2 FOREWORD The purpose of the City of St. Peters pavement management program is to provide well-maintained, high quality streets, sidewalks and traffic control systems at the lowest reasonable cost. Planned levels of maintenance must be carefully correlated with available funds to achieve the best possible level of service across the City. This program book lists the streets, sidewalks, street signs, pavement markings and traffic signals scheduled for repair or replacement during the coming season in each political ward of the City. Prior to the individual ward sections are summary lists for scheduled sidewalk, concrete and asphalt street repairs, sign replacements, traffic signal improvements, and pavement marking operations. All projects are listed in order of need. Listings of all projects, in the general order they will be performed, will be available at the Street Department website, These listings will be updated periodically as the projects are completed, or conditions warrant a schedule change. In addition to the 2018 repair projects, listings of tentative repair and maintenance projects for 2019, which are currently un-funded, are shown. Street, sidewalk and traffic system repair and maintenance are hazardous and stressful jobs, which may not be understood by the general public. Operations are performed in the public road right-ofway during hot weather, and often under heavy traffic conditions. 4 PAVEMENT MANAGEMENT SYSTEM STRATEGY The Transportation and Development Services Group is responsible for the maintenance of approximately 547 lane miles of pavement. Approximately 195 lane miles (36%) are constructed of asphalt and 353 lane miles (64%) are constructed of concrete. As the City s pavement continue to age, more effort and financial resources will be required to maintain the current level of service condition. The American Concrete Pavement Association states the average useful life of properly installed concrete pavement is 35 years. The Asphalt Institute states that the average useful life of properly installed asphalt pavements is 17 years. Both organizations state that periodic crack sealing and miscellaneous spot repairs are generally necessary before full replacement or resurfacing is required. It has been the City St. Peters experience that major maintenance is generally required for asphalt streets, between the ages of 10 to 12 years, and for concrete streets, between the ages of 15 to 20 years. This increased frequency in maintenance is primarily due to less than optimum sub-grade conditions. Prior to 1998, concrete and asphalt streets in the City were constructed directly on a compacted soil sub-grade. Since 1998, all new pavement placed in the City of St. Peters must be constructed on four inch thick aggregate rock base. The addition of aggregate rock base provides a harder, more stabile base, thus extending pavement life. In 2017, the City of St. Peters joined the Eastern Missouri Pavement Cooperative (EMPC), a group of St. Charles area municipalities and agencies that work cooperatively to improve the quality of concrete pavement through improved specifications and staff training, more stringent material testing requirements and elimination of certain types of aggregate materials that are not suitable for use in areas that treat with salt and other deicing chemicals. While EMPC concrete mixes cost between $2.00 and $4.00 more per cubic yard compared to non EMPC concrete mixes, savings in future labor, traffic disruption and materials from less small scale replacement and patching will more than offset increased material costs. 6 Referencing the aging distribution graphs on the previous page, it can be seen that 16% of concrete streets within the City of St. Peters have met or exceeded their expected useful life of 35 years and 71% of the City s concrete streets have reached an age where some slab replacement is required. By contrast, 98% of the asphalt streets have reached an age that requires periodic overlays be performed. In order to provide planned and orderly pavement maintenance, the City of St. Peters has instituted this pavement management program, which uses a computer database containing maintenance records of each city street. This database includes the name, length, width, street material, dates and quantities of maintenance operations, and current pavement condition or street rating. All streets in the City of St. Peters are rated using the PASER rating system, developed by the University of Wisconsin. The PASER system rates pavement based on the number and type of pavement distresses. Pavement is rated on a scale of 1 to 10, with 10 being new or like new. The database is sorted, based on the PASER ratings, to formulate lists of streets that require maintenance or repair, and to establish maintenance priority and schedule. In addition, the City of St. Peter s resident concern system is used to identify locations where street repair or maintenance may be