The re-zoning from residential to residential / commercial produces variable landlord / owner behaviour. Substantial Willis and Abel Smith Street properties are refitted as commercial, other properties are left to run down until the land value rises or the parallel increase in rating make continued habitation untenable. DECENTRALISATION 1970s Notes on a New Zealand City (extracts) National Film Unit 1971 The effects of the suburban mall revolution of the 70s is highlighted alongside the decline of parts of the C.B.D. The corresponding developments of Cuba Mall as response to the decline is covered. Cuba Street was closed to traffic in 1965 to remove the unused tramlines. During this time a campaign started to keep Cuba Street closed to traffic. In 1969, the Cuba Street pedestrian mall was officially opened by then mayor, Sir Francis Kitts. HOMETOWN BOOMTOWN Hometown Boomtown (extracts) John Reid / Plumb Productions 1983 A documentary of the development of the Wellington central city region. Catalogues the redevelopment of the commercial landscape, its legal background, the massive scale of demolition, and the varied opinion on the rationale of the programme. "In the late 1960s Parliament gave the City Council the go ahead to survey all the commercial buildings in the city for earthquake risk. They concentrated on the narrow strip of real estate known as the "golden mile" ear marking over 200 buildings as earthquake risks. Owners were given 15 years to strengthen or demolish their premises." The difference in the late 60s graphic and the 1983 reality are significant. The gearing up of land value and rates forced many businesses out of central city leases and increased the momentum of reconstruction. Excellent comparative study of the central city predemolition, the halfway stage in 1983, and projections for the future urban landscape.

THE AIRPORT RONGOTAI ( 1 ) New Zealand Mirror No. 19 (extract) National Film Unit 1957 AIRPORT PREPARATIONS...MOVING HOUSE... Houses are being relocated from a street in Rongotai to a reclaimed land development site in Evans Bay. With a shortage of housing, these homes will be relocated in one piece in order to make way for extensions to Wellington Airport. The Mayor of Wellington is among those people watching the first home being relocated. Moving along Aberdeen Quay the first home is transported to a section overlooking the sea. RONGOTAI ( 2 ) Sky Centre (extracts) Pacific Films 1959 The opening of Rongotai Aerodrome No.3, or Wellington International Airport as it was named, on Labour Day PORTSIDE SHEEP DRIVE Weekly review 441 (extract) National Film Unit 1950 TOWN AND COUNTRY... SHEEP DRIVE : The annual muster at the Happy Valley Sheep Station in Wellington sees the station shepherds leading sheep across cliff tops and down into holding pens in one of the few areas of flat land. From here it s a carefully planned three-hour walk along the beach to Owhiro Bay and up to Happy Valley Road. Every summer for 50 years the sheep have been taken at dawn through the middle of Wellington to the railway yards. This will be the last such drive in future the animals will be transported by truck. MARITIME CITY 1930 Maritime City (extract) Government Publicity Office 1930 Note the number of vessels in port at any one time, the large number of men working the wharves pre-mechanisation. The entire wharf front has been renewed and a significant acreage of reclamation undertaken since this film was made. Two major developments have occurred : the development of the rail ferry link in the sixties saw a sharp decrease in coastal shipping traffic from other centres such as Nelson ; the container revolution during the next decade hugely reduced actual berthing numbers and opened the way for the present scenario of waterfront as public facility.

Container multi-nationals have tended to dump tonnage at Auckland rather than directly service the southern region. PUBLIC FACILITY One News 23/11/2005 (extract) TVNZ 2005 Wellington's waterfront is to be spruced up with two futuristic new buildings. Men still do the baking, but women do the packing. They sit in production lines and wrap the biscuits in wax paper; 100,000,000 times a year until the war job is complete. UPPER HUTT Weekly Review 408 (extract) National FIlm Unit 1958 TYRE FACTORY OPENED: Prime Minister Mr Fraser opens a new tyre factory in Upper Hutt. Mr Holland also attended. INDUSTRY DOWNTURN 1980S 6:30 News 31/01/1986 (extract) TVNZ jobs to be lost as Ford set to close their Lower Hutt assembly plant. Lead Story. The downturn in industry in the 70s and 80s affected specific regions and changed the social dynamics of those regions to varying degrees. Downturn in the car assembly plants was particularly severe.

