3 1.0 Introduction The primary focus for the activity this month was the identification of the non- notified slum. As per the Govt. of Sikkim notification of the there had been 12 slum pockets that had been identified for up gradation. These locations were identified several years ago and in the present scenario, it was quite evident that there were more slum pockets that had been established. The socio economic survey, which was currently ongoing required little intervention from the Technical Cell so, all the members concentrated on the identification of the non- notified slums. After meeting the Ward Councilors, data on the location and status of the slum pockets was procured and listed. Thereafter, an action plan was developed where members of the Technical Cell would plan a visit to these slum pockets with the help of a representative of the councilor as well as the volunteer selected for the socio economic survey. The site visit for the identification of the non- notified slum revealed conditions of people living in abject poverty and in pitiful situations. A detailed account of the visits and the identification of these slum pockets have been included in this progress report. The Govt. of Sikkim notification with definition the slum and the RAY guidelines were accepted as the parameter set for the qualification of slum pocket. The Technical Cell did not determine the exact boundary for the slum pocket but it was marked out as a general outline for the authorities concerned to later notify it. 4 2.0 Socio- economic Household Survey 2.1 Introduction The socio- economic Household survey has been successfully completed in 11 out of the 12 notified slums in Gangtok Municipal Corporation (GMC) Wards. The survey is still being conducted in the Slaughter House slum pocket of Arithang ward as our volunteers weren t able to meet the household members to fill up the questionnaire. The reason for the unavailability of these households is that most of them are employed as hotel staff, salespersons and taxi drivers, so they re working extra hours due to the peak tourist season. However, the Technical team has discussed this case with Arithang Ward Councilor and hope to resolve it at the earliest. 2.2 Socio- economic Household Survey: Current Status Below, is a table showing the current status of the Socio-economic Household survey. In that table column 2 indicates the ward in where the survey conducted. In column 3 indicates the slum pocket names with specific areas. In column 4 indicates no of household covered during the survey. In column 5 indicates the current status of household survey. In column 6 indicates the status for quality data checks at an individual household surveyed form. Sl. 6 2.3 Collecting Quality Survey Data: Initiatives Quality Data Checks prior to Data Entry: After survey data entry will be done in specific web based application (CGG). Tendering process for identification of data entry operator in progress. For that we should have quality data. So we haired one of our volunteer and trained how to check the individual form for quality analysis and we also did the checking simultaneously. After survey volunteers checks their surveyed form primarily. Then they submitted the form to the office for further checking. Then again checking done by the technical cell team and hired volunteer If any rectification required then field volunteer did the rectification at an individual level. Again cross checking done for finalize the form. During the time of data entry if any mistakes or incomplete data found by the data entry operator then volunteers will come for rectification Challenges: To complete the socio economic household survey we faced some problem Burtuk ward is so large in area and initially we have only two volunteers so they faced problem to cover it. Ranipool ward we have to cover three slum pocket, initially we have four volunteers but due to some personal problem two of them had left. In Syari ward we have some boundary demarcation issue. In DPH we have two pockets; initially we have six volunteers but later on only two are active for complete the survey properly. In Arithang we have major problem to complete the socio economic household survey, already 930 household completed but nearly 300 household yet to cover. In development area we faced some social problem also. For those challenges we take some major steps to overcome RAY Technical Cell, UDHD, Govt. of Sikkim Page 6

