5 Implementation the JHSIT challenge The challenge is how do you frame it in a small operation? 80 percent of all helicopter operators have fewer than 5 aircraft the small operator. Small operators often operate legacy aircraft no FDR-equipage. FAA-approved FOQA programs (perception: domain of large carriers) Case Study implement FOQA at a small HEMS operation (ACH) 5
