Mike Horde, Peritus PR Steve Bryant, Peritus PR Meeting called to order at 6:00 p.m. by John Sistarenik. The meeting minutes for December 3 rd were read and approved. John then introduced Jackie Leonard, Mike Horde, and Steve Bryant. John had Tim Stull give a brief synopsis of the ADS-B and Satellite Guided Aircraft Approaches for UPS. The next item was the election of officers for 2008 year. Pete Levermore nominated John with Mary Rose Evans seconding the nomination for Chairman. No other nominations were offered and a vote was taken. The vote count was 6-1 in favor of the nominee. Dorn Crawford was not in favor of the nominee and raised a concern that the vote did not constitute a consensus of the group and therefore John should not be reelected into office. A lengthy discussion followed. A survey of members was conducted in order to determine if there was a group consensus in favor or not in favor of the nominee. The result was again 6-1 in favor of the nominee. Dorn was the only member not in favor of the nominee. The question was asked of Dorn if he would like to nominate another candidate in lieu of John. He did not offer another candidate. Since no consensus could be reached, John will remain chair pro tem until a time when consensus can be met or another candidate is nominated and elected. Nominations were then taken for Vice Chair, with Pete being nominated by Mary Rose and seconded by Susan Hamilton. A vote was taken and it was 6-1 in favor of the nominee being reelected as Vice Chair. Pete will also remain Vice Chair pro tem until a consensus can be met or another candidate is nominated and elected. The group then asked if the LRAA could solicit a determination from the airport legal staff on the matter of the CNF Charter and how it determines elections are conducted. John briefed the group on the status of a representative for Southern Indiana. The Governor of Indiana is supposed to appoint someone. This has been in the process for 1-1/2 years. John will make one more attempt to contact the Governor s staff regarding 1

3 the nomination. There is an individual who is interested in becoming the Southern Indiana member. John suggested that the Charter may need to be amended to change from a governor appointment to an elected official appointment. Part 150 NCP: A. Updates: Bob reported that the Charted Visual Airport Approach package was submitted to the Air Traffic Control Tower (ATCT) in December. The package has now been forwarded to the Airports District Office in Memphis who should be forwarding it to the Air Traffic Division office in Atlanta. The consultant is finalizing the report on sighting and locations of navigational aids, which will be required for RNAV and LDA approaches. Bob hopes to have report before the next meeting. B. Contraflow Exceptions: The fourth quarter has just finished up. Will have exceptions report at the February meeting. Current Noise Concerns: A. Report on Noise Concerns: 31 complaints were received in November, making it the most for a single month this year. Of the 31 total, 4 were from new addresses. Most of the concerns received were from areas north of the airport. The increase in operations along with non-preferential flow was the most likely cause for the increase in the number of concerns. Bob suggested that it might be helpful if quadrant representatives were notified of the concerns prior to each monthly meeting. B. Runway Utilization: The historical information on operational data from the Part 150 and Master Plan reports was included in the handout. Additional information on Morning Reverse Flow will be provided at the February meeting. A question was asked regarding Morning Reverse Flow (9:30 AM to 12:30 PM) and what time is the actual stopping time. Danny Bennett reported that if the traffic is heavy, then the stop time goes beyond 12:30pm. C. Construction and Maintenance Activity: Bob reported for Karen Scott that Engineering is currently preparing the construction schedule for upcoming construction season. The southern portion of Taxiway A will be the largest project the season. Construction should begin picking-up once the weather starts getting better. No major impacts to the runways, or closures are anticipated at this time. Runway Use Decision Aids: A. Bob met with SSI which is the company that provide the runway condition information. The next step in getting this information incorporated into the WebScene site is to determine how we would like the data to be displayed. Prior 2

