2 2. Works Information Runway 03/21 is to be widened, lengthened and strengthened with asphalt, along with Taxiway Charlie and the existing RPT apron. A new RPT apron will be constructed with dual taxiways, as well as a GA precinct with a taxiway connecting it to the runway. Ertech is the contractor carrying out this work and is designated as the Works Organisation within this document. Additionally, the existing aeronautical ground lighting system will be replaced with LED lighting, along with apron floodlighting. The works activities covered by this MOWP will be performed upon Runway 03/21 and surrounds and include: Widening of the existing runway to 45m with 7.5m shoulders either side; Overlay of the existing runway; Completion of the taxiways to the new RPT apron; Overlay and asphalt surfacing of the existing taxiway and apron; Completion of a GA parking precinct with taxiway to the runway, a freight apron, and two Code 4C apron bays; Reshaping the runway strip where required; Installation of new ground lighting including trenching to install cable, installation of a new primary windsock, commissioning of new lighting control equipment and flight testing; Installation of double sided PAPI; Application of linemarking; and Other temporary works required to achieve the above. The above works are scheduled to be carried out during daylight hours, mainly whilst the aerodrome is operational (note that the aerodrome is open 24 hours per day, with curfew for certain types of aircraft), although some night works may be performed. This MOWP addresses the second stage of the work, post the 2017 winter months to completion in the early 2018 where the works will be predominantly widening and overlaying the existing runway, completion of the new taxiways and GA precinct, and overlaying the existing apron and taxiway. Restrictions to aircraft operations detailed in the section Restriction to Aircraft Operations will be communicated by NOTAM. This document is a live document; the below dates are subject to refinement in subsequent versions of this MOWP. Widening and overlay on northern portion of existing runway, overlay and expansion of existing taxiway and apron, construction of GA taxiway Runway completed, tidy up and completion of works, no impact on operations IN PROGRESS UPCOMING The actual date and time of commencement will be advised by a NOTAM, to be issued not less than 48 hours before work commences. Earlier communication with major stakeholders (Virgin Australia, RDS) has occurred. NOTAMs will be submitted by the project Works Safety Officer (WSO) to the Airport Operations Coordinator, who will then submit to the NOTAM office. Safe Work Procedures are available for all aspects of the works. Daily toolbox and pre start sessions will ensure information is communicated daily to the workforce and all minutes provided to the Airport Operations team at the Airport detailing the day s activities. All persons working airside will have an airside induction, be subject to Drug and Alcohol Management Procedures (DAMP), and hold an ASIC card (or be issued a VIC card). All identified risks and hazards will be entered into the Aerodrome Safety Management System. The Aerodrome Safety Committee will teleconference fortnightly during the works or additionally as required, in addition to regular scheduled meetings. A minimum of one WSO will be on site during all airside works. Jason Harper will be the primary/full time WSO. Restrictions to Aircraft Operations There are some significant restrictions to aircraft during this works process. rom the start of Stage 2, straight in non precision approaches will not be available for use. The circling minima will be available. Airservices Australia will produce a NOTAM cancelling these. Jet Ops refers to the days of the week that Virgin Australia jets operate (Tuesday, Wednesday and Thursday). NOTAM times are in Local (WST) format. Tree clearing within the surrounds of the aerodrome (within the OLS) is being carried out during Stage 1. Once this is completed, take off surveys will be carried out and declared distances for Stage 2 onwards will be calculated and updated in a subsequent revision and NOTAMS (highlighted areas in NOTAMs). 5 Stage 2A COMPLETE During non jet ops days (ridays, Saturdays, Sundays & Mondays), Runway 03 threshold will be displaced. Work will be carried out at the southern end of the northern temporary runway to widen and overlay the runway. The airport will be closed to fixed wing aircraft from the afternoon of ebruary 22 nd to early morning ebruary 27 th to allow completion of the runway. A handover process will be carried out over this weekend between the contractor and the airport operator. Refer to drawings YBLN SK 035 and 036. Stage 3B The runway will be completed and commissioned at its new permanent length. Taxiways Alpha and Bravo and the Southern Apron will be available for use. Taxiways Charlie, Delta and the Central and Northern aprons will not be available. Left Side PAPI and LIRL runway lighting will be available, as well as lighting to Taxiways Alpha and Bravo. The Southern Apron floodlighting will continue to be powered by generator, activated at dusk and turned off at dawn. The primary wind indicator and signal circle will be relocated to east of the Southern Apron between Taxiways Alpha and Bravo. 9 4. Restrictions to Works Organisation Site Access All Stages Access will be controlled through airside gates (Ref Section 7A) to areas within the work limits cones. All personnel must hold a valid ASIC or VIC to enter the airside areas. These routes were proven effective within the first portion of work executed earlier in the year. Emergency Procedures All Stages The Works Organisation has an approved emergency plan that requires notification of any emergency to the City of Busselton s Airport Operations Co Ordinator. In the event of an emergency occurring involving the works organisation s personnel, the emergency plan will be implemented and the Airport Operations Co ordinator or duty ARO will be notified. or all other airport related emergencies, the Airport Operations Co ordinator or duty ARO will direct the project WSO and Works Organisation management in accordance with the Aerodrome Emergency Plan (AEP). 