The scheme was devised as a way for the Government to support smaller and emerging events in regional Western Australia to boost tourism, increase community vibrancy and participation, and develop regional areas. The Regional Events Scheme plays an important role in positioning Western Australia as an exciting destination to visit and a great place to live by showcasing and promoting a region s unique and diverse attractions. Sixty-nine diverse regional events across Western Australia have been funded through the Regional Events Scheme. This year s round includes the Regional Aboriginal Events Scheme with a funding pool of $150,000 exclusively allocated to events delivering Aboriginal activities and experiences. Tourism is a key pillar of the McGowan Government s plan to diversify the economy, create jobs and develop business opportunities, especially in regional Western Australia. To achieve this we have a two-year action plan in place to help us attract more visitors to Western Australia, encourage them to stay longer, disperse further and do more while they are here. 9 1.0 INTRODUCTION AND WELCOME The West Australian Car Club (Inc.) takes great pleasure in welcoming all competitors to the 2019 Make Smoking History Forest Rally, Round 1 of the CAMS Australian Rally Championship and the WA Rally Championship We are looking forward to a weekend of motorsport like no other with the Super Special Stage in Busselton, technical gravel roads out in Nannup and the Shannons Busselton Sprint. We are running early April in 2019 to avoid as many clashes with other events as possible. Competitors are reminded to book accommodation early as there are numerous events around this time and it is leading into the school holidays. Many spectators and crews will be making it a long weekend, giving us a good crowd of spectators to cheer on the rally, especially on Friday evening at Barnard Park in Busselton. This year there are a few changes compared to previous years events. There have even been some major changes since the draft regulations have been published. Due to the massive bush fires in the region, it has been necessary to change stages and itinerary. Please make sure you use the latest itinerary at all times. Despite the fires, there is still a great challenge to competitors and the stages affected will be back next year for competition. The Nannup Service Park is now back on the Main Street of Nannup, so please support the local businesses and community that loves having the rally in town. The Nannup stages have the new Range Special Stage and a highly revised Folly Special Stage for Clubman competitors will also be able to experience the Galena Special Stage on Saturday. We hope you enjoy them. To start the event, the Trade Hire Busselton Super Stage will be run in reverse direction for SS1 and normal direction for SS2, with new entry and exits to the stage. In order to reduce the amount of time away and to help save everyone some money, we are continuing to have Testing on Thursday morning and Recce will take place on Thursday afternoon and Friday morning. The VIP Ride Day will take place early Friday afternoon. For 25 years our event has been sponsored by Healthway. Since 2017, we have been the Make Smoking History Forest Rally, as we support the Cancer Council of WA message to eliminate Smoking. Make Smoking History specifically seeks to: Influence public opinion and policy on key smoking and health issues Raise awareness of the harms of smoking and the benefits of quitting Assist smokers to quit by providing them with information and resources to help plan their quit attempt We will be using the easy to use Forest Rally Online Entry Form. After submitting your Entry, you will receive another form to fill in for your Service Crew and Vehicles. Competitors are also requested to acknowledge, thank and support wherever and whenever possible the other event sponsors including Tourism Western Australia, Royalties for Regions, Department of Regional Development and Lands, Trade Hire, Scott Print, AAAC Towing and Shannon s Insurance. Our media supporters will ensure that the Make Smoking History Forest Rally will be very well promoted throughout Western Australia both before and during the Rally. Please recognise the efforts of the West Australia Regional newspapers including the local paper The Busselton-Dunsborough Times and the south west radio stations Hit FM and Radio West. The 2019 Make Smoking History Forest Rally could not be run without the support of the local councils in Busselton and Nannup, The Department of Biodiversity, Conservation and Attractions, the Forest Products Commission, the Police and all the local community groups and Businesses who assist us in making the rally run. And last, but definitely by no means least; the Make Smoking History Forest Rally has a team of over four hundred and fifty (450) dedicated and enthusiastic volunteers. Many of these people spend the week prior to the rally in Busselton and or Nannup carrying out last minute preparations to ensure that nothing is forgotten. Sometimes they spend long days and nights in varying weather conditions but consider it all part of the fun and necessary to ensure the rally s success. 