Objectives Promote safe, reliable, efficient and affordable air transportation of people and goods to the benefit of Canadian society. Engage with relevant Government and regulatory authorities to advance Canadian commercial aviation and facilitate sustainable air transport. Advocate for government recognition of commercial aviation as a vital Canadian socio-economic enabler. Promote the availability of world class flight training in Canada, domestically and internationally. Promote and support sound environmentally responsible operations and policies. Promote and support a regulatory framework that recognizes enterprise and imagination in providing safe and competitive air transport services. Provide excellent and cost-effective services to our members. Promote professional operational standards and business practices by the membership. 5 Chair s Message (Presented at ATAC Annual Meeting - November 16, 2016) The last year has proven to have its share of memorable events: Industry-wide passenger traffic increased by 5.9% year-on-year in July (the first month of the summer peak). Both Air Canada and WestJet reported record third quarter results this year with an increase in traffic growth. The Greater Toronto Airports Authority reported that passenger activity has grown substantially at 10.3% during the third quarter in 2016 as compared to the same period in This is the strongest percentage growth since Two ATAC member companies reached their 70th anniversary milestone. Congratulations to First Air and Mitchinson Flight Center! Foreign student pilot training has been very successful in Canada and will continue to be a viable source of revenue for Flight Training Units in the foreseeable future. There have been dramatic changes in the price of a barrel of crude oil and the Canadian dollar. In November 2014, a barrel of crude oil was $95 and the Canadian dollar was $0.88. In January 2016, oil prices dropped to $35 per barrel and the Loonie bottomed out at $0.68. Currently, crude oil prices are at $45 a barrel and the Canadian dollar is trading at $0.74. Last but not least, the Americans have rocked the world by electing Donald Trump. How will that impact our trade with the US, how will that impact environmental measures? The Federal Government has plans to raise the foreign ownership level on Canadian airlines to 49% from 25% in a bid to spur competition and reportedly lower air fares. The government should recognize that reducing carrier taxes and fees would go much further in lowering air fares than foreign investment ever will. The Federal Government further proposes to privatize airports and implement a carbon tax. Both of these measures would help fill government coffers, unfortunately, neither of these measures would help develop our industry. In 2015, over 600 laser strikes were reported, equating to over 10 laser strikes per week and a 16% increase from the previous year. The government fails to take decisive actions to put a stop to this serious menace to safety. The voice of the Canadian aviation industry must be heard by the Federal Government prior to the implementation of new policies that could potentially be a detriment to the traveling public, the industry itself, or further compound perceived safety issues. Our industry requires that the Minister be accessible and that the Transport portfolio be a top priority for the government, particularly since revenues generated provide them with a direct financial benefit. We continue to battle regulatory level of service issues which negatively impact our ability to conduct operations. There are still countless items on our "to do" list. However, rest assured that you have the commitment of the staff and Board of ATAC that we will continue to engage with government at all levels and press for aviation policy reform to eliminate anti-competitiveness with our neighbours to the south. The ATAC Board is a mosaic of incredibly talented people working together for the good of the association and its members. I m proud to serve as your Chair and I look forward to continuing to work with the Board and staff at ATAC for the betterment of our industry. I would like to take a moment to thank the ATAC staff for their tireless efforts in preparing for this year's Annual Meeting and National Aviation Conference and Trade Show. Special thanks go to our Tradeshow exhibitors for your support. Last but certainly not least, thank you to our valued ATAC members for your continued support and participation. In closing, I would like to remind you that at times, it seems like the hill that we must climb continues to get steeper, but as Abraham Lincoln said, and I m sure that Donald Trump would agree, "Impossible is possible". Let's continue to work together as an association to achieve impossibly great things. Thank you. Clearly, our work is not done. We believe it is the government's responsibility to maintain a tax and regulatory environment favoring the competitiveness of Canadian air carriers. 