APPROVAL OF MINUTES The Commission made the following corrections: page 3 motion 52-PC: delete that insert should, page APC Report: delete 6.1 insert 6.2, and 7.3 EAC Report: delete approved insert discussed. 3 SUBJECT TO ADOPTION 6.1 Council referral: Agenda Item 9(c): Chalet Creek/Gardner s Pond Mr. N. Hockey speaking for the Peninsula Streams Society, gave a brief presentation regarding the Chalet Creek/Gardner s Pond project proposal. Works Superintendent provided the commission with a brief history of the area. The Commission discussed the proposal making the following recommendation: Councillor Stock joined the meeting at 1:59 p.m. MOVED BY: B. Menzies SECONDED: H. Gartshore 5-PC That the Parks Advisory Commission recommends to Council their support of the Chalet Creek/Gardner s Pond Trail proposal in principle with the following conditions: a. That any environmental concerns be addressed through the development permit process/public consultation process. 6.2 Council referral: Agenda Item 10(a) ii: rezoning & OCP amendment application for 9317 Canora Rd and 9270, 9272, 9280, 9285 Rideau Ave (Reay Creek Meadows) D. Stongitharm and S. Murdoch gave a brief presentation regarding the rezoning application for Reay Creek Meadows. Planner J. Ho stated that the amenities are proposed, and are subject to change by Council. Councillor Stock added that the design has not been reviewed by Council. MOVED BY: H. Gartshore SECONDED: B. Menzies 6-PC That the Parks Advisory Commission recommends to Council their support of the amenities as listed in the application as a minimal requirement of the Reay Creek Meadows Development proposal for trails, parks and green spaces that are designated for community use, should the application be advanced. 5. BUSINESS ARISING FROM THE MINUTES 5.1 Queen Mary Bay Park Volunteer Event Dec. 8, 2012 Deferred to next meeting. 5.2 Volunteers for Commission Positions Deferred to next meeting. Menzies 7-PC Whereas the 5 Year Parks Plan requires an annual update; Therefore the Parks Advisory Commission submits the attached amended table of projects for inclusion in the 5 Year Parks Plan (Attachment A) Year Cycling Plan Projects 2013 The Commission made the following recommendation: MOVED BY: B. Menzies SECONDED: K. Wilcock 8-PC Whereas the 5 Year Cycling Plan requires an annual update; 6. NEW BUSINESS Therefore the Parks Advisory Commission submits the attached amended table of projects for inclusion in the 5 Year Cycling Plan (Attachment B). 6.3 Volunteer Activities None scheduled in the next two weeks. 6.4 Draft Annual Parks Plan Capital Projects Works Superintendent reported that the Parks Capital Projects budget has been submitted for upcoming Council budget deliberations. 7. Reports 7.1 Council Liaison Report Councillor Stock reported the following: Budget Committee meeting February 27, 2013 and March 4, 2013; operational budget still not completed. Development applications: 9395 East Saanich Road infrastructure cost contributions to be determined/approved. Reay Creek Meadows referred to all commissions. 5 7.1 Council Liaison Report cont. SUBJECT TO ADOPTION Amenity Policy being worked on by staff, to be presented to Council. Housing Consultation tonight from 6:00 p.m. 9:00 p.m. at Deep Cove Elementary School and March 7, 2013 from 6:00 p.m. 9:00 p.m. at the Presbyterian Church. Dunsmuir Property negotiations are ongoing with Pauquachin First Nations and UVic. Council mediation took place on January 10, 2013 with Gordon Sloan. No further mediation is planned. Deer Strategy CRD presented its plan. Staff to create anti-feeding bylaw to address issue. Farmer2Farmer forum taking place at Saanichton Fairgrounds March 7, :30 a.m. 4:30 p.m. Sandown proposal being advertised has not been to Council nor has an application been submitted to the planning department. 7.2 APC Report T. Izard reported on: 2184 Amity Drive rezoning application which was supported with conditions. Reay Creek Meadows rezoning application which was recommended as a comprehensive development zone. 7.3 EAC Report None submitted. 7.4 Cycling Sub-Committee Nothing to report. 7.5 Dominion Brook Park Committee Deferred to the next meeting. 7.6 NS Bike Jump Park Committee Works Superintendent made the following report: Final Phase still to be financed through fund raising and or capital requests. Panorama Recreation Centre seeking to renew bike jump program for 2013 year. 8. OLD BUSINESS None. 9. Install signage for the west side of Cy Hampson Park and is parking area and identify the area as allowing dogs off leash. 5. Implement a trail from Quatsino Drive to Highview Place (L). 8. Develop a viewpoint at the intersection of Sylvan Place and Lands End Road and develop/incorporate with beach access at B37 (L). 9. Extend the Bradley Dyne trail to the ocean and create a beach access (L). 12. Create a trail on Inverness Road r.o.w north to Dogwood Rd (L). 13. Establish cycle lanes on West Saanich Road between the north end of the Tseycum First Nations Reserve and Willington Road (C). 20. Repair the north section of Scoter Trail (C). 21.
