27 Pilot Training By 31 July 2011: Multidisciplinary panel to assess and make training recommendations on: Initial and recurrent testing requirements; length of time between training events; classroom instruction requirements; credit for academic training; and crew leadership. NPRM to ensure part 121 carriers provide stall/upset recovery & remedial training Final rule by 30 July 2013 Task force to make recommendations on management responsibilities for pilot education, training standards, and performance 27
28 Pilot Training By 30 September 2011: FAA must issue crewmember and aircraft dispatcher training & qualification rule. By 30 November 2011: Multidisciplinary panel to suggest methods to improve pilot familiarity with stick pusher, icing, microburst, and windshear. 28
29 Pilot Qualification By 28 February 2011: NPRM requiring all part 121 pilots to have at least 1,500 hours of flight experience. Final rule by 30 July 2012 Within 36 months: Revise requirements for an Airline Transport Pilot (ATP) certificate. 29
30 Pilot Selection The FAA must create a comprehensive pilot record database for air carriers to track and review pilot work histories. 30
31 Pilot Professional Development By 30 July 2011: A task force to make recommendations on professional standards. Based on recommendations from an Aviation Rulemaking Committee (ARC), NPRM on part 121 crewmember mentoring and professional development programs. Final rule by July 30,
32 Pilot Fatigue The FAA must issue science-based regulations on flight time and rest requirements. NPRM by February 28, 2011 NPRM issued on September 14, 2010 Final rule by July 30, 2011 Part 121 air carriers must submit fatigue risk management plans within 90 days. The National Academy of Sciences must study the effect of commuting on pilot fatigue, with FAA to update regulations as necessary. Report by June 30,
33 Safety Management Systems By 30 November 2010 NPRM to mandate Safety Management Systems for part 121 air carriers. Final rule by July 30,
34 Other Provisions By 28 February 2011: Report to Congress on use of ASAP, FOQA, LOSA, and AQP; and develop a plan to facilitate ASAP and FOQA at all part 121 air carriers. By 30 July 2011: Implement plan for ASAP & FOQA for all part 121 carriers. Report on industry best practices for pilot pairing, & CRM. Task Force to make recommendations on mentoring and information sharing between air carriers. Anyone selling tickets for air transportation must disclose operator of the flight. 34
35 Other Provisions DOT must report annually on FAA s adoption of NTSB recommendations. DOT IG must assess FAA oversight of part 121 air carriers, FAA staffing and experience and surveillance responsibilities of FAA inspectors. FAA must make random annual inspections of part 121 air carrier that contract with another part 121 air carrier. 35

38 Part 125/135 (ARC) Recommendations ARC made 167 recommendations to update part 125/135. Many of the Part 125 recommendations require rulemaking, but focus is on complying with HR FAA is exploring non-regulatory approaches to implementing some of the recommendations. 38
39 EASA Issues EASA issued a Notice of Proposed Amendment to require: Non-EU operators with aircraft based in the EU to register their aircraft. Pilots of those aircraft to obtain an EASA license. Non-EU commercial operators to obtain an operator certificate from EASA. Non-commercial operators to provide a declaration to EASA verifying that they comply with their country s pilot and aircraft certification requirements. 39
40 LOA/RVSM and Related Authorizations The LOA/RVSM working group has been looking for ways to reduce the paperwork and administrative burden on GA operators. The working group continues to explore options and should provide recommendations later this year. 40

45 Ideas from Breakout Sessions Hear-back/Read-back Focused on communication breakdowns between controllers and pilots Standard Phraseology Focused on communication errors that occur as a result of using nonstandard phraseology Similar Sounding Call Signs Similar sounding call signs have been a contributing factor to controllers misidentifying aircraft and pilots accepting clearances intended for other aircraft. This session explored what can be done to help prevent these errors. Sharing of Critical Information Serious errors can occur when transfer of critical information is impeded or non-existent and assumed. This session examined why these errors occur and develop solutions for addressing communication breakdowns. 45