7 President s Message (Presented at ATAC Annual Meeting - November 16, 2016) Good morning everyone. It is with pleasure that I present the President s Annual Report. I want to report mostly on the work we accomplished in the financial year ended last June 30 but also on some important issues we have tackled since then on your behalf. I will address key issues, our membership, our finances, and our organization. We maintain a strong and dynamic presence in Ottawa. The ATAC team has been hard at work overcoming regulatory, political, and level of service hurdles in the way of your continued success. We were also very busy helping develop international markets for our MRO and our Flight Training Members. This past year, we represented ATAC members and promoted Canadian aviation in the US, the Netherlands, China, Peru, Ireland, and Great Britain. Membership The ATAC Membership ranks remain strong. We keep attracting new members, both Operators and Industry Partners. Active members soon appreciate the excellent return on investment that an ATAC membership represents. Our membership today stands at 182, including 77 Operator members, 91 Industry Partners and 14 Affiliates. ATAC has members in every region of Canada. Throughout our travels all across the country, we constantly meet with members and with potential members, convincing them that a membership in ATAC would allow them to stand strong with all of you when facing the many challenges of our industry. A solid membership continues to give ATAC the leadership role it needs to best accomplish the important mandate it has been carrying out on your behalf for over 80 years. Your participation is what makes our Conference a success so we always encourage you to bring the largest possible delegation. You ll benefit from your team s involvement in our committee work, the plenary, networking events, and all other presentations. ATAC Finances ATAC s finances are in good shape. We budget very conservatively and keep our expenses under strict control. As you have all seen in your invoices last July, we did not increase membership fees again this year. This marks the sixth consecutive year that membership fees have remained unchanged. Our Annual Report will be posted early in the New Year in the Members Only Section of our website in both official languages. Communicating with Members We are always trying to improve our communications with you and the other aviation stakeholders. We constantly monitor our growing social media traffic. We use the most popular platforms in order to communicate with the aviation community both in Canada and abroad. We continue to better showcase our successes. We have more and more followers on social media and our bilingual web site continues to receive a growing number of hits. ATAC works with aviation associations across Canada on issues of common concern. The ATAC Officers and I met recently with the Presidents of many of the Canadian aviation associations to discuss key issues. Working together is not an option but the only way forward if we are to succeed, not only in overcoming hurdles in the way of your success, but to stand as one to ensure that our legislative and regulatory environment is progressive and fair. Issues at the Forefront ATAC is working on a great number of issues on your behalf. I will address the major ones. Crew Fatigue Risk Management and Flight & Duty Times remains one of the major regulatory issues being addressed again this year. A renewed effort was required due to a new government being in place. ATAC continues collaborating with other like-minded associations to ensure the government clearly understands the safeguards already in place that have resulted in Canada having the safest commercial aviation industry in the world! This confidence is based upon the fact that Canada regulated SMS in 2005 for 705 operations. This has provided key opportunities and internal mechanisms to proactively address many safety issues including Human Factors of which Fatigue is only one. Similar to the Fatigue issue, ATAC has advocated for alternative measures to address other potential safety issues whether they pertain to equipment or procedures addressing, for example, Seaplane Operations and efficient Manual Amendment Approval processes. A common denominator is evident amongst several of these items in that the answer often lies in letting industry develop and implement practical and efficient solutions thus enhancing safety where needed and at the same time utilizing operator and department resources more efficiently. ATAC and its members are key participants within the many NAV CANADA consultative opportunities. Our Executive Vice President, Les Aalders, represents you on standing committees such as: NAV CANADA Advisory Committee, a 20-member committee that analyses issues and makes appropriate suggestions to NAV CANADA management and Board of Directors. The Air Transport Operations Consultative Committee/Air Navigation Services National Advisory Council (ATOCC/ ANSNAC), which meets twice yearly to discuss operational issues and updates. The Canadian Performance-based Aviation Action Team (CPAAT) addressing Performance-based Navigation issues such as efficiently utilizing the Global Navigation Satellite System. The Runway Safety and Incursion Prevention Panel (RSIPP) that promotes runway safety and provides training guidance; The Area Operations Consultation Meetings (AOCM), designed to communicate directly with local operators and held in each Flight Information Region twice per year. Les also stays in tune with NAV CANADA and TCCA regarding future navigation and safety initiatives such as Aireon space-based Automatic Dependent Surveillance Broadcast (ADS-B), a real game changer in aircraft surveillance soon to be available everywhere in the world. 