3 AHK SRI LANKA NEWS AHK Sri Lanka signs MoU with the world s leading fair organizer Messe München to support Sri Lankan businesses abroad On 2nd of October the Delegation of German Industry and Commerce in Sri Lanka (AHK Sri Lanka) and Messe München signed a Memorandum of Understanding (MoU) in Colombo. The MoU will provide Sri Lankan businesses with the opportunity to present their products on an international platform to enhance their export activities and to identify suppliers. The trade fairs will enable Sri Lankan companies to stay up-to-date with the latest innovations and developments in their respective fields. Messe München is a world leading organizer for fairs, based in Munich, Germany. It will be the first German fair to be back on the Sri Lankan market represented directly through AHK Sri Lanka. The MoU will guarantee Sri Lankan companies the support of AHK Sri Lanka to present and promote their services and products at Messe München fairs. Thus, AHK Sri Lanka will provide support for renting exhibition space and setting up stands, organizing ticketing as well as accompanying the Sri Lankan companies during their fair visit. The Chief Delegate of AHK Sri Lanka Andreas Hergenröther, pointed out that the trade fairs organized by Messe München are the ideal platform to promote Sri Lankan products and to get an overview of the latest innovations and technologies of the specific sectors. The fairs are further a great meeting point to network with world leading exhibitors. The interaction with other international leading companies from the respective fair theme will provide not only insight to information and innovation but will also enhance the competitiveness of Sri Lankan companies globally. Further, it was highlighted that Sri Lankan companies have the chance to participate in the various international fairs held in Munich and India. Among these are Bau, the world s leading trade fair for architecture, materials and systems in January 14 19, 2019, and Bauma, the world's largest trade fair in the construction industry from April 8 14, Bau impresses with latest numbers like 2,120 exhibitors from 45 countries and 80,000 of the more than 250,000 visitors being from abroad. With more than 65,000 visitors from architecture and planning offices, BAU managed again to solidify its reputation as a trade fair for architects. Bauma, the other trade fair on which special emphasis was placed, had 605,000 m² of exhibition space, 3,425 exhibitors from 58 countries and 583,736 visitors from more than 219 countries. The image, insights and internationality gave the fairs top marks in the past and promise to continue so. Further fairs of Messe München are the ISPO the leading sports fair which will take place from February , IFAT, the World's Leading Trade Fair for Water, Sewage, Waste and Raw Materials Management, held from May 4 to May 8, 2020 in Munich and the transport logistic fair from 4th-7th June in Munich. The transport logistic is the leading international trade fair for logistics, mobility, IT and supply chain management and a great opportunity for Sri Lanka to position and promote itself as a strategic logistic hub in South Asia. The EXPO REAL, the international trade fair for real estate and investment will take place from October, 7-9, 2019, and the Productronica - the world's leading trade fair for Electronics Development and Production will take place from November 12 15, Page 2

4 AHK SRI LANKA NEWS Economic Trends in Germany - DIHK-Economic-Survey 2018 Companies are looking at their future business with a greater degree of caution the strongest deterioration in business expectations in four years. This is particularly evident in manufacturing industry. Companies are feeling obstacles and risks even more strongly than in early summer. The greatest risk of the shortage of skilled workers again gains in importance. This is being compounded by more difficult framework conditions in terms of economic policy on national and international level. The clouded international prospects of German companies are the most significant factor. In terms of energy and raw material prices - due to higher oil and gas prices - further burdens will be added to the high costs of electricity in Germany, which continue to rise in the foreseeable future. Page 3 The German economy is still running at a high level. The construction industry assesses its economic situation more positively than ever before. Trade and service providers are also benefiting from the strong domestic demand. However, the picture is not completely unclouded: Manufacturing industry and especially large companies in all sectors already notice that the wind is becoming rougher at the international level. They are making cutbacks in the assessment of their business situation in autumn Expectations for exports have suffered a significant setback and are now below their long-term average. The distortions in trade policy are unsettling companies and leaving their mark. Companies fear that the rampant trade conflicts, especially between the USA and China, will have a serious impact on trade over the next twelve months. Against the background of the high level of uncertainty, in particular producers of capital goods expect their international business to flatten out. Cont d

