3 Introduction CID was commissioned by SEAM to organize and implement two workshops for the CDAs and NGOs in South Sinai within the planning and preparation process for the Governorate Environmental Action Plan (GEAP). It sought to bring the CDAs and NGOs in a consultative process (preparations, action plan,etc ) in support of local communities, the identification of their needs and assessing their capacity building needs. It also sought to determine the role of local communities and the private sector alongside the government in the South Sinai in community development and environmental protection. First - Workshop Goals The workshop was one component in the consultative process around the design and preparation for the environmental action plan to be drawn for the South Sinai. By the end of the workshop, participants were to be able to accomplish the following: - Identify the sustainable development needs and environmental protection initiatives from global and local perspectives. - Exchange experiences among South Sinai s CDAs - Identify the needs of South Sinai s local communities - Identify the role of CDA's in environmental protection and local community development. - Establish the capacity building needs of South Sinai s CDAs - Determine cooperation and partnership mechanisms among stakeholders involved in environmental protection and local community development in the South Sinai. Second - Workshop Preparations CID coordinated with the SEAM Program, the Ministry of Social Affairs directorate and the Regional Federation in the South Sinai to organize South Sinai s CDAs into two workshops. The first workshop was held on May 2 th, 2004 in El Tor at Moses Bay Hotel and included the following cities: Ras Sedr, Abou Sweyra, Abou Zneyma, Abou Redeis, Wadi Firan, El Tor. June 7,

4 The second workshop was held on May 3 th, 2004 in Nuweiba at the Touristic Village of Nuweiba (Nuweiba Domina). CDAs included were from the following cities: Saint Katherine's, Sharm El Sheikh, Dahab, Nuweiba. This division was made in order to cluster CDAs by common issues and geographic location. - Invitations were sent to participating CDA s in coordination with the Social Affairs directorate in South Sinai. CID designed an information gathering tool to distribute to participating CDAs in order to update the form which had been previously compiled by Hemaya CDA and Sherif El Ghamrawy. The form was used to identify CDA capabilities and needs. - A field trip was organized for participants in the second workshop to Hemaya Community Development Association to learn of its activities and exchange experiences as it had a unique experience in community based waste management and recycling. Third - Workshop implementation Mr. Essam Borham, director of South Sinai Social Affairs directorate launched the first workshop held on May 2 th, 2004 in El Tor in South Sinai. General Magdy El Awady, assistant to the local council head of Nuweiba launched the second workshop held on May 3 th, 2004 in Nuweiba in south Sinai. June 7,

5 Introduction of SEAM Program Participation of representatives from the City Council, Social Affairs Directorate and NGO Regional Federation had a significant impact on attendance and effective participation of CDA representatives The workshop started with the following: - Participants registration June 7,

6 2- CDA profile form was distributed among CDA representatives who filled it out during registration 3- Opening and introduction 4- Presentation of the SEAM Program Mr. Bahgat Sharara, introduced the SEAM Program and answered questions raised in the first workshop in Tor Sinai. Mr. Rafik Riad, played that role in the second workshop in Nuweiba. 5- Introduction among participants: Participants presented themselves and their CDA s 6- Presentation of workshop goals. 7- Presentation of Workshop Procedures: The workshop program was presented and consensus was reached on proceedings such as: active listening, respect for diversity in opinion, switching mobile phones off, selection of moderator and rapporteur for small working groups. Presentation of role of CDA s in Environment and Development CID presented the following topics visually: - The role of the CDA s in Egypt in general and their experiences in the fields of environment and development. A slide presentation was made on the activities of some Egyptian NGOs in various governorate, including the South Sinai. - Contemporary global issues and challenges included in the report of the United Nations Secretary General at the World Summit held in Johannesburg in 2002 on Sustainable Development. - Issues and global challenges of environment and sustainable development. These were excerpted from articles by Dr. Adel Abou Zahra and Dr. Mohamed El Kasas, and were presented using a power point presentation. - Participants folders included these articles, as well working papers on environment and sustainable development and the report of the UN Secretary General on the World Summit on Sustainable Development held in Johannesburg in June 7,

