2 Background: Airport Use Preference Survey Purpose was to provide insight into the importance of characteristics and amenities of GA airports and heliports in the region. Survey results are being considered in the development of the forecast model. Surveys mailed January Area was divided into 5 sub-regions

8 Updated Language in Conclusion The results illustrate the different preferences between turbine and piston aircraft owners. Corporate aircraft owners rated amenities higher that correspond more directly to business and turbine aircraft uses, while personal aircraft owners rated amenities higher that correspond more to recreational and piston aircraft uses. results indicate that the majority of respondents appear to have been single engine aircraft owners This is evident by the number of survey findings of piston aircraft being more numerous than turbine aircraft. 18 FAA Proposed Changes FAA proposed changes to regional Class B Airspace in 2008 Changes were proposed to lower specific areas of Class B ceilings to increase positive control of inbound aircraft to DFW Changes are still in a public comment and review process as part of the Notice of Proposed Rule Making (NPRM)

19 Airspace Report Conclusions Airspace must continue to be managed wisely to avoid saturation Future airspace conditions could be undesirable without improvements to the current aviation system Additional airports more than 20NM from DFW, instrument approaches, or Class C airspace could be accommodated without negatively affecting the existing airspace system

24 Background Federal, State, and Local governments have legislation to encourage surface access planning. It is the policy of the United States to encourage the development of intermodal connections on airport property between aeronautical and other transportation modes and systems to serve air transportation passengers and cargo efficiently and effectively and promote economic development. 49 USC 47101(a)(5)

26 Funding Options and Project Selection Possibilities Selection process is very competitive. Projects need to have a modal dimension to be competitive. Airport stakeholders need to work with city or county officials to help ensure their projects are included. Exhibit 8: Pg. 18

35 Introduction North Central Texas has and will continue to host significant regional special events. Visitors to special events put a strain on the ground and air transportation systems. The GA component plays an important role in the overall success of the event. Pit stop at Texas Motor Speedway

37 Interviews and Findings Several airport and event managers throughout the nation were surveyed to gain insight into event planning needs. The general findings are: 1. Different types of events attract different types of clientele. 2. Ground transportation between the event and airport is important. 3. Planning and coordination must begin early in order to have a successful event. 4. The potential airspace restrictions (i.e., TFR) must be taken into consideration 5. Helicopters can successfully be used as an alternative form of shuttle. 6. Airside infrastructure (i.e., taxiways and runways) closures for aircraft parking are common and coordinated with the FAA. 7. Fewer GA airports are utilized when the event location is near a commercial airport. 8. Attendees are attracted to airports with desired amenities and promotional events at the airport itself. 9. Fewer jurisdictions in charge of multiple airports increases the ease in allocating the arriving aircraft appropriately. 10. Additional fuel must be available.

39 Basic Regional Planning Steps 1. Review the scope of the event, including the venues. 2. Identify planning partners. 3. Identify number and type of attendees to determine demand. 4. Identify aviation service area(s) and facilities capacities and services. 5. Allocate anticipated aircraft within the service area(s). 6.