10 2.0 HEALTH POLICY 2.1 INTRODUCTION: The 2019 Make Smoking History Forest Rally is a round of the 2019 Australian Rally Championship; the West Australian Rally Championship and the Western Australian Clubman Series. This event has received Healthway sponsorship for many years and the Make Smoking History message is the naming rights sponsor. The event is to be held on the 5-7 April The Make Smoking History Forest Rally attracts participants from all over Australia, (both competitors and officials). It also attracts wide media interest. Participants in the Make Smoking History Forest Rally represent many different age groups ranging from young adults (16 years and over) to senior citizens. 2.2 TOBACCO POLICY: The Organisers of the Make Smoking History Forest Rally recognise that smoke free environments protect nonsmokers from the harmful effects of environmental tobacco smoke (ETS) and contribute to reducing tobacco consumption levels. The organisation will encourage quitting attempts and discourage the uptake of smoking particularly by young people All area s of Rally Headquarters and Rally Offices will be 100% Smoke Free The Trade Hire Super Stage will be 100% Smoke Free The function venue used to hold the Prize Presentation Dinner will be 100% Smoke Free. This includes the entrance area so no smoking can be seen when arriving and leaving the venue Tobacco products will not be sold by the Make Smoking History Forest Rally Organisers in any venues under the control of the rally organisers All officials to the Make Smoking History Forest Rally will be strongly advised not to smoke while carrying out their official duties and definitely not in an area where they can be viewed by the general public or the media A Make Smoking History message will be actively promoted at all spectator points including the Busselton Super Stage, through the use of appropriate signage Organisers of the Make Smoking History Forest Rally will promote and maintain viewing and spectator areas as smoke free. In the event that an individual chooses not to adhere to the tobacco policy a procedure for non-compliance will include the following stepped approach: a. First Infringement: verbal request making sure the individual is aware of the policy. b. Second Infringement: written request including consequences of further infringements. c. Third Infringement: barring of individual from the premises or venue for a set time Make Smoking History Forest Rally will not receive money, other benefits or have arrangements with the tobacco industry (including sales, promotion or distribution of tobacco products). 2.3 SUN PROTECTION POLICY: The Make Smoking History Forest Rally recognised that exposure to ultraviolet radiation (UVR) has negative health effects and will therefore introduce measures to minimise exposure The Make Smoking History Forest Rally strongly recommends and supports sun safe practices for all activities Natural shade will be utilised to protect participants and spectators, wherever available. When natural shade is not available, the organisation will encourage officials to provide their own portable shade All officials will be briefed on sun safe practices Committee and members representing the organisation will always act as positive role models by adopting sun protection behaviours such as wearing sun protective clothing and hats, sunglasses and by applying sunscreen All uniforms and clothing provided for club members will comply with the design and fabric standards recommended by the Cancer Council of WA Sunscreen (SPF 30+, broad spectrum water resistant) will be made available to participants and spectators. 