Proposed by Cllr. Mr R Benford seconded by Cllr. Mr M Sheikh and passed unanimously. RESOLVED: The Chairman signed the minutes of the 13 th December 2016, as approved, as a true and correct record. b) To Receive & Approve Committee Minutes with Questions & Answers Where Possible:- Estates & Community 13 th December 2016 The minutes of the committee meeting held during December 2016 were considered for accuracy and agreed to be a true record. 2 FOR DECISION a) To Consider Committee Appointments It is reported there are only 5 members on the Staff, Policy & Finance committee and an additional member is required to sit on the Appeals committee. AGREED: Cllr Mr N Courtney is appointed to sit on the appeals committee. b) To Consider Council Surgeries Members considered introducing council surgeries. AGREED: Hold the first council surgery on Saturday, 25 th March 10.30am 11.30am at the Civic Centre. Cllr Mrs S Skeemer and Cllr Mrs M Broomhead will be holding this surgery. AGREED: Produce a leaflet which is to be added to the next edition of the Blaby Topic, the Councils website and all noticeboards. AGREED: Add Council surgeries to the April full Council agenda for further consideration. c) To Report Update on the Oakfield Park Project i) S.106 Application Further to our S.106 grant application for the demolition and redevelopment of the public conveniences and changing rooms on Oakfield Park, the application has been approved in principle subject to the following matters: It is understood the Parish Council have been advised planning permission is required for the project, therefore planning permission for the works is required The Group requested assurances from the Parish Council that further funding for this project will not be applied for if additional expenses are incurred in association with any extra demolition costs that may occur The Group also requested confirmation from the Parish Council that the grant will not be used towards any other works than those stated in the application form The manager has replied to the above matters and Blaby District Council has confirmed approval of the S.106 grant funding of 35, will be transferred into our bank account on receipt of a valid invoice for the works completed, along with evidence of planning permission for the project which has also been approved. ii) To Consider Project Cost As we have now been awarded the S.106 funding members considered which earmarked savings account the shortfall of 15, can be taken from to complete the Oakfield Park project. RESOLVED: The shortfall in funds to complete the Oakfield Park project is to be taken from the Purchase of Land earmarked savings account. 3 iii) Schedule of Works RESOLVED: 50% of the cost of the works is to be paid before work begins, this will allow for the ordering of materials required to manufacture our new building. d) To Receive & Approve Social Events Working Party Minutes, Meeting held 5 th January 2017 PRESENT:- Mrs S Skeemer (Chairman). Mr R Benford, Mr D Statham, Mrs E Statham, Mrs M Broomhead, Mrs V Jepson (Manager) and Miss B Letts (Events). 1. APOLOGIES FOR ABSENCE Apologies received and accepted from Mr M Harbot. 2. DEBRIEFT OF CHRISTMAS 2016 a) Giant Snow Globe Members are advised the Giant Snow Globe Company confirmed the snow globe hired did have wheelchair access. b) Artificial Christmas Trees The artificial Christmas trees running from Acuherbs up to Blaby Post Office currently run on a timer inside shop premises and not from a lamppost like the other trees do. Members considered a quotation received from the electrician to carry out the necessary work to run these trees from a timer in a lamppost and not the businesses priced at VAT. RESOLVED: The council s electrician is to carry out works necessary to run the tree lights from the lamppost priced at VAT. Permission from the owners of the flats above these shops is required as they would need to have an electric cable and adaptable box located on their external wall to allow the timers to be powered. AGREED: It is confirmed all the relevant businesses have been written to asking for their permission. 3. TO CONSIDER for the 2017 CHRISTMAS EVENT a) Icicle Lights from Blaby Print Milner s Bakery Having spoken to the council s electricians, it is possible to have icicle lights without having a catenary wire installed. Blaby Art and Print up to the Post Office is approx. 140M Blaby Motor Spares to Milner s is approx. 60M The icicle lights are to be fixed to the buildings higher up to the ones currently in position; therefore we could buy them in 10M or 20M lengths. 