1 Meet Eenam Gambhir : Who Flayed Pakistan at United Nations If there's one name you need to learn today, it is that of Eenam Gambhir. If you have not been living under a rock, you'd already know of her. But for those of you who were, here's a quick recap. Eenam Gambhir is our badass Indian diplomat who is winning the internet with her powerful speech at the United Nations. This is not the first time India has chosen Gambhir from its permanent mission to the UN to deliver its response to a Pakistan PM. Exactly a year ago, at the United Nations General Assembly, Gambhir delivered a passionate speech condemning Pakistan.The speech alone was retweeted over 5000 times.

Saurabh Jain IAS, Kerala,2002 has been appointed Private Secretary to the Minister of State for Culture and Mos Environment,Forest and Climate Change Dr. Mahesh Sharma. Shreeshail Malge, IRAS,2002 has been appointed as Director in the Ministry of Home Affairs, Delhi under Central Staffing Scheme for the period of five years. The 2002 batch IAS officer of Punjab cadre, B. Purushartha has been appointed as Private Secretary to Minister of State(I/C) for Housing & Urban Affairs, Hardeep Singh Puri. IPS Rajni Kant Mishra, IPS,UP,1984 takes charge as Director General, Sashastra Seema Bal (SSB) succeeding Smt.Archana Ramasundaram. Mr.Mishta joined CBI in the year 2002 and worked there as DIG & IG till 2009.He joined Border Security Force (BSF) in June Govt. of India has made clear that Mr. Anurag Garg (An IPS officer of 1993 batch of Himachal Cadre) will continue as Joint Director CBI till 30 Nov 2017 Dharmendra Kumar (An IPS officer of 1984 batch of AGMUT cadre) has been appointed as Director General, Railway Protection Force (RPF). He is presently serving in govt. of india as Additional Director General CISF. Senior IPS officer Sulkhan Singh,IPS, 1980 has been given a three-month extention as Director General of Uttar Pradesh Police. Ajay Kashyap,IPS 1985 presently Delhi Traffic Special Commissioner has been appointed as the new Director General of Tihar Jail with immediate effect. IPS Officers May Have To Specialise In Policing Domain To Get Promotion Indian Police Service (IPS) officers may soon have to specialise in at least one policing domain like counter-insurgency, terror funding or cybercrime to get promotion to the senior ranks. According to a proposal prepared by the Home Ministry, each of the IPS officer will have to specialise in different policing domains like anti-terrorism, terror funding, economic crimes or cyber offences before being promoted to senior ranks. As per the proposal, IPS officers will have to speacilise on a particular domain and undergo mandatory training before being promoted to the ranks of deputy inspector general (DIG), inspector general (IG) or additional director general (ADG), a home ministry official said. The domain subjects or the area of specialisation, will be listed in the performance appraisal report, the official said. Among the subjects in which the IPS officers can speacilise include anticorruption and vigilance, police research and development, criminal investigation (CBI, CID), intelligence,cybercrime, counter-insurgency and anti- terrorism. Before being promoted as a DIG, an officer will have to undergo training in at least one of the domains. Similarly for the promotion to ranks of the IG and ADG, mandatory training will have to be completed in two or three subjects. The National Police Academy in Hyderabad and other similar institutes will be asked to prepare training modules. The plan was discussed in November last during an annual conference of top police officers of the country in Hyderabad which was attended by Prime Minister Narendra Modi and home minister Rajnath Singh. The proposal has been prepared as part of the follow-up of the discussion that took place in that meeting. Future postings of senior police officers may be decided as per specialisation, the official said. An IPS officer goes through at least three mid-term training programmes. The first one is after seven to nine years in the job, the next comes after another seven years and the final one is on completing at least 24 years in service. Andhra Pradesh chief minister N Chandrababu Naidu talked about his state s realtime governance model and methodology of governance that attaches importance to the people s happiness index. Secretary, MAUD, Navin Mittal has announced that the Supreme Court has ruled in favour of HMDA in the case filed with regard to the ownership of 638 acres of land in Kokapet.He said the lands were transferred by the State government to HMDA in 2006 with an intention to auction them. A total of 168 acres were put up for auction, which fetched? 