11 2.4 ALCOHOL & OTHER DRUGS POLICY: In the interest of health and safety, the organisers of the Make Smoking History Forest Rally will actively seek to promote, encourage and support strategies to minimise harm from alcohol and other drug use. The Make Smoking History Forest Rally is governed by the rules and regulations of The Confederation of Australian Motor Sport (CAMS). CAMS has developed its Anti-Doping Policy following the guidelines of the Australian Sports Commission s doping policy Lower strength and non-alcoholic beverages will be available and promoted at all Make Smoking History Forest Rally functions and venues Alcohol will be served in accordance with the requirements set out in the Liquor Licensing Act This includes no alcohol being served to patrons under the age of 18 years or to intoxicated patrons Officials will not be allowed to consume alcohol or other drugs whilst on duty and for 8 hours prior to commencing their official duties Under CAMS s doping policy any competitors found to be using illicit and performance enhancing drugs or alcohol will face harsh penalties. These could include immediate exclusion from competition, and loss of competition licence for up to 3 months for the first offence (higher penalties apply if it is not the persons first offence) Tap water will be readily available where possible and free of charge Alcohol will not be used for prizes or awards apart from the traditional Champagne Spray at the finish Food will be offered when alcohol is served Where drinks are served, they will be served in standard size drink portions Responsible alcohol use will be actively promoted. 2.5 SPORT SAFE POLICY: The Make Smoking History Forest Rally is committed to improving the health of the community through safe participation in sport and physical activity. CAMS have very specific safety regulations relating to protective clothing and equipment to be used by competitors and safety procedures to be followed by officials The Motor Sport Safety and Rescue Team will be located in strategic positions close to the active competitive sections New and Existing Competitors will complete a medical Statement and Declaration when applying for a National Rally Licence. Competitors applying for an International Rally Licence will be required to pass a medical examination prior to receiving the licence. 2.6 FOOD AND CATERING POLICY: The Make Smoking History Forest Rally understands and recognises the importance of good nutrition and the role it plays in maintaining health Wherever the Make Smoking History Forest Rally provides food or beverages, healthy alternatives will be made available. This includes the provision of foods low in fat, high in fibre and with a substantial fruit and vegetable content The Make Smoking History Forest Rally will not provide prizes that encourage unhealthy eating Where food vendors are required, the organisation will attempt to source vendors providing healthier food and beverage alternatives. 2.7 MAINTAINING MENTAL HEALTH: Make Smoking History Forest Rally will actively support positive mental health promotion to maximise wellbeing in individuals and communities The organisation will proactively support strategies that: provide opportunities for individuals to be mentally, physically and socially active (ACT) The organisation will proactively support strategies that encourage individuals to join and actively participate in organisation activities and those of partner organisations (BELONG) The organisation will proactively encourage individuals to become a volunteer for the organisation, to set personal goals for achievement in the activities of the organisation and to be more broadly involved in other community events and environments (COMMIT) The organisation will try to reduce or remove economic or social barriers to participation in organisation activities. 16 6.0 SERVICE AND CREW INFORMATION 6.1 GETTING TO RALLY HEADQUARTERS The rally headquarters will be located at Barnard Park Pavilion, Milne St, Busselton, see Appendix 5 & BUSSELTON STAGE TO NANNUP SERVICE PARK A Route Chart is attached in the attached Appendix INFORMATION Please ensure service crews are conversant with Supplementary Regulations Article 11 and 2019 CAMS ARC Sporting Regulations. The following is provided as information only. Service Park map is included in the Appendix showing location of the service park, controls, toilets, rally HQ, service location, tyre supplier s location and other items of interest. The Nannup Service Park is open from 0700hrs to 1800hrs on Saturday and 0700hrs to 1600hrs on Sunday The Service Park is a mixture of bitumen and gravel surfaces. The ARC Registered competitor s area is on bitumen with additional room for other competitors. Competitors servicing on Warren Road need to leave enough space for other vehicles to pass. Competitors wishing to Service alongside another team should make contact with the Service Park Manager, David Christian on All medical requirements should be directed to the Rally Information Centre at the Nannup Town Hall. They will then arrange for assistance through Medical Team, a local Ambulance or the Nannup Hospital. The Service Park operates in one direction from the time control situated at the entrance of the Service Park through to the intersection of Warren Rd and Adam St. No vehicles are permitted to travel against the flow in the opposite direction. No service vehicles, equipment, or