7 For Burtuk we haired another two new volunteers for speeding up the survey and finally they completed. For Ranipool we haired two new volunteers as well as visited several time with the volunteers to make proper plan to complete the survey as quick as possible with proper information. In Syari we contact with respective councilor as we as taking help from maps and resolve the issue. In DPH we did some counseling activity for an individual level to overcome the situation. In Development area we involve the respective councilor to resolve the problem. In Arithang we faced major problem though we have very good team it that area but due to some social problem like unavailability in the house they can t complete it yet. 8 3.0 Non- notified Slums in Gangtok Municipal Corporation (GMC) Wards 3.1 Introduction Rajiv Awas Yojana (RAY), Technical Cell started its next phase of slum- free city planning in Gangtok. The team conducted a preliminary identification of non- notified slum pockets in all the GMC wards through a reconnaissance trip to the entire GMC (Gangtok Municipal Commission) ward areas. A total of 68 no. new slum pockets have been identified in 13 GMC wards and mapped so far based on the definition of slums per the Sikkim Government Gazette Notification, given below. 1. Areas which are generally unfit for human settlement due to subsidence, steep slope, land slide prone etc. but stand occupied generally by people below the poverty line, including relocation of such people in other stable areas and providing them low cost housing including distribution of building materials. 2. Areas which are by reason of dilapidation, overcrowding, faulty arrangements and poor infrastructure of houses, narrowness or faulty arrangements of avenues, streets and set backs, lack of ventilation or light or any composition of these factors which are detrimental to safety, health and morals/social and hat sheds/tenements requiring standardization and up gradation. 3. All under- serviced settlements, owing to unauthorized occupation of Government land, congested back streets and areas surrounding them, which require introduction of skill development programmes, health care, child care programmes including adult literacy and, poverty alleviation programmes preferably through area- specific community development groups. 4. Any area where the residents or those in the neighborhood are prone to the health hazard due to poor waste management, lack of inadequate or proper infrastructure, public amenities, utilities or conveniences or due to squalid overcrowding, insanitary ad unhygienic conditions etc. RAY Technical Cell, UDHD, Govt. of Sikkim Page 8

Any area where the construction are not regulated in accordance with Sikkim Building Construction regulation Any area where the sanitation provisions relating to toilet, waste management, drainage, maintenance etc. are not in accordance with Sikkim Sanitation Rules. 7. Area without proper water supply and electricity connection. 3.2 Methodology: 1. Briefing meeting with the Mayor, Dy. Mayor and Ward Councilors regarding the non- notified slum identification process and planning. Ward map plotting of new and non- notified slum pockets. Arrangement of local contact(s) or facilitator(s) who could accompany the Technical team in transect walk along their respective areas. 2. Prioritizing the most deprived areas for transect walk after discussion with the Ward Councilors. 3. Transect walk through each ward area to gather information about such things as land- use, social and economic resources or the state of the environment. Done with the help of community members with local contacts. Information was subsequently recorded on maps and as text. 4. Semi- structured interviews wherein, conversational open discussion with local inhabitants were held to understand their needs, problems and aspirations. These discussions were held at individual, group and focus group level. 5. Compilation of case studies for each slum pocket to get a better understanding of their socio- economic profile. 6. Collection of photographs of basic services viz., roads, drainage, sewerage, household waste disposal systems, housing, topography etc., for every newly identified slum pocket. 7. Selecting key facilitators or stakeholders from every new slum pocket for future community mobilization and capacity building programmes. 8. GIS Mapping of the newly identified slum pockets on the ward boundary maps to get a clearer picture of the area of the slums and its geographical location. 10 3.3 Preliminary Non- notified Slum Identification: Current Status The RAY Technical Cell has identified 68 new slum pockets in 13 GMC wards viz., Burtuk, Chandmari, Lower MG Marg, Upper MG Marg, Development Area, Upper Sichey, Lower Sichey, Arithang, Daragaon, Tadong, Diesel Power House and Deorali. 14 Tentative No. of Households: 60 Tentative Area of the Slum: Sq. m General Impression of the slums: The slum pockets located in Thami Gaon, Lepcha Gaon, Wari Rai Gaon, Pari Rai Gaon and Tamang Gaon have an agricultural set up. The area is located on a steep slope with kuccha internal roads and mud steps leading to the slum. The slum dwellers are primarily engaged in cattle- rearing and farming activities. The rest of the slum pockets located in Bakthang and Selep Waterworks area are on untenable land which is highly prone to landslides. The kuccha dwellings have been constructed in a haphazard manner, therefore making the settlements very congested for hygienic living conditions. All the slum pockets lack basic amenities like treated water supply, pucca internal roads, drainage, solid waste management and streetlights. Critical Problems faced in the slums: Water supply