2 Aerospace & Aviation Sector Skill Council (AASSC) Monthly Report 0 5 A U G VISITED SLC EDUCATIONAL SOCIETY, HYDERABAD. Peter Immanuel, CEO & Chetan S, Manager(SAC) visited SLC Educational Society, Hyderabad for discussions on the intent in starting aviation related training under the DDUGKY programme. Discussions were held with the institution and the consultants involved on the number of candidates to be trained for the various Job Roles. The Job Roles for which the training can begin were also identified based on the demand and the importance shared by AASSC. AASSC s involvement and contribution during the project initiation and implementation by way of providing the Skilling framework, ToT Certification and assessment were also discussed. 0 6 T O 1 0 A U G SKILLINDIA: CAPACITY BUILDING PROGRAMME TRAINING OF TRAINER WORKSHOP PHASE-II.
3 The Aerospace and Aviation Sector Skill Council (AASSC) and Department for International Development (DFID), a UK government department jointly organised the Phase-II of Training of Trainer (ToT) workshop in Bengaluru from 06 to 10 August The structure and content was designed based on feedback received from the Phase-I of workshop conducted earlier this year in March by AASSC and DFID in Bengaluru.The Science Engineering and Manufacturing Technologies Alliance (SEMTA), UK was the delivery partner of the workshop. The program was organised under the Skills for jobs project, in association with AASSC. The Phase II workshop witnessed participation from 23 Participant Trainers representing aerospace & aviation industry along with 3 Master Trainers from Dudley College, UK arranged by SEMTA. The British High Commissioner to India, H E Sir Dominic Asquith KCMG along with the Deputy British High Commissioner - Bangalore, Dominic McAllister and Director United Kingdom Trade Economics and Prosperity, Ms Rhiannon Harries met the participants on the Day-3 of the workshop for a Q&A session to gauge the impact of the workshop. The High Commissioner expressed support for capacity building initiatives such as this under the aegis of India-UK MoU for skill Development. The workshop concluded with a valedictory function where Shri A N Chandramouli (Director AASSC) was the Chief Guest. In his address to the participants he said each trainer will go and train more trainers leading to the multiplier effect and increasing the impact of the India Capacity Building Programme. He also highlighted how AASSC came in to existence through the efforts of its promoters. D Peter Immanuel, CEO AASSC who was also present on the occasion said that even as we have a National Skills Qualification Framework and adequate infrastructure for the skill development programs across the country, non-availability of qualified trainers is a serious constraint. Programs like these are designed to make structural impact on the skill development ecosystem. The fast growing Indian Aviation and Aerospace sectors are being strongly supported by the Skill for Jobs project being implemented as part of India UK collaboration for skill development.
4 0 8 & 0 9 A U G ATTENDED ALL HANDS MEET OF SECTOR SKILL COUNCILS. Attended All Hands Meet of Sector Skill councils, which focussed on the issues related to the Management of skilling activities by the SSCs under the given mandate, New Reforms in Assessment & Certifications process including On-line assessment, Migration of MES Courses to SSCs for A & C, Other Ministries Schemes in Skilling, Close group interaction with NSDC CEOs for deep dive into State Skill missions, National Apprenticeship programme and projects under PMKVY. 0 8 & 0 9 A U G D PETER IMMANUEL, CEO TOOK PART IN THE DISCUSSION. D Peter Immanuel, CEO took part in the discussion for setting up a Centre of Excellence(CoE) between Foremen Training Institute (NSTI Bangalore), The Welding Institute, UK (TWI) and Aerospace and Aviation Sector Skill Council (AASSC) at NSTI Campus Bangalore. Using synergies for skilling between FTI and TWI the Qualification Packs (QPs) of AASSC are identified 1) Aerospace Welder 2) Aerospace Lab Technician NDT for the initial phase of the proposed skilling courses at the CoE. Discussions were held by AASSC, FTI, DFID,UK and TWI on the following: 1) Scope and objective of the CoE 2) Structure of the CoE 3) Funding of the CoE. A list of equipment and curriculum was shared by AASSC with both the parties. TWI has agreed to make preliminary study of the QPs and devise the course or a training module which will be the initial course to be started in the the CoE for the QPs identified.