other items are permitted to be placed on the footpaths within the service park at any time. Power cables may run across footpaths in order to provide connection to power outlets. All cables must be secured to the ground using duct tape at all times. Trailers. No trailers are permitted to be in the Service Park unless unloading or loading an entrant s vehicle. Only vehicles displaying the correct Service Park sticker on the front windscreen shall be permitted to be in the Service Park. 6.4 SERVICE PARK CONTROLS Time controls will be set up at the entry and exit to all services parks. The time allowed for service will be indicated in the road book. Liaisons to and from Services Park do not form part of the service time provided. Section times have been made long enough to not require the need for excessive speed. Normal penalties will apply for late or early arrival at these controls. 6.5 SPEED LIMIT IN SERVICE PARKS The maximum speed for vehicles in the service parks is 30 km/h. Please note the following penalties for speeding: Under the NATIONAL RALLY CODE EVENTS GENERAL ART 4.4(h)(g) the following penalties will apply for service crews detected speeding during the rally: First offence: $200 fine Second offence: $500 fine Third offence: $1000 fine each case The number of offences means the number detected during the Event, irrespective of speed. 17 6.6 BARNARD PARK SERVICE PARK (TRADE HIRE SUPER STAGE) No servicing is permitted on grass area around Barnard Park, vehicles are not permitted on the grass area. Limited service area is available on Geographe Bay Road past the Road Closure Signs. Please refer to Supplementary Regulation Article 12.3(vi) for rules regarding super special stage servicing: 6.7 CATERING Food vendors will operate at the Trade Hire Busselton Super Special Stage. The Nannup Service Park has a number of cafés and bakeries. 6.8 VEHICLE WASHING A vehicle wash area is located prior to the Service In Control at Nannup. Crews must still follow the road book through this. This is operated to raise funds for Nannup Men s Shed. Any additional donations would be appreciated to the cause. 18 6.11 OFFICIALS HELP BOARD Road Closure Officials who do not have radio or phone communications are provided with a HELP Board. If they require Emergency Help they will display this board to passing cars. Competitors must report to the Stop Control that an Official is displaying the HELP Board and the approximate location. If the Official is showing extreme distress (i.e waving arms to slow car) the competitor must stop to see what Help is required and to treat the situation the same as another competitor displaying the SOS Board. Competitors may apply to the Stewards for an allocated time to be applied for stopping to assist STEWARDS MEETING SCHEDULE (SUBJECT TO CHANGE) Steward meetings are to be conducted only if required. Costs: $500 inc GST per 4 hour period or $250inc GST for 2 hours. Session time is hrs. Application must be made on the official form. The stage is fully supported with officials and MIV. A toilet will be onsite. Catering can be arranged through local cafes. It is possible to take sponsors, media and other members of the public for a ride at the Test Stages as long as they are appropriately attired according to the CAMS Requirements and have signed the Passenger in Vehicle disclaimer form. 19 8.0 RECONNAISSANCE 8.1 GENERAL Please refer to regulations Article 13 Reconnaissance for rules regarding reconnaissance. Emergency Number for Reconnaissance is RALLY BASE MOBILE Reconnaissance for the Trade Hire Super Special Stage will be on Thursday 4 April between 1930 and 2000hrs and Friday 5 April between 1600 and 1630hrs. Note: On Thursday night, Marine Terrace will be open to the public and Recce must be completed on that section of the road by following the road regulations, i.e. keep left and stay below 50kph. Reconnaissance for the forest Special Stages will be on Thursday 4 April between 1200hrs and 1800hrs and continued on Friday 5 April between 0800 and 1200hrs. The maximum speed limit on the Nannup Sports Oval Special Stage is 40 kph. Competitors are reminded that in the Road Book, there are rally restricted speed limits on some liaisons; these speed limits will also apply during reconnaissance. Rally speed limit signs will be in place on the edge of the road. There are also school bus speed restrictions that must be obey. This will include all ARC crews and selected WARC Crews. Crews that are participating must wear apparel as required during competition and rally plates, and numbers must be fixed to the car. The Ride Day is designed to generate interest in the event prior to the weekend s activities. It is free for all media to attend including local television and is be used for