NOT WHERE WE HAVE BEEN BUT WHERE ARE WE GOING Throughout the past year, the VABA has proactively been working with and made presentations to: Education, Environment and Economic Development workgroups of the Virginia Joint Commission on Technology & Science (JCOTS). Governor s Aerospace Advisory Commission. Numerous Legislators Developed partnership with Virginia Space Grant Consortium. Ongoing monthly visits at Virginia airports. Visited numerous academic institutions that provide post high school aviation training and academic programing.

3 2018 LEGISLATIVE PROGRAM USED JCOTS STUDY GROUP RECOMMENDATIONS AS ITS BASIS FOR WORKFORCE DEVELOPMENT INITIATIVE 1. Create an Online Information Portal for Aviation and Aerospace Education and Workforce Development Programs and Events. 2. Expand opportunities for pipelining students into aviation and aerospace studies and careers from eighth grade through college. 3. Remove hindrances to teacher certification to assure education and vocational resources are properly available. 4. Update SOL s so as to not be a barrier for introduction of Aviation/Aerospace STEM and other related curriculum. 5. Fund seed program for pilot ground school training at high school juniors and seniors. (House budget provides $100,000 per year for this initiative. Program to be negotiated in Conference)

4 2018 LEGISLATIVE AGENDA Legislative Package included: Budget Amendments to create and expand existing workforce programs administered by the Virginia Space Grant Consortium : Create and professionally staff an on-line aviation and aerospace portal to connect business, academia and students with available training resources. Expand Virginia Aerospace Scholars Program to include aviation programs. Expand Virginia Aerospace and Aviation Paid internships opportunities throughout the Commonwealth utilizing network of aviation trade association member businesses. Expand Building Leaders for Advancing Science and Technology (BLAST) Aerospace emersion program to aviation focused sessions in partnership with Liberty University School of Aeronautics and Avert University Pilot program Create Flight Training Scholarship program for high school students.

5 SB216, Cosgrove Requires Virginia Economic Development Partnership Authority (VEDP) to assign an individual to the marketing and recruiting of aviation related businesses to Virginia. Stricken at Patron s request to allow VEDP to assign responsibility. SB307, Cosgrove Directs the department to convene stakeholder s workgroup to explore issues relating to coordination of all UAS and define responsibility of UAS under the DoAV. Approved 3/30/2018 HB638, Collins / SB526, Obenshain UAS, use of system in unlawful manner. Bill clarifies prohibition on local government extends to all political subdivisions of government. Governor s amendments partially accepted. Awaiting Governor s action 5/18/2018. HB993, Byron Worked with Virginia Airport Operations Council to enact legislation allowing the VA Board of Aviation to transfer discretionary funds allocated to an air carrier airport, to general aviation airports and back as funding allows. The legislation allows the Virginia Aviation Board to maximize available Commonwealth Airport Funds. Approved 3/29/2018 HB1004, Byron - Stormwater Runoff - Locality to provide a waiver for certain charges for public use airports. Stricken from docket Will revisit in LEGISLATIVE AGENDA CONT.

6 Upcoming Events and Activities Listening Tour on Wed., May 23 rd Roanoke-Blacksburg Regional Airport 10:00 AM Listening session & lunch Shannon Airport & Museum 3:00 PM Listening session, museum tour & reception Information gathered helps formulate the legislative agenda for 2019 Legislative Session. Executive Director, Bud Oakey visiting airports across the Commonwealth monthly. Since the end of the session visits have been made to Manassas, Shannon, Roanoke and Winchester Airports. Each airport is unique and has its own issues (If you ve seen one airport, you ve seen one airport ) Continuing our to educate the positive impacts of HB1738 Tax Exemption that goes into effect July 1 st. Focus will continue on Workforce & Economic Development, Environmental and Storm water Run-off. Planning educational programing on: Integrating UAS Operations into your business Operating an aviation business taxes, insurance and people.
