COMMNDAIONS: Staff recommends that the Board authorize the use of $17,000 in the DCI operating budget professional services account for the installation of PMSD signs on Hardwood Forest Drive in the Great Falls Chase community in the Sterling lection District and agree to assume responsibility for their perpetual maintenance by the DGS. BACKGOND: he Great Falls Chase community is located at the northern tip of the Sterling lection District and consists of 442 single and multi-family dwellings with a community center, pool, basketball court, tennis courts and two tot lots (Attachment 1). Hardwood Forest Drive (oute 1671) runs through the community intersecting at Algonkian Parkway (oute 1582) at each end. Great Falls Plaza is situated at the northwest quadrant of Hardwood Forest Drive/Algonkian Parkway intersection (eastern end) that offers shopping, dining and entertainment. Hardwood Forest Drive is classified as a local roadway, has a posted speed limit of 25 miles per hour, and is in the irginia Department of ransportation (DO) Secondary oadway System. In 2012, the Great Falls Chase Homeowners Association (HOA) voiced concerns about vehicular speeding on Hardwood Forest Drive. o enhance pedestrian and vehicular safety, DO reduced the on-street parking by shortening the legal parking zone at its corners; thus improving the motorists and pedestrians sight distance at these locations. At the eastern end, near the Great Falls Plaza, Hardwood Forest Drive was also reconfigured where DO painted a center median and

In July 2017, the HOA contacted Supervisor Saines Office inquiring about the installation of additional traffic calming measures on Hardwood Forest Drive. he DCI conducted a speed study, which indicated the 85 th percentile speed is 35 mph (10 mph above the posted speed limit). On November 8, 2017, DCI facilitated a stakeholder meeting to further discuss the community s concerns, the results of the speed study, and the various remedial options to address speeding on Hardwood Forest Drive. his meeting was attended by representatives from the HOA, Supervisor Saines Office, Loudoun County Sheriff s Office (LCSO), DCI and the DO. As a result of this meeting, on December 20, 2017, the HOA requested the installation of PMSD signs on Hardwood Forest Drive (Attachment 2). DCI is proposing the installation of two (2) PMSD signs at a total cost of $17,000 as depicted on Attachment 1. PMSD signs are installed on roadways to provide real-time, dynamic display of drivers vehicular speed. Its purpose is to reduce speeds at locations where there are speed-related safety concerns. According to the DO raffic ngineering Division Memorandum, -374.1, PMSD Signs equirements, installation must be on a state-maintained roadway with no more than two lanes (one per travel direction) with a posted speed limit of 40 mph or less where the 85 th percentile speed exceeds the posted speed limit by at least ten 10 mph. According to the results of the study, the criteria for the installation of PMSD signs on Hardwood Forest Drive was met. DCI conferred with DO regarding the signage installation and received approval. However, they indicated that they will not be responsible for its installation and perpetual maintenance; rather it will be the County s sole responsibility. he current inventory of PMSD signs in Loudoun County are listed in able 1 (totaling 14 signs). wo (2) PMSD signs are proposed for the Winsbury Community traffic calming measures action item scheduled for the March 22, 2018 Board Business meeting. he DGS is currently handling the perpetual maintenance of these signs and has agreed to maintain additional PMSD signs in the County. he annual maintenance cost for each device is approximately $250. Maintenance is performed by the original installer. FISCAL IMPAC: he purchase and installation costs of the proposed pole mounted speed display signs on Hardwood Forest Drive is $17,000. Sufficient funds are available in the DCI operating budget, professional services account for this project. he cost to provide ongoing maintenance of PMSD signs is approximately $250 per device, per year. he DGS has sufficient resources to absorb these costs in their FY 2018 budget.
