Approval of an Interlocal Cooperation Agreement between Denton County, Texas, and the City of Celina, Texas, whereby the City of Celina will pay approximately $27, to Denton County, representing one half (50/50 split) of $55,737.00, which is Denton County s 10% participation commitment to the Texas Department of Transportation ( TxDOT ), toward preliminary engineering, construction engineering and construction necessary to replace the bridge on Mobberly Road at Little Elm Creek Tributary, located in Denton County Commissioner Precinct #1 (CSJ # ). TxDOT will pay 90% of the total estimated cost of the Project, which is currently $557,374.00, and any appropriate action. Commissioner Precinct # B. 17 RESOLUTION Honoring ALAN SCHIEGG AND LLOYD WEBB FOR THEIR WORK ON THE PROPOSED DESIGNATION OF THE CHISHOLM AND GREAT WESTERN TRAILS AS NATIONAL HISTORIC TRAILS The Denton County Commissioners Court, Denton County, Texas, during a regular session on the 17th day of November 2015, considered the following resolution: WHEREAS, in 2009, Congress directed the Secretary of the Interior to evaluate the Chisholm and the Great Western Trails to determine if they meet requirements to be included under the national Trails System Act; and WHEREAS, the National Park Service held numerous public meetings in communities along the proposed routes in 2010 and then began a four-year research project; and WHEREAS, In support of the National Park Service efforts to designate both the Chisholm Trail and the Great Western Trail as National Cattle Drive Trails a Denton County Trail Marking Committee was formed in April, 2014,and WHEREAS, the mission of the Chisholm Trail Marking Committee is to research, identify, and document as conclusively as possible any portion of the Chisholm Trail that passed through Denton County; and WHEREAS, Alan Schiegg and Lloyd Webb served on the Denton County Trail Marking Committee and spent over the past year and a half gathering material and data concerning the route of the Chisholm Trail through Denton County; and WHEREAS, their research shows the trail as entering Denton County in the far southwest corner of the county, near the location of Elizabethtown and on through Bolivar: and WHEREAS, the designation of the Chisholm and Great Western Trails as part of the National Trails System could have significant economic impact along the route and help spur preservation efforts; NOW THEREFORE BE IT RESOLVED, the Denton County Commissioners Court, Denton County, Texas does hereby extend to Alan Schiegg and Lloyd Webb, our sincere and grateful appreciation for their dedication to bring recognition to the heritage of cattle trails in Denton County. I have had the opportunity of visiting directly with many of you regarding the LIVE UNITED program of Give, Advocate, and Volunteer. For those I have not been able to visit with, please take this opportunity to watch the 2015 Campaign Video available at it is the first one on the media list, labeled Responsibility. There is still time to contribute through payroll deductions or one time donations. Remember, the Denton County Treasurer s Office must receive a form each year to continue payroll deductions. If you have not filled out your form this year, please let me know and I will send you a form via interoffice mail. We hope to close out this year s campaign by Thanksgiving so we have a few weeks left to get all the paperwork in and processed. I am also attaching a copy of an information sheet regarding Dine United cards available for discounts in various City of Denton restaurants. The cards cost $20 and are good through June If you are interested, please contact me and I will arrange to bring a card to you and to pick up the cash/check payable to United Way. Finally, I wanted to provide you an update on the 2015 payroll deductions and one time donations gathered so far this year. Juvenile Probation started us off with a Pacesetter campaign in August that raised $5800 in payroll deductions and one time donations. The Health Department held a luncheon and raised additional funds, including $246 in cash. At this time, the Treasurer s Office has collected forms and money from 77 county employees and elected officials for a pledged and cash amount of $12,420. Add to that the $640 from those who purchased the Dine United discount cards, and we have a grand total of $13,060 raised this year. You all are fantastic! County Criminal Court No. 3 BACKGROUND The purpose of this grant is to enhance our ability to identify, monitor and track honorably discharged veterans within the Denton County Criminal Justice System through counseling services, family integration in the veteran s recovery and increased direct client services. The grant application will request funding for a Mental Health Care Coordinator which would be a new position proposed by DCVTCP. The mental health care coordinator functions as a core member of a collaborative care team. The care coordinator is responsible for assessing and supporting mental health care provided by primary care providers in consultation with other mental health providers as appropriate. He/she is also responsible for coordinating referrals to clinically indicated services inside and outside the Veteran s Administration. (e.g., social services, mental health specialty care, substance