5 1 7 A U G SEMINAR ON "SKILL DEVELOPMENT FOR CREATION OF WORLD CLASS AEROSPACE & AVIATION ECOSYSTEM" Society of Indian Aerospace Technologies and Industries (SIATI) with support from Aerospace & Aviation Sector Skill Council (AASSC) conducted a seminar on "Skill Development for Creation of World Class Aerospace & Aviation Ecosystem" on 17 August 2018 at Dr V M Ghatage Convention Centre, Bangalore. Veterans from the industry gave presentations in the seminar. The event also witnessed participation from trainers and faculty members, students, working professionals, consultants and government officials. Dr. C. G. Krishnadas Nair, President of SIATI and former Chairman and Managing Director of HAL chaired the inaugural session. Both the pre-lunch and post-lunch sessions ended with lively interactions between the participants on both side of the dais. B2B meetings also followed lunch between AASCC and other entities who are keen on playing a greater role in Skill Development in Aerospace & Aviation sector.
6 1 7 A U G INDIA SKILLS NATIONAL PREPARATORY MEETING G Rajendran, Manager(TIE) attended India Skills National Preparatory Meeting at NSDC, New Delhi on 20 Aug The meeting was conducted to throw some light on the preparations/trainings planned for the world skills India finals competitions in the run-up to participation in world skills India competitions. 2 0 A U G VISITED P3 INDIA CONSULTING PVT LTD Chetan S, Manager(SAC) & CEO AASSC visited P3 India Consulting Pvt Ltd, Bangalore for the purpose of auditing the center on the progress made on the GKN Aerospace CSR project. Discussions were also made on the progress on the Centre of Excellence in Design during the meeting. The center is to be launched soon and offering skilling courses in the Job Roles developed by AASSC in the subsector of Aerospace Design & Development. 2 1 A U G WORLDSKILLS INDIA COMPETITIONS WERE HELD AT SCHOOL OF AERONAUTICS, NEEMRANA A Boot Camp for the finalists (6 candidates) of WorldSkills India competitions were held at School of Aeronautics, Neemrana between 20 Aug to 03 Sep G Rajendran, Manager (TIE) of AASSC visited the said premises on 21 Aug 2018 to oversee the conduct of the boot camp. The candidates are being given a comprehensive capsule in Aircraft Maintenance skill for 15 days on;
7 1. Daily inspection 2. Sheet metal repair 3. Composite repair 4. Rig aircraft control systems 5. Remove and install aircraft component 6. Gas turbine engine borescope inspection 7. Fabricate an aircraft electrical loom & Fault diagnose an aircraft electrical circuit 8. Work organization and management, Communication and interpersonal skills & Problem solving, innovation, and creativity 2 4 A U G A PROPOSAL FOR FOR M/S AIR INDIA SATS AIRPORT SERVICES PVT. LTD. WAS SUBMITTED ON 24 AUG 2018 A proposal for for M/s Air India SATS Airport Services Pvt. Ltd. was submitted on 24 Aug The project will cover certification of about 6000 AI SATS employees from 5 different stations involving about 15 approved aviation related job roles. 2 4 A U G UGC (UNIVERSITY GRANTS COMMISSION) APPROVED AN INTERESTING B. VOC COURSE THAT PERFECTLY BLENDS THE EDUCATIONAL & SKILL DEVELOPMENT ECOSYSTEM. UGC (University Grants Commission) approved an interesting B. Voc course that perfectly blends the educational & skill development ecosystem. Annamalai University launched the first B Voc in Airport Operations on 31 Aug 18, which is the first such program in Aviation sector in India. The CEO, AASSC was the Chief Guest during the inaugural program held in Chidambaram. The classes have commenced on 03 Sep 18. The program has evoked good response from across the country.the B.Voc programme candidates will have the option of multiple exits during the 3-year programme and will be certified on the Job Roles trained for before exiting accordingly.
