SUMMARY / MAIN HIGHLIGHTS MONTHLY REPORT (1) Ecuador Update on floods situation: Latest reports on the situation: people affected, including people evacuated from their homes, have been registered in Ecuador as a consequence of the rainy season which hit the country since late January. Heavy rains and floods have affected Puerto El Carmen locality in the province Sucumbíos (bordering with Colombia).Overflowing of San Miguel and Putumayo Rivers have caused severe damages and have affected to at least 1,037 families. Approximately 90% of crops have been damaged. (2) Bolivia Extreme low temperature: The Department of Tarija has been severely affected by extreme cold temperatures causing significant damages to agricultural production and cattle; at least 2,220 families have been affected. (3) Paraguay update on floods situation: OCHA and UNDAC missions have recommended an immediate response to urgent needs. Both missions confirmed that access to food is limited particularly for indigenous population, as they have lost their livelihoods and temporary jobs. A total of US$ 2.6 million is allocated by CERF funds in order to provide humanitarian assistance to affected population. Main sectors of intervention are food, agriculture, water and sanitation, health and education. (4) Peru Heavy rains and floods update: Latest balance, at least 846,053 persons have been affected by heavy floods and landslides at national level, being 309,310 severely affected. Only in the Department of Loreto, a total of 360,887 persons have been affected being 222,296 severely affected. The Loreto Humanitarian Network has been established at regional level, thus establishing clusters: WASH, Health, Housing/ Shelter, Education, Protection, Communication, and Agriculture. Extreme low temperatures: 840 districts of the highlands and Amazonian regions are being affected by cold waves every year. Most affected departments are: Áncash, Apurímac, Arequipa, Ayacucho, Cajamarca, Cusco, Huancavelica, Huánuco, Ica, Junín, La Libertad, Lima, Moquegua, Pasco, Puno and Tacna. (5) Regional Emergency HIP 2012: A regional Humanitarian Implementation Plan (HIP) of 5 million with 12 months duration was approved on 22 nd of May to assist people affected by severe flooding in South America, particularly in Peru, Bolivia, Paraguay, Ecuador, Colombia and Brazil. More than 22 proposals were received and 11 projects have been selected, contracts signed and are under implementation process. 1/8

3 ECUADOR 1. EVOLUTION OF THE HUMANITARIAN SITUATION Heavy rains and floods update According to the National Risk Management Secretariat (SNGR) latest reports, 19 deaths and people affected, including people evacuated from their homes, have been registered in Ecuador as a consequence of the rainy season which hit the country since late January. Heavy rains Heavy rains and floods have affected Puerto El Carmen locality in the province Sucumbíos (bordering with Colombia). Overflowing of San Miguel and Putumayo rivers have caused severe damages and have affected to at least 1,037 families. Approximately 90% of crops have been damaged. The canton of Putumayo has been declared in emergency and resources have been allocated for providing assistance to affected population. Yellow alert has been issued due to overflowing of Napo, Anzu, Jatun Yaku, and Misahualli Rivers, which has also affected other provinces of the Amazonian region: Napo, Orellana and Sucumbíos. 2. HUMANITARIAN RESPONSE AND MAIN ISSUES ECHO is closely monitoring the situation together with its partners and the National Risk Management Secretariat (SNGR). Contracts under the regional HIP 2012 in response to floods have been signed with partners AVSF, COOPI, Spanish Red Cross and Plan for the provision of humanitarian assistance of affected population in the provinces of Los Ríos, Guayas and Manabí. Under the HIP 2012 out of 5 million, is allocated for projects in Ecuador. BOLIVIA 1. EVOLUTION OF THE HUMANITARIAN SITUATION Extreme cold weather The Department of Tarija has been severely affected by extreme cold temperatures causing significant damages to agricultural production and cattle. In the municipalities of Patcaya, Bermejo, Cercado, Yunchará and San Lorenzo at least 2,220 families have been affected. The Civil Defence has distributed humanitarian assistance to affected population. Authorities are undertaking needs assessments. Floods Overflowing of Chané and Piraí Rivers in the Department of Santa Cruz have severely affected to several communities, where 700 hectares of soy, sorghum, corn, and rice have been devastated. At least 160 peasant families have been affected as they have lost their production. Most affected communities are Aguaí, San Silvestre, San José, and Sagrado Corazón. 3/8

