Knockaloe Farm extends to approximately 300 acres with traditional farm buildings that extend to approximately 2,700 square metres and the more modern buildings that extend to a further 2,000 square metres. The Department are seeking an anchor tenant or other such business arrangement to attract private investment to allow the economically viable conversion of the main building area into a high quality, rural development with a steer towards visitor attraction, artisan/local food, heritage and education. There is a residential portfolio comprising seven properties and the potential for the operator to use land areas on the existing let agricultural estate. The land will become vacant (with the exception of the show fields and associated show building and mart) from November 2016 and it is anticipated that the farmhouse will also be vacant. Page 1 of 9

2 Submissions The Department is inviting submissions for a long leasehold arrangement expected to be in excess of 50 years with the final term to be agreed. The closing date for bids is Noon, Friday 22 nd July Proposals Any proposals should ensure that an economically viable development is delivered whilst considering the significance and importance of the following elements: - Food/Agriculture - Education - Historical (with particular reference to the Internment Camp history) - Tourism/Visitor Economy - Architectural - Cultural Heritage - Natural Significance Many of the above factors are supported and educated by a Statement of Significance of the holding which has been produced by Liverpool University and will be made available upon request. Proposals should seek to safeguard the heritage interest through identifying mitigation factors in terms of clarifying what elements should be properly recorded, removed and retained. The Department reserves the right to withhold any parcel(s) of land from any lease should it be deemed necessary for some other purpose. This will be discussed with interested parties once their proposals are confirmed. Existing Tenancies The existing residential tenancies are unaffected by this offering but would be considered to form part of the head lease. The Commercial arrangements for the Show and Mart will remain with DEFA. History Knockaloe Farm was used as an Internment Camp during WW1 where over 23,000 civilians, mainly from Germany, Austria and Turkey, were interned across a 22 acre site that was divided into 23 compounds. The site was returned to its former state as a farm in 1919 after many internees had served up to five years in the camp. 3 Location Knockaloe Farm is located in the picturesque rural setting of Patrick, two miles from Peel on the west coast of the Isle of Man. Travelling along the A1 towards Peel, turn left on to Station Road in St Johns, take the second right onto Patrick Road. 5 The Isle of Man The Isle of Man is a Crown Dependency which has a thriving economy based on its financial services, e-commerce, shipping and aircraft registry industries. Considered a land of opportunity with an area of 221 square miles, people of all ages enjoy a healthy, active lifestyle and tremendous quality of life, with beautiful countryside, very low crime rates and excellent public services. The population has increased from 82,000 in 2011 to around 84,500 in 2016 (3% growth) and unemployment stands at only 1.9% of the working population. The Island is served well by air and sea with flights from London Gatwick, London City, London Stansted, Birmingham, Manchester, Liverpool, Belfast, Glasgow, Newcastle, Dublin, Gloucester, Blackpool and Bristol. There are car ferry sailings from Liverpool, Heysham, Dublin and Belfast. Tax Structure The Isle of Man has a clear and simple tax regime that is self-governing with no Capital Gains Tax, Withholding Taxes or Wealth Taxes and Individual Income Tax levied at a maximum of 20%.