8 Although we enjoy an excellent working relationship with NAV CANADA, ATAC has been lobbying since 2009 for NAV CAN- ADA to invite the very important segment of our industry assembled here today to name representatives to its Board of Directors. We shall maintain the pressure until it finally happens. ATAC s advocacy work throughout the year puts a renewed emphasis on major international regulatory events such as the ICAO Assembly and Committee meetings and the annual FAA -EASA International Safety Conference. ATAC s objective is for harmonization of international regulatory requirements between TCCA, the FAA and EASA, when appropriate. For example, In Flight Ops Flight Crew Licensing Air Operator Certificate in the new ICAO format In Maintenance For expanding bilateral acceptance of other nations such as Mexico for line maintenance and maintenance release of emergency repairs. In Aircraft Certification For Streamlined foreign Supplemental Type Certificate (STC) approval & acceptance As Canada s national association focused on supporting MROs, ATAC is pleased to promote this key aviation support industry with facilitation and government provided financial travel and exhibiting assistance for the major MRO events. The Canadian Transportation Agency has a new high-level focus on passenger accessibility issues. Previously, accessibility requirements were addressed for larger airline type aircraft with 30 or more passenger seats but now the CTA is trying to address similar accessibility in aircraft of less than 30 seats. ATAC has submitted many comments on this proposal to ensure that only practical changes are implemented. ATAC and the industry have been collaborating with the Public Health Agency of Canada on the development of new programs related to food inspection onboard aircraft and potable water testing. ATAC continues its environmental stewardship with regards to reducing greenhouse gas emissions from Canadian airline aircraft. Our track record since 2005 clearly shows a steady reduction of such emissions on an efficiency basis. This proactive stance by our industry has supported Transport Canada in the international deliberations at ICAO to assist in the development of recently adopted Global Market Based Measures in lieu of other regional based penalizing schemes such as the EU Emissions Trading Scheme. We commend the 17 ATAC operators who submitted their GHG emission information for the 2015 calendar year report, the most ever! ATAC is testing video tutorials of SMS concepts as a low-cost method of making SMS information available to the membership 24/7. The latest updated version of the SMS Toolkit is now available and will be distributed to the membership once the encryption is completed. One live workshop is offered per year before every Annual Meeting and has traditionally been well attended. No further funding, however, will be made available for the development of new SMS modules until Transport Canada revisits its unfortunate decision to indefinitely postpone SMS implementation in operator categories other than 705. UAVs remain to be a concern for aircraft operators as incidents continue to spike with the rush of recreational users in the market. ATAC is concerned that Transport Canada may not be doing enough to deal with the recreational users and we support compulsory training and registration of new UAVs in all categories. After many months of reviewing submissions for a new broker to support the group employee benefits plan, Nacora has been selected and a complete review and analysis of our existing program has already provided savings to most ATAC members on the plan. I encourage you all to consider this most comprehensive, advantageous and competitive plan. Our international efforts continue to pay off for our members. ATAC and some of its members went on a 2nd mission to Dublin, Ireland to participate in the Pilot Careers Live Tradeshow. ATAC companies also visited with the 2 Approved Training Organizations (ATOs) in Dublin and have in principal started to work with one of the ATOs towards the delivery of the Ireland Aviation Authority-EASA commercial pilot license in Canada. The Shenzhen, China mission was a great success with many meetings with potential partners occurring as well as a B2B cocktail sponsored by the Beijing Government. Meetings were also held with the local Shenzhen government to discuss potential partners seeking pilot training. Nine ATAC companies participated in that mission. The Civil Aviation Administration of China Summit provided the latest information available on the future of doing business in that market. Four ATAC Member companies participated in the FlyCanada booth at the Pilot Careers Live Exhibition in London. In addition, meetings were held with the British Civil Aviation Authority to discuss licensing issues and CAA EASA training delivery in