4 2. HUMANITARIAN RESPONSE AND MAIN ISSUES ECHO is closely monitoring the situation together with its partners in Bolivia. A SSR intervention is being implemented by partner FAO for the provision of humanitarian assistance in the Department of Oruro. Contracts under the regional HIP 2012 in response to floods have been signed with partners FAO and COOPI for the provision of humanitarian assistance of affected population in the departments of Oruro, Cochabamba and La Paz. Under the HIP 2012 out of 5 million, is allocated for projects in Bolivia. PARAGUAY 1. EVOLUTION OF THE HUMANITARIAN SITUATION Floods situation update Access to affected communities has improved but there some areas that remain isolated due to flooded roads. Cold waves have impacted El Chaco region worsening the current situation of flood-affected population. OCHA and UNDAC missions have recommended an immediate response to urgent needs. Both missions confirmed that access to food is limited to most of the affected families, particularly indigenous population, as they have lost their livelihoods and temporary jobs. CERF gives US$ 2.6 million to UN partners for flood affected people in Chaco Paraguay. Breakdown of allocation of funds is as follows: WFP: USD for food assistance; FAO: USD for agriculture; UNDP: USD for Non food items; UNICEF: USD for Water and sanitation; WHO: USD for health, UNICEF: USD for education. On a first response 16,000 families have been assisted with food aid, however, the government estimates that at least 10,000 families are still in need of a longer humanitarian assistance due to the loss of livelihoods. SEN/ WFP committed following with food assistance to the disaster-affected families up to September/October 2012, and calls humanitarian organizations working in the area to complement its intervention and the local gaps in terms of livelihoods and food security recovery. FAO estimates that there is the need of food assistance until January 2013 when the harvest season will start. 2. HUMANITARIAN RESPONSE AND MAIN ISSUES ECHO is closely monitoring the situation with our partners in the field. Regarding CERF contribution, two ECHO partners COOPI and Oxfam will be implementing partners of the FAO grant. The CERF intervention identified by FAO-COOPI-OXFAM will aim to recover the subsistence crops and vegetables of the most vulnerable and affected indigenous communities through seeds and tools distributions, technical training and monitoring; as well as preserve and increase the protein source through the distribution of small livestock (poultry and goats), vaccines, medicines and technical trainings/monitoring. The main objective is to reactivate the subsistence food production for November and December. ECHO partners have shared beneficiaries list with ECHO Quito in order to confirm that it will not be any overlap with current on going ECHO funded projects (HIP 2012 floods and HIP 2011 drought management) Contracts under the regional HIP 2012 in response to floods have been signed with partners COOPI and Spanish Red Cross for the provision of humanitarian assistance of affected population in the departments of Presidente Hayes and Boquerón. Under the HIP 2012 out of 5 million, is allocated for projects in Paraguay. 4/8

5 PERU 1. EVOLUTION OF THE HUMANITARIAN SITUATION Floods Update According to the National Civil Defence Institute latest balance, at least 846,053 persons have been affected by heavy floods and landslides at national level, being 309,310 severely affected. Only in the Department of Loreto, a total of 360,887 persons have been affected being 222,296 severely affected. The Loreto Humanitarian Network has been established at regional level, thus establishing clusters: WASH, Health, Housing/ Shelter, Education, Protection, Communication, and Agriculture. Each cluster is being supported by the technical assistance of international cooperation organizations present in the area. INDECI at national and regional levels is also actively participating and supporting the Regional Government. UN agencies IOM, FAO, PAHO, and UNICEF are implemented humanitarian assistance projects in Loreto funded by CERF funds. Extreme low temperatures 840 districts of the highlands and Amazonian regions are being affected by cold waves every year. The 766 districts in highlands region are located in Áncash, Apurímac, Arequipa, Ayacucho, Cajamarca, Cusco, Huancavelica, Huánuco, Ica, Junín, La Libertad, Lima, Moquegua, Pasco, Puno and Tacna Departments. The Department of Junín has been severely affected by extreme low temperatures and at least 24 persons have died. The Peruvian government has allocated approximately 36 million Peruvian soles (13 million dollars) to alleviate the effects of cold wave in the country. According to the National Meteorology and Hydrology Service (SENAMHI), Puno Department highlands have registered the lowest temperatures of the year: Mazocruz locality registered a minimum temperature of -20,2 degrees, Umachiri -15, Macusani -13, Laraqueri -12,4; and Juliaca -11 degrees. In localities near to Titicaca lake such as Puno, the minimum temperature reached the -4 degrees, and in Desaguadero -8. Arequipa Department has been declared in emergency for a period of 60 days due to the extreme low temperatures registered in the department. This will ensure the provision of adequate assistance to affected population. Animals (Andean camels) will be also included in this assistance through the purchase of medicines and forage. At least 136 persons have died in Arequipa department due to extreme low temperatures; main cause of deaths is pneumonia people have been received blankets, while persons are still waiting for assistance. At national level, authorities have intensified prevention campaigns and are distributing blankets to the most vulnerable departments. 2. HUMANITARIAN RESPONSE AND MAIN ISSUES ECHO is closely monitoring the situation with our partners in the field. All contracts under the regional HIP 2012 in response to floods have been signed and projects for providing humanitarian assistance have started. Four projects are being implemented in the Amazon department of Loreto with partners CESVI, COOPI, Spanish and German Red Cross; and one project is being implemented in the Andean department of Apurímac by partner WHH. Under the HIP 2012 out of 5 million, is allocated for projects in Peru. 5/8