1,775 crore for the Authority. However, the ownership of the land was challenged in court by a few individuals who claimed to be legal heirs of Nawab Nusrat Jung-I to whom the land had belonged. The person claiming ownership had submitted a representation to the government for transfer of land in 2002, and twice in In 2004, two memos were issued transferring the land, and then withdrawn. he approached court challenging this, Mr. Mittal said.a division bench of High Court had ruled in favour of HMDA, following which an appeal was filed in Supreme Court. 5 Public Sector NTPC pays Total Dividend of Rs. 3,941 crore for FY NTPC Limited paid a total 47.8% of its paid-up capital for the financial year , amounting to Rs. 3,941 crore. The Company had paid interim amounting to Rs. 2,152 crore on February 22, The Company has paid the final amounting to Rs. 1,789 crore on September 29, The RTGS advice for the transfer of Rs. 1,129 crore to Government of India, being the share of Government of India in the final dividend, was presented by Shri Gurdeep Singh, CMD, NTPC, to Shri R.K.Singh, Hon ble Minister of State (Independent Charge) for Power and New & Renewable Energy in the presence of Shri K. Sports Committee Meeting of Ministry of Steel held at NMDC 5 October, 2017 NBCC Registers a Substantial 23% Growth NBCC, the state owned Navratna Enterprise, under the Ministry of Housing & Urban Affairs (HUA), Govt. of India, has registered approximately 23% Growth in FY as compared to the previous year. The Annual Financial Results for FY , announced on 18th Sept. 2017, shows the Company posting a net Profit of Rs.355 Crores while its total Income has surged to Rs.6400 Crore. Speaking to the Media on the occasion subsequently, Dr. Anoop Kumar Mittal, Chairman-cum-Managing Director of the Company said that the Company had been consistently performing well and informed that the Order Book position of the Company as of now, stood at around Rs Crore and was likely to touch the figure of approximately 1 Lakh Crore in next few months. Elaborating upon the business outlook, Dr. Mittal stated that the Company s focus areas in the coming years would primarily be PMC based Redevelopment works. He said that NBCC already had huge work orders from the Government in respect of the redevelopment of properties which included Rs.5000 Crores East Kidwai Nagar Redevelopment which is nearing completion; Rs.2149 Crores Integrated Exhibition-cum-Convention Centre for ITPO; AIIMS Redevelopment Works of Rs.5828 Crores etc. In this context, he also shared details on recently secured huge works of redevelopment of Govt. properties valuing approximately Rs Crore located at Netaji Nagar, Sarojini Nagar and Nauraji Nagar in Delhi. DR. Mittal in this regard, added that this Nauroji Nagar Commercial Hub shall be named World Trade Centre, New Delhi, as NBCC has got the License from WTC New York recently.giving an account of the Company s latest strategic moves in business operations, Dr. Mittal spoke of NBCC s recent acquiring of HSCL, a Central PSU under the Ministry of Steel, setting up of two more new subsidiaries, one NBCC International Ltd. to aggressively go for enhancing overseas stake and the other NBCC Environment Engineering Ltd. to pursue the cause of sustainability and environment. The first meeting of high level Sports Committee set up by Chaudhary Birender Singh, Hon ble Union Minister of Steel, Govt. of India was held at NMDC, Hyderabad under the Chairmanship of N. Baijendra Kumar, IAS, CMD, NMDC. In an earlier meeting held this year, Steel Minister had asked all PSUs to work together for development of sports in the country and avoid duplication and overlapping of efforts in this area. The PSUs have Plants & Units spread across the country so they can contribute to promotion of sports in different regions of the country. Local talent can be spotted through regular coaching camps and bright children can be trained by professionals for state and national level games, the Minister had stated. The Sports Committee consists CMDs of all CPSEs under Ministry of Steel and various eminent sports personalities of Hockey, Archery, Wrestling, Athletics, etc and sport coaches. The main objective of the Committee is to prepare a detailed action Plan to have an effective impact on sports activities and to draw a Roadmap for Promotion of Sports by CPSEs and make its recommendations. The said meeting was attended by the CMDs and representatives from member CPSEs and sports personalities. Discussions were held on the issues such as identification of States where specific sports may be taken up, apart from affiliation/association of CPSEs with sports federations/apex sports bodies such as Indian Olympic Association. The committee in it s maiden meeting also discussed about the possibility of support by CPSEs under MoS to various Sports Leagues such as Hockey, Football, Kabaddi, Badminton, Wrestling leagues etc., either individually or in collaboration. Chairman of the Committee N.Baijendra Kumar, CMD NMDC suggested the members to prepare detailed proposals for setting up of sports leagues by CPSEs under MoS and to examine various schemes of Ministry of Youth Affairs & Sports related to Promotion of sports and to examine the possibility of sponsoring major sporting events in the country so that Ministry of Steel will have its presence in all important national and international level sports events.there was a very positive response from the members of all CPSEs under MoS and Sports Personalities who graced the occasion for encouragement and promotion of Sports Events at National Level. PFC Commits Financial Assistance of Rs.4009 Crore to Telangana Power Finance Corporation Limited (PFC) has sanctioned a term loan of Rs.4009 crore to TSGENCO for setting up 5X800 MW, Coal Based Yadadri TPP using super-critical technology in Nalgonda district of Telangana. Yadadri Thermal Power Plant will generate approx. 