pre-event promotion and for high profile rides (VIP s, celebrities, sporting personalities) 9.3 SHAKEDOWN (WARC CREWS) The Trade Hire Busselton Super Stage will be open from 1530hrs to 1600hrs for WARC crews wishing to do Shakedown. To participate in the Shakedown fill out the Shakedown Application Form and submit it to the Event Secretary before 2000hrs on Thursday 4 April. Crews attending Shakedown are welcome to invite their own guests for a Ride in their car. Each passenger will be required to register and sign the compulsory disclaimer before riding in a competition vehicle. No team may place a passenger in a competition vehicle without the permission of the Organisers. VIP Rides will be conducted in accordance with the CAMS Motor Sport Passenger Ride Activity (MSPRA) Policy and with CAMS rules, policies and procedures. 23 11.0 FUEL 11.1 REFUELLING BP Ultimate 98 octane fuel will be available from the BP Nannup which is located adjacent to the refuel area after departing the Nannup Service Park. Fuel will be supplied directly from the bowser. We encourage competitors to support BP Nannup. Any Competitors intending to use BP Nannup are required to complete and sign a Fuel Purchase Payment Form, which includes a credit card debit authority and deliver it to BP Nannup. The Refuel Park will be at BP Nannup. Competitors are encouraged to use pumps to refuel rather than refuelling with funnels and strainers. A 5 km/h speed limit applies within the Refuel Zone. Empty fuel drums are not to be left at service area, refuel park or any accommodation areas. Any empty containers may be subject to a removal fee When necessary as part of service (i.e. changing a fuel tank or pump), emptying and/or refilling is permitted in a service park provided that: o the work is carried out under the supervision of a marshal, o no other work is carried out on the car during the emptying and/or refilling operation, o a suitable safety perimeter is established around the car, o two fire marshals are present with fire extinguishers suitable for use on flammable liquids, o only sufficient fuel is added to reach the next refuel zone. Competitors may refuel only in the refuel zones designated by the Organisers in their road book. The refuel zones will be established in the liaison shortly after the service exit control. The entry/exit shall be marked by a blue fuel can symbol. Fuel may only be placed in the Refuel Zone on Saturday or Sunday of the rally and maybe left over night. The compound is locked but there is no manned security. Decanting of fuel between containers may only be done within a Refuel Zone. Any action inside a refuelling zone not directly involved in the refuelling of the competing vehicle is prohibited. It is recommended that mechanics wear fire-resistant clothing, including gloves, balaclava and goggles. The responsibility for refuelling is incumbent on the competitor alone and must be done in manner that ensures that no fuel is spilt. Engines must be switched off throughout the refuelling operation. It is recommended that the crew remain outside the car during refuelling; however, should they remain inside, the safety belts must be unfastened. In the event of a breakdown, the car concerned may be pushed out of the zone without incurring a penalty. An external battery may be used immediately before the exit of the zone. All Service Vehicles will be required to park outside the premises. This will be for Pre-Event Scrutiny on Thursday 4 April and Post-Event Scrutiny on Sunday 7 April. For turbo scrutiny and sealing it is permissible to remove the turbo from the car and deliver it to the Scrutineers for inspection and sealing. This option is available for the scrutiny scheduled for ARC registered drivers and other ARC drivers on Thursday 4 April 1730hrs at Busselton Toyota or Friday 5 April 1000hrs at Churchill Park. Competitors are to present all their apparel for checking at Scrutiny. Rally Apparel Requirements are shown in Schedule D of the 2019 CAMS Manual. Rally-Safe Each competitor in the ARC & WARC & Clubman must make provision in their competition vehicle for the Rally Safe GPS and tracking system. Installation instructions will be available on and in the Rally Guide. The RallySafe system must be wired to permanent 12v power. Rally-Safe wiring loom, antennas and mounting kit can be purchased for $ (plus GST and postage). Contact Rally Safe at Clubman Crews: For 2019 Rallysafe is required in Clubman vehicles. The Rally-Safe GPS units and tracking systems will be available at Scrutiny in Busselton. The correct functioning and installation of the equipment will be checked at the Trade Hire Busselton Stage. Any misuse of the equipment will result in the competitor being reported to the Stewards of the Meeting who