3 Chapter I MIVIVIENDA CREDIT. Mivivienda credit and mortgage credit of the financial system.2 Mivivienda credit by product, financial institution and region
4 PRODUCTOS MIVIVIENDA. Mortgage Credit Contract whereby a financial institution grants a credit to a person in order to acquire, build, improve or expand a house. That credit will be paid in terms and conditions agreed between and among the parties, providing real estate as guarantee. 22. Mivivienda Credits Mortgage Credits financed by Intermediate Financial Institutions (IFI) with Fondo Mivivienda S.A (FMV) resources. Mivivienda Credits consist on: Nuevo Crédito Mivivienda, MiConstrucción, Financiamiento Complementario Techo Proprio, MiCasa Más and MiTerreno. A brief summary regarding the current products is shown, as follows: Nuevo Crédito Mivivienda: Mortgage credit given in Soles, fixed rate and 5 to 20-year financing term and a minimum down payment of 0%. This credit may finance the purchase of completed, in construction or in project houses that are of first sale or second use houses, which value ranges from 4 Applicable Tax Units (ATU) (S/ 56,700) to 00 ATU (S/ 405,000). MiConstrucción: Mortgage credit which allowing the real estate s owner to build, extend, improve or acquire a house with up to S/ 00,000 financing. This credit is given in Soles, fixed rate and up to 2-year financing term and prepayments without penalties may be performed. Financiamiento Complementario Techo Propio: Mortgage credit related to Techo Propio Program, given by a financial institution to cover the differential between the house s value to be acquired, built or improve and the family savings made along with the subsidy granted by the State. MiCasa Más: Mortgage credit given in Soles, fixed rate and 0 to 20-year financing term, with the possibility to make total or partial payments in advance. This credit allows the purchase of completed, in construction or in project houses, as long as they are of first sale or second use houses. The loan amount ranges from S/ 45,000 to S/ 270,000, with a minimum down payment of 20%, and the fee slippage of payment schedule in a chance occurrence or force majeure suspending temporally the income source. MiTerreno: Mortgage credit allowing the purchase of urban, private or public land for housing or workshop housing, which loan amount is up to S/ 50,000, with a minimum down payment of 30% of the land s value. This credit is given in Soles, with fixed rate and up to 8-year financing term. 33. Intermediate Financial Institutions (IFI) Financial System Companies that operate under the supervision of the Superintendencia de Banca, Seguros y AFP (SBS) and fullfill FMV's requirements. 44. Mortgage Delinquency The percentage of direct credits in default or in judicial collection regarding total credits. The mortgage delinquency rate of Mivivienda Credits presented in this bulletin measures the quality of Mivivienda Credits portfolio from IFI's in relation to subborrowers. 4
5 MIVIVIENDA PRODUCTS: SITUATION AT DECEMBER EXECUTIVE SUMMARY - Overall Figures In December 207, 644 loans were placed, decreasing by 99 compared to November 207 and by 58 compared to December 206. In monetary terms, the amount disbursed was S/ 77 million, decreasing by S/ 9 million compared to the previous month and by S/ million compared to December 206. From January to December 207, 7 0 loans were placed, decresing by 2,% compared to the same period of 206 (8 082 loans). In monetary terms, the amount disbursed was S/ 876 million, increasing by 0,2% in relation to same period of 206 (S/ 874 million). As of December 3 th 207, the book value of the Mivivienda credit portfolio amounted to S/ 6 32 million, increasing by S/ 24 million compared to the end of November 207 and by S/ 63 million compared to December 206. By the end of December 207, there were mortgage debtors of Mivivenda credit, increasing by 273 compared to November 207 and decreasing by 363 compared to December 206. While in terms of market with data available to October of 207, the mortgage debtors of Mivivienda Credit represented approximately 36,3% of the total mortgage debtors of the financial system. The participation of Mivivienda Credit placements in the mortgage loans of the financial system (calculated as the number of Mivivienda Credit's between the number of mortgage loans in the financial system), as of November, was 2,8%, higher by 2,5 % with respect to October 207 and 3,4% higher than in November 206. On the other hand, as of November 30 th, 207, the non-performing loan rate (that measures Mivivienda credit quality portfolio of mortgage loans placed by the financial institutions to sub-borrowers) 4,2%, increasing by 3 basis points compared with the end of the previous month; this indicator measured without considering the portfolio of the CRAC Señor de Luren, an entity that was dissolved in June 