29,784 Million Units of energy to meet the future power requirement of Telangana. The loan agreement for the project was executed between PFC and TSGENCO officials recently in Hyderabad in a ceremony attended by CMD, PFC Rajeev Sharma, CMD, TSGENCO D. Prabhakar Rao and other officials. PFC has a long standing relationship with Telangana with a cumulative sanction of Rs.28,210crore and disbursement of Rs.16,156 crore towards various projects in Generation, Transmission and Distribution sector in Telangana. 6 6 October, 2017 Indian real estate attracts new global investors Motilal Oswal Real Estate raises $158 mn for third fund Foreign institutional investors have upped their game in Indian real and the offshore investor base is on the rise as new set of investors including pension funds and sovereign wealth funds from countries such as Canada, Netherlands, Qatar and Singapore are increasing their exposure to Indian real estate. The total annual investments into Indian real estate from foreign investors have consistently outpaced their domestic counterparts and in the last couple of years, the gap has widened further. Since 2016, foreign investors have invested close to $9 billion as against $2.1 billion invested by Indian investors. Among foreign investors, participation from few countries such Canada, Hong Kong, Netherlands and Qatar have gained prominence over traditional investors from Singapore and United States. Overall, these countries have gained around 24% additional market share. The strength of the Indian economy and favorable demographics, coupled with the introduction of several growth oriented reforms including Real Estate (Regulation and Development) Act, 2016; Real Estate Investment Trusts; Goods and Service Tax; relaxation of Foreign Direct Investment (FDI) norms etc. are aiding the real estate sector to attract higher investments, Neeraj Bansal, Partner and Head, ASEAN Corridor, Building, Construction and Real Estate, KPMG in India. The investment since 2016 by foreign funds has mostly been in commercial assets such as office space, warehouse and retail. However, investors from Hong Kong as well as Indian domestic institutions have have largely allocated capital towards residential projects. "While PE funds continue to be bullish about India, there is a growing interest from foreign pension funds and sovereign wealth funds, who have more than doubled their investments in year-to-date 2017 accounting for nearly 60% share ($3 billion) of total investments as of date, Bansal said. Since 2016, pension funds have invested more than $1.7 billion in Indian real estate sector and have emerged as the second largest investor after private equity players. On the other hand, sovereign wealth funds, which were investing around $ million on an annual basis in India since 2014 have deployed about $1.7 billion this year. While pension funds have been primarily interested in taking up warehousing, retail and to some extent office assets; SWF have mostly invested in office space and to some extent residential. Both categories prefer investing mostly in Metro and Tier 1 cities. Private equity and NBFCs are staying away from equity funding and prefer to invest through debt as indicated by majority of investment since 2016 that has been through debt or structured debt. In last few years, investors have started exploring markets other than non-metro cities of Delhi-NCR, Mumbai, Bengaluru, Chennai, Hyderabad and Kolkata. Metro sub-urban markets such as Sohna, Thane, Pune, Greater Noida, Chengalpattu etc. and non-metro markets such as Chandigarh, Mohali and Amrtisar, Ahmedabad etc. have also witnessed some investment traction. The shift could be due to mid-term saturation in the metro market resulting from high property prices and fewer launches. In metro cities, investors have been focusing primarily on office and residential assets. However, in non-metro, investors appears to have diversified their investment into different asset classes including warehousing, retail, office and residential. The PE firm is looking to invest roughly Rs 1,000 crore this financial year. Vishal Tulsyan, chief executive officer, Motilal Oswal PE, said, Our real estate fund business has scaled up over the past few years and our AUM now stands over Rs 