necessary. It is the goal of the City of St. Peters Pavement Management Program to achieve a 12-year overlay cycle for asphalt streets, and a 35-year replacement cycle for concrete streets. To achieve this goal, the City of St. Peters must overlay approximately 118,000 square yards of asphalt pavement and replace approximately 65,200 square yards of concrete pavement annually. Currently, the program is funded to overlay approximately 109,578 square yards of asphalt pavement, and replace approximately 25,325 square yards of concrete pavement. The City s annual pavement maintenance funding also includes additional repair treatments such as crack sealing, joint repair, and pothole patching. Also part of the City s annual pavement management program is the annual concrete curb and gutter replacement program. Curb and gutter replacement is typically performed on asphalt streets prior to planned overlay. The curb and gutter replacement program is funded to replace up to 10% of the curb and gutter present on a street scheduled for asphalt overlay. 7 SIDEWALK MAINTENANCE AND INFILL PROGRAM The City of St. Peters maintains approximately 501,600 lineal feet (95 miles) of sidewalks and 507 accessible ramps within its corporate limits. These sidewalks and accessible ramps service both residential and commercial areas and are constructed of concrete. Accessible, well maintained sidewalk networks provide safe and efficient travel for pedestrian traffic, promotes a healthy lifestyle and is environmentally friendly. Furthermore, providing a stable path, which separates pedestrian traffic from vehicular traffic, improves the overall safety of city streets. It is the policy of the City of St. Peters to ensure that its sidewalks are accessible and maintained in good condition. To this end, the City of St. Peters Transportation and Development Services (TDS) Group administers the City s sidewalk maintenance and infill program to provide well-maintained, Americans with Disability Act (ADA) compliant, high quality sidewalks and accessible ramps at the lowest reasonable cost. The City of St. Peters Sidewalk Maintenance Program and Infill Program consists of two phases. Phase one is an annual survey of all sidewalks within the City of St. Peters corporate limits. To perform this survey, all the sidewalks in the city are broken in to segments, with boundaries generally between intersections. City streets with sidewalks on both sides contain two sidewalk segments. The sidewalks are inspected for one of eight defect types, which can impact the safety and/or aesthetics of the sidewalk, and compliance with current (ADA) standards. The results of this annual inspection are recorded in a database for use determining future repair and improvement projects. Below is a summary of the defect types recorded: Sidewalk with defect Type A -Vertical edge of ¾ or more. Sidewalk with defect Type A at storm drain -When the sidewalk rises, or lowers in respect to the drain, it can cause different types of defects, here type A Pavement Management Program 4 Sidewalk Maintenance Program

8 Sidewalk with defect Type B -Raised more than 3 inches in a 10-foot run. -Depressed more than 3 inches in a 10-foot run. Sidewalk with defect Type C -Has cracked into more than 2 pieces per square -Cracks have horizontal separations equal to ¾ inch or more. Sidewalk with defect Type D -Sidewalk has spalled over 50% of the surface. (Type C & F shown) Phase two of the sidewalk maintenance and infill program involves evaluation of the inspection results to prioritize and schedule annual repair projects. To ease the project evaluation process, as with city streets, all the sidewalk segments identified are rated on a scale of one to ten. The sidewalk rating assigned is based on the type and severity of the defect found. Priority is given to sidewalk segments with Type A, Type A with Storm Sewer Inlets, and accessible compliance defects. These types of defects pose the greatest risk to pedestrian and bicycle traffic and to accessible travel. In compliance with current ADA standards and requirements, the City s Sidewalk Maintenance and Infill Program serves as the City of St. Peters ADA Transition Plan with the goal to provide safe, accessible routes for all pedestrians within the bounds of the program s annual budget. City of St. Peters sidewalk systems will be improved to current ADA standards in conjunction with scheduled asphalt resurfacing, large scale concrete pavement replacement projects (project involving replacement of greater than 50% of the pavement surface within the project limits), approved federal aid projects, traffic signal/intersection improvement projects, and other projects with sidewalk and trail elements. With approximately 95 miles of sidewalks and 507 accessible ramps to be maintained, it is important that a systematic approach be used to ensure the City of St. Peters sidewalk and trail systems operate safely. The 2018 sidewalk maintenance program is currently funded to replace approximately 19,895 square feet of concrete sidewalk and 1,854 square feet of accessible ramps. 