Second, they have been sending planes off more than one a minute. These planes are flying West, not North and it s not due to winds or weather. We in Beechmont have had to put up with this for over a year and our complaints are obviously not going to be resolved by going through you. I am tired of having to turn my TV all the way up at 5:00 PM just to hear the news because UPS is sending their planes West so they can get more planes out if they want to fly over this neighborhood then they need to own it, and right now they don t. These planes roar.and I mean roar..i am sick, physically from lack of sleep. I have called you so much that your number is now on speed dial. I ve attended your meetings to listen to your plan regarding this matter and if takes more than a year to get UPS to stop what they are not suppose to be doing in the first place. I can assure you my trust is not in you to handle this issue. It s obvious you will not or can not. Please me back as to the date of the next meeting. Sissone DR Fairdale /5/ :36:00 5;6;7;16 (SDF) At 5:30 AM this morning (Sat Nov 3rd '07) a huge aircraft flew through my bedroom. (figuratively) It shook the whole house and I held my breath and asked the Lord if this was it! I live on Sissone Drive in Pirouette Manor between Manslick Road and the new Motel. Last I heard the UPS jets and others are supposed to maintain a certain altitude above our homes here. Also, they normally fly on either side of the subdivision, but this one was right on top of us and way too low. I spent twenty-two years in Army Aviation and think I know what I'm talking about. Would you please help me to file a complaint about this and get an answer as to why this occurred this morning?

Noting the time of noise and comparing it to the delay clock, my best estimate of the flights were UPS1333, UPS1285, and CHQ3025. The first two flights came in from the east, turned south over 64 and Hurstbourne and ended up heading back out southeast beyond 265 along Bardstown Rd. The first two flew directly over my house, the third was far enough off to not be as loud. I guess my question is that if one of the goals of the pilots is to perhaps save fuel, why fly further west than needed only to be redirected back out in order to turn and join the line of planes approaching the airport? Why can't these planes be turned south farther east of Louisville and be brought around to join the line-up over the less populated areas? There really should be no reason for the planes to come so far in over the city only to be redirected out. The tower should have these aircraft on radar and adjust accordingly. Doing the jockeying out over the rural areas would also allow more space for other planes to slip in if the need arises, as was discussed tonight. While typing this, UPS1303 came noisily over also. Why would a plane from Atlanta need to come in this far only to circle back out towards Mt. Washington to join the que? So much for the idea of saving fuel. S. Brook ST Louisville 11/6/ :00:00 7;12 (SDF) I have a home in Old Louisville where the planes fly over. My mother was sitting out in the car waiting for me one day and she counted 15 planes. I hear the planes so loud it is like they are in my house. They actually shake the house. Someone told me that you all do some sound things with the windows and stuff like that. I need help, I need someone to call and talk with me about this. I started to call about six months ago but I just gave up. However, things are not getting any better and I just have to be relentless about this.

The late night noise has been better but can you tell me why the last 2 mornings around 4:30 AM there are very low and very loud airplanes flying over my house? They sound like they are going north and not south. It has been lasting until about 5:30 AM. Plaza DR Jeffersonville /7/ :07:00 6;7;14;16 (SDF) It is Wednesday evening ( ) and I've been home since about 8:00 PM. There have been at least 5 flights that have missed the gates, cutting just north of our house and then heading south about a block west of us. There was one flight at about 8:43 PM that was directly overhead and very low (maybe feet). Also, the last couple of early mornings (maybe 4:45 AM), we have been awakened by northbound flights (UPS?) again very loud and very low. This seems to be a repeat of what was happening about 2 weeks ago. Are the UPS departures to the north cutting their paths a little sooner or later than they were before, now putting them into awakening range for us? This noise was not noticed this summer, even with AM north departures.