may impose penalties that may go as far as exclusion. Should a competitor retire, they must return the tracking unit to Rally-Safe office in Service Park as soon as possible. The tracking units may have to be removed from the rally cars at the final Parc Fermé, therefore cars should be left unlocked. In the event of any accident please use Rally-safe, SOS boards or contact the rally emergency number. It is advisable to store this number in your phone before the event. The information provided should not be relied upon as a substitute for medical advice. It is highly recommended that first aid training is undertaken, as these skills can t be learned in an emergency MOTOR VEHICLE ACCIDENT ACTION PLAN In case you are the first person to arrive at a motor vehicle accident site Check for victims in all crashed vehicles and look around for dazed or confused people Check if anyone is unconscious Do not remove unconscious victims from their car unless they are in danger of further injury and require life-saving first aid Encourage conscious people to remain as still as possible Assisting an injured person following the DRSABC action plan: Danger Response Send for help Airways Breathing Circulation DANGER Check for danger / make sure it is safe to approach the injured person. Be aware of fuel spills and live wires. RESPONSE Check whether the injured person is conscious by shaking them lightly and/or asking simple questions. If they have a helmet on, do NOT remove the helmet if they are unconscious. AIRWAY Open and protect the airway. If the injured person is still in the car, lift their jaw forward and tilt the head back gently to neutral position. If the injured person is out of car roll them onto their side. Remember that a neck injury may have been sustained so minimise neck movements and support their neck whilst they are being rolled to prevent any further damage to their neck and spine. BREATHING Once the injured person is on their side, clear their mouth of any obstructions (such as blood, vomit or loose teeth). CIRCULATION Apply direct pressure with bandages or clothing to stop any bleeding. Elevate bleeding limbs if possible. Keep the injured person as still as possible. Do NOT remove any impaled objects. 26 Making the scene safer Warn oncoming traffic (wave to slow down or use your hazard lights) Avoid fires by turning off the ignition in crashed vehicles, extinguish any lit cigarettes Placing an injured person in the Recovery Position Kneel beside the victim. Place the victim s arm that is furthest from you at right angles to their body. Fold their other arm across their chest. Bend the victim s knees closest to you and straighten the other. Hold the victim s hip & shoulder that is closest to you and gently roll them onto towards the other side. If help is available, steady the head & neck whilst turning & support any broken limbs. Loosen clothing at the neck, chest & waist. Tilt the head back & point the face slightly toward the ground so that blood & vomit can drain. If the victim is unconscious & breathing leave them on their side & monitor that their airway remains clear. Sending for help Never leave unconscious victims alone Dial 000 for emergency services Stop a pedestrian or passing motorist if help is needed Provide emergency services with as much information as possible: location of accident, number of victims, conscious or unconscious 13.2 CARDIO-PULMONARY RESUSCITATION C.P.R. Chest compressions-only CPR If you have not been trained in CPR or are worried about giving mouth-to-mouth resuscitation to a stranger, you can do chest compression-only (or hands-only) CPR. Chest compressions are the most important part of CPR. Start chest compressions as soon as possible after calling for help. To carry out chest compressions on an adult: 1. Place the heel of your hand on the breastbone at the centre of the person's chest. Place your other hand on top of your first hand and interlock your fingers. 2. Using your body weight (not just your arms), press straight down on their chest, by one-third of the chest depth. 3. Repeat this until help arrives or the person recovers. Try to give 100 chest compressions per minute. Chest compressions with rescue breaths If you are on your own, then do 30 chest compressions (almost two compressions per second) followed by two rescue breaths. If there is more than one rescuer available, then make sure: one person calls triple zero (000) for an ambulance one person starts chest compressions immediately. Then, one person does the compressions and the other person does the rescue breaths, continuing the cycle of 30 compressions followed by 2 rescue breaths. It is very tiring doing CPR, so if possible swap between doing rescue breaths and compressions, so you can keep going with effective compressions. 