Canada. Schools in British Columbia report that increased mandatory record keeping and the requirement for short contracts for all revenue generating courses, have significantly increased their administrative burden. In the area of Dangerous Goods, new lithium battery regulations will be in effect as of January The new Interactive Advanced Passenger Information System, known as IAPI, became fully active on November 10. A Canadian information gathering system, IAPA is similar to the U.S. system known as Automatic Quick Query. This requires an Electronic Travel Authorization (eta) for visa waiver countries except the US. Electronic Authorizations, valid for up to five years, are now mandatory for all flights entering Canada. We are concerned that infrequent travelers arriving at airports without an eta may cause significant delays. (Continue on Page 9) 8

9 ATAC has been closely monitoring the implementation of this system for over three years. On October 3, the Federal Government announced a National Price on Carbon. Should this new tax be passed in the next budget, it will establish a $10 per tonne Carbon Tax in 2018, which translates into $0.026 per litre, with the tax rising by $10 per tonne each year until 2022 when it will reach $50 per tonne, which translates into $0.129/litre. This Carbon Tax will significantly increase operating costs for Canadian air operators. ATAC hopes to join forces with the NACC carriers to counter this measure. Cancelling the existing Aviation Fuel Taxes in favor of a Carbon Tax would help convince us that this new tax isn t simply just another cash grab disguised as an environmental measure. We are also closely monitoring how the federal and provincial governments will harmonize all their respective environmental measures. ATAC welcomed the Canada Transportation Act Review. The Review s mandate was important as it allowed for a comprehensive examination of transportation in Canada. The air transport sector faces a number of challenges, some of them government imposed, which prevent it from maximizing its promise. It is therefore with considerable interest that ATAC reviewed the Emerson Report as its recommendations may impact the commercial aviation industry of Canada for decades to come. The Report contains dozens of recommendations and sub recommendations which could all impact significantly on our industry. We commented on each one. ATAC believes that the Government s response should be that of a general shift in policy keeping in mind the financial ramifications and not simply focus on one or more specific aspects of the Report. ATAC s approach to this report has been based on whether the recommendations support the long-term well-being of air transportation in Canada. Our official response to the Emerson Report is posted on our website. A troubling issue has surfaced in Ottawa recently and that is the privatization of the major Canadian airports. This is led by the Department of Finance which has mandated the Crédit Suisse to determine the financial benefit of fully privatizing the 8 major Canadian airports. The privatization of Canada s major airports and the expected return would only lead to very significant cost increases for carriers and passengers alike. The only beneficiary of such a move would be the Federal Government who sees the selling of key assets, such as our airports, as a source of capital to fund its infrastructure program. ATAC has already voiced its opposition to this short-sighted project and we will oppose it strenuously. Two weeks ago Minister Garneau presented his strategy for the future of transportation in Canada, Transportation The Minister promised to table amendments to the Canadian Transportation Act sometime next year concerning: A new Passenger Rights Regime Foreign Ownership rules We will be closely monitoring the proposed legislative changes and you can rest assured that your voice will be heard in Ottawa. ATAC strongly believes that any change in foreign ownership limits is dependent on obtaining reciprocity from the trading partner state. Before I go on to other matters, I want to remind everyone that we are shaking things up at ATAC. Earlier this year, Mike Skrobica announced that he will be leaving full time employment at ATAC at the end of December. Finding someone to succeed Mike was no small task. Finally, we elected to ask Wayne Gouveia to take over Mike s area of responsibility and we found someone to fill Wayne s large shoes in Flight Training. We will be issuing an ATAC News Flash shortly after the Conference to formally announce all these changes. I want to take this opportunity to introduce the new member of our team who will be taking over Flight Training, as well as Legal and Tax Issues. Bernard Champagne, or Bern as he likes to be called, would you stand so people can see you. Bernard has a very interesting track record and has been closely associated to flight training for most of his adult life. I m sure that he ll be an excellent member of the ATAC team. All of ATAC s activities are conducted in full compliance with Canadian competition law, as well as the competition and antitrust laws of any other relevant jurisdictions such as the United States and the European Union.
