9 2 Why we are implementing CCCI? The answer is simple: 1. We are facing the Indian Ocean (pathway of cyclones), which makes the city of Maputo vulnerable to climate change; 2. 12 3 Engagement and On-going Activities of CCCI in Maputo In April 2010, UN-HABITAT and MMC signed an Agreement of Cooperation from which has been developed and adopted an Implementing Plan. The Objective of CCCI: To enhance climate change mitigation and adaptation capacity of the City of Maputo. The Key activities of CCCI are relate to: Assessing conditions, identifying challenges and opportunities for City Enhancing CC policy dialogues Developing awareness, education & capacity building to support CC strategies Promoting CC networks and Stimulating knowledge sharing and exchange of good practices Supporting the city by designing innovative and propoor pilot initiatives Local Climate Solutions for Africa, CTICC, CapeTown, 27 February to 3 March of 2011

Review study of existing instruments, methods and tools dealing with CC & recommendations of gaps; 2. Awareness assessment study on CC impacts within vulnerable urban communities of Maputo Municipality; 3. Full In-depth assessment study on the impacts of climate change in Maputo Municipality area; 4. Ecological Zoning Study of the Mangrove pilot site of Costa do Sol Neighborhood Local Climate Solutions for Africa, CTICC, CapeTown, 27 February to 3 March of 2011
14 3 Engagement and On-going Activities of CCCI in Maputo Full In-depth assessment study on the impacts of climate change in Maputo Municipality area This Study will consider the following points: Baseline (climate, hydro, coast, extreme events) Climate scenarios and hazard analysis Vulnerability identification and assessment Identification of the vulnerable areas exposed to climate change hazards Identification and description of sectors exposed to risk within vulnerable areas Analysis of climate change socio-economic impacts Analysis of Socio-economic impacts in risk prone areas Infrastructure costs Prioritizing risk prone areas according the socio economic issues Priority measures for adaptation/mitigation of climate change at S/M/L term Local Climate Solutions for Africa, CTICC, CapeTown, 27 February to 3 March of 2011

17 4 Other MMC strategic actions & projects to face the CC issues Approval of City Master Plan for the Municipality of Maputo (PEUMM) which provides: legal and strategic framework for expansion of the city, densification and rationalization of the urban space trough cartographic tools such as : Land use plan, mobility plan, Restrictions/limitation plans 2010 Approval of 4 re-qualification plans for 4 Neighborhoods (Zimpeto, Mahotas, Magoanine, Chamanculo C) In November, 2010 The Central Government allocated to City of Maputo 16 millions MZM ($450, USD) to support activities of the Contingency/Emergency Plan for mitigation/adaptations Saint-Louis International Workshop On "Climate Change And Good Governance: African Cities Are Committed, December 2010

19 4 Other MMC strategic actions & projects to face the CC issues Approval of Municipal Strategy and Action Plan for Integrated Intervention at Informal Settlements which comprises: Neighborhood improvement; regularization of land tenure and land titling; Interventions in risk areas. sanitary facilities, public lighting, drainage improvement and, participatory approach in case of voluntary reorganization of plot boundaries Maputo is also pilot City for a project Sub-Saharan African Cities: A five-city Network to Pioneer Climate Adaptation through Participatory Research & Local Action leaded by ICLEI. 20 4 Other MMC strategic actions & projects to face the CC issues Recently The Maputo Municipal Council decide to demolish houses that were being built illegally on mangrove swamps near the Costa de Sol beach. The construction will have impact on the normal flow of water required by plants in the area, and hindering the reproduction of prawns and crabs.