9 Noise Comments (SDF/LOU) Address City ZIP Time Types Comments Plaza DR Jeffersonville /8/ :53:00 6;7;14;16 (SDF) I'm home for lunch (got here right at noon) and since I've been home there have been 4 UPS planes ( I saw and heard them) arriving from the north that flew almost directly overhead or just a 1/2 block to the west of us. These flights were about 7 minutes apart so there seems to be no "navigational necessity" for these flights to miss the gates. Check your data and I think you'll see they failed to go as far north and as far west as recommended. It seems they purposefully missed the gates. How did UPS achieve an 87% rating last month when they have missed 4 in just 45 minutes? Again, what can be done to emphasize the impact to neighborhoods when these gates are missed? Plaza DR Jeffersonville /10/ :26:00 6;7;14;16 (SDF) Thursday night (Nov. 8th) was rough. Arrivals from the north were not just missing the gates but flying directly overhead. If you'll check your charts you'll see flights at 11:39 PM, 11:45 PM, 11:50 PM and 11:55 PM all almost directly on top of us. In addition you'll find many flights that again turned to the west just about a block north of our house and then turned south for the airport about 2 blocks away. From my vantage point I didn't see a lot of flights over Clarksville or New Albany. My question again is, why does it appear that the rate of missed gates is increasing instead of improving? Plaza DR Jeffersonville /11/ :56:00 6;7;13;16 (SDF) You are probably not reading all of my s but it is almost like a bad Hollywood script. Since I first started ing you things have progressively gotten worse and worse. It is almost unbearable now. The takeoffs to the north tonight have just about all come to our area and made their turnaround almost directly over our heads and then headed south and east. Check the north departures from about 7:00 PM to 7:40 PM. Check again tonight from about 9:20 PM till now 9:36 PM a real low flying plane (2700 feet) just circled over our house at 9:36 PM and is now flying south. There have been 4 in the last 15 minutes and see where they are turning and flying over. These planes never made their turnarounds here and flew directly overhead. It looks like your theory of someone in the tower directing those planes here on purpose may be valid. They are determined to annoy with the arrivals from the north and now the departures to the north. Bob, I don't know if you're a religious man but I will have my church pray about this problem. If it is someone purposefully trying to aggravate, God can handle that situation. Remember the previous I sent you that... whatsoever a man soweth, that shall he also reap. That is truth. Other neighbors are now alert to something changing in the aircraft noise. It's not just some "crank" in Jeffersonville who is concerned. Please answer if you can determine why things are changing (for us for the worse).

This was some of the worst noise I have heard in a while. One of my husbands associates said that there were supposed to be defined routes that the planes were to travel to minimize the noise impact on the residents. Why after all these years are they not following those routes? My neighbors are asking where I am complaining to. I believe I will give them your . It does seem my complaints are not very effective because there is no improvement. Will we ever get some relief? Plaza DR Jeffersonville /14/ :24:00 12 (SDF) Yesterday was sublime. I was at home until about noon Tuesday (11-13) and only one plane passed overhead. I arrived back at the house at 5:00 PM and until I went to bed at 11:30 PM there was only 1 flight overhead (at 10:09 P.M.). I am assuming that the airport was directing departures to the north as well as having arrivals from the north yesterday. I don't know where they were sending those planes but they were not flying over our neighborhood (thank you). It was like the first 3 months we moved into this house (May-July 2007). We seldom heard a plane during those first 3 months. It would be interesting if you could take a snap shot of yesterday for future reference. It is possible and does occur that departures to the north do not have to pass directly over us and that arrivals also can come in without passing directly overhead. Again, my thanks to the crew in the tower for a great day yesterday. By the way, it is about 11:30 AM on Wednesday (11-14) and there have been no departures this morning (since 7:30) overhead. 11 Noise Comments (SDF/LOU) Address City ZIP Time Types Comments Plaza DR Jeffersonville /15/ :46:00 6;7;13;16 (SDF) As good as it was yesterday it was that bad and worse last night and this morning, as we got slammed by north departures (now becoming much more of an aggravation than north arrivals ever were) most of the evening and climaxing with a constant barrage starting around 3:30 AM this morning. Bob, the complete 180 in one day has to make us wonder why. With both days having departures to the north, and one day (Tuesday) featuring almost no over flights and the other (Thursday) constantly, what is the difference in the 2 days? Were there different crews in the tower? Where were the planes being sent all day and night Tuesday? Were they cutting east or west short of our neighborhoods (near the Ohio)? Why can't they be sent on those same northward paths each time there are departures to the north? Again, you and I have discussed this to some lengths but upon moving to this address in May 07 until about Aug 07 we seldom heard a plane (arrival or departure). This noise problem really started about Sept and has escalated to the point where we are now. Anecdotal evidence supporting this has come from my conversations with my neighbors who have been here for many years, who have told me, without prodding, that just since this late summer has plane noise become an issue. Please help me to understand what is happening and how we can make it improve. Thanks again. Briscoe DR Jeffersonville /15/ :04:00 5;6;7;13;16 (SDF) This morning was the worst yet. Starting about 3:30 AM until after 5, one after another. Please don't give me another excuse about wind conditions. There has always been wind blowing from different directions and we were not bothered about airplane noise. This has started happening in the last few months. I don't know what you're doing different but something has changed. I have lived here for over 40 years and never heard anything like this before. You need to go back to like it was so people over here are not awakened by planes bearing down on their houses. I am only one of many who are now being bothered by the planes. You will probably be hearing from others. S. 2nd ST Louisville /18/ :26:00 6;7;8;13;16 (SDF) Please document UPS flying over my neighborhood and flying over my house. Going west with no reason for it. Document the time, document the complaint.