4 Quotation RESOLVED: Accept quotation number 1 for the icicle lights to be fixed higher up on the buildings in 20m lengths priced at AGREED: Any icicle lights which need to be positioned lower down on the buildings are to be purchased in shorter lengths due to replacement costs. The electrician s fee to carry out the above works is VAT. RESOLVED: Appoint the councils electrician to carry out the work necessary to power the new icicle lights priced at VAT. b) Ice Skating Rink Members considered if an ice skating rink should be hired for Christmas The rink could be positioned in the precinct as this year s main attraction. AGREED: Research prices for hiring an ice skating rink, prices are to be considered at the next social events working party meeting. c) Penguin / Reindeer / Donkey Hire Due to the popularity of the Camels at the Christmas 2016 event, members considered different animals for the 2017 event?. The possibility of hiring penguins has been looked into; this would be lovely alongside the ice skating rink. The average cost to hire penguins is around 2,500. AGREED: Contact penguin companies for prices, and advise them how busy the event can be to see if the penguins will be happy in that environment. Members considered hiring reindeer for this year s event; they could be positioned in the street where the camels were in 2016, or even in the Civic Centre car park. The reindeer would be really special in the civic centre carpark, as if waiting to take Santa back to the North Pole. AGREED: Research prices for the hire of reindeer, this matter will be considered at the next social events working party meeting. d) Photo Booth Hire Members considered hiring a photo booth to be positioned in the civic centre, complete with fun Christmas props, prices to hire are approx. 500 to 600. AGREED: Enquire about magic selfie mirrors, and maybe charge for people to have their photograph taken in front of this. This area could also be used for photographing children with our hired characters, and we could perhaps charge for this. AGREED: Enquire to see if we could get a local company to sponsor this event. e) Food Stands In addition to the food stands we had in 2016, members considered having a warm mulled cider van, roasted chestnuts and a coffee/hot chocolate stand. 5 It is suggested all the food stands are positioned in one area so they all have an equal chance with the customers. AGREED: The food stand locations are to be considered at a future social events meeting. 3.TO CONSIDER THE 2017 SUMMER EVENT a) Event Date & Location RESOLVED: The 2017 Summer event is to be held on Oakfield Park on Saturday, 24 th June, 12 noon 5pm. b) Blaby Bake Off Competition The summer event 2016 had only 8 entrants into the competition. 1 adult and 7 under 12 s. AGREED: Do not hold the bake off competition this year, but approach Milner s to see if they would like to stand. c) Portable Public Conveniences Hire Members considered the following quotations to hire 2 regular porta-loos and 2 disabled porta-loos for the event:- Quotation 1 Quotation 2 Quotation 3 2 x event w.c s 2 x disabled w c s Plus weekend delivery cost of VAT 2 x event w.c s 2 x disabled w.c s Plus weekend delivery cost of 150 each way 745 +VAT 2 x event w.c s 2 x disabled w.c s Including delivery VAT RESOLVED: Accept quotation number 3 for the hire of portable public conveniences for the 2017 Summer event priced at VAT. d) Food Stall Holders Members considered the stall rent for the 2017 events. RESOLVED: The Summer event to be charged at 50 per stall and the Christmas event to be charged at 30 per stall. e) Prosecco camper / Bus Bar Members considered hiring the Bus Bar or a Prosecco Camper. If the weather is nice this would be a lovely attraction where the ice cold prosecco or a nice glass of cider would go down a treat. Quotation 1 Quotation 2 Quotation glasses (keg) of prosecco, 88 pints of becks (keg) and 15 bottles of cider (crate). All the staff to man the bar, travel costs and glass wear. This is all in a camper 160 glasses of prosecco served in champagne flutes, all travel costs and bar staff. All in a vintage horse box. VAT This company can also provide other drinks but would have to work out the cost once we had booked. TOTAL 884 Inc. VAT RESOLVED: Accept quotation number 1 for the hire of the Prosecco wagon priced at (Inc. VAT). AGREED: At a future meeting members will decide the prices to be charged for these drinks. f) Small Animal Mobile Farm Members considered the following quotations to hire a small animal farm for the event:- Quotation 1 Quotation 2 Quotation 3 2 x pygmy goats, 2 x lambs, 2 x pigs, selection of rabbits and chickens with 2 x handlers, enclosure and sink unit, 4 hours: VAT plus mileage at 90p per mile, there and back would be an extra VAT Total VAT Can also bring extra animals (alpaca / donkey / mini pony not suitable for riding) for an extra 50 + VAT per animal. A selection of reptiles, bugs, frogs, mice, baby rabbits, giant rabbits, skunk and other exotic mammals. 2 x handlers, for 4 hours: Total VAT 2 x donkeys that we could hire out for donkey rides with a suggested price of 1 a ride, a Shetland pony, goats, sheep, rabbits & guinea pigs. These are all animals that have been mistreated or are unwanted, and have been given a 2 nd chance. Includes hand sanitizers, 2 members of staff, gazebos and pens for the animals. Total 600 (no VAT) RESOLVED: Accept quotation number 3 priced at 600, with emphasis to the farm holders that we need definite hand sanitizing advice and signage around the animals. AGREED: Members agreed 1 a ride to be charged for the donkey rides. This activity is not to be included in the wristband price. Chairman of Blaby Parish Council. Date.. Page 6