2,000 crore. We see abundant opportunities in the sector to scale up. Going forward, our real estate fund business would continue to be a critical piece of our private equity fund management business. Motilal Oswal Real Estate, the real estate arm of Motilal Oswal Private Equity, has marked the final close of its third fund, India Realty Excellence Fund III (IREF III), at Rs 1,030 crore (around $158 million). To date, the firm has invested capital through three real estate funds, non-convertible debentures (NCDs) and proprietary investments. Its cumulative assets under management (AUM) stand at more than Rs 2,000 crore spread across funds and other strategies. IREF III focuses on early-stage mezzanine and structured equity investments with established developers across the top six cities in the country. The fund has concluded 12 transactions to date. It has committed 70% of the corpus and the rest is expected to be fully committed by the end of this financial year. Lanco Group set to exit realty to focus on infrastructure business Infrastructure firm Lanco Group has decided to exit its real estate investments to refocus on its core business. Lanco wants to focus on infrastructure business and is not looking to make fresh investment in real estate. It is also looking to close a joint development deal with DivyaSree Developers to complete its last project, said two people aware of the development. The infrastructure firm is in talks with Bengaluru-headquartered DivyaSree Developers to jointly construct a 7.8-mn-sft special economic zone and non-sez office space - Lanco Hills Technology Park in Hyderabad. This will be Lanco s last real estate project. Lanco Hills offices can accommodate 75,000 people, said another person. The Hyderabadbased group Lanco Infratech is one of the 12 companies named by Reserve Bank of India under the recently enacted Insolvency and Bankruptcy Code. It has Rs 43,000-crore debt. The focus is to see how Lanco can turn around the infrastructure business by defocussing on non-core business, said one of the person. DivyaSree and Lanco could not be reached for comment. Lanco s deteriorating debt profile and a slowdown in infrastrucure sector pushed back the real estate development plans significantly for the company. The company has been in trouble following the slump in the Hyderabad real estate. He also blamed an imminent split in the promoter family for the slower recovery. The family of my deceased brother and former chairman of the company holds 14 per cent in the company. They are planning to exit the company. This is creating some confusion amongst the shareholders as they are challenging every decision made by the current management, Mr Reddy said. Mr Reddy, whose family holds 32 per cent stake, said that his brother s family may sold their stake in open market.

Visitors are spending money on lodging, food, shopping, and more, helping these cities grow as destinations and modern metropolises," said Carlos Menendez, President, Enterprise Partnerships, Mastercard. For some cities, the boost from tourism dollars is a boon to business. For example, Dubai boasted a whopping $28.5 billion in international visitor spend for 2016.New York, the next highest, had only $17 billion in tourism spending for the same year. Sri Lanka expects one million tourists from India by 2020 India s relationship with Sri Lanka has remained controversial from the time of civil war in Sri Lanka. According to the annual report of Sri Lanka Tourism Development Authority (SLTDA) India has already been a leading source of inbound tourists for Sri Lanka, accounting for more than 15.4 pc of the total footfall of overseas travellers in The historical and cultural similarities between the two countries have played a major source of attraction for most of the Indian travellers. There has been a rise of approximately 60 pc of Indian tourists visiting Sri Lanka. Abu Dhabi has been named the fastest-growing destination city of tomorrow in the region by a global index. Mastercard Global Destination Cities Index showed that the UAE capital had experienced tourism growth of 18.9 per cent between 2009 and last year and it was the fourth fastest growing city globally, behind Osaka, Changdu and Colombo. Overall, Dubai was ranked fourth on the index, which is based on the number of international overnight visitors, with million visitors, behind Bangkok (19.41m), London (19.06m) and Paris (15.45m). Growth in Dubai was forecast to be 7.7 per cent this year. Being recognised as the fastest-growing destination city in the region is an incredible achievement. With the recently announced launch of the much-anticipated Louvre Abu Dhabi and cultural exhibitions such as Hajj: Memories of a Journey, the capital s reputation as a destination of distinction continues to grow, building on the unique experiences and cultural heritage offered, said Saif Saeed Ghobash, director general, of the Abu Dhabi Department of Culture and Tourism.

