1 THE NEWFIE NEWSLETTER of the Newfoundland Study Group of BNAPS Number 20 November / December 1988 AN UNRECORDED NEWFOUNDLAND RATE COVER? by Alan Selby The illustrated cover is, I believe, an unrecorded Newfoundland rate cover. It was offered as a double weight ( 1 oz.) letter, it short-paid to England. It is franked with a 64 dull rose (C.S. #36, issued in 1870 ) and a 54 brown ( C.S. #25, issued in 1865 and believed exhausted in 1869 ). The cover is canceled and date stamped at St. John's. The letter is from the common Poole correspondance of the Waterman Co. This concern operated ships in the Grand Bank fishery off Newfoundland, and the captains regularly reported by mail to the home office. The two stamps are canceled with the cork-insert hammer illustrated by Robert Pratt in his Newfoundland Postal history book as St. John's type 3 in use from January to October The cross writing on the face of the cover indicates that Captain Hodge wrote the letter on July 28, The letter was Page 1 a rman an d Newsletter Editor: C. Packet Aug. 8, 1873 " and back-stamped Poole Aug Inbound and outbound direct mail service from England and Halifax began in April The best date fit from Arnell's Atlantic Mails indicates that it was carried by the "Hibernian " departing from Halifax on July 29 and arriving at Queenstown on August 8, On a good trip, the Hibernian could leave Halifax early on July 29 and arrive at St. John's late on July 30, The timing of the reception of the letter and arrival of the packet are close -- July 30, Robert Pratt's book ( p.545 ) indicates that in 1860 the late fee (after closing of the packet mails ) was 3d for 1 / 4 hour and 6d for 1 / 2 hour. Following conversion from pence to decimal currency in 1865, the late fee rates would have been 5Q and 10t respectively. It therefore seems likely that the 5t brown seal was payment for a fifteen minute late fee. The cover itself is extremely light and flimsy and would seem an unlikely envelope for an over - weight letter. The only 5t stamp on sale at the post office at this time was the 5t black. Mr. Hodge must have supplied his own stamp to pay the late fee. Postmarked " Lewisporte OC NEWF'D" and backstamped "REGESTERED OCT ST. JOHN ' S, N.F." in an oval. Printed advertising on Newfoundland postal stationery is very uncommon.
