6 Samallout / Suez Gulf / Jabal El-Zayt 500 kv Transmission Line Socio-Economic Setting Study FIRST: SOCIO-ECONOMIC ENVIRONMENT OF THE RED SEA GOVERNORATE 1. General Background The Red Sea governorate is located in the South Upper Egypt Region, encompassing Souhag, Aswan, Qena, the Red Sea governorates, and Luxor city. The Red Sea governorate overlooks the Red Sea Coast in the East, stretching over (1080) km. It is bordered in the West by Beni Swueif, Menia, Assiut, Souhag, Qena, Luxor City and Aswan, in the North by Suez and Giza governorates, and in the South by Sudan. Hurghada city is the governorate's capital. The Red Sea as a main artery bridging east and west, has gained its strategic importance across the history. Due to the governorate's historical, economic, political, and geophysical dimensions, it has become a governorate of all times; the past, the present, and the future. It is Egypt's eastern gate, which is rich in oil, minerals and fish resources. This is in addition to its gifted beautiful nature, and its wonderful climate characterized by the warm sun and low humidity rate all the year round. Extending along the Red Sea and deep into the Eastern Desert gave the governorate its strategic importance, as such; it is strategically significant for Egypt national security in particular and the Arab Region in general. The total area of the governorate covers thousand km2, representing 11.8% of the Republic's area. The governorate is divided into 6 cities, 2 districts, 12 rural local units annexed by 14 villages, and 22 hamlets. According to the preliminary results of the 2006 census, the population is thousand people; 95.5% of them live in urban areas, and 4.5% in rural areas, and the population natural growth rate has reached 24.9 per thousand. Development of basic infrastructure and completion of local utilities and services have been major concern of the State to serve citizens and enhance tourism development as well. After implementation of the development plans, the governorate has become one of the investment zones and one of the world's tourism attraction areas, and consequently a major source of the national income. Since the governorate is rich in unique rare sea creatures, birds, wild animals, and medical plants, it was necessary to establish natural protectorates to preserve this wealth from extinction. These protectorates would host the largest number of undomesticated animals such as turtles, and rare sea birds, in addition to valleys, plains, and plateaus which host animals, and rare wild plants

7 The Red Sea governorate is the main outlet for the exports and imports of Upper Egypt governorates. It has a sea port for pilgrims. Tourism is the main activity in the governorate, in addition to other activities such as mining. The Red Sea governorate is by far the richest governorate in minerals resources because it has huge reserves of metals and none metal ores together with ornament stones, and oil which constitutes 75% of the Republic's production. Figure-1 gives the map for the Red Sea Governorate and Tables-1, 2 and 3 give some main geographical and administrative indicators

Population and Demography The project siting will extend from Samallout 500 kv S/S, west of the Nile River, to the Gulf of Suez, including the Gulf of El-Zayt area and will end at the proposed site of Jabal El-Zayt S/S, which is about 7 km to the west of the Suez Gulf and about 4.5 inward km south west of Ras Shuqayr in the Red Sea Governorate and about 370km south east of Cairo. The route all along the Red Sea Governorate is an empty, uninhabited, uncultivated, state-owned land area. The total area of the Red Sea Governorate in 2008 is 119,100km 2 i.e million Feddans, represent 11.8% of the total land area of Egypt, out of which aroud 3500 km 2 (i.e. 2.94% of the total Red Sea Governorate area) represent Ras Ghareb zone, where close to it Ras Shuqayr & Gulf of El Zayt area is located. Total population of about 288,233 reside the Red Sea Governorate and represent about 0.4% of the total population in Egypt. The population at the Ras Ghareb administrative city is approximately 31,922. The total population of Red Sea Governorate, including all cities (Ras Ghareb, Hurghada, Safaga, Qussair, Marsa Alam & Shelatin) was estimated as 156,137 in 1996, 173,379 in 2001 and 188,871 in 2005, with an increase of around 20.96% over 1996 figures. Under the proposals set out in the Governorate s Development Plan, the population of the Ras Ghareb zone is likely to increase with the development of new industrial, commercial and residential businesses, and is expected to reach 34,470 by Tables-4 through-14 show population data for the Red Sea Governorate, with special emphasis on Ras Ghareb Zone, obtained from both the Central Agency for Public Mobilization & Statistics (CAPMAS) and the Information and Decision Support Center of the Red Sea Governorate. In the Ras Ghareb Zone, around 18.24% of the Zone total population forms the active registered work force, while in the administrative city of Hurghada this ratio reaches about 15.38%. This labour pool is comprised of employees of industrial activities (petroleum, agriculture and hunting, mining, quarrying and manufacturing, retail & wholesale trade, hotels & restaurants, transportation, storage & communications, education, health & social activity and services), employees of small industry and small business operators. Around 85% of the total labour pool can be categorized as skilled, having been trained in various disciplines. Tables-15 and 16 present some details on the labour market in Red Sea Governorate in the year 2007, while Table-17 gives some details on the work force in Red Sea governorate, by Administrative Cities. Table-18 provides with estimates of employees by economic activity and sex. Table-19 gives some details on registered industrial establishments and their employment in Red Sea Governorate in A considerable portion of the Red Sea Governorate s economy centers on small businesses which comprise handicraft workshops sector as indicated in Table-20. The proposals outlined in the Red Sea Region Master Scheme 2012/2015, which corresponds to the Government of Egypt s development program for the country, are likely to offer more than 4,200 employment opportunities through the construction and operation of the proposed businesses as well as industrial and commercial developments in the entire Red Sea area. Table-21 gives basic data on industrial zones and Tables-22 through 29 give overview regarding recent economic activities and investments allocated for administrative cities of the Red Sea governorate during Table-30 gives some details on the worker's and professionals' cyndicates

