The project was approved by the Board in July, 2010 and declared effective on February 15, 2011. Project closing is in December 2015. After 3 years of effective project implementation, disbursement is at 42%. This is a normal pattern for a project that involves the implementation of subprojects with the participation of beneficiaries in their identification, financing and implementation. The pace of implementation is indeed increasing sharply, disbursement was only 31%, 6 months ago, and it is expected to exceed 70% by the end of the calendar year. Additionally, risks of delays related to beneficiaries co-financing of subprojects have disappeared as the Project policy is now aligned with overall national policy. A remaining risk is related to regional co-financing of subprojects. However it has been substantially reduced since both the Ministry of Agriculture and the Ministry of Finance agreed to cover the share of the regional governments in case those fail to contribute their share. More specifically, it is expected that components C1 (capacity building of WUAs), Component A (subprojects to improve/modernize collective irrigation systems), Componente B (onfarm irrigation improvements) and Component D (formalization and registration of agriculture water rights) will meet their targets. It supposes however that more resources are allocated to component B because unit costs are higher than anticipated. One of the two consultants in charge of the mid-term review just dropped, which will delay by at least one more month the mid-term review. It will take place end of May 2014.