8 OTHER ACTIVITIES DURING THE MONTH 1. Preparation for finals of WorldSkills Competitions : a. The experts at School of Aeronautics, Neemrana have been approached for the development of the following test cases for the finals of the championships to be held at NSDC, Aerocity grounds, New Delhi between 02 Oct to 06 Oct 2018; 1 Initial Scheduled Aircraft Acceptance Maintenance Check 2 Aircraft structure repair (non-ferrous) 3 Composite structure inspection 4 Line Replacement Unit (LRU) Mechanical 5 Line Replacement Unit (LRU) Electrical 6 Certification and Return to Service procedure 7 Work organization and management, Communication and interpersonal skills & Problem solving, innovation, and creativity The above test cases are likely to be submitted by 05 Sep 18. b. M/s Jetserve Aviation have been approached for providing a helicopter at the WorldSkills India Competitions during at the venue at NSDC, Aerocity grounds, New Delhi during 02 Oct to 06 Oct. The helicopter will be used for display and conduct of competition in Aircraft Maintenance skills. 2. RPL project for Armed Forces technicians (Air Force & Navy) : M/s Pawan Hans Ltd have been approached for CSR bridge funding of RPL for about 1000 armed forces technicians. the RPL project covers 7 job roles in the MRO sub-sector of civil aviation. In addition, 2 separate proposals have been submitted for launching CSR programs in aviation sector in Bangalore and Mumbai. 3. Nominations from industry for participation in BRICS Future Skills Challenge (28th September to 8th October 2018 in Johannesburg, South Africa) in Aircraft Composite Structures and Aircraft Sheet Metal related skills. AASSC had approached the following companies for nominating candidates/experts for the BRICS future Skills challenge; 1 Hindustan Aeronautics Limited 2 Air India Engineering Services Ltd 3 Air Works India (Engineering) Pvt. Ltd. 4 Dynamatic Technologies Limited 5 MRO Association of India 6 TATA Advanced Materials Limited 7 TATA Advanced Systems Limited 8 Enlivening Technologies Pvt. Ltd. 9 Kineco Kaman Composites - India Private Limited 10 National Aerospace Laboratories (NAL) M/s NAL have proposed to participate in the above event at Johannesburg, South Africa along with candidates and experts.

Content Development: Content for Participant Handbook & Facilitator Guide of the following job roles are under development (2nd stage) with the Content Developer for the following job roles; 1 Airline Flight Load Controller 2 Airline Ramp Executive 3 Airline Cabin Crew 4 Airline High Lift Truck Operator 5 Flight Dispatcher Two of the job roles in Sl. No. 1 & 2 have been submitted, perused at AASSC & NSDC and shared with publishers after industry endorsement procedures during Aug Content for the remaining 3 job roles are in the process of development. 5.Pradhan Mantri Kaushal Vikas Yojana (PMKVY) is a flagship scheme of Ministry of Skill Development and Entrepreneurships (MSDE) with an outlay of Rs crore to train 1 crore youth of the country. The RFP route for target allocation of training candidates under the scheme was opened up and there were 5 Job Roles of Aerospace & Aviation Sector for the CSCM (Centrally Sponsored Centrally Managed) component scheme and they are 1. Airline Cargo Assistant 2. Airline Baggage Handler 3. Airline Customer Service Executive 4. Airline Security Executive 5. Airline Reservation Agent The submission of proposals was being done online by visiting proposal management system at pmkvyofficial.org that was accessible to training providers from 16th August 2018 and the last date for the submission of proposals was 6 pm till the 2nd Sep A large number of training partners were persuaded to apply for the Aerospace & Aviation Job Roles and submit the proposals for training candidates online. A number of training partners like GMR Aviation Academy,IL& FS Skills, SEEK, Jet Serve Aviation & SLC Education Institutions to name a few of the organisations have submitted the proposal to train under this scheme. A rough estimate indicates that around proposal have been submitted to train around candidates by all the Training Partners put together. However, the final numbers will depend on the allocation that is being made by NSDC Once the proposals are approved and training numbers allotted, training for these Job Roles will happen across the country in the various cities and towns of the country. 