7 g) Cutest Teddy Bear Competition Cutest teddy bear competition which will be free to enter the competition, with a prize and certificate given to the 1 st, 2 nd and 3 rd place winners. Also a certificate will be given for every bear that is entered. AGREED: This event will be open to children and adults alike. Purchase a trophy for 1 st, 2 nd and 3 rd prizes. h) Segway Hire Members considered the following quotations received for hiring Segway s:- 2 x Segway x2 s 4 x Segway x2 s This is for the hire of 2 Segway s, including instructor and equipment. 4 hour operational time VAT This is for the hire of 4 Segway s, including instructor and equipment. 4 hour operational time VAT Extra operational hours at 75 + VAT up Extra operational hours at 75 + VAT to a maximum of 6 hours up to a maximum of 6 hours RESOLVED: Book 4 Segway s for the event priced at VAT. Since the meeting the company have confirmed they only have 2 Segway s available, they state the Segway s will usually run for 4 5 hours, depending on the surface they are being used on. However, they do have a spare Segway that they would bring, and rotate with the other 2, should they need their batteries recharged. This way they could run 2 Segway s for the max 5 hours. For this additional Segway the total cost would be VAT. RESOLVED: Book the 2 Segway s (with a spare one for rotation) for 5 hours priced at VAT. i) Family Circus Workshop We could hire a family circus workshop for our event, where the families can come and try out various skills taught by professional staff, including: Standard price for 5 hours would be 425 Mini workshop: Giant Bubble Blowing at 25 for 1 hour session (2 sessions) Stilt Walking: 3 x 30 minute slots, spaced throughout the day Approx. travel costs to Blaby 25 If we went ahead and booked this, with 2 bubble workshops and the stilt walkers, it would be a total cost of 600 (no VAT payable). RESOLVED: Members agreed to book the family circus to include the stilt walkers along with 2 x bubble blowing workshops, and the standard 5 hour workshop at a total price of Chairman of Blaby Parish Council. 8 j) Lucky Dip Due to the success of the lucky dip at the Christmas light switch on event it is suggested a lucky dip is to be included at the summer event too. It is suggested dips priced at 1 each. AGREED: Members agreed a lucky dip should be run at the summer event. RESOLVED: Purchase pocket money gifts and sweets and vary the prizes so that some are bigger than others. k) Leicester Sight Hounds It is queried if the Leicester Sight Hounds are to be invited to this year s summer event, as they are always a good attraction and they bring in a large crowd of people. AGREED: Members would like to request further information from Leicester Sight Hounds, to see how / if they make any money from this event, and if they are registered as a company or a charity. Once this information has been gained, members will consider the attendance of the Leicester Sight Hounds at the next social events working party meeting. l) Ferret Racing Members considered the following quotations received for ferret racing:- Quotation 1 Quotation 2 Quotation 3 4 lanes with 4 ferrets, a Awaiting third quote host, and a large gazebo. As with quote 1 the ferrets race through tubes. 5 ferrets compete with each other, each in its own set of tubes which are approx. 10M long. Members of the public are picked to be a ferret jockey and put in charge of a ferret, they then have to encourage their ferret to move through the tubes to the end. The host is very knowledgeable about the ferrets and can talk about them, and let people hold them in between the races. *all ferrets are tame, and in between races are kept in their accommodation, with food, water, shelter and company Travel costs +VAT *All ferrets are tame and the animal s welfare is of paramount importance to the company. 595 including travel costs + VAT DECLINE: Members decided this activity might be better as a charity fund raiser evening, held within the Civic Centre. Mr & Mrs Statham have attended such an event in the past, and said that it was a really fun evening, and a good way to raise funds. 9 m) Fun Ideas as a Fund Raiser Rubber chicken chucking, this is a brilliant idea to raise money, and a few laughs at the same time. Suggest having 4 separate competitions; 1 for adult males / 1 for adult females / 1 for children up to the age of 10 and then 1 for children 10 to 15 years. Rubber Chickens can be bought for 30 for 4 including delivery, we would also need to purchase 12 wooden pegs in 4 colours. RESOLVED: Purchase the necessary items required for this event. n) Fairground Rides and Inflatables RESOLVED: Members considered the fairground rides and inflatables required for the summer event and agreed to a budget of 5,000 and asked that we try and get dodgems, an inflatable slide and a bouncy castle along with 2 large rides and 3 or 4 smaller rides. o) Wristbands Members agreed to use the wristbands again this year which will be priced at 10 per wristband or 3 wristbands for 25 and under 5 s for 5. p) First Aid Hire As in past events JLK Medical Services will be hired for this event. RESOLVED: Appoint JLK Medical Services for 2 x first aiders priced at for the 5 hour event. q) Local Police and Fire Service The local police and fire service have been contacted to enquire if it would be possible to have a Fire Engine and Patrol Car present at the fun day. This would be both educational and interesting for the local children, and would show what a valuable asset the emergency services are. AGREED: Members agreed this would be a good idea, as it would be educational for the local children. r) Owls / Falcons Members requested prices to hire owls & falcons for this event. This matter will be discussed at the next social events working party meeting. s) Scarecrow Competition As in the past the annual scarecrow competition will be included alongside this event. 