3 Preface Madison Gas and Electric Co. (MGE) is a public utility that generates and distributes electric power to 136,000 customers in Dane County. The company also purchases and distributes natural gas to 140,000 customers in seven south-central and western Wisconsin counties. MGE s roots in the Madison area date back more than 150 years. 4 Introduction MGE has prepared this Construction Activity Report annually since The report is a summary of all nonresidential commercial and industrial (C&I) construction activity in Dane County. Since 2003, nearly $3 billion has been invested in C&I facilities in Dane County. This activity has expanded employment opportunities and demonstrated a continued commitment to the economic vitality of Dane County. The 2007 Construction Activity Report includes all projects started during the year with values of $10,000 or more. This report provides a snapshot of C&I construction activity for the year as well as an analysis of investment trends in the county. Nearly $3 billion has been invested in C&I projects in Dane County since MGE relies on a variety of sources to gather and verify construction activity including building permits, interviews with building inspectors, Dodge Reports and MGE s quarterly visual inspections of building sites. The C&I projects are summarized in three major categories. First, the information is documented by project groups that include: Office Retail/service Government/institutional Warehouse/distribution Manufacturing Hotel/motel The information is also categorized by project types that include: New construction Additions/expansions Interior or exterior alterations and remodeling projects Finally, the project data are sorted and summarized by community. MGE uses this information to help plan for growth in its service area. The report is now being offered as a resource to help other businesses with their planning and decision making and to track overall development in Dane County. 3

5 2007 Highlights In 2007, nearly $578 million was spent on C&I construction projects, down from last year s record of more than $740 million. The more than 555 C&I projects were down slightly from last year s total of 563. Retail/Service 29% 2007 Construction Profile Investment by Category Warehouse/ Distribution 4% Office 35% Manufacturing 4% Hotel/Motel 5% Government/ Institutional 23% The nearly $205 million spent on office projects last year was close to 2006 s level of nearly $208 million. Significant projects included the $34 million second phase of Madison s University Square, the $22.2 million Monona Grove Middle School in Cottage Grove, the $20 million Arbor Gate Office Building in Madison, the $18 million Greenway Boulevard Office Building in Middleton, the $18 million UW Medical Foundation in Middleton and the $14.4 million Fire Research Forest Product Lab in Madison s capital investment of nearly $578 million was the second highest singleyear total recorded since MGE began tracking this information in Manufacturing investment totaled more than $20 million, a decrease of $22 million from The major manufacturing projects for 2007 were Electronic Theatre Controls $9 million addition in Middleton, Sub Zero s $4.2 million addition in Fitchburg and B&G Foods $3.6 million Stoughton addition. More than $133 million was invested in institutional projects, almost half of the 2006 investment. Major projects included the $22.2 million Monona Grove Middle School in Cottage Grove, Sun Prairie s $14.6 million seventh elementary school, a $13.3 million alteration at St. Mary s Hospital in Madison and a $12.9 million new elementary school in Madison. 4