205, was 3,56%, increasing by 4 basis points compared to October 207. Products In December 207, the placements of Mivivienda credit by products were: Nuevo Crédito Mivivienda (main loan product of Fondo Mivivienda) 564 credits; Financiamiento Complementario Techo Propio 75; MiConstrucción 2; MiCasa Más 2 and Mi Terreno. In monetary terms, Nuevo Crédito Mivivienda disbursed S/ 74 million; Financiamiento Complementario Techo Propio S/ 2 million; MiConstrucción S/ thousand, MiCasa Más S/ 92 thousand and Mi Terreno S/ 2 thousand. In 207, out of 7 0 Mivivienda Credit, Nuevo Crédito Mivivienda placed 6 683; Financiamiento Complementario Techo Propio 348; MiConstrucción 42; MiCasa Más 7 and Mi Terreno. Financial Intermediaries By type of financial institution, out of 644 Mivivienda credit loans placed in December 207, banks channeled 399 loans (62% of the total), mainly through BCP (22), Interbank (65) and Banco Financiero (48); the Financieras placed 2 credits (7% of the total); the Savings and Credit Municipal Savings Banks placed 86 credits (3% of the total), led by Caja Sullana with 3; and Edpyme Micasita placed 46 loans (7% of the total). Regions By geographic area, in December 207, the placements in Metropolitan Lima (provinces of Lima and Callao) were 323 (equivalent to 50% of the total), decreasing by 80 credits compared to November 207. Meanwhile, the placements in provinces (All Peru without considering Metropolitan Lima) were 32, increasing by 9 credits compared to November

22 BONO FAMILIAR HABITACIONAL DE TECHO PROPIO - GLOSARIO -. Bono Familiar Habitacional (BFH) BFH is a one-time subsidy granted by the Government to families registered in the Techo Propio program and fullfill its requariments as a direct financial support, free of charge for reimbursement, in order to facilitate their access to a house in the Techo Propio Program. 2. Bono de reconstrucción (RCT) It is a subsidy granted to the affected families that present collapsed or uninhabitable homes due to the occurrence of rain and associated hazards, due to the El Niño Coastal Phenomenon of the year 207. This bonus is granted in the zones declared in emergency, which are made up of 23 districts located in the departments of Áncash, La Libertad, Lambayeque, Lima and Piura. 3. Authorized Centers Are establishments located in local government offices with personnel trained to provide information about BFH and Mivivienda products. Authorized Centers are the result of the cooperation between local government and FMV. 4. Signed Agreements With the purpose of promoting the creation of social interest housing, as well as the access to a decent housing for population with lower resources, FMV signed Cooperation Agreements with several local governments. One of its objectives is to identify areas that can be assigned for real estate project development. 55. Technical Entities Technical entities are natural or legal entities in charge of promoting, developing, constructing and/or supervising Techo Propio Program construction projects. 22
23 BONO FAMILIAR HABITACIONAL: SITUATION AT DECEMBER EXECUTIVE SUMMARY - Products and Modalities In December 207, 85 bonuses of Bono Familiar Habitacional (BFH) were granted. In monetary terms, S/ 56 million were disbursed in December 207. By Modalities: Construction on Owned Land (main bonus mechanism) granted 683 bonuses (equivalent to S/ 7,3 million); New Housing Acquisition 54 bonuses (equivalent to S/ 38,6 million); and Housing Improvement granted 4 bonuses (equivalent to S/ 32 thousand). Of the total bonuses in the Construction on Owned Land modality, 463 correspond to Reconstruction Bonus (equivalent to S/ 0,2 million) granted to families affected by the El Niño Costero phenomenon. In 207, bonuses were granted (equivalent to S/ 583 million), decreasing by compared with 206 (equivalent to S/ 40 million). Regions In 207, the 5 regions most benefited were: La Libertad with 5 277, Piura 4 879, Ica 4 005, Lambayeque y San Martín 2 099; which together represent 70% of BFHs granted in the year. The regions with Reconstruction Bonuses (RCT) were: Lambayeque with 382, Piura with 765, La Libertad with 322, Lima with 226 and Áncash with 53. Authorized Centers and Signed Agreements As of December 3 th, 207, the total authorized Centers nationwide was 074, increasing by 2 compared to November 207. The regions with the largest number of centers authorized to date are: Ayacucho with 99, Junín with 96, Arequipa 83 and San Martín 79. There were variations with respect to November in La Libertad (+), and Ica (+). Meanwhile, the number of agreements signed at the national level is 097, remaining constant since October 206. Thus, as of December 3 th, 207, the regions with the largest number of signed agreements were: Junín with 0, Ayacucho 03, Arequipa 95 and Cusco 87. There were no variations compared to November. Technical Entities As of December 3 th 207, the number of current technical entities was 567, increasing by 6 with respect to November 207. The regions that had variations in the number of technical entities were: La Libertad (+2), Lima (+5), Piura (-2), Áncash (+), Loreto (+) y Ayacucho (-). 23