12 Noise Comments (SDF/LOU) Address City ZIP Time Types Comments Plaza DR Jeffersonville /18/ :23:00 12 (SDF) We are starting to see a fairly dramatic reversal, look at Sunday flights (north departures) from about 9:00 AM to about 5:OO PM they tracked deep into Jeffersonville and over our neighborhoods. Then look at the north departures shortly thereafter (until they turned the runways around) and see that the north bound planes were cutting their routes just on the Indiana side (thus avoiding going over all these neighborhoods). After the runways were turned around and arrivals were coming from the north, the planes hit the gates and arrived over I-65 and Clarksville (again avoiding all the noise over the neighborhoods). More information we're compiling. Can we get from you the tower crew shifts and when they change? Starting to see a trend here. That's why we sometimes get UPS early AM departures to the north over us and sometimes we don't and why it has started just recently. Plaza DR Jeffersonville /19/ :00:00 12 (SDF) We have made some interesting observations from a vantage point near the Knobs in Floyd County and are able to see what different crews in the tower are doing with air traffic. There are shifts when the arrivals from the north are directed through the proper gates and end up over I-65 or Clarksville, we have been able to determine (and are continuing to compile data) on what days and shifts that this same traffic is brought far to the east over our neighborhoods. The same pattern is noted on departures to the north. We are seeing shifts that are turning the east and south bound departures at the Ohio or just before. Then we are seeing shifts sending that same traffic over land deep into Jeffersonville. Soon we will have compiled data that you can check with which crew was on when the violations occurred. This is the only logical explanation for the erratic departure and arrival patterns. Bob, I said I wasn't interested in being involved in a neighborhood noise group again, but this has become so transparent that I have agreed to join forces with what is becoming a ground swell of discontent over here. You soon will be hearing from others. There is a widow over here who's late husband worked many years with the newspaper and there is someone at the Courier who would like for us to share our findings with him when we've compiled more facts. For your information, the flights this afternoon and this evening have been pushed over top of us (make a note of the crew). I will have more to share with you later. Fairmont Louisville /21/ :50:00 5;6;14;16 (SDF) Why is it that every morning at approximately 5:40 AM a two engine turboprop flies over really low. I would like to know what is going on with this. E. Broadway Louisville /21/ :02:00 6;14;16 (SDF) The planes today are just about landing on top of the hospital! I cannot believe that anyone would fly so low over a metropolitan area. Please be considerate of our patients and either fly in higher or reroute the aircraft.

They keep making the same path over and over. Briscoe DR Jeffersonville /22/ :09:00 5;6;7;13;14;16 (SDF) The last 3 or 4 days have been relatively quiet but this morning (Thursday Thanksgiving day) we were awakened by loud airplanes overhead starting about 3:30 in the morning. They continued continuously till about 6:30 AM and then off and on most of the morning. I checked the weather early morning and they said wind was from the north at 17 miles per hour. By early afternoon the planes had quit flying overhead. I then checked the weather and the wind was from the north at 15 miles per hour. If we were bothered by the noise all morning why did we not hear any this afternoon and evening when the wind was from the same direction at almost the same speed. It does not make sense. Plaza DR Jeffersonville /23/ :32:00 5;6;13;14;16 (SDF) We are continuing to compile data on north arrivals and departures. All 3 early week days Monday 11/19, Tues 11/20 and Wed 11/21 were all primarily arrivals from the north (however there were periods of north departures) and almost all air traffic was directed away from us. Thursday early AM we were awakened by UPS departures to the north, which again were brought all the way over our neighborhoods starting at about 3:30 AM and continuing till after 6:00 A.M and then sporadically through the AM hours. Interestingly after about 3:00 PM Thursday with departures still to the north, we had no fly overs the rest of the night (where was the tower sending these planes or was it a different crew?) We are continuing to note different departure and arrival patterns with identical weather conditions. We have observed north departures cut at the Ohio or just barely on the Indiana side to the east and for turn around to the south. This will continue for many hours. Then we are seeing (with same wind speeds and direction), hours later, these same departures being brought many miles into Indiana over many neighborhoods before they make their turns. We are keeping very concise records that should permit you to see what the connection might be. Plaza DR Jeffersonville /24/ :07:00 6;13;14;16 (SDF) Another day of contrast. With arrivals form the north, Saturday AM and early afternoon had arrivals exactly where they should be (over I-65 and Clarksville business district). Late that afternoon and early evening, the planes were cutting to the west far south of where they had been earlier that day (about a block from our house) and then proceeding south over our neighborhoods. Does all this make you stop and go Uhmmm? As we compile all these contradictions, would like to eventually sit down with you and get a determination of why the huge differences.

