1 BLABY PARISH COUNCIL MEETING Held at Blaby Civic Centre, Leicester Road at 7.30pm on Tuesday, 7th April 2015 PRESENT: Mrs M Broomhead (Chairman), Mrs S Coe, Mr B Duggan, Mr B Fear, Mr G Gutteridge, Mrs L Gutteridge, Mr G Harding, Mr D Statham, Mrs E Statham, Mrs V Wilkinson, Mr G Willcox, Mrs V Jepson (Manager), Mrs J Brooks (Admin Clerk) & 3 x Parishioners. Following the death of Councillor Jill Blackwell who died on Tuesday, 17 th March and Councillor Sheila Fear who died on Thursday, 26 th March, a minutes silence was held. Mrs Broomhead reflected on the lives of both councillors saying It was with great sadness that we have lost two such community minded people. Sheila was a councillor for 6 years and she re-energised the Estates & Community Committee really getting involved with it. Jill was a councillor firstly from , then again from They will both be a hard act to follow. We all send our condolences to Brian, we admire their courage which kept them going, they never gave up and they will never be forgotten. AGREED: Donations are to be given to the following charities on the late councillors behalf: Jill Blackwell Huncote Animal Aid. Sheila Fear - LOROS. RESOLVED: Donate each to Huncote Animal Aid and LOROS under the Local Government Act 1972 S Apologies for Absence. 2 RESOLVED: The Chairman signed the minutes of the 10 th March 2015, as approved, as a true and correct record. b) To Receive & Approve Committee Minutes with Questions & Answers Where Possible:- All Members were issued with a copy of the following minutes: Planning 10 th March 2015 Planning 24 th March 2015 Estates & Community 24 th March 2015 The following amendments were added to the Estates & Community Committee meeting minutes: a) EC.161 Blaby Bake Off Members considered asking for a small donation to enter the competition. AGREED: Discuss the donation to be charged on the next Estates & Community Committee agenda. b) EC.164 Replace Dog Control Orders with Public Space Protection Orders. The minutes of the committee meetings held during March 2015 were considered for accuracy and agreed to be a true record. Proposed by Cllr. B Duggan seconded by Cllr E Statham and passed unanimously. c) To Receive & Approve the Public Meeting Minutes of the Neighbourhood Planning Steering Group held on Wednesday, 18 th March All Members have been issued with a copy of the minutes from the Neighbourhood Planning Steering Group meeting held on Wednesday, 18 th March The minutes of the Neighbourhood Planning Steering Group meeting held on the 18 th March 2015 were considered for accuracy and agreed to be a true record. Proposed by Cllr G Willcox seconded by Cllr V Wilkinson and passed unanimously. Mrs Gutteridge queried what a reserved site is. Mr Statham explained although Blaby has exceeded its core strategy requirement, if the schemes in place did not go ahead then reserved sites listed in the Neighbourhood Plan could be brought forward to use for housing instead FOR INFORMATION a) Parishioners Time: For Information Only Matters will be forwarded to the relevant committee. i) Meetings with McCarthy & Stone 4-6 Enderby Road. Mrs Gutteridge queried what other parish councillors had said to the agents during their meetings on 8 th December 2014, regarding this application. It was confirmed the agents were asked why the plans had been moved further back from the road from the originals and why they had increased the number of car parking spaces. 3 AGREED: These matters are to be discussed at the Public Meeting to be arranged for Tuesday, 14 th April at 7.30 pm at Blaby Civic Centre where everyone can give their views. ii) 85 Park Road development. Large gaping holes have appeared where youths have pushed the fencing against the wall on this site which is dangerous. AGREED: Report this matter to building control to investigate. iii) Roundabout near to Aldi This mini roundabout needs repainting as it cannot be seen by motorists and near accidents have occurred. Highways have already confirmed this will be done in this financial year. iv) Corners of Welford Road/ Willow Road & Cedar Road/Willow Road Vehicles parked on the footpaths obscure the view of oncoming traffic when trying to exit Willow Road. AGREED: Parishioners are advised to take photos of these vehicles and report the matter to the police. The parish council can then follow up any of these complaints when notified. v) Road markings outside Coffee Bean The white line markings outside Coffee Bean at Forge Corner have disappeared causing congestion at the crossroads. There should be one line for bikes and another for cars to stop at the lights. Buses cannot get past as there are cars positioned in the wrong place. AGREED: Report this matter to highways to investigate. vi) Welford Road footpath It was reported the disintegrated footpath is now being mended. b) Cheque Rota. RESOLVED: Cheques are to be signed at the end of the Council session by Mr D Statham & Mr G Harding. c) Reports of Representatives. Mrs Broomhead commented she thought the new gym at Huncote is fabulous and would recommend it Authorisation of the Council s Accounts. All members have been issued with a copy of the April accounts.