37 -EXECUTIVE SUMMARY- Bono de Protección de Viviendas Vulnerables a los Riesgos Sísmicos (BPVVRS) / In December 207, 6 bonuses were granted, decreasing by 20 compared with November 207. In Lima, the only district benefited was Ventanilla (6). On the other hand, there were no disbursements in Arequipa. In monetary terms, the amount disbursed for the month of December was S/ 90 thousand. Since the beginning of the program, 3 22 bonuses were granted, equivalent in monetary terms to S/ 48,4 million. The districts most benefited were San Juan de Lurigancho, Comas, Villa María del Triunfo and Ate with 792, 555, 386 and 336 bonuses, respectively. 39 Chapter IV BONO MIVIVIENDA SOSTENIBLE (BMS) 4. Monthly disbursements of the Bono MiVivienda Sostenible (BMS) by districts and by IFIs 4.2 Real estate offer of certified project and to be certified
40 . Bono Mivivienda Sostenible (BMS) The Bono Mivivienda Sostenible (BMS) is an attribute of the Mivivienda Credit, which consists of direct non-reimbursable financial assistance granted to people who access sustainable housing with the Mivivienda Credit, through the Financial Institutions. The objective of the BMS is to encourage and promote the acquisition of housing that helps reduce the environmental impact. Hence, the bonus is awarded to homes whose projects have been certified as sustainable, which can be grade or 2 depending on the attributes presented by the projects. 23. Sustainable Certified Projects A project qualifies as sustainable if it meets the sustainability requirements, which are a function of the project's location and eligibility criteria. The certification is carried out by the FMV with the support of an external verifying entity, who issues the Sustainable Project certificate. 33. Location requirements The project must be located less than 55km from the center of the city and have more than 00 thousand inhabitants. If it is located in other regions, it must be less than 30 km away and have more than 50 thousand inhabitants. 4. Eligibility Criteria Through the eligibility criteria, the projects are grade or 2. A project will be considered grade, if they are made up of homes that present energy-saving technologies for water and energy consumption, consider a bioclimatic architecture, account with proper waste management and training for the families that will purchase the homes. Meanwhile, a project is sustainable grade 2 if in addition to meeting the requirements outlined above, the project has a gray water treatment plant. 40
41 -EXECUTIVE SUMMARY- Bono Mivivienda Sostenible (BMS) In December 207, a total of 20 disbursements of BMS were registered, equivalent in monetary terms to S/ 74 thousand. To date, only BMS disbursements of real estate projects have been submitted in the Lima region, such is the case that, in the month of December, the benefited districts were: Ate with BMS (equivalent to S/ 4 thousand), Chorrillos with 2 BMS (equivalent to S/ 9 thousand), Comas with 9 BMS (equivalent to S/ 23 thousand), Cercado de Lima (Lima) with 2 BMS (equivalent to S/ 0 thousand) and San Juan de Lurigancho with 6 BMS (equivalent to S/ 27 Mil). Since the beginning of the sustainable housing program, a total of 33 bonuses have been awarded for an amount equivalent to S/ 676 thousand, with the districts benefiting the most: Cercado de Lima with 73 BMS, Chorrillos with 29 BMS, Comas with 6 BMS, Ate with 7 BMS, San Juan de Lurigancho with 7 BMS and San Juan de Miraflores with BMS. Financial Intermediaries By type of financial institution, of the 33 BMS disbursed as of December, banks disbursed 2 BMS (84% of the total), mainly through Financiero (62 BMS) and Interbank (29 BMS); the Edpymes disbursed a total of 20 BMS (5% of the total), mainly by Edpyme Micasita (20 BMS); and finally, the Financiers disbursed only BMS (% of the total) through Financiera TFC. Certified Projects and to Certify As of December 3, there are 07 real estate developers with 09 certified sustainable projects that made a total of 4 26 sustainable housing offers. The number of certified sustainable projects increasing by compared to November 207, in this sense, the real estate companies with the highest sustainable housing offer were: VIVA GyM ( 680 u.), Inmobiliaria RUTTINI (858 u.) And BESCO (788 u.). Also, there are a total of 09 real estate developers with 3 sustainable projects in the process of certification, which adds an offer of homes. The main real estate companies with the greatest offer of sustainable housing are: ALTOZANO, ( 760 u.), AN INMOBILIARIA ( 025 u.), VIVA GyM (634), LEADER (360 u.) and CISSAC (346 u. ). 4
