32 Proposed Change to SACS IDC Rules Current Situation Under the SACS Industry Committee rules, the number of IDC members is based on number of SACS members of our union. There are 7 Regions allocated 1 representative for between members, then one representatives per 150 members. This has led to some difficult to fill vacancies and little flexibility about where IDC members are from. Our current IDC is made up 19 members, plus Penny as the SACS VP. Eleven of these IDC members are allocated to the Brisbane (City) Region. Effect of Proposed Change The proposed Rule change retains a smaller number of Regions to ensure we stay representative of the state broadly, but does not tie number of representatives so strictly to numbers in areas. Instead, most representatives can come from anywhere in the state. To reduce the 7 regions to 5 by: o o combining Central Queensland with South West Queensland; Combining North Coast (Gympie, Sunshine Coast, Moreton etc) with Brisbane (City). To maintain the ATSI position; To have one allocated Representative for Brisbane (currently 11); To have 8 Representatives from anywhere in the State, allowing for consideration of other criteria to ensure committee is broadly representative of the membership and to allow the Committee when filling casual vacancies to take into consideration things like representation of sectors, employment types and youth as well as region. A total of 14 Industry Committee Representatives, plus the VP. Allows us to maintain current Industry Committee members and removes any vacancies. Rule Change Rule 2 (a) to now read: (a) Membership of the Social and Community Services Industry Committee shall consist of the Industry Chairperson who shall be the Branch Vice-President (SACS) elected from and representing the Industry (hereafter in these Industry Rules referred to as the Chairperson), and members from the industry: 8 members elected across all Local Government areas; and a member elected from the members of Far North Queensland Local Government area; and a member elected from the members of North Queensland Local Government area; and a member elected from the members of Southern and Central Queensland and Wide Bay Local Government area; and Page 1

35 Existing 2 (a) (a) Membership of the Social and Community Services Industry Committee shall consist of the Industry Chairperson who shall be the Branch Vice-President (SACS) elected from and representing the Industry (hereafter in these Industry Rules referred to as the Chairperson), and any other member of the Branch Executive Committee working in the Social and Community Services industry and members, comprising representatives of the following Local Government areas, in accordance with the following formula - 1 representative for members and 1 representative for each additional 150 members as at 31 December in the year proceeding elections: 1. Aboriginal and Torres Strait Islander whose electorate will be Queenslandwide. Eligible nominees will be financial members who identify as Aboriginal or Torres Strait Islander. Election for the position will be by the SACS membership.