27 13.3 HEAT EXHAUSTION When the body gets hot it sweats and the evaporation of water cools the body down. When we sweat we lose body fluids and salts. The loss of excessive body fluids and salts can result in HEAT EXHAUSTION. Signs & Symptoms feeling hot, exhausted, weak and fatigued persistent headache thirst and nausea giddiness and faintness rapid breathing and shortness of breath pale, cool, clammy skin rapid, weak pulse. Management of Heat Exhaustion 1. Move the patient to lie down in a cool place with circulating air. 2. Loosen tight clothing and/or remove unnecessary garments. 3. Sponge the patient with cool water. 4. Give the conscious patient fluids to drink. 5. Seek medical attention if the patient vomits or does not recover quickly. Remember The very young, elderly and the sick are easily affected by heat, and fluids should be offered every hour SUNBURN Australia has the highest incidence of skin cancers in the world. Prevention is the best cure and UV filter cream should always be worn and re-applied after bathing. A protective wide brimmed hat should be worn. Management of Sunburn Cool the sunburn with water and stay out of the sun. Drink plenty of fluids. Remember: Slip on some sun-protective clothing that covers as much skin as possible. Slop on broad spectrum, water resistant SPF30+ (or higher) sunscreen. Put it on 20 minutes before you go outdoors and every two hours afterwards. Sunscreen should never be used to extend the time you spend in the sun. Slap on a hat broad brim or legionnaire style to protect your face, head, neck and ears. Seek shade. Slide on some sunglasses make sure they meet Australian Standards HEAT STROKE This is a serious condition. At this stage the body no longer sweats to cool down and the core body temperature is no longer maintained at a normal level. Signs & Symptoms high body temperature of 40 C or more flushed and dry skin pounding rapid pulse headache, nausea and/or vomiting dizziness and visual disturbances irritability and mental confusion which may progress to seizure and unconsciousness. Management of Heat Stroke 1. Follow DRSABCD. 2. Apply cold packs or wrapped ice to the patient s neck, groin and armpits. 3. Cover the patient with a wet sheet. 4. Ensure an ambulance has been called. 5. Give water to the patient if they are fully conscious and able to swallow. 6. 28 13.6 SNAKE BITES Assume all snake bites are poisonous and always believe someone when they say they have been bitten by a snake, even though you may not see any puncture marks. Signs & Symptoms puncture marks, bleeding or scratches. headache, impaired vision nausea, vomiting, diarrhoea breathing difficulties drowsiness, faintness problems speaking or swallowing Management of a snakebite 1. Follow DRSABCD. 2. Reassure the patient and ask them not to move. 3. Apply a broad crepe bandage over the bite site as soon as possible. 4. Apply a pressure bandage (heavy crepe or elasticised roller bandage) starting just above the fingers or toes of the bitten limb, and move upwards on the limb as far as can be reached (include the snake bite). Apply firmly without stopping blood supply to the limb. 5. Immobilise the bandaged limb with splints. 6. Ensure the patient does not move. 7. Write down the time of the bite and when the bandage was applied. Stay with the patient. 8. Regularly check circulation in fingers or toes. 9. Manage for shock. 10. Ensure an ambulance has been called. Warning DO NOT wash venom off the skin. DO NOT cut the bitten area. DO NOT try to suck venom out of wound. DO NOT use a tourniquet. DO NOT try to catch the snake. After 1800hrs on Heat 1 the area will become a Holding Area and driver and co-driver will be permitted to work on the cars but ONLY with tools and parts on the competition car. At the completion of SS 2 and on arrival at TC10C and after SS11 the area will be a Parc Ferme. No work will be permitted on the competition cars. Due to room restriction, this will be the same area as the Holding Area. As listed there will be a Warm Up on Heat 1. There WILL be a Warm Up prior to SS11 as cars will be in Parc Ferme for a lengthy period. Crews will be notified when they will be permitted to warm up their cars by driving the stage with 2 laps Super Special Stage open to recce -1630hrs Recce cars are to enter the Trade Hire Super Stage off Barnard Park on to the Fire Strip. They are to wait at the exit of Barnard Park for instructions of the Officials before going to the Start Finish line. Each car will do the course twice in a clockwise and twice in an anticlockwise direction. After all runs the recce car is to be removed to the Service Park area and the rally car is to be parked in the Assembly area. 1600hrs 1630hrs 1700hrs Official Start List Posted