1 SHARDLOW & GREAT WILNE PARISH COUNCIL MINUTES OF THE ORDINARY PARISH COUNCIL MEETING HELD ON WEDNESDAY 28 th October 2015 AT THE VILLAGE HALL, SHARDLOW Present: Cllrs Collison (Chair), Higton, Scott, Mitchell, Hawksworth, Coyle and Shearing. In Attendance: DCllr Peter Watson, CCllr R Davison, 1 resident and J Irons (clerk). Part 1 - NON-EXEMPT ITEMS 81/15: District & County Councillors' reports. DISTRICT COUNCIL REPORT DCllr Peter Watson. 1. As is the case with many parks in the area the Wilne Lane car park is owned by SDDC and so it is its responsibility to maintain. The tree on the central island will be replaced if dead. Smaller trees may be planted around the perimeter of the park. 2. DCllr Watson has written to EA asking them to investigate the state of the flood arches at Cavendish Bridge. 3. Derby City s OCOR project: the effect of possible raised river levels on Shardlow will be less than that at Ambaston & Thulston and all flood banks there are to be raised to 500mm. Derby City s works will only be completed once Shardlow s has begun. 4. Restoration at Elvaston Quarry: EA has advised that flood levels should be addressed. 5. A resident at Mill Green complained of a flooding issue concerning surface water. An SDDC inspector visited and DCllr Watson spoke to DCC and Severn Trent, the latter will investigate. 6. Work has begun at the Lady in Grey, the owner has been notified of possible problems with travellers now that the hoardings have been opened/ removed. DCllr Coyle will report further (see minute 93/15). 7. The Safer Neighbourhood and Area Forum will be held tomorrow night (29 th ) at Melbourne Assembly Rooms beginning at 6.30pm. DCllr Watson will table any concerns members may have if advised of such. 8. The Donington Park Consultative Meeting will be held on 12 th November. Weston-on-Trent experienced lots of noise in the summer which is a long-standing problem and will be raised. 9. DCllr Watson will ask Ian Hey at SDDC about possible funding opportunities towards the recent signage project. Council should apply before ordering further signage. Cllr Scott explained that the 3 rd phase of the project (information boards) is the final stage but council will not finalise this until Ian Hey has advised. Also, the funding has always been dependent on the village evidencing a need for the signs, which produced a poor public response at the time. 10. DCllr Watson offered to raise any planning matters asked of him at the Planning Committee. Cllr Scott asked whether most planning applicants consult SDDC; DCllr Watson said some do but advises residents to ask planners before embarking on making an application. However if they do it is no guarantee of permission being granted. Cllr Mitchell wondered if SDDC will support the WI s Clean for the Queen event next March; DCllr Watson thought it may once more is known. 1

2 COUNTY COUNCIL REPORT CCllr Rob Davison 1. The Chairman thanked the county councillor for his (on behalf of DCC) generous contribution of 1000 towards the signage project. 2. CCllr Davison also attended the Elvaston Quarry meeting and was dismayed that neither Biffa nor DCC could answer questions to his satisfaction. DCC has agreed an extension to April 2016 for the levelling and settlement groundwork to be completed although the county councillor thought this poses more of a priority. 3. The school sign, removed when de-trunking of the old A6 occurred, will be replaced. 4. CCllr Davison has walked the village s pavements and took photographs. He believed there to be no serious defects but will walk them again accompanied by a DCC Highways manager. That said, no discretionary spending is allowed under the latest round of government budget cuts which means few repairs will be undertaken before 2016/17 or 2017/18. However, any defects causing a danger will be addressed immediately. 5. Residents at Weston-on-Trent have attached warning traffic roundels on wheelie bins to deter speeding drivers which appear to have been effective on waste collection days. 6. The fence bordering footpath 1 with the A50 service station has been repaired albeit in poor fashion. While sympathising with residents concerns over the state of pavements the Chairman realises that the county council is financially constrained. The resident in attendance stated that teachers had complained that the sensors on the school crossing lights were malfunctioning thereby causing a hazard. CCllr Davison replied to say he will investigate. 82/15: REPRESENTATIONS FROM THE PUBLIC. The resident reported an abandoned blue Mondeo car parked at the top of Wilne lane outside the Lady in Grey. 83/15: POLICE REPORT. The clerk reported that 7 minor incidents had been logged on the police website for August. Details are available on the Police website at 84/15: APOLOGIES FOR ABSENCE: none. 85/15: DECLARATIONS OF INTEREST: none. 86/15: APPROVAL OF MINUTES Minutes of the Annual Parish Council Meeting held on 23 rd September were agreed by members (pp Cllr Higton, seconded Cllr Scott) after which they were signed by the Chairman. 87/15: ACTIONS ARISING FROM PUBLIC PARTICIPATION: 1. The Chairmen suggested to the resident that she call the Police 101 number to report the car. 88/15: CHAIRMAN S REPORT. None. 89/15: CLERK'S REPORT. 1. In response to the lengthman s report the clerk replied: I shall try to get the litter bin opposite Broughton House reinstated asap. NB. SDDC has now replaced it. 2

3 I also visited the bottle banks in Wilne Lane and these were empty. There were only a few clothes evident at the side of the clothes recycling bins. Cllr Mitchell is pretty vigilant on calling the phone number on the bottle banks to report them. Earlier I had a look for wires by the green BT boxes opposite the Wharf but did not see any, perhaps they came back to do more work and collected those. I reported the Robert Ellis sign on Canal Bridge yesterday. A district councillor and I are due to have our 6 monthly liaison meeting with Persimmon Homes in November. I made the point last time about their signs and the county councillor actually removed them on a Sunday (because the firm did not). We also made the point that they should not be present further than 2 miles from the construction site. We will make the point again and I think the district councillor may warn them with an enforcement notice. The Buttercup Leys sign by Cheal Close if PH put them up we will insist they remove them 2. Reply from DCC I refer to your report regarding the lime trees outside Shardlow School. The Highway Inspector has advised that the trees are not growing on highway land. They are not causing any hazard to highway users, and as such, Derbyshire County Council does not intend to carry out any actions regarding them. Resolved: Clerk to ask DCC to reconsider its decision as 2 of the trees are in urgent need of the work. 3. The Chairman asked James Chamberlain to cut the allotment hedges which will be done on his return from holiday. The Chairman also asked if he is willing to cut other hedges in the village which Mr Chamberlain will consider. 4. Clerk noticed that Canopy Trees has cut the self-set ash tree on footpath 4 and awaits their invoice. 5. Clerk to ask Horizon to cut back the hedge and strim the ground on footpaths 1 & 5, the cost of which can be used to apply for the DCC Rights of Way Grant. 6. Clerk asked Trevor Jones to cut the ivy on footpath 6 alongside the Dower House. 7. Clerk asked Cllr Shearing whether the village hall will trim those trees for which it is responsible (those immediately adjacent to a resident s fence to the rear of the hall) which he will. 90/15: PLANNING MATTERS Applications: 9/2015/ ERECTION OF DETACHED OUTBUILDING AT 1 COWLISHAW CLOSE. Resolved: no objection. 9/2015/ THE ERