2 1 P a g e Safe Flight TM System SMALL UAV S FOR CIVIL APPLICATONS Date: May 20th 2014 Authors: Nicco Bugarin, Keith Kaplan and Wilhelm Cashen After the FAA regulation comes into effect September 2015, small UAV s will be used for hundreds of civil and commercial applications. UAV s are currently used by the police, by the film industry, for pollution monitoring and security purposes. A promising application for UAV s is for monitoring pipelines and oil and gas security. UAVSA provides and supports specialized products and services for the UAV-UAS-RPS global industry. These products and services cover topics such-as pilot training and education, manufacturer UAVSA Identification and Certification programs and No-Fly Zone in Flight Security programs. Who is UAVSA? UAVSA, Unmanned Autonomous Vehicle System Association is a solely owned division of the Tesla Foundation Group, a California Non-profit 501(c3) company. UAVSA was established to unify UAV-UAS-RPS pilot owners who seek information for their UAV s, Ground Station Controllers, Electronics, Pilot training and other related important industry items. Additionally, UAVSA will through its local and national government activities, help to provide a safe and secure environment for pilot-owners to fly their aircraft on commercial missions or just for fun without any fear of breaking local or national laws. UAVSA s mission is to: Promote, protect and commercialize the safe operation of UAV s, provide UAV pilot-owners with important flight information and build a National UAV registry of pilots and aircraft. Additionally, UAVSA will provide an electronic system that will protect UAV pilot-owners, the civilian population and private property. This work explores an electronic method to allow (UAS, UAV or RPA) pilots to fly their aircraft responsibly with a flight following tail that is digitally attached to each flight and can be monitored when the aircraft is aloft. All American s have the right to enjoy their lives in a free society that allows any and all commercial opportunities to be sought-out, deployed and advanced throughout the United States. The rapid growth and use of (UAS) Unmanned Aircraft Systems in the U.S. is growing at a much faster rate than once thought possible and is forecast to reach over 1,500,000 aircraft by the end of this decade.

3 2 P a g e Unlike the Aerospace, Aviation or the RC Modelers industries, the UAV industry is being driven by computer enthusiasts, electronic professionals, video photographers, serious modelers and assorted groups of business professionals on a national scale, each racing to be first in the UAV market competition to capture a major place in this new industry. Traditionally the FAA has a one to one relationship with the majority of aircraft manufactures that produce aircraft for the U.S. aviation market. Through many years or tried and true processes, the FAA has drafted important rules of flight and governance for the certification of pilot, aircraft, ground navigation and other operational systems. The Small UAV industry overall is really the personal computer industry gone a loft. This relatively new industry brings a much higher level of complexity in establishing important rules of flight for pilot and aircraft certification. Firstly the UAV industry cannot be liken to American modelers industry for aircraft hobbyists throughout the United States. These hobbyists enjoy flying their wonderful scale replicas of vintage and present day aircraft that to-date are flown and have to be flown in open fields with clear and unencumbered visibility. UAV s need neither an open field nor a clear line of sight because of; (1) their vertical and horizontal flight capabilities, (2) onboard live video cameras broadcasting the flight signal back to the pilot on the ground, and (3) electronics that provide the pilot with vehicle altitude, attitude and range and can be programed to fly the aircraft autonomously. These unique aircraft have little to no need for visual contact during flight and require little to no flight training for the pilot. UAV s have created an immediate demand for a safe flight system that can monitor and course correct any UAV inflight aiding pilots and managing the national airspace for this new breed of very popular and growing aircraft. UAVSA Unmanned Autonomous Vehicles Systems Association is focused on reaching computer enthusiasts, professionals, hobbyists and entrepreneurs that are; today designing, creating, purchasing and flying UAV s across the United States for hobby and in preparation for the unprecedented business opportunities about to unfold for the expediential commercialization of low level flight. Daily, hundreds of UAV undocumented and document events of improper use and personal privacy violations occur throughout the United States without any knowledge of the authorities. In a major all-out effort, the UAVSA organization is actively creating new and powerful software and firmware solutions that will manage safety controls and monitor all UAV flights in the US.

4 3 P a g e UAVSA is committed in bringing new opportunities and enjoyment to UAV pilots throughout the United States. UAVSA is behind a program to promote the rights of U.S. citizens to own and operate their own UAV s. American s rights for the Freedom of Flight is the reason that the UAVSA is researching, designing, developing and deploying a U.S. Safe Flight TM System. Deployment of UAVSA s Safe Flight TM System throughout America will aid in the enforcement of unlawful UAV flight activities including endangerment of local civilians and civilian populations, damage or destruction of private and public property and violations of personal privacy will be stopped or held at a minimum. UAVSA believes that by establishing, deploying and maintaining such unique UAV operational systems, it will be helping to greatly curve unlawful acts by the few that ruins the freedoms of law abiding Americans. How the Safe Flight TM System Works! The Safe Flight TM System becomes more robust as the system is deployed and integrated into the navigational software of all UAV s sold in America for private or commercial use. The Safe Flight TM System is made up of three major software components and has four important functions. Software 1. Aircraft Software; Installed at the UAV manufacture with IC QA logs 2. Pilot Station Software; Installed at the UAV manufacture with IC QA logs 3. National No-Fly Zone Encryption and Flight Following Internet Software Functions 1. Aircraft Identification and Flight Course Correction Software 2. Pilot Station Identification and in-flight No-Fly Alarm Software 3. National, State, City and Town No-Fly Digital Wall encryption software 4. Aircraft Flight Payload and Range Return Alarm Software Safe Flight TM System The system has four components to develop and become fully operational to protect our national airspace. 1. Registration of UAV pilots, type aircraft and assignment of a UAV identification number 2. UAV manufacturer s registration and certification for the installation of identification firmware 3. Safe Flight TM System national encrypted No-Fly Digital Wall software 4. Safe Flight TM System national in flight aircraft identification software

5 4 P a g e UAVSA Development and Operations Long Term Funding Model The most important segment of UAVSA s operations is its funding model for the development and daily operations of a national UAV safe airspace system. UAVSA s Safe Flight TM System provides a pay-for aircraft and pilot registration process that allows a national system to (1) set permanent and temporary digital No-Fly Zones Digital Walls (2) monitor all airborne aircraft positions in relationships to No-Fly Zones Digital Walls, and (3) to electronically execute flight course corrections and or electronically ground any aggressive flight violations near or in No-Fly Zones. Each UAV pilot-owner will pay an annual fee for the renewal of his or her pilot and vehicle registration. Additionally, fees for UAV manufacturer s certifications of airframes, power plants, electronics and production certification will generate revenues. There will also be a one-time fee to purchase the pilot-owner s Identification Sim Card. Pilot and UAV Manufacturer Registration Registration of UAV pilots, UAV aircraft and flight system manufacturers is accomplished through the Freedom of Flight section of UAVSA s website The Freedom of Flight section is a social network of sorts where pilot owners, manufacturers, vendors, industry service providers and visitors sign in at no cost to become a Freedom of Flight network member. They also register their aircraft and receive their free UAVSA temporary Identification Number. Upon completing the UAVSA membership, each member will receive monthly updates from UAVSA.org and information about Protecting Our National Freedom of Flight rights and other important information of owning, operating and flying UAV s. Additionally, manufacturers, vendors and industry service providers will be provided special access to the Manufacturer s Flight Ready UAV Certification Programs, System Communication Protocols and other important flight worthiness and operations information. In addition to these important programs and other information, UAVSA is creating for deployment by December 2014 a complete Pilot Flight Training School with hours of pre-flight, flight and post flight information and videos that will help a beginner become a better pilot. Seen here, is a typical UAVSA Freedom of Flight member s profile page where members can opt-in to have other pilots, manufacturers, vendors and service providers view their data. The member can upload favorite images and videos, create messages and many other interactive social communications with other members.

6 5 P a g e Adoption and Use of all Current Deployed Communication Systems Through UAVSA s research Lab program with the Tesla Foundation Group, UAVSA will benefit from the development of native and new technology releases of GPS, Wifi open circuits, telephony, open radio frequencies and all other communication technologies available that can be used for navigation and stability of UAV s. The premise of the UAV Project is to begin conducting research to provide a bench mark for the integration of a redundant communication system for Small UAV s, and further define a telephony based electronic Sim Card methodology for the identification of both aircraft and ground station. Another goal is to establish a practical method for the electronic deployment of a Digital Wall using current GPS and other technologies. Aircraft Safe Flight TM System Software Description: The Aircraft Safe Flight TM System is an aircraft verification system that pairs the pilot ground station with the aircraft completing a communications circuit between the pilot and his aircraft to; (1) provide course correcting in-flight maneuvers in No-Fly Zone emergency flight situations and or (2) disables and suspends the flight of the aircraft forces an emergency landing or (3) programs a direct flight to the nearest Police, Airport or authorities station where the aircraft can be managed.

7 6 P a g e Features GPS Flight Following In Flight Course Correcting Ground Station Flight Alerts Automatic Landing System Lost-Recover Beacon Functions The Aircraft has an Automatic Landing Function that allows the aircraft to land at a designated location defined by the National Emergency Controller. The Aircraft automatically corrects its flight path away from No-Fly Zones. Pilot Station Safe Flight TM System Software Description: The pilot ground station Safe Flight TM System is a ground station verification system that pairs with the aircraft to complete a communications circuit between the pilot and his aircraft. The Safe Flight TM System software for the ground station is programed to help manage the flight of the aircraft around No-Fly Zones and is the first failsafe layer of Safe Flight TM s redundant systems. The SFS provides the pilot with; (1) in-flight course correction alarms of flight path No-Fly Zones, (2) actionable active home base return commands, (3) suspended in flight emergency landing locator beacon, (4) energy use range return indicator and alarm, and (5) pilot Low Level Flight Training system. 8 7 P a g e National Safe Flight TM System No-Fly Zone Encryption Software Description: The Safe Flight TM System No-Fly Zone Encryption Software allows a national director the ability to cordon-off areas of national interest and security, airports, military bases, hospitals, utility service centers, i.e. power stations, water reservoirs, schools and all other important and critical locations. Additionally, the Safe Flight TM System is used by states and local municipalities to protect areas critical state and local facilities and public gatherings. By using the (SFSS) Safe Flight System Software, authorities create a digital encrypted wall that is connected and closed off on all sides creating a defensive digital perimeter that is a safe zone stopping any UAV-UAS-RPS certified with the SFSS from entering the designated No-Fly airspace. When approaching an established Digital Wall an Alarm is activated on the pilot s ground station controller displaying the distance to the obstruction based on the current flight heading. In the event there is no action taken by the pilot, the UAV takes the following course of action; (1) maneuvers around the No-Fly Zone s encrypted Digital Wall, (2) is flown by the programmed autopilot back to its location of launch, and or (3) is directed by the programmed auto-pilot to land at a designated authorities location.

9 8 P a g e National Safe Flight TM System; No-Fly Zone Aircraft in-fight Monitor System Multiple Targets Screen The SFS software allows national, state and local authorities to have near-real-time visibility of all UAV s that have been certified and integrated with SFSS. Multiple map screens provide visibility to the system operator of all near-real-time in-flight targets in U.S. airspace. Immediately the operator can drill down on the exact area of the UAV s operation in the U.S for further information. The pilot and type of aircraft is immediately viewed for further action. Zoom-in On Target Screen Once the operator has selected a target the operator can track the target s flight path from launch and the targets heading. Further data can be analyzed as to the targets air speed, altitude and other flight data about the target s flight. The UAV Pilot owner s information can be immediately sourced from this screen. Pilot Information Screen From this screen the operator has accessed more information about the pilot and can send a warning texted, or launch a direct recorded message to the pilot s mobile phone. In the event that action has not been taken by the pilot the Safe Flight System will take over command of the aircraft.
