Members noted that consent was granted in accordance wtth the appeal decision, but the sign remained at its original height and the applicants had not been forthcoming with details of when it would be reduced. UNAUTIIORISED ADVERTISEMENTS AND OTHER DEVELOPMENT AT RAYLEIGH LANES, 89 HIGH STREET, RAYLEIGH The Director of Development reported on a number of current contraventions at this site within the Rayleigh Town Centre, including the provision of various advertisements and illuminations without the benefit of consent under the Advertisement Regulations to the detriment of the street scene and the amenity of the area. Being mindful of similar contraventions at this site previously, the Committee considered the advertisements and appearance of the building to be inappropriate in this part of the Town Centre and damaging to the Rayleigh Conservation Area in general. Resolved that the Secretary to the Council be authorised to pursue all necessary action, including the issue and service of Notices and action in the Courts to secure the remedying of the breaches of planning contro], including those under the Advertisement Regulations, now reported. UNAUTHORISED DEVELOPMENT AT ROSEBUD COTTAGE, THE CHASE, ASHINGDON The Committee had before them a report of the Director of Development concerning the unauthorised replacement of external walls and new foundations at this dwelling within the Metropolitan Green Belt. It was noted that a planning application had now been received and that no further work would be carried out prior to its consideration by the Committee. 41 EEPORP: This site, currently used as a country club, is situated within an area allocated for residential development. Bearing in mind the proposed restrictions in the Local Plan for development along the river frontage i.e. low density development, it would seem appropriate to indicate to the applicants that the local planning authority would wish to see only low density housing on this site, and it is suggested that a letter accompanies any planning consent that Members decide to grant. No details have been submitted to indicate the proposed layout or number or type of residential units and it is understood that outline permission is required to enable the land to be sold. Subject to the density being kept fally low, there are no town planning objections to residential development of the site and the suggested conditions provide the local planning authority with full control over the type of development which may be approved when details are eventually submitted. Only fruit trees and a few small Willows, Hawthorns, etc. exist on the site, together with a pond and club buildings. Anglian Water has no objections to the proposal. The Hullbridge Parish Council feels that no development should be permitted which has a higher density than that of the surrounding development. The County Surveyor has no objections subject to details of any roads and accesses being submitted in due course and subject to adequate sight splays and improvements to Pooles Lane where it abuts the site.