shortage is a major problem with an exception to slum pockets located in Selep Waterworks area. The houses have open drains which make their living conditions very unhygienic. There s a big problem of drainage water flooding into the houses during the rains. The inhabited area is landslide- prone and situated right next to waste water channels (jhoras) which are clogged with plastic, bottles and other non- biodegradable wastes. There are no health facilities running in these areas. Infrastructure Profile of the slums: These slum pockets are situated on steep slopes with poorly- laid kuccha internal pathways or steps. Majority of the households don t have toilets with flush system and these toilets have not yet been linked with sewerage line. They have a mix of pucca, kuccha and shanty housing structure. In most cases, the houses are not in a cluster but scattered amongst pucca buildings. They overcrowded and unplanned with tiny kuccha houses, makeshift toilets and baths. There are no basic amenities like treated water supply, sewerage system, street lighting, pucca internal roads and pavements. Critical Problems faced by the slums: These slum pockets are situated on landslide prone areas. These settlements don t have pucca drainage and sewerage facilities. There is serious health risks due to clogged jhoras located near these slum habitations. Most of the houses have protruding boulders touching RAY Technical Cell, UDHD, Govt. of Sikkim Page 17

18 their houses which could prove to be disastrous during landslides. The inhabited areas are landslide- prone and have many earthquake- damaged houses. There are loose boulders on the steep slopes below Ganesh Tok which tend to destruct the houses during the rains. Infrastructure Profile: There are poorly- maintained semi- pucca internal roads and mud steps leading to the slums. The toilets don t have flush system and septic tanks or sewer lines. Their footpaths are muddy and slippery with no streetlights. Also, there are makeshift toilets outside their home premises which are used by residents on a sharing basis. The houses don t have proper drainage system and have to depend on the natural stream water for their agricultural needs and household consumption. The land is privately owned by the residents. Critical Problems faced in the slums: Two serious problems faced by the residents in these pockets. The first is their dependency on natural spring water which is scarce during winters and non- potable in the monsoons. The second problem that they face is a lack of good drainage and household waste management system in their areas. The houses don t have basic amenities like PHE water supply, sewerage system, street lighting, internal roads and pavements. Khangu Area Tentative No. of Households: 7 Tentative Area of the Slum: 2271 Sq. m General Impression of the slum: A tiny pocket located in between pucca buildings. They have all the basic services like PHE water supply, internal roads, street lights etc. These houses are situated in a landslide prone area. The residents have their own land. Critical Problems faced in the slum: This slum pocket is situated on a highly landslide- prone area. Infrastructure Profile of the slum: There are pucca internal roads leading to the slum. There are enough street lights in the area. The jhoras are also covered. 44 3.5 Some observations on the Non- notified slum pockets 1. Type of slum clusters can be segmented under three categories: Slum clusters situated within commercial areas and in their fringes are mainly low- cost rental flats and rooms with poor ventilation, bad lighting, sharing toilets and in most cases no bathrooms. Slum clusters situated on encroached Forest land living with no basic amenities like drinking water supply, good sanitation and solid waste management systems. The land is untenable as they re prone to frequent landslides. Additionally, they re situated along open jhoras which have led to unhygienic living conditions. Slum clusters situated on privately- owned land living without basic amenities as the land owners don t encourage the residents to construct pucca infrastructure in terms of homes and also sanitation and drainage facilities. 2. The slum pockets lack water supply, drainage and solid waste management facilities. 3. Majority of the slum dwellers have migrated from: Neighboring countries like Nepal and Bangladesh States like West Bengal, Haryana, and Rajasthan etc. Rural areas within the State 4. Only a few slum pockets have Self- help groups that work for a positive change in their society like creating income- generating schemes for housewives, collecting funds to construct basic infrastructure for the community. 5. Majority of these slum pockets are situated either on steep slopes or within thick vegetation therefore, they re not proactively disposing their household wastes in the GMC garbage bins. 45 3.6 Conclusion The non- notified slum identification process is in its preliminary stages as additional studies have to be conducted to get an accurate number of non- notified slum pockets in Gangtok.