The only available information on weekly average wages by economic activities and sector in Egypt is abstracted from CAPMAS as indicated in Table-32. However, fieldwork carried out by ECG representatives, suggests that the local population of the Red Sea Governorate is composed of a mix of professional and manual workers

29 In discussions with Governorate representatives during ECG representatives' field visits in December 2008, it was suggested that manual construction work is generally undertaken by migrant labour as there is little local labour available (or willing) to carry out this work. Migrants, often from Upper Egypt, travel to the many places inside Egypt, including Red Sea area, attracted by the employment possibilities in the areas. They are not actively recruited from outside the area by development companies. The migrants remain in these areas until employment prospects draw them elsewhere. This migrant labour process is common in northern and eastern Egypt. All Governorate officials consulted by ECG expressed that facilities (housing, public and social services etc.) in the Red Sea area, particularly, Ras Ghareb, Ras Shuqayr and Hurghada zones, are more than adequate to absorb these migrants and they do not create any social problems in the area

31 5. Local Populations and Traditional Tribal Lands Although the Egyptian Eastern Desert is home to some local tribes, no local populations were found living on the site or its surroundings. Local populations representatives were looked for to be consulted during February 2010, however, there were no local populations at the routing areas or substations sites and its immediate surroundings to be consulted. 6. 37 Electricity and Natural Gas Table-40 gives basic energy data for Red Sea Governorate in terms of number of subscribers in both the electricity network and natural gas services as well as the electricity consumption. Tables-41 and 42 give some details on electricity production and consumption as well as the power generating and distribution facilities in service today in the Red Sea Governorate. Tables-43 and 44 give an overview on the wind energy capacity and technical performance indicators associated with wind energy at Hurghada area during 2006/2007. Table-45 provides with some details on Red Sea gas services and connection to both natural gas and electricity public utilities. Figure-2 shows the existing electrical facilities for the entire Red Sea Governorate in Figure-3 also shows how the proposed transmission line will be connected to existing electrical facilities running around the project facility and supplying all industrial, commercial and residential demands located in Red Sea Governorate and connected to the unified power grid. 43 Health Care Facilities Tables-46 & 47 show that main medical facilities in Red Sea Governorate consist of 4 public and central hospitals, 2 health integrated hospitals, one specialized hospital, 5 private hospitals, one military hospital and one One-day Surgery Hospital. The hospitals collectively support approximately 759 beds, they are well equipped for most types of surgery and convalescence and are staffed by more than 528 physicians and 531 nurses covering all medical specializations. Many other private clinics are distributed over the Red Sea area. The Ras Ghareb administrative city comprises 4 health centers, 1 mobile health unit, 1 central hospital, 3 private health units, 1 dentistry unit and 5 analyses labs shown in Table-53. Table-50 shows that the Red Sea Governorate includeds 21 family planning centers and clincs covering all medical related and guidance aspects and staffed by at least one physician and one nurse each, 20 health treatment small-scale units, some dentistry clinics, and 31 governmental as well as 290 private pharmacies. 64 Communications and Transportation Table-82 lists the available communication services in the Red Sea Governorate and Table-83 gives the evolution of telephone density in the Red Sea Governorate during the period Red Sea Zone includes 23 main Telephone Centrals and about 80,276 telephone lines. The Governorate has currently around 27,000 un-occupied telephone lines which form a considerable reserve for future expansion. Table-84, also, provides with telecommunication and telegraph offices (104 & 14), in addition to public telephone cabines (86) and internet centers (166) in the Red Sea Governorates. Table-85, also, gives the total number of working post offices, where 24 post offices and 13 post agencies provide the entire Red Sea Governorate with posting services. The transportation network available within the Red Sea Governorate includes 3,657 km main paved roads, and 139 km un-paved ones. About 1,763 buses run within all over the Red Sea Governorate. A total of 22,079 licensed vehicles provide transportation services in the Red Sea Governorate, out of them about 7,888 private cars and 1,952 taxis. There are police points also available and extinguishing centers served by extinguishing cars and extinguishing taps. 91 SECOND: SOCIO-ECONOMIC ENVIRONMENT OF THE EL-MENYA GOVERNORATE 1. General Background The El-Menya governorate is located in the North Upper Egypt Region that encompasses Fayoum, Menya, and Bani Swaif governorates. It is characterized with its rural style. Menya is known as the beautiful bride of Upper Egypt (Figure-4 gives the map for The El-Menya Governorate). The governorate covers an area of km 2, representing 3.2% of the Republic's total area (Tables-121 & 122). It comprises 9 Marakz, 9 cities, 61 rural local units, 360 villages and 1429 hamlets (Table-123) According to the preliminary results of the 2006 census, the population is estimated at 4.2 millions; 18.8% of them live in urban areas and 81.2% in rural areas. The population natural growth rate has reached 22.8 per thousand. The governorate moved towards the expansion into the desert and established new urban communities such as New Menya City and is expected to achieve human and economic development (urban, agricultural, and tourist). The El-Menya is an agricultural governorate with estimated cultivated areas of thousand feddans. Cotton, wheat, onion, and sugar cane are the major crops. Beside being an agricultural governorate, it has made major strides in industry, particularly in food processing, spinning and weaving and chemicals, in addition to the establishment of an industrial area in the East of the Nile, 12 km south of Menya bridge. The area was mapped out and divided into nine industrial zones, along with establishing the small enterprises complex as well as the main and secondary services centers taking into consideration environment friendly standards. The El-Menya governorate is held an eternal record of all dynasties and monuments in Egypt that represent the Pharaonic, the Coptic, and the Islamic eras. Mosques of El Laty, El Amrawy "Elwadaa", El Masry, El Fouly, Zawyet Sultan, Tahna El Gabal, Antar Stable, that includes Hatshepsut Temple, Tal El Amarna, and the Tilting Minaret Mosque are the most important monuments in the governorate