7 - A discussion ensued around the question to be addressed in small group work sessions: Springing from discussions and presentations, what is the potential role of CDA s in the South Sinai? 2- Small Working Groups CDA's were divided into five small working groups in each workshop to discuss the following four main themes First Theme: Identification of local community needs in the South Sinai Second Theme: Identification of the most important environmental issues in the South Sinai Third Theme: Determining the role of the CDAs in meeting the needs of local communities and identifying partners in development. Fourth Theme: Identification of the capacity building needs of CDAs in order for them to mobilize at the local level and participate effectively in the environmental plan of the South Sinai Governorate (GEAP). 42 The following conclusions are derived from the previous graph: The percentage of CDA board members who work in the Social Affairs directorate is 5.40%, and those who work in the governmental sector is 40.88%, while those who work in the private sector and do not belong to the government sector are 53.72%. The percentage of men among CDA board members is 92.9%, while women constitute 7.09% of board membership only. From ths, we can conclude the following: - There is a balance in the representation of governmental and non-governmental employers among boards members of CDA s 2- Women are under-represented in CDA boards; CDA s should work on raising this to engage women as essential partners in development. 3- The percentage of Bedouins in CDA boards is very small and needs to be raised as they represent a major proportion of the South Sinai community. Thus CDA s should seek to attract and involve the local indigenous population in planning for he protection of the environment the South Sinai. June 7,

NGO Activities From the analysis of the orientation form designed by C.I.D. to capture a profile of CDA s in the South Sinai and their activities (see Arabic annex for survey on each participating CDA) we conclude that: a- The most widespread activity of CDA s is welfare assistance and social protection followed by interventions in the area of the environment, and finally, productive families projects. b- If we link community needs to initiatives which CDA s need to undertake, we conclude that CDA s have to reconsider prioritizing their programs and the effectiveness of their existing initiatives in order to meet the following most pressing community needs: Economic development through training and vocational rehabilitation Development of handicrafts, revival of Sinai heritage and product marketing Appropriate and efficient waste management systems and recycling to generate income Addressing the issues of water scarcity and water conservation Wastewater treatment and using treated water in the reclamation of lands Play a monitoring role in the preservation of the region from the negative forces of tourism 3. Financing Sources a- An analysis of the survey forms developed for this consultation and based on the information provided by participants, concludes that self help and local financing is the main funding mechanism for CDA s, at present. This is followed by Government funding. b- As for foreign funding, it represents a very small percentage and was mentioned by only two of the CDA s: one received funding from the NGO Service Center and the other from the European Union, Protectorates Department. 44 4- Cooperation among CDA s and other sectors: The survey conducted by C.I.D. indicates that about 8-0% of CDA s collaborate, have links and engage in joint activities while around 40% collaborate with the Regional Federation. Throughout workshop discussions in the consultations, CDA s expressed their need for: a- A real partnership among CDA s - this has still not occurred in the South Sinai. This was requested by them in order for them to maximize their capabilities. b- Experience exchange opportunities to transfer best practice. Currently the long distances separating them are a serious obstacle in meeting that need. c- Regular meetings among CDA s in the same city, and quarterly meetings among CDA s at the governorate level. Sixth: Recommendations. CDAs need to raise their capacities particularly those of their board members and staff through a variety of mechanisms (training- field visits-etc.) 2. CDA board members need to acquire more competent knowledge about the nature of non profits, their efficient management and the importance of their representing Bedouin communities. 3. The involvement of the Bedouin population needs to be supported particularly as they constitute the larger proportion of the population of the South Sinai. NGO s must, in general, seek to attract bedouins in effective partnerships throughout the entire development and environment planning process for the South Sinai. 4. Create a mechanism for information exchange and experience sharing among the CDAs June 7,

45 5. In order for CDAs to be part of the planning, implementation and follow up of the GEAP environmental plan, they need to be represented in the relevant governorate committee. This mechanism is already implemented in other governorates in Egypt (e.g. committees for monitoring the quality of education at the governorate level, local volunteers for teaching young girls in 7 governorates in Egypt within the Girls Education Initiative ) 6. Establish a mechanism for cooperation among CDAs in South Sinai and within the governorate environmental plan (GEAP). 7. Include representatives from the Tourism sector in annual and semi-annual meetings with CDAs to discuss and promote environmental issues. 8. Create a network among handicraft producers to include Sinai handicrafts for Bedouin women in order to open up new markets 9. Better representation of Bedouins and women on CD boards, management and program implementation. 0. Provide financial support for closer communication and collaboration mechanisms among CDAs (to attend meetings, electronically) to overcome obstacles placed by long distances.. Experience exchange among South Sinai CDAs and other CDA s in other governorates in Egypt 2. Support Bedouin communities in mobilizing to register local community based organizations to represent their communities 3. Expand the circle of CDAs that work in the field of Land Reclamation, such as Kenouz Sinai CDA in Ras Sedr 4. Encourage CDAs to implement initiatives in the areas of water provision and conservation as a priority area of activity. 5.