6 Retail- and service-related construction expenditures in Dane County were nearly $170 million, down from $186 million in Major retail projects for the year included the $34.8 million second phase of Madison s University Square project, the $10.2 million Costco in Middleton, Madison s new $10 million Oak Park II Assisted Living facility and the new $8.8 million Midvale Plaza in Madison. Investment in warehouse and distribution facilities totaled more than $21 million in 2007, up from more than $19 million in The largest project in this category was the $5 million Oscar Mayer alteration in Madison. Hotel/motel construction activity totaled nearly $28 million in 2007, down from nearly $38 million in Significant projects included Madison s new $11.5 million Homewood Suites and $10 million Hampton Inn. Overall, investment activity in one of the six categories (warehouse/distribution) increased from the previous year. Additional information about trends in each of these sectors is summarized in the following pages. 7 Government/Institutional Spending on government and institutional projects totaled more than $133 million in Dane County last year. This represents a 45% decrease from Some of the major projects were the $22.2 million Monona Grove Middle School in Cottage Grove, Sun Prairie s $14.6 million seventh elementary school, a $13.3 million alteration at St. Mary s Hospital in Madison and a $12.9 million new elementary school in Madison. Out of the 68 total projects in this sector, 19 were education related, which represents 57% of total capital invested in this category. Thirty projects or 20% of capital invested went to state/local government, four projects or 14% of capital invested went into health care facilities, 13 projects or 8% of capital invested went to churches, and one library project and one museum project each represented less than 1% of all investment in this category Government/ Institutional Construction Percent of Investment State & Local Government 20% Library <1% Churches 8% Education Nearly $76 million was invested in education-related facilities in Dane County last year, including the $22.2 million Monona Grove Middle School in Cottage Grove, Sun Prairie s $14.6 million seventh elementary school, a new $12.9 million elementary school in Madison and a new $8.8 million Hillel Student Center on the UW-Madison campus. Other area school projects occurred in Madison, Monona, Mount Horeb, Oregon, Middleton, Burke and Sun Prairie. Health care More than $19 million was invested in health care facilities in The majority of the investment was spent on two projects totaling more than $16 million at St. Mary s Hospital in Madison. State and local government State and local governments invested more than $27 million in construction projects during Some of the major projects included Middleton s new $5.1 million Fire Department and a $4.7 million addition to the Stoughton Fire Station. Leading the way for investment in new office construction were the $20 million Arbor Gate building in Madison, the $18 million Greenway Boulevard Office Building in Middleton, the $18 million UW Medical Foundation in Middleton, Fire Research Forest Product Laboratory s $14.4 million facility in Madison, Mentor Biologies $11 million facility in Madison and the $10 million Epic Systems - Campus II in Verona Office Construction Percent of Investment New Construction 73% Alterations 18% Additions/ Expansions 9% Nearly $205 million was invested in office projects in This is the second highest amount invested in this category. Leased office space Leased office space represents 43% of all office capital invested. 10 Finance and insurance More than $11 million or 5% of the total was spent on buildings for finance, insurance and real estate tenants. This is up slightly from 2006 s total of more than $10 million. The largest projects included a new $2.8 million Starion Financial in Middleton, a new $2 million Monona State Bank in Monona and a new $1.3 million UW Credit Union in Middleton. 11 Retail/Service Nearly $170 million was spent on projects this year compared to $186 million in Investment in retail/service projects fell by $16 million or a 9% decrease from the previous year. However, the total number of projects in 2007 was up more than 6% from a year ago. The second highest amount, nearly $170 million, was invested in $57 million $72 million $63 million $94 million $165 million $126 million $118 million $117 million $186 million (single-year record total) $169 million 2007 ranks as the second highest retail/service year for investment over the past 10 years. Seventy-five percent of the investment or more than $169 million went into 31 new construction projects. More than $24 million or 15% of capital was invested in 154 alteration/remodeling projects. Horeb Alterations/remodeling More than $24 million was spent on 154 alteration or remodeling projects in Dane County. More than one-half of these projects relate to personal service businesses (i.e., apparel, health and beauty, convenience/grocery, travel, automotive, electronics). These personal service as well as other retail and recreation businesses accounted for approximately 76% of investment in this category. The $2.2 million changes to Madison s Sentry and $2 million alterations to Sun Prairie s O Connell Pharmacy were the largest in this category. More than $5 million or 24% of the investment in this category went for bars and/or restaurants. Additions/expansions Twenty businesses/organizations invested more than $17 million in additions to existing sites for retail/service projects. The largest project in this category was Madison s $6.1 million Oakwood Village. 13 Warehouse/Distribution Construction of warehouse and distribution facilities last year totaled $21 million (36 projects). This represents a $2 million increase from 2006 and two more projects from a year ago. More than $8 million or 41% of the total was invested in six new facilities, while nearly $5 million or 25% of the total was spent on nine additions. The balance was invested in 21 alteration or remodeling projects at existing facilities Warehouse/Distribution Construction Percent of Investment New construction There were three new projects having more than $1 million in new warehouse/distribution investment last year. They include Madison s $2.8 million Danisco USA facility, $2.5 million Warman International facility and $2 million Dane County warehouse. Warehouse and distribution projects totaled $21 million in 2007, up more than 8% from last year. New Construction 41% Additions/ Expansions 34% Alterations 25% 12

14 Additions/expansions Additions at nine existing facilities totaled $5 million. The largest additions were the $1.1 million Sogan LLC project in Madison and the $1.1 million Thornton Properties project in Madison. Alterations/remodeling Building alterations or remodeling involved 34% of all dollars spent. Twenty-one projects fell into this category. The largest project is Oscar Mayer s $5.3 million alternation in Madison.