94 The El-Menya governorate is located in the North Upper Egypt Region that encompasses Fayoum, Menya, and Bani Swaif governorates. It is characterized with its rural style. Menya is known as the beautiful bride of Upper Egypt. 2. Population and Demography The project route is located at Samallout area to the west of the River Nile and extended along El-Sheikh Fadle/ Ras Ghareb Road to the eastern desert. With the exception of a length of about 32 km near the Nile River, where the 280km 500 kv double circuit east-west line would cross agricultural land, virtually all the rest of the line, will go through uninhabited uncultivated state-owned desert land. On the eastwest route no population or human settlements were observed between the Samallout 500 kv Substation and the Gulf of Suez (Ras Ghareb) oil terminal and township. The route is far enough from the nearest residential areas. The total area of the El-Menya Governorate in 2010 is around 32,279 km 2, i.e Million Feddans. Total population of about 4,166,299 reside the El-Menya Governorate and represent about 5.7% of the total population in Egypt in The population at the Markaz Samallout is approximately 586,774. The total population of El-Menya Governorate, including all Marakez (Al-Odwa, Maghagha, Beni Mazar, Mattay, Samallout, El-Menya, Abu Korkas, Mallawi and Deir Mowas) was estimated at 3,310,000 in Population studies indicate a rapid increase in Menya s population. In 1976, Menya s population was 2,045,000 raised to 2,645,000 in the next census in 1986, then 3,310,000 in According to the estimated census of the governorate in 2006, Menya s population reached 4,049,000 with a growth rate of 2.19%. Population concentration for the total area of Menya is 0.12 thousand/km 2. As for the inhabited area, population concentration reaches 1.64 thousand person/km 2 as this area is estimated to be km 2. Such increase in growth rate in Menya compared to other governorates is related to the cultural inheritance that encourages early marriage & abundant off springs as do the other governorates in Upper Egypt. Low economic standards of the family also encourage the family to have more kids as a source of income especially that poverty level in El-Menya rises up to 51%, in addition to other factors related to the general awareness of the citizens. Growth rate in Menya reached 2.56% from 2003 till Growth rate in the rural part of the governorate exceeds the urban ones, as it recorded 2.64% in the country side and 2.37% in the urban areas. However, growth rate in general tends from what it was prior to 1996 where it reached 2.71%. Under the proposals set out in the Governorate s Development Plan, the population of the El-Menya is likely to increase with the development of new industrial, commercial