This will be available Online Start Staging Area opens Rally cars are to enter off Geographe Bay Road from the west. They are then to assemble in the Assembly area as per the bunted area. Crew Briefing All Crews including Clubman This will be for emergency and safety procedures only and will take place at Barnard Park Pavilion, Milne Street Busselton. No questions relating to the rally will be answered at this point. Clubman crews unable to make this Briefing are to make arrangements with the Event Secretary 1740hrs 1745hrs ARC Crews to the Start Line All ARC Crews are to drive from the Assembly area and move up to the start line (Staging Area) and line up two abreast and stay next to their car. WARC cars will stay in the Assembly area. Welcome Speeches All ARC Crews are to be standing alongside their cars. VIP welcome speeches will be made. 31 1750hrs Convoy from Staging Area to Assembly ARC cars will be lead in a convoy by Car 0 & 00 from the Staging Area via 2 laps of the Super Stage to the Assembly Area. The first 6 cars are to immediately go to the Assembly OUT Control (TC1) in preparation to start the stage. 1800hrs Start of Heat 1 The first three cars are to leave TC1 and go direct to the Special Stage Start Control. 1803hrs Super Special Stage Starts 1 st car starts the Super Stage followed by the 2 nd car approximately 15secs later followed by the 3 rd car 15 seconds later. The 4 th, 5 th and 6 th cars are to leave the Holding Area and be rally ready in the Dummy Grid on Barnard Park. The 7 th, 8 th and 9 th cars are to be rally ready in the Holding Area. After the first three cars have gone past the Dummy grid on their 2 nd lap (4 th on SS11) the 4 th, 5 th and 6 th cars are to enter the Stage and 7 th, 8 th and 9 th move up around to the Dummy Grid and 10 th, 11 th and 12 th get ready in the Holding Area. After all ARC crews have completed SS1, the WARC crews will leave the Holding Area in a convoy and do 2 laps of the Super Stage as a warm up. On completion of the warm up they are to do the same procedure as the ARC cars. After all cars have completed SS1 there will be a 15-min break while the Shannons Busselton Sprint vehicles will do a demonstration runs. On the completion of the Demonstration, the last three WARC cars will enter the Stage for SS2. This stage will be run in vehicle seeding list reverse order. At the completion of the WARC crews on SS 2, the ARC crews will come out again to do 2 warm up laps followed by the Shannons Busselton Sprint Car demonstration. 32 15.0 FINISH PROCEDURE 15.1 PRE-PODIUM SERVICE Time has been allowed for cars to be washed on the final liaison to TC19A to allow vehicles to be cleaned before the Finish Arch. The location of the car wash is at the end of Brockman Street. A 5 minute Service has been allowed after TC19A to make minor repairs to the car, competitors not requiring the 5 minutes may book into TC19B early. Vehicles will not be able to be taken to their service areas however service crews may work on the cars in a special area near TC19A. Competitors who will be convoying back to Post Event Scrutiny in Busselton will be required to re-fuel after TC19B and will be taken to the refuel area in Convoy with the Zero cars on the way to the Arch. The convoy will leave direct from the finish Arch into Busselton RALLY FINISH PROCEDURES When the vehicles chosen for Post-Event Scrutiny have arrived at the Finish they will travel to the Refuel Area. After refuelling they will travel through the Service Park down Warren Road to the Finish Arch near the Town Hall. All other crews are to follow the Road Book to Warren Road and angle park before the Archway and follow the Officials Instructions. 1 st, 2 nd, 3 rd ARC are to park immediately under or behind the Archway. Other crews to appear on the Podium are to park behind them as listed below ARC 3 rd to 1 st ARC 2WD Championship 3 rd to 1 st Outright WARC 3 rd to 1 st 2WD WARC 3 rd to 1 st Each crew will be called forward to stand on the Podium just in front of the Archway. Each will be presented with ceremonial winners cup for photo purposes. When all 3 crews are on the Podium, they will be asked to hold the cup with their outside hand, as per below. They will then be interviewed by the MC. The winning crew may then stay on the Podium for additional photos and may ask their team to come forward for a winning team photo. Each group of winners will be called forward to do the same. When all crews from cars selected for Post-Event Scrutiny have been presented on the Podium, technicians from the cars selected are then to drive the cars from the area and be ready to convoy the cars to Post Event Scrutiny. The gathering for the convoy will be in front of the Arch in the Nannup Tourist Information Centre car park.
