2 17/21 APOLOGIES AND DECLARATIONS OF INTEREST Apologies were received from Ms M Males, H Bains, J Fowler, R Atkins and J Gidlow. Councillors present declared potential interest in planning matters. Cllr J Harrison subsequently advised that Cllr R Atkins has been appointed by DCC. 17/22 a. THE MINUTES OF THE MEETING held on 16 June 2017 were accepted as a true record subject to the following two amendments: 17/12 second bullet: 5m passengers are anticipated per annum (not this summer) 17/15 fourth paragraph: Willow Plantation to replace Willow Farm Land b. MATTERS ARISING: 17/15 Land holdings: EMA advised that the airport trail would be retained on the current route with some diversions in the south west. Members said that the situation on a CPO for land for Roxhill was not clear and the lack of information on this and the willow plantation was disturbing. EMA confirmed that environmental targets will be maintained and will provide an update on land holdings to the next meeting. 17/17 EMA advised that Jade Wagstaff, Jet2.com, has agreed to become a member of the EMA Community Fund Committee, replacing Pete Sowter of Royal Mail. 17/18 PRM update Quarterly reports will be presented to TEP. Waiting time targets are now being achieved. Consultation with disability groups is being actioned and passenger surveys are now in place. In summary, good progress has been made and will be monitored in the regular reports to TEP. 17/23 (i) (ii) CAA PRESENTATION ON DRONES Jonathan Nicholson, UK CAA Communications, outlined current regulations, issues and proposals in relation to drones. Key points included: The CAA is the civil regulator for drones The police are the enforcement agents Drones in the UK Regulations are in place for commercial, large drones There has been an explosion in the number of consumer drones Actions include an extensive education programme and comprehensive legislation. Difficulties include tracing users and drones flying too close to buildings and people. Safety incidents: in first six months The CAA re not anti-drone, but there is a need to ensure safety. There is amazing potential for use eg inter hospital networking, land and flood surveys and humanitarian issues. There will be career opportunities through the technology, building and programming of drones in the future. Solutions include: o Technical geofencing /blocking o Legislative DfT consultation /registration o Education changing behaviour Education through a Dronecode: o Safeguarding the future o Education / behaviour o Dronesafe UK details provided shops and with sellers and manufacturers E M A I C C P a g e 2 6
3 o o Droneshow 400ft Britain Research shows progress in the right direction. Competitions have been set up for junior schools and sponsors include Amazon Prime Drone kits for airports and schools with instructions and teacher packs are now available TV and radio broadcasts Flying schools and clubs to hold Drone Education Days Retailer kite mark ie buy from a Dronecode shop active from October/November Apps for drove users to check safety. Drones have an inbuilt home button. (iii) (iv) Future actions: UK legislation changes New EASA (European Agency Safety Association) rules for Europe Continued education Airspace system (eg combined airspace) In response to members queries: The same rules apply for drones as for photographs. Infringement of rights still applies, but not all drones have cameras. Geofencing programmed for all airspace with plans to review and include other restricted areas (eg prisons). Drones will not move into the geofenced area. All countries have rules and new EASA rules will include the technology to enable geofencing. The lightest drones costing around 20 are lightweight and too light for technology and are not considered an issue. Small aircraft and helicopters are at most risk from the larger drones. It was emphasised that legally flown drones have a right to be in the airspace and can have many advantages. An education programme is vital to ensure that users have a responsibility to see and be seen. (v) The Chairman and members thanked Jonathan Nicholson for the informative and interesting presentation. Copies of the DroneCode will be circulated with the meeting minutes 17/24 (i) CHAIRMAN S REPORT The Chairman advised that issues reported to him were covered in the agenda. Several members reiterated continued parking difficulties in the local villages and on grass verges outside the airport where taxis wait. Villages report passengers parking cars for up to two weeks while they are on holiday. All parking and waiting is to avoid airport parking charges. A member queried airport security checks on waiting vehicles. (ii) EMA share members frustration over parking in the airport surrounds. EMA will continue liaison with the police but unfortunately the parking is not illegal and is a common issue for all airports. One local village is instituting Residents Only parking working with their Parish Council. EMA confirmed that Leicestershire Police conduct security checks and drive-rounds in addition to airport patrols. EMA confirmed that free parking is available for one hour for waiting vehicles on Car Park 4. Clear signage on entry to EMA and the carpark will be actioned. It was agreed this needs to be widely advertised and EMA will review provision of a dedicated space E M A I C C P a g e 3 6