There is lots of rain but it goes west just like it goes north, south and east. So UPS? Audubon PKY Louisville /27/ :36:00 5;6;7;13 (SDF) Today being at least the third day in the past two weeks where varying wind conditions went unheeded, for lack of any effective decision aids, it's time to take stock once again. The consequent unmitigated pounding of neighborhoods north of the airport is as inexcusable as it is unbearable. Thursday before last (15 Nov), there was a moderate north wind during the day, but as it died down in the evening there was no change in airfield operations to relieve the impact on the community. The following Sunday (18 Nov), there was just a brief period in the late morning, roughly 10 AM to noon, when north flow would have been in order; instead, adverse operations began before dawn, and continued right into the night. Today, Tuesday (27 Nov), much of the day entailed winds from the west, shifting later to south, so that north flow would in fact encounter a tailwind. It continued anyway - and, as usual, was focused disproportionately on the east runway, where most of the residential areas lie. Several root causes of these errant operations have yet to be addressed: - continuing errors in implementing the existing NCP - faulty runway use agreement - runway use decision aids measure not yet implemented - declining information on runway use conditions - operational measures to reroute traffic not yet implemented - redundant safety bias It's becoming difficult to see how these matters can be resolved. The noise complaint system has proven woefully inadequate to deal with them. Available feedback even indicates that these operations are being attributed to careless handling of an agreed late-morning reverse-flow procedure. This should demonstrate beyond a doubt that the system is simply not equipped to address the issues listed above. Still awaiting something more effective.

Starting at 7:56 PM we had continuous fights overhead that appeared to be departures to the north (even though we constantly checked the weather at LIA and the winds were either listed as calm or 4 mph out of the west). Wouldn't those conditions and that time frame dictate arrivals from the north? To continue, you can check and see that we had flights over us at 7:56, 8:00, 8:04, 8:14, 8:24, 8:27, 8:28, 8:37, 9:17, 9:18, 9:53, 10:36 (I went to bed). It appeared these flights came from the south, got almost directly overhead and then broke to the west mostly and many appeared headed back to the south. Again, we've discussed that many, many times, departures that come to the north are able to break off right about at the Ohio and do their correction to the east or back around to the south. Only, specific days and time frames (crew shifts?) are we noting and keeping record of those flights continuing deeper into southern Indiana thus affecting hundreds and hundreds more residents. Please confirm if departures were indeed to the north and why considering the wind conditions. We will discuss the other issue, hopefully, the first Monday in December. Briscoe DR Jeffersonville /28/ :13:00 5;6;7;13;14;16 (SDF) Tuesday night but now that it has started up again tonight I had to write although I'm not sure what good it does. On Tuesday night the racket started about 7 o'clock and continued to 11. Tonight it started about the same time and is still going on after 9 o'clock. Tonight it looks like the planes are heading for Louisville. Last night I think they were coming from Louisville. Mr. Slattery I worked for over 40 years. I was a registered nurse and provided the best comfort and care to my patients that I possibly could. I retired hoping to rest and find some peace before the good Lord called me home. Now to have to have the quiet of your home disturbed almost every night and to be awakened some mornings at 3:00 AM just does not seem right. If there is any influence you have, please let the pilots know what I am going through. S. 2nd ST Louisville /29/ :20:00 5;6;7;8;13;16 (SDF) Your UPS planes are yet again going G**D*** west. How many times do I have to call you? They are not supposed to be going west. Last night (Wednesday 11-28) we had arrivals from the north, and starting around 7:00 PM until 11:00 PM most of the flights were coming in about a block west of our area (had to be missing their gates). I think I observed 4 arrivals over I-65 and/or Clarksville during this time frame. After retiring at about 11:00, 3 times we were awakened by flights directly over the house ( at 11:09, 11:22 and 12:05 AM). I then went to sleep but was awakened several more times during the night by what might have been overflights.