5 AHK SRI LANKA NEWS Cont d In many important sales markets there are signs of a slower pace of economic growth. In the near future, the emerging markets will be at least partially absent as growth drivers. The significant decline in business expectations has so far only been reflected to a limited extent in the employment intentions. Employment plans decline only slightly compared to early summer. Especially in times when skilled workers are scarce, companies are holding on to their qualified teams. In spite of cautious economic expectations and concerns about rising labor costs, the employment growth continues in 2014, albeit at a somewhat slower pace. The increased level of uncertainty for companies is also reflected in a slight slowdown in investment momentum. Fewer companies than in early summer intend to expand their budgets. However, the plans remain at a solid high level overall. In addition to the favorable financing conditions, this is due to the high capacity utilization in many areas as well as the digitization of the operations. Capacity expansions and product innovations remain the most important investment motives in autumn At the current margin, the proportion of companies planning to invest in rationalization measures is also rising slightly. This shows the lack of skilled workers that has long been deplored. Page 4

6 BUSINESS NEWS Gems and jewellery; an industry, need to be developed Sri Lanka is well known as the pearl of the Indian Ocean and that is due to the presence of variety of gems in Sri Lanka. In the thirteenth century Marco Polo visited Sri Lanka on his homeward journey from China to Venice and his chronicle mentions the gems of the island, writing that the island had the best sapphires, topazes, amethysts, and other gems in the world. He also recorded that he found the Moors, the descendants of the Arabs, in undisputed possession of the gem trade of Sri Lanka. It is also believed that Sinbad s Valley of Gems in the Arabian Nights is probably the Ratnapura gem fields (Ratnapura remains the centre of the gem sector in the country). Sri Lanka has made its mark in the international market and is known for quality gemstones and creating fine jewellery in a range of unique and exquisite designs. With this reputation, the Sri Lankan gem and jewellery industry is now geared to establish a world-class gem and jewellery hub. The entire industry employs approximately 600,000 persons including miners, cutters and polishers, dealers, jewellery designers, manufacturers and craftsmen, marketers and sales people. Sri Lanka is blessed with over 70 varieties of coloured stones out of 200 found in the world and is among the five most important gem-bearing nations of the world. Notably, Sri Lanka s major strength is the Ceylon Sapphire. While Sri Lankan jewellery manufacturers demonstrate remarkable craftsmanship, Sri Lankan gem suppliers offer a wide range of Ceylon gems to the global gem market representing the country s breathtaking natural heritage. The main gemstone species found in Sri Lanka are Blue Sapphire, Ruby, Padparadscha, Yellow Sapphire, Asteriated Sapphires (Star Sapphires), Alexandrite, Spinel, Tourmaline, Beryl, Quartz, Moonstone, etc. Competitive advantages in the gem sector Long history of gem cutting artisan culture which still sustains itself An educated and trainable workforce The availability of a wide variety of precious and semi-precious gem stones A business-friendly government, with minimum of formalities providing a wide array of tax incentives Duty free imports of raw materials Active member of International Coloured Gemstone Association (ICA) ATA Carnet system in operation in Sri Lanka and the issuing authority is International Chamber of Commerce in Sri Lanka In 2017, earnings from gems, diamonds and jewellery exports decreased by 6.0 per cent during the year, reflecting the poor performance reported in all sub-categories. Low production of gem stones due to heavy rainfall reported in gem mining areas and the impact of the ban for issuance of back-hoe licenses contributed to this decline. However, the decline in gem exports was mainly due to low exports in raw form, while the export of value-added gems increased. 