10 e) To Consider Casual Vacancies Out of 16 councillors we currently have 11 which leave 5 vacancies. Members are informed councillor vacancies are advertised on the parish council website as well as an article which is going into the next edition of the Blaby Topic. f) To Consider Community Emergency Stores Incentive LLR Resilience Partnership is launching a new incentive aimed at town and parish councils. Aware and prepared is all about being ready for emergencies and prepared to take action. DECLINE: Members do not wish produce an emergency/resilience plan. g) To Report Update on the Blaby Neighbourhood Plan Members have been issued with a copy of the four principle Neighbourhood Plan Documents for final sign off by the Council. AGREED: Following resolution members approve the neighbourhood plan and principle documents. AGREED: Send a copy of the Blaby Neighbourhood Plan and supporting documents to Blaby District Council for them to commence the next formal stages of the adoption process FOR INFORMATION a) Parishioners Time: For Information Only Matters will be forwarded to the relevant committee. Cllr Mrs E Statham The damaged virgin media green box is still outside Mr Tax - AGREED: Contact Virgin Media to enquire when the box will be removed. Cllr Mrs L Gutteridge There is still a damaged road sign in the hedge at the bottom of Grove Road, on the left hand side going towards Lutterworth - AGREED: Report this matter again to Leicestershire County Council. Cllr Mr R Benford There are a lot of road sign scattered around Blaby Village - AGREED: Report this matter to Leicestershire County Council. Mrs M Broomhead and passed unanimously Correspondence: All correspondence has been issued to Members. a) Village Areas Needing Attention Received During December b) Leicestershire & Rutland Association of Local Councils:- Council Tax Referendum 2017/18 Council tax referendum principles have n ot been extended to local (parish and town) councils in 2017/18. The secretary of state for communities and local government announced that Local town and parish councils play an important role in our civic life. We have decided that we will defer our proposals this year, while keeping the level of precepts set by town and parish councils under close review. I expect all town and parish councils to clearly demonstrate restraint when setting increases that are not a direct result of taking on additional responsibilities. I am also actively considering with the sector ways to make excessive increases more transparent to local taxpayers. Buckingham Palace Garden Party 2017 Each year NALC invites the County Association to nominate people to attend one of the Royal Garden Parties. The Executive Committee previously agreed that the invitations should be dealt with on a Branch by Branch basis in rotation and, for this year, the Branches are Blaby and North West Leicestershire. We are therefore writing to each member council in these districts to invite nominations. The invitation, which is for the Garden Party on 1 st June 2017, is open to current council Chairmen who have not previously attended a Royal Garden Party. Nominees should be accompanied by their spouse/partner/companion. Invitations are in recognition of past service and therefore are open to current Chairmen irrespective of whether or not they continue to hold that position after the Annual Council meeting. 13 c) Blaby District Council Housing Support Changes Approved Meeting Notes Blaby Car Parks A further meeting has been proposed by Mr Wells for February 2017 once he s had the informal discussion with cabinet. Further correspondence has been received from the businesses:- Following on from our meeting with Jon Wells from BDC at the end of December a meeting has been arranged for Thursday, 16 th February at 5:45pm at Coffee Cosmo meeting room. Everyone welcome AGREED: Cllr Mrs S Skeemer and Cllr Mr R Benford will attend the Blaby car parks meeting on Thursday, 16 th February d) Leicestershire County Council Meeting Notes Wednesday, 7 th December 2016 Medium Term Financial Strategy Consultation for 2017 The Government has announced it is giving councils the flexibility to increase the two per cent adult social care precept by another one per cent, for each of the next two years. This news came after Leicestershire County Councils original budget consultation commenced, LCC have amended the questions to see whether people think they should take up the Government s offer. Members have been issued with a revised questionnaire, which now includes an additional question.
