The minutes for March were approved with a change to delete incomplete sentence, Prior to the meeting starting,, and correct a grammatical error in the Contraflow Exceptions there should be a comma instead of a period in the first sentence after Flight 1355, it was determined Part 150 NCP: A. Updates: Flight Procedures - Bob Slattery reported that he is still waiting on Memphis in regards to comments on the Charted Visual Approach procedure. There is a meeting scheduled for May 15 th with local air traffic control, UPS, and our airspace consultants to discuss the design of the RNAV departure procedures. They will also be reviewing a draft procedure for the RNAV and LDA offset approach. Once these procedures are reviewed locally, they will be forwarded to the FAA. Sound Insulation HMMH conducted a wind shield survey on the homes in the potential program areas to assess the housing stock, to get an idea on what it will take to achieve the required noise level reduction on these homes. This information will be put in the policies and procedures manual that is being compiled. Program boundaries have not yet been set. The housing stock means that they will take an overview of what the homes are made of, whether they have central air to figure out what it will take to protect these homes. B. Contraflow Exceptions: Bob will have the First Quarter Exceptions for 2008 completed for the next meeting. There was nothing to add at this time. Current Noise Concerns: A. Report on Noise Concerns: Many of the concerns for March were northeast of the flight path. It appears that these complaints were most likely due to unusual weather conditions in March and seemed to be caused by the ground run-up of aircraft prior to departure. Susan Hamilton had a question regarding the types of 1

3 jet aircraft operating at Bowman Field and stated that they are very loud. Bob will check on the types of jets operating at Bowman Field. B. Runway Utilization: Nothing out of the ordinary. A new chart was added regarding gate compliance which is a month-to-month running total comparison. One thing to note on the chart was that 17L arrivals for March were 68% which was down 12% as compared to February. This was a big jump and Bob will talk to the Tower about this. Most of these appear to be arrivals from the south that are missing the gate and turning too soon. C. Construction and Maintenance Activity: Karen Scott reported that one project will start this weekend (5/9-5/11) which is the Joint Sealing project. The runway will be closed from 7:00 AM on Saturday to 3:00 PM on Monday afternoon. Runway Use Decision Aids: A. The consultant is having some difficulties with the vendor for the runway condition data. They are having problems trying to get in contact with the vendor to get a quote from them. Bob hopes to have an updated quote by end of week. CNF Fifth Year Review: The work group consists of Dorn Crawford, Mary Rose Evans, Pete Levermore, and Bob Slattery. The work group has met three times since the March CNF meeting. They currently have five tasks to work on thus far: Outreach, Airport Information, Program Implementation (Current NCP), Program Implementation (Proposed NCP), and Program Update The group drafted a letter for the proposed Noise Compatibility Program Update to the FAA and needs the forum to endorse. Currently there are two action items that require CNF endorsement: 1. Webpage revised structure and content; and 2. CNF letter for dispatch to FAA. The forum voted unanimously on item 1 to endorse. The forum will vote at the June meeting on item 2 after they have had time to read the letter. Announcements: John Sistarenik announced that he received an invitation to present at the annual meeting of the National Organization to Insure a Sound-controled Environment which is July 16-18, Guest Comments: Kevin Kays voiced his concerns about the planes taking off from the west runway. He lives just outside of the 65 DNL. 2

Jets departed westward every 2-3 minutes for about 9 hours. Also, I need to know if the 4500 block of S. 2nd St. is inside the noise contour? Is this 4500 block of S. 2nd and Meridale Ave. in a future program for sound proofing, buyouts etc. Can you a copy of the noise contour to me? Also, can you tell me when the 150 study was last updated? In the 150 there should be records for a year, of flight tracks and a table of the percentages that those flight tracks are used. Please send me this data. Are the air traffic controllers reminded of the flight tracks of the 150 study and are they following its recommendations? Again, thanks for your help and I look forward to your reply. Stony Brook DR Louisville /14/ :50:00 5;6;14;16 (SDF) I was up late finishing some papers for school and heard a jet on an otherwise quiet evening. I went to the airflow site and after the delay, caught the plane that had passed overhead, or so I thought. As I positioned to click on the icon, it shifted a bit to reveal another plane in the same spot. Before I clicked, I was able to see that there were two numbers and the altitudes were less than 200 feet apart. I think one of the planes was UPS347 and was over the J'town/Fern Creek area around 12:20 in the morning on 3/14/08. I'm not sure what the guidelines/restrictions are, but 200 feet does not sound like very much space for two fast moving jets over a major city. There have been several not so quiet evenings lately, but I was too tired to get up and just laid in bed waiting for the traffic to find their gates or finish arriving. Charles ST Louisville /19/ :30:00 11;12 (SDF) It is too early in the morning for so many airplanes to be flying in the sky. S. 2nd ST Louisville /20/ :37:00 6;7;8;13;16 (SDF) It is 5:28 PM and UPS is going west. It is UPS only. Make a document of it. Old Heady RD Fisherville /21/ :12:00 12;16 (SDF) There seems to be a lot of planes flying overhead. They seem to be making x's in the sky. Are they seeding the clouds? The trees sway, I can not sleep from the noise, and I live in Salem Indiana. No airports here can handle anything bigger than little puddle jumpers. I cannot get any rest and would like to know if something could be done about the late hours that the planes fly over. I do not think it has been this bad previously, I was checking to see if you have changed the flight pattern or opened up a new runway. Breckinridge ST Louisville /28/ :50:00 5;7 (SDF) The aircraft flying over head are waking me up. Is there not regulations against flying over people s homes at that time? Can t you send them some other way that is not over people s homes? I can hear these planes brake, putting their engine in reverse. The planes flying over and waking me up is not good. This has never happened before.