12 Works Stage 3 Northern Widening and Overlay This stage will execute works to overlay and widen the northern section of the existing runway and continue the works required to complete the new runway to its ultimate length and width. Works to be carried out between Ch 2080 and Works shall occur during the following schedule: (Local Times) 16 th January 2018 to 27 th ebruary 2018; 0600 Hours to 1800 Hours daily. As the runway will be in its temporary southern location (Ch ), the majority of the work to construct the pavement to finished level will be carried out beyond the temporary clearway and RESA at the northern end. Some work, such as widening and work on the new GA taxiway, will require displaced thresholds. The existing taxiway and apron will be closed and Unserviceability Markers installed as per the drawings. The transition from the existing pavement level to the new pavement level will be constructed to comply with the longitudinal grade and vertical curve requirements of MOS139. The temporary runway south linemarking and lighting layout are shown on drawings DWG Temporary Works Line Marking for Temporary Runway South and DWG Temporary Works Lighting & Gables for Temporary Runway South. All Days On jet ops days, orange Works Limit Line cones will be placed per the drawing (YBLN SK 035); personnel and equipment are not to cross this demarcation line without explicit approval/escort from the WSO. A maximum height limit of 2m is imposed at the Works Limit Line cones when aircraft are operating. The WSO will monitor the CTA and advise the works crews when aircraft movements are notified, and will ensure that all equipment is not exceeding this height during aircraft operations. Works such as sealing of shoulders will be carried out as time limited works under the supervision of the WSO. The WSO will ensure that the runway is left clean and free of debris prior to removal of the displaced threshold. Where the WSO deems it necessary, sweeping using a vacuum truck will be carried out. Access is to be via the designated access routes and construction equipment shall not cross the runway at any time, whether either inside or outside of the designated works area. Non Jet Ops Days ridays, Saturdays, Sundays, Mondays NO further displaced thresholds will be utilised, so this section has been removed from this version of the MOWP for clarity. Stage End Relocate Runway to inal Condition Aerodrome Closed to ixed Wing Aircraft Page 12 of 26

13 At the end of this stage, the aerodrome will be closed to fixed wing aircraft from the afternoon of 22 ebruary 2018 to the early morning of 27 ebruary 2018 and the following works will be carried out to ensure the temporary southern runway is compliant with MOS139: Chainage Asphalt to finished level will be constructed; Runway lighting will be relocated to the required positions, fixed permanently and flight tested; Apron floodlighting on the new apron will continue to be connected to a generator (until the central apron is completed) which will be activated at dusk and switched off at dawn; the works organisation will ensure that it is refuelled every day; New linemarking will be installed to the runway, Taxiways Alpha and Bravo and the Southern Apron, and redundant linemarking blacked out or removed; Runway strip markers will be relocated; PAPI will be set up in the required permanent positions and flight tested (Right Side PAPI may not be available due to power restrictions); Aircraft traffic will use Taxiways Alpha and Bravo, southern apron and Taxiway Echo between the apron and the hangers; and A NOTAM will be published stating all the new information. See drawing YBLN SK 037 for completed runway arrangement. Works Stage 4 Completion of Taxiways Charlie and Delta, Central and Northern aprons, Master Grading/Tidy Up This work, including master grading and topsoil spreading, will be carried out as time limited works and shall be supervised by a WSO who will monitor the CTA and direct the works crew to vacate the runway strip where required. The remaining taxiways and aprons will be completed, linemarked, and lit. Works shall occur only according to the following schedule: (Local Times) 27 th ebruary 2018 to 19 th March 2018; 0600 Hours to 1800 Hours daily. Runway 03/21 will be available for all aircraft operations. All Stages Daily toolbox and pre start sessions will ensure information is communicated daily to the workforce. All persons operating at the airport will undergo an induction. All identified risks and hazards will be entered into the Aerodrome Safety Management System. The Aerodrome Safety Committee will teleconference fortnightly during the works or additionally as required, in addition to regular scheduled meetings. The WSO will be responsible for ensuring all airside works activities comply with this MOWP, including ensuring that all required visual aids are in place prior to any airside work commencing, monitoring the Page 13 of 26

14 OLS and ensuring that all contractor equipment and personnel stay within the work site boundaries. The WSO will communicate daily with the works crew, contractor management and airport management to ensure any issues are highlighted and any adjustments made to ensure aviation safety is maintained to a high level. Daily notes will be included with the checklist handed over to the CoB ARO upon completion of each shift. Protection of electrical and mechanical services is the responsibility of the works organiser and the works organisation. Underground service location and potholing has been carried out, and limits for mechanical trenching/digging will be clearly marked and communicated to operators prior to working near existing services. Hand digging will be carried out where necessary. Works Area Handovers The Works Organisation WSO and an Airport Operator representative (Airport Operations Coordinator/ Airport Manager) will carry out a joint inspection of the works area that has been made ready to hand back a minimum of one hour prior to the scheduled removal of the displaced thresholds. The WSO and Airport Operator representative will then sign the checklist acknowledging satisfactory return of the works area to the Airport Operator. When the runway is temporarily moved to the north, south or completed in its permanent position, a CASA approved aerodrome inspector will also participate in the handover. Page 14 of 26