6.AICTE: PMKVY- TI : Aerospace & Aviation is an emerging sector in India. AASSC has developed Skill Development Framework for 70 Job Roles to meet the growing demand. All India Council for Technical Education, a statutory body under MHRD, GoI has approved 7 Job Roles under the Pradhan Mantri Kaushal Vikas Yojana Technical Institutions (PMKVY-TI ) programmes for the year The 7 Job Roles approved under this scheme are Airline Cargo Assistant, Airline Customer Service Executive, Airline Baggage Handler, Airline High Lift Truck Operator, Airline Security Executive and Airline Flight Load Controller. 19 Academic Institutes across the country have been approved by AICTE under the PMKVY TI scheme and have been allotted numbers. 600 candidates are to be trained, assessed & certified under the Aerospace & Aviation SSC s Job Roles in the academic year
10 7.CV Raman Education institutions have approached AASSC for additional skilling courses to be incorporated as a part of their MBA programme. Skill courses for 2 Job Roles of Airline Network Planning Analyst and Airline Revenue Management Analyst are to be incorporated as a part of the MBA course. 8.AASSC has been approached by the Assam Govt to identify the Training Partners who are interested in providing training in Assam, for the various Job Roles of Aerospace & Aviation. A list of training partners with their contacts was prepared & submitted for further consideration and processing. A proposal is also under consideration for setting up in Guwhati, a Multi Skill Aviation Skill Centre similar to the one that has already been set up by AASSC. 9.DGT and NSDC are collaborating under the guidance of MSDE to improve the quality of trainers and assessors in the skill development ecosystem. MSDE, with the support of Singapore Govt and the Singapore Polytechnic has prepared to launch National Skill Trainers Institute across 5 locations within India. Aerospace is one of the sectors identified for setting up the institutes at Mumbai, Hyderabad and Kolkatta. AASSC is closely working with NSDC and DGT in this regard. Interestingly, a private investor along with Singapore Polytechnic also has envinced interest to set up a similar academy in India along with AASSC. Both the above proposals are being considered under the same umbrella initiate of Ministry of Skill Development and Temasek foundation of Singapore. 10.Assessments were conducted for the Job Roles of Airline Reservation Agent and Airline Cargo Assistant at HRCT group of Institutions, Ghaziabad for batch of 25 candidates for each of the Job Roles. The candidates were trained and assessed under the AICTE approved PMKVY-TI Scheme. 11.HAL Avionics Division, Hyderabad has approached AASSC for certifying 300 to 400 experienced soldering operators. A training programme which includes a refresher training course (Maximum 0.5 days duration) on soldering and rework process for through hole & surface mounted components including flat pack ICs (with and without lead), BGA, jumper wires etc is to be is to be provided to each participants. A practical test to assess operator skill level is to be conducted for the assessment. The operators thus evaluated through the practical test are to be certified based on the Job Role of Aerospace Avionics Technician QP. The training for the refresher and the assessment of the refresher course is to be done through a Training partner of AASSC. 12.Rolls Royce India has approached AASSC and submitted a proposal for an engine tear down/skill development centre in partnership with an eminent academic institution. Discussions are being made with IISc, Bangalore in this regard with the association of AASSC. The primary objectives will be to i) Training & experimental study for Rolls-Royce Bangalore engineers ii) Developing best practices in engineering iii) Additionally serve to aid improvements in the robustness of our assembly/dis-assembly processes and tools. Additionally, the objectives of the centre will be for i) Collaboration between Indian institutions & Rolls-Royce engineers ii) Skill development for technicians and engineers in aero engine domain iii) Skill development trainings for the industry in partnering with Aviation Aerospace Sector Skill Council (AASSC) for the identified job roles in the domain as required. The job roles identified of AASSC are 1) Aircraft power-plant technician (Ref: AAS/Q2001) and 2) Designer Aerospace propulsion systems (Ref: AAS/Q3105
