The Project was approved by the Board in July 2010 and declared effective on February 15, 2011. Project closing is in December 2015. Field visits, surveys and focus groups with beneficiaries conducted as part of the mission revealed that farmers are very appreciative of the Project actions on the ground, citing improvements in crop yields, cultivated area and water efficiency. However, one year before closing, Project disbursements are at about 50%. Those delays were due to staff turn-over and insufficient counterpart funds in 2014 (the peak investment year with 2015). Those issues have been solved. Those important delays, should be tempered by the fact that all sub-projects under components A and B have been declared viable in the Public Investment Systems and are now in different phases of investment studies or execution. It is expected that Components A and B will close on time and reach their targets before the end of December 2015. More problematic is Component C that strengthens the capacity of WUO and farmers in the O&M of their improved/ modernized irrigation schemes. This component is essential to the sustainability of Components A and B, and should be given enough time once sub-projects are completed to accompany farmers in a least one cropping season. Component D is also suffering implementation delays and might only partially reach its targets by project's closing.