7 OFFICIAL HISTORY TO 1985 Porirua City Porirua City Council 1985 A promotional video telling the history and substance of Porirua City, and suggesting possible development and investment initiatives. The 1950 s saw an expanding population in Porirua which led to the building of a large number of housing complexes. Coinciding with mass housing development, was the migration of large numbers of Pacific Islanders, which created some cultural problems. Porirua became a borough in 1963 and a full city in Maori traditions are the basis of the wider Polynesian cultural inheritance in the area. Industry makes a strong contribution to the economic and social well being of Porirua. A Business Development Council was formed to start new enterprises, advise existing ones and investigate business prospects for the area. SOCIAL CHARACTERISTICS SOCIAL REALITIES THE PRICE OF ART Frontseat: Series 1 Episode 32 (extract) Gibson Group 2005 The effect of urban renewal on the art community. Rising resedential and commercial property prices begin to seriously effect those on marginal incomes and the Mayor and Te Aro residents state their cases. ABSOLUTELY POSITIVELY WASTED 20/20: Absolutely Positively Wasted (extract) TVNZ 1999 The flip side of the renewal drunken teenagers and what seems to be random violence in Wellington. Over a matter of weeks in 1999 three young boys were viciously assaulted, one of them died. This prompted the police to put a special youth squad into the central city and prompted Wellington s Mayor to call for parking wardens to be made into city safety officers. He Wawata (extracts) Pacific Films 1974 In 1972 city Maori made plans to establish a marae at Porirua. Maraeroa was the marae and no tribe claimed leadership. It was needed to provide a sense of unity and a place where young people could learn their culture. Te Uenuku Rene was present at fundraising event and acted as elder and adviser to group, but died before the opening took place. THE TENTHS TRUST TV3 News 06/12/99 (extract) TV3 Network 1999 Home Ground: Athletic Park is become a retirement village: Ngatata Love, Tenths Trust Chairman: 50/50 partnership: Sir Paul Reeves, Tenths Trust. The Wellington Tenths Trust was established to administer Māori reserve lands, largely in urban Wellington. It also administers a rural block in Kaitoke. The Reserve has a set of beneficial owners descended from Te Atiawa, Ngāti Tupaia, Taranaki and Ngāti Tama tūpuna who were resident around Te Whanganui a Tara (Wellington Harbour) in In 1888 the Native Land Court determined 301 beneficial owners of the Tenths Reserves. There are currently over 4500 beneficial owners descended from them. The origin of the Tenths goes back to the 1839 deed of purchase by the New Zealand Company, which promised the chiefs of the Port Nicholson district that they would retain one tenth of the total land ceded by them to be held in trust for their heirs forever. The Port Nicholson Block Claim is about the taking of Wellington land by various actions of past governments. The Wellington Tenths Trust administers what was left of the original reserve of over 4000 acres, on behalf of its beneficial owners.

Publicity Office Duration 1.45 Silent footage of Italian Fishermen working off Island Bay, Wellington. The small but thriving community of Italian fishing families at Island Bay is an example of chain immigration. Most of these families and individuals came from two specific fishing villages in southern Italy, some of each generation staying in Italy, some joining their relatives in Island Bay. Only a few have returned, but those here still maintain their Italian identity, as well as their New Zealand identity. One of the fishermen shown in this early piece is Joe Volpicelli, resident of Island Bay and then Makara around the coast, a skilled fisherman, tenor and accordion player! Joe fought in World War One on the Allied side ( the Italian Army ), and was under a strict curfew (basically police supervision) during WWII, when Italy was allied to Germany. Joe died in 1994 aged 100 years. His children, grandchildren and probably great-great grand children still live in Wellington.
