4 UK RPAS REGULATIONS In place since 2004 (first edition of CAP 722) Large update due in Jan 2015 although process is in continual evolution (eg introduction of safety cases in Nov 14) Currently the CAA only deals with operators of RPAS. Manufacturers currently not included.

5 SCHOOLS CAA delegates recognised training to two NQEs: Resource Group and EuroUSC. They provide operator and pilot training. Moves afoot to broaden the training base with ideas to allow operators with certain experience to provide training. Ideas being discussed for self certification at for the lowest risk operations.

6 RPAS Testing UK currently has a RPAS test site in Wales however this is not a mandatory facility but it is an enabling facility.

7 URBAN FLIGHTS If under 7kg, flying in urban area forms part of the standard CAA permission but 50m must be maintained between aircraft and people and property not under the pilot s control. If operators wish to operate at closer distances, a safety case will require submission, valid for a year on acceptance 7kg and above operations in Urban area until 12 Feb 15 are allowed via one off specific permissions. Thereafter, the submission and acceptance of a safety case will give a general permission to fly in urban airspace for 1 year. Depth of the safety case will depend on levels of risk ie an operator wishing to fly a 20kg airframe at distances of 20m will require a more detailed safety case than an operator wishing to fly a 9kg airframe 40m from the public. One off permissions will no longer be granted.

8 BVLOS BVLOS not currently in wide use BVLOS can, in theory, be allowed by submission and acceptance of a suitable safety case. In reality, the technology for BVLOS eg sense and avoid, is not currently mature enough for wide adaptation.

9 ILLEGAL OPERATORS Illegal operations are rife Most are from consumers. Hobbyists and those with Permissions from Aerial Work tend to stay legal (but not always!). The majority of illegal flights are probably more due to ignorance however there is a sizable minority that operates with willful disregard. Enforcement is weak: CAA do not have the resource and the police are not generally interested. With that said, the police are now beginning to take note after recent high profile RPAS incidents (Emirates Stadium) 2 convictions to date (by the CAA)

10 Moving Forward CAAs to better resource their RPAS departments. At a time of budgetary restraint, how? Police required to enforce RPAS law (currently illegal ops undermine legal operations) Europe needs to QUICKLY decide on a common list of minimums in order to enable cross boarder work. The current pace is simply not quick enough given the speed of the industry s development. At the last conference it was mentioned that a discussion paper can take a year to circulate. Too slow. BVLOS is the current barrier to wide uptake at commercial level. Funding is required for R+D into technologies such as sense and avoid. A European fund would bring synergy, speed up the process and better enable set European standards. Spectrum allocation. Most commercial operators use 2.4 and 5GHz open bands but power levels are limited. As the industry grows, specific allocations will be required for command links especially for BVLOS operations.