6 REGIONAL EMERGENCY HIP 2012 A regional Humanitarian Implementation plan (HIP) of 5 million with 12 months duration was approved on 22 nd of May to assist people affected by severe flooding in South America, particularly in Peru, Bolivia, Paraguay, Ecuador, Colombia and Brazil. More than 22 proposals were received and 11 projects have been selected and contracts have been signed. Selection of projects per country is as follows: Ecuador: COOPI, AVCF, Spanish Red Cross and Plan International ( ). Peru: CESVI, German Red Cross, Spanish Red Cross, WHH, and COOPI ( ). Bolivia: FAO and COOPI ( ). Paraguay: COOPI and Spanish Red Cross ( ) DIPECHO ACTION PLAN DIPECHO projects are ongoing in: Venezuela, Colombia, Ecuador, Peru, Bolivia, Paraguay, Chile, Argentina and Brazil. National Workshops are scheduled as follows: - Colombia: 22 August (Bogotá) - Chile: 4 September (Santiago) - Paraguay: 6 September (Asunción) - Venezuela: 12 September (Caracas) - Bolivia: 19 September (Cochabamba) - Ecuador: 1 October (Guayaquil) - Peru: 3 October (Lima) - Argentina: 13 October (Event for International Risk Reduction Day in Buenos Aires) Regional DIPECHO Seminar will be carried out from 25 to 27 October in Buenos Aires and will be linked to the Regional Platform for Disaster Risk Reduction for Latin America and the Caribbean organized by UNISDR which will take place in Buenos Aires from 29 to 31 October. 6/8

7 Regional Humanitarian response and main issues Regional rainfall forecast July - September 2012 Venezuela: More probabilities of precipitation below normal levels in the Andes, and more probabilities of precipitation near normal levels are expected in the rest of the country. Colombia: More probabilities of precipitation above normal levels in the central and southern Pacific and Andean regions. More probabilities of precipitation above below normal levels in the Caribbean region. Ecuador: More probabilities of precipitation below normal levels in most of the country. Peru: More probabilities of precipitation near normal levels in most of the country. Bolivia: More probabilities of precipitation below normal levels in most of the country. El Niño/ La Niña The World Meteorological Organization (WMO) has informed that there are possibilities that climatic conditions for an El Niño episode might develop between July and September, but the potency of any event of this type, usually associated with important changes of precipitations is still unknown. El Niño is characterized by warm ocean temperatures in the central and eastern equatorial of the Pacific and it is also associated to droughts in Australia, Indonesia and the northeast of South America and heavy rains in Ecuador and Peru. Chile: More probabilities of precipitations above normal levels in the central -southern regions of the country. More probabilities of precipitation near normal levels in the Northern, Central and Austral regions. Argentina: More probabilities of precipitation above normal levels in the regions of Cuyo, Central, Buenos Aires and south-east of Patagonia. More probabilities of precipitation below normal levels in the northeast, coastal regions and central- southern of Patagonia.
