with neighbours, finalisation of event layout, operating conditions and the requirement for a wide variety of information. Typically the event permit will require the following: Plan of Event Area including structures, restriction areas Alcohol and Food Licencing information Refuse Management Crowd Management Measures Emergency Management Procedures Health and Safety Measures Additional Traffic, Lighting and Noise Management Measures Sponsorship and Advertising Incident Management Measures Emergency Contacts The event permit will be submitted to Council after consultation with AT and ATEEDF and will require stakeholder/nearby occupant notification and a feedback process to enable real time resolution of any issues as they arise. The event permit will have 24/7 contact details of event manager in order to promptly address any issues. Page 20
