2 Background Buganda Cultural Tourism Cluster (BCTC) A Clusters under the auspices of the Innovation Systems and Cluster Programme in Uganda (ISCP-U) spearheaded by the Faculty of Science and Technology of Makerere University. The program is designed to stimulate innovation and competitiveness for sustainable economic development among communities in the regional member countries which include Uganda Tanzania and Mozambique. Through the Secretariat of the ISCP- Uganda, a bench making exercise was arranged for several selected Clusters in Uganda to visit related Clusters in Tanzania. The Cultural Tourism Cluster, Bwas therefore mandated to visit the Bagamoyo Cultural Heritage Tourism Cluster in Tanzania. uanda June 2009 Bagamoyo, Prince J. Wasajja KCTC-UGANDA 2
3 BAGAMOYO HERITAGE SITE Bagamoyo Cultural Heritage Tourism Cluster (BCHTC), about 70 Km North of Dar es Salaam defined as an area delimited by the Sadaani National Park in the North, Mbegani Fisheries Institute south and the beautiful beaches, western Indian Ocean to the East. 4 BAGAMOYO CULTURAL HERITAGE TOURISM CLUSTER The cluster is unique for it has a wide range of tourism products and services; characterized by multi- ethnic and multiracial society with her people practicing different beliefs. The cluster is made up of groups with different types of businesses and forms the following main sub-clusters; Tour Guides, Artists (Carvers, painters and performers), Transporters, Food processors, Fishers, Restaurant and Bar owners, Hotel and Lodge owners, Academia and Traditional healers June 2009 Bagamoyo, Prince J. 5 OBSERVATIONS /LESSONS LEARNT Although our Cultural Tourism Cluster in Kampala is regarded as a corresponding cluster to the Bagamoyo Cultural Heritage Tourism Cluster in Tanzania, there are several differences that make each very distinct from another. Bagamoyo district has almost all of the important tourism sites and attractions including all the land, owned by the Government. There is a responsive and use-friendly working relationship between the Government and the local community of Bagamoyo which enables the locals to have maximum control over the tourism enterprise. The cluster has been clearly organized and divided into sub clusters which enable the smooth running of activities in the different sectors of the main cluster. The different sub cluster have a semi autonomous existence which gives them mandate to come with new developments and innovations and later report to the main stream executive during the general meeting June 2009 Bagamoyo, Prince J. 6 LESSONS LEARNT The single Bagamoyo district is proud of its three prominent and well stocked museums. The main museum is found at the first Roman Catholic Church in Tanzania which was established in 1868 and now is an important pilgrimage for the catholic believers. The museum documents the history of the Roman Catholic Church ad her efforts in the abolition of slavery. The last two are found at Kaole ruins and Caravan Serai respectively. Although five facilitators were trained by ISCP- EA, only one was still active. The rest had lost interest even before the official inauguration of the cluster. It is rather alleged that this resulted from the fact that all the five facilitators were not residents of Bagamoyo. There are 12 resorts And Beach Hotels June 2009 Bagamoyo, Prince J. 7 Bagamoyo Beach The whole district of Bagamoyo has laid a firm foundation for tourism. All businesses in Bagamoyo rotate around tourism. Thereby the place is full hotels, restaurants, lodges, bars, art shops, resorts, etc. Enough effort has been put in the conservation of the old structures erected by both the Arabs and Germans. The work on the rehabilitation of the structures is underway but this has been done in a sense that the old appearance/architecture is not in any way altered. The presence of the white sand beach has made a great contribution to the promotion of tourism in Bagamoyo District. There are many deluxe hotels that are stretched along the beach to give the tourists accommodation and good views June 2009 Bagamoyo, Prince J. Wasajja KCTC-UGANDA 7
8 Tourism work becomes easier with the involvement of the Government and academia. NEW AREAS OF IMPROVEMENTS It is easier to operate the cluster if it is divided into semi autonomous sub clusters. Activities and progress can then be reported in the general meetings and the main stream administration could deal with the monitoring and evaluation. In order to retain the authenticity after the rehabilitation of cultural and historical monuments, it s important to restore them to their former appearance rather than making major alterations. 9 Promotion of Community Tourism Major emphasis should also be put on the documentation and preservation of artifacts. There should be documentaries, pamphlets, brochures, fliers and posters or any other means illustrating the tourism attractions in a place. Cultural tourism moves hand in hand with community tourism. The community in Bagamoyo district is very much aware of the Tourism enterprise in their place and readily promotes it with maximum hospitality June 2009 Bagamoyo, Prince J. Wasajja KCTC-UGANDA 9