35 PAVEMENT MARKING AND SIGN MAINTENANCE PROGRAMS As the City of St. Peters has grown, the City has developed an extensive traffic control network consisting of street signs, pavement markings, traffic signals and streetlights. These systems work together to safely and efficiently move motorists and pedestrians into and out of the City. In order to ensure that these systems operate properly, the Street Maintenance and Traffic departments, within the Transportation and Development Services Group (TDS), have developed several maintenance programs designed to provide up-to-date, well-maintained traffic control systems, at the lowest possible cost. Below is a summary of the traffic maintenance programs and a listing of planned work for the 2018 maintenance season. Street Sign Replacement Programs The City of St. Peters owns and maintains approximately 7,196 street name and regulatory signs on 3,814 posts, within its corporate limits. These signs provide important information to motorists that allow them to get to their destination safely and efficiently. The City of St. Peters follows current Manual for Uniform Traffic Control Devices (MUTCD) standards for the design and placement of all its roadway signage. It is the policy of the City of St. Peters to ensure that all street signs are aesthetically pleasing, clearly legible and maintained in good condition. To this end, the City of St. Peters Street Department is administering a Street Name Sign Replacement Program and has developed a regulatory sign replacement program. It is the goal of both programs to provide wellmaintained, high quality signage, at the lowest reasonable cost Pavement Management Program 32 Pavement Marking and Sign Maintenance Program

36 The City of St. Peters currently owns and maintains 2,527 street name signs. City of St. Peters street name signs (see picture below) feature the City of St. Peters logo. In addition to providing a sense of place, City street name and stop signs are placed on the same post to reduce the number of post in the systems. This consolidation reduces future maintenance liabilities for the City and eases yard maintenance around the sign. The Regulatory Sign Replacement Program involves the maintenance of a sign inventory; assessment of current sign condition and the scheduled, periodic replacement of all regulatory signs (i.e. stop signs and speed limit signs). The City of St. Peters currently owns and maintains 4,669 regulatory signs. These signs have been located using GPS equipment and assigned a condition rating of Good (like new condition), Average (acceptable) and Poor (requires replacement). This condition rating is then used to allow the Department to proactively replace damaged or worn signs. Industry standard for sign life is ten years. Based on this expected life cycle, the Street Department expects to replace up to 710 regulatory signs and 250 street name signs each year. Pavement Marking Programs The City of St. Peters maintains approximately 751,000 lineal feet of reflective pavement markings, 1,250 center turn arrows and 180 marked intersections. These markings improve intersection safety and efficiency by providing channelized traffic flow and visual cues for drivers. It is the policy of the City of St. Peters to ensure that all pavement markings are clearly visible and maintained in good condition. To this end, the City of Street Maintenance and Traffic departments administers various pavement marking maintenance programs with the goal to provide well-maintained, high quality pavement markings, at the lowest reasonable cost. Long line pavement markings are markings that run parallel to the centerline of a roadway and identify individual lanes of travel. The Traffic Department contracts long line markings operations, which are performed once a year, generally in late spring. The specifications for long line markings are modeled after Missouri Department of Transportation (MoDOT) standards and include retroreflectivity standards, which require the line to achieve an initial brightness standard. A majority of the City s pavement markings are paint, which have a useful life of twelve months. However, in instances where pavement-resurfacing operations will take place, the Traffic Department will consider the use of more durable markings and/or in pavement reflectors. Durable markings have a useful life of three to five-years, where as in pavement reflectors have a useful life of up to fifteen years. Use of these types of long line markings can reduce annual maintenance costs and improve marking visibility. The Intersection Marking Program includes the placement of turn arrows, stop bars and cross walks at 130 separate intersections. A majority of these intersections are remarked by contractor. Certain low volume intersections are remarked by Street Maintenance staff.