12 Shipping, Tourism ministries review policy draft for cruise tourism The ministries of tourism and shipping have reviewed the detailed report prepared by Bermello, Ajamil and Partners, EY and Finance for Cruise Destinations on Monday to finalise the cruise tourism policy. Sources said that both the ministries gave various suggestions to the consultants to be incorporated in the final draft. It was learnt that another month or two are required to fine tune the report before any policy can be formulated. Union minister for shipping, Nitin Gadkari, had said that cruise tourism could be a game changer for India and that the sector has untapped potential that could drive India s economic growth engine. Despite having a vast shoreline of about 7,500 kilometer, India failed to exploit the maritime potential, especially for tourism purpose. Ministry of tourism had passed Cruise Shipping Policy in 2008, when India s share in the global cruise tourism industry stood at two percent. In , its global share for passenger count came down to mere 0.5 per cent. It has been estimated that close to 70 cruise ships came to India last year. The minister plans to take cruise liner traffic to 700 a year and grow the passenger count to 1.5 million by Sources said that five locations were suggested by the consultants to be developed under the policy framework. The ministries are yet to decide their feasibility. These locations could be Mumbai, Goa, Cochin, new Mangalore and Chennai. Cruise tourism failed to flourish in India due to restrictions on foreign cruise liners, taxes levied based on tonnage (cargo volume) instead of passenger count et cetera. Shipping ministry, however, recommended various measure including single window system for all pre-cruise requirements, declaration of only limited items of inventory of the cruise ships, no face to face check after dis-embarking formalities, standard operating procedures (SoPs) to be framed for training and education of the personnel handling of passengers. It was also decided to give a 30 per cent rebate on all cruise related charges and increase the number of dock-days permitted from one to three. Foreign flag vessels carrying passengers have also been allowed to call at Indian ports without securing a licence from the director general of shipping till February Indonesia looking for investment from India in its tourism sector With a growing influx of Indian tourists to Indonesia, the country is looking for investments from the Indian market. We are looking at facilitating MICE travel from India through discussions with various parties. Moreover, there is a serious need to create the right policy framework and, consequently, an ecosystem around tourism in Himachal Pradesh to make it sustainable and take tourism to higher economic and ecological spheres.the principle of sustainable tourism is defined as tourism that takes full account of its current and future economic, social and environmental impacts, addressing the needs of visitors, the industry, the environment and host communities. So, we need to develop a mechanism which involves Himachalis, tourists and Government officers.the first step here will be in developing a tourism research institute which will do cutting edge research in tourism s various branches, like finance, destination experiences, ecological balance and the likes. This can be developed with the help of several global institutions developed for similar purposes. Second, we will need to analyse the people who are dissociated from the industry - the weak and the poor - and connect them to the industry. This process will ensure economic sustainability of people in Himachal Pradesh. Adequate financial support through start-up funds and Micro, Small and Medium Enterprises loans need to be set up to encourage aspiring entrepreneurs to run businesses that promote tourism. A parallel system of skill development for guides, hoteliers, digital marketers, and other service providers is a sure way of making tourism in Himachal Pradesh more professional and global. Here, the State can collaborate with such countries as New Zealand and Switzerland, which have successfully developed tourism as a sustainable mode of business and employment.