4 for taxis to avoid searching for spaces. Increased publicity and signage will be actioned. Website information will feature more prominently and taxi licensing agencies will be notified. Handing out leaflets to parked taxis was recommended. (iii) 17/25 (i) The invitation to visit DHL will be followed up in the New Year following completion of the site development. MANAGING DIRECTOR S REPORT The report circulated was reviewed and key points included: Business update Customer service Government policy Airport developments and transport o o UPS expansion and planning application Strategic workforce planning in partnership with Nottingham Trent University covering skill requirements and colleague diversity and inclusion Airport products o Premium parking o Fast track passport control Marketing update EMA advised that UPS have been non-attending members of the ICC but now wish to attend and have suggested a separate, specific meeting in November to outline current plans and developments. EMA will circulate details of arrangements for this. Potential conflict of interest was outlined between DHL and UPS. The Chairman asked that the DHL member request continued DHL involvement as both UPS and DHL are longstanding members of the ICC and their contributions are very highly valued. ACTION: DHL/EMA (ii) Member queries and responses: A member queried if EMA has major plans to enlarge now that parts of the terminal are at capacity. EMA confirmed incremental development of passenger terminals. EMA is working with UK Border Force on clarifying instructions at E-gates A member said that passengers have already paid for services and should not have to pay for premium services which should be the standard service offered to all. A previous meeting had concluded that no action was planned on this at EMA and this was a reversal of previous indications. EMA said that Fast Track Passport Control is a UKBF SLA enhancement. Fees received will be reinvested into the same port and will benefit passengers. EMA will monitor the use of funds received from this. A member queried if UKBF are putting the right technology in place, current equipment needs constant re-sets, and recommended that EMA needs to ensure that the equipment is the best available. EMA confirmed a recent software upgrade and the percentage of rejections has reduced. The main problem is the human factor but EMA is targeting exemplary service. EMA will review the issue of the non-availability of toilets in the passport control area. EMA confirmed representation at both the Labour and Conservative Party Conferences through involvement with the Midlands Engine. E M A I C C P a g e 4 6
5 The UPS planning application was lodged last week and will be available on the NWLDC website imminently. Details will be brought to a future meeting within the timeframe of the consultation period. 17/26 GOVERNMENT AVIATION STRATEGY The policy process was outlined and full details of the current consultation can be found online at: All constituencies and groups were advised to submit individual comments. Three batches of consultations will follow in Recommendations include: Strategy should be evidence led Engaged Global competitive markets Revised potential for regions Partnership with industry and government Issues on noise and increased development close to airports will be considered through the consultation process, and individual submissions are recommended. A copy of the slide presentation will be circulated with the meeting minutes 17/27 SUSTAINABLE DEVELOPMENT PLAN Details as circulated were summarised. Background, Objectives and Targets were outlined. EMA and MAG reports are published by the airport and include reports (Environment and Community) to the ICC, the EMA annual CSR report and the MAG annual CSR report. The Government is undertaking a review of national aviation policy. It is expected that this will be published during Following the adoption of the new national policy it may then be appropriate to undertake a review of the Sustainable Development Plan. The Airport s Noise Action Plan (2013) runs until The process for preparing, consulting and publishing the next EMA Noise Action Plan commenced in 2017 for completion in A member confirmed discussion on the Noise Action Plan at MENT but queried the opportunity for all groups to be involved. EMA confirmed that is the NAP timescale. A draft plan will be presented to ICC members in Spring Members are invited to submit issues and feedback prior to the January meeting. A member said that PM10 air quality is the absolute limit and local councils should be working towards improving the air quality in the area. EMA advised that air quality had recently been considered in detail at MENT. This confirmed that there were no infringements of air quality limits at our around the airport and traffic affects are most important to the bigger picture. EMA understood that some cargo planes could achieve QC16 levels but are not allowed to schedule night flights. Any contraventions incur fees which are donated to the Community Fund. Members agreed that the contravention levels should be reduced. EMA confirmed mechanical issues with the wind turbines which are being resolved. Upgrading work has been taking place on turbinet3. 6 17/28 TECHNICAL AND OPERATIONAL RESILIENCE PRESENTATION Processes and safeguards for the airport were outlined in detail and include: HV/LV network Back-up generators Utilities Dual fuels, water, effluent and surface water Building Services Uninterruptible power supplies to all critical systems Manual overrides as appropriate Back up services built in Operational Resilience Maintenance Designed for busy Core resource with additional flexibility Recruitment standards Future considerations Grid resilience Fossil fuel resilience Smart Plant and Automation In response to member queries: Non-glare PV solar panels are now available and there is potential for a feasibility study for use at EMA. A member said solar panels at Roxhill and DHL have been rejected because of glare. EMA has offered a funding contribution for a Hydrological Survey (in response to a query on flooding at Diseworth). Leicestershire County Council are organising this. 17/29 AIRPORT UPATE The reports circulated were taken as read a. Traffic statistics higher capacity aircraft in operation, but no increase in noise. Road traffic issues will be resolved as road improvements and Roxhill works completed. b. Planning applications c.