7 ECONOMIC NEWS- Newspaper Articles IMF revises Sri Lanka s 2018 growth to below 4% The International Monetary Fund (IMF) mentioned that Sri Lanka s economic growth is projected to remain below 4% in 2018, revising down its own estimate of 4% in June. Economic growth has been a major concern to the nation after it recorded a 16-year low of 3.3% last year due to tight monetary and fiscal conditions, droughts and floods. After concluding two weeks of talks on the fifth review of Sri Lanka s economic program supported by a three-year $ 1.5 billion loan, the IMF said the macroeconomic performance has been mixed in the first half of 2018, with growth recovering gradually and inflation stabilising in the mid-single digits. Reforms need to accelerate to strengthen the Sri Lankan economy s resilience to domestic and external shocks, given still significant vulnerabilities, IMF Mission Chief Manuela Goretti said in a statement. In the face of greater market volatility in emerging markets, the authorities have maintained a strong policy stance with prudent monetary policy and further fiscal consolidation. Also said that June-end foreign exchange reserve accumulation and tax revenue targets fell short of the IMF loan targets due to the weaker economic environment and delays in policy implementation. The Central Bank has revised down the 2018 growth target in August to unlikely to be more than 4% from an earlier 5%. The economy is now under pressure from rising US interest rates, which has resulted in foreigners withdrawing funds from emerging markets. Source: REUTERS, Daily FT, 1- October 2018 Budget deficit 5.3% says Central Bank Chief, SL Persisting with structural reforms remains crucial, believes Central Bank Governor Dr. Indrajit Coomaraswamy, who dismissed monetary and fiscal slippage with macroeconomic fundamentals remaining sound despite a budget deficit of 5.3% for According to his explanation, the budget deficit this year is going to be 5.3% of GDP, which is higher than the target of 4.8%, also it is almost entirely due to flood and drought relief. Further he mentioned that the IMF has given the space for 5.3% because they have realised that this relief had to be accommodated. A primary surplus for the second consecutive year is also a signal of a structural change within the Government but it is essential that policymakers stay the course, further he insisted, even though elections are looming. If discipline is not maintained, then all bets are off. On the monetary side, Dr. Coomaraswamy pointed out that stakeholders could argue the Central Bank had been conservative with nominal and real interest rates remaining persistently high even though the monetary authority had signalled the tightening cycle was over earlier this year. "Growth is clearly inadequate. Growth last year was 3.3%, first half of 2018 was 3.6%, and the Central Bank is saying growth will be 4% this year. So, while growth is too low, it is on an upward trend, so there is no economic collapse. We need to get growth up. The structural reforms need to be persisted with, but there are signs they are starting to take hold. We had record FDI last year and this year is going to be significantly higher; exports are also going to be a record high in Things are going in the right direction, certainly not fast enough but there is steady movement up from a low base, he said. Inflation has remained well within the Central Bank's target range significantly due to lower food prices with locally-produced food becoming more competitive and inflation data coming off a higher base in September inflation was 4% according to the Census and Statistics Department while credit growth and monetary aggregates have also been contained, Dr. Coomaraswamy noted, insisting there was no basis for assumptions that inflation was rampant. Sri Lanka s current account deficit this year is expected to be 3% of GDP, higher than anticipated because of gold and motor vehicle imports but these have been addressed through tax revisions. The third reason is oil, but the oil price is an element the Government has no control over. 8 DEVELOPMENT NEWS Sri Lanka ranked top by Lonely Planet Lonely Planet has revealed its annual list of the best destinations, regions and cities for Sri Lanka has been named the best country in the world to visit next year, with Germany and Zimbabwe in second and third place respectively. Tourist visits to Sri Lanka have increased dramatically from 447,890 in 2009 to an all-time high of 2.1 million last year, a figure the Sri Lanka Tourism Development Authority hopes to double by Renovations made to the rail system have opened up Jaffna and much of north for the first time since 1990 an area that was previously considered too dangerous for tourists. The scenic rail routes in Sri Lanka are now widely thought to be some of the best in the world. Motorways have also been built as far south as Matara, and the number of domestic flight routes has also increased in recent years. There has also been a huge investment in new visitor accommodation: from homestays to high-end eco retreats such as the Wild Coast Lodge s cocoon-like buildings in Yala national park. Major international hotel chains, including Shangri-La, Mövenpick and Sheraton are all opening new properties.