abuse treatment). The Care Coordinator will negotiate contracts with local mental health providers to ensure quality care at a reasonable cost to the Veteran and/or the Veterans Treatment Court. The Care Coordinator will work closely with the Judge and the Veterans Court Treatment team to promote an integrated treatment approach. Funding will also support a Program Evaluator that evaluates the need, design, and implementation of the Veterans Treatment Court program that is required to be assessed under the grants the Court has already approved. The Program Evaluator assesses the impact or outcomes of the program and program efficiency. She assists grant funding activities, specially tracking program outcomes. The Program Evaluator dedicates 8 hours per week to evaluation tasks. The Program Evaluator is employed with the University of North Texas. In this grant, funds are requested to finance her time in an agreement with the University of North Texas (see contract attached). The grant subsidizes the cost of her to teach one less class each semester, 20% of her full-time work with the University. The grant also seeks to fund a research assistant who would be a paid from the University of North Texas hired by the Program Evaluator to assist with the data collection and Denton County Page 2 of 4 Printed on 11/12/ of 159
50 analysis of program outcomes. The Research Assistant will be tasked to create participant files in the new ETO software system (back-logging current and past participants). Funding will also support software that will provide a secure data collection and tracking system for mental health and social programs. The software will allow DCVTCP team members and other clinicians to input Veteran data from a variety of measurable indicators such as: intake assessments, mental health assessments, substance use assessments, psychoeducation attendance, mentoring group attendance, monitoring device compliance, and phase progression. The DCVTCP team will also be able to track housing needs, jobs, family resources to effective integrate the Veteran(s) back into the community. Managing this data from one software system allows team members to track Veteran s progress in the program and disseminate measurable outcomes in a reader-friendly format to stakeholders, such as Commissioners Court, the Veterans Administration, Texas Veterans Commission and of the Office of the Governor, Criminal Justice Division. OPERATIONS AND MAINTENANCE CSCD will provide an office for the Mental Health Care Coordinator if necessary. LEGAL INFORMATION Local Government Code Section : Commissioners Court may accept gifts, grants, donations, bequests, and devises of money or other property for any county purpose. The program will provide veterans a multidisciplinary approach to treatment and reentry into the community. In lieu of prosecution and a criminal record, participants complete a month court supervised treatment program. Eligible defendants are identified after their arrest and are referred to the program where they can receive mental health and substance use counseling services, family services, etc. Funding will support a part-time Mental Health Mental Health Care Coordinator 25 hours per week for a cost of $39,065 which will be responsible for assessing and supporting mental health care provided by primary care providers in consultation with other mental health providers as needed. The position will also coordinate referrals for clinical services inside and outside of the Veteran's Administration. A contract position, referred to as a "Program Evaluator" in the grant application will evaluate the need, design, and implementation of the program and assess the impact of outcomes of the program and it's efficiency. The position will assist with grant funded activities, specifically tracking program outcomes. This position will be an employee of the University of North Texas which will require approval of a separate contract for services that totals $23,600. Funds are also included to contract with the University for a parttime contract position of "Research Assistant that will assist with data collection and analysis of program outcomes, as well as creating files in a new software program to back-log current and past participants in the program. This position will be supervised by the Program Evaluator position. Additional funds requested will provide for various screening expenses of potential participants, including family studies and counseling services, mental health assessments, PTSD counseling, substance use counseling, and various monitoring device expenses. Funds are also included for defense attorney representation, transportation assistance, graduation celebration expenses, annual conference/training expenses, a new ETO Software to assist with measurable indicators, etc., as well as two laptop computers for the Case Coordinator and the Program Evaluator positions. Supplies include various assessment supplies used during routine counseling sessions. Graduation coins will be awarded to those who successfully complete the program, which represent overcoming adversity or accomplishing a difficult task. This grant funding is being requested in order to maintain services to 48 veterans. This grant can be reapplied for each year and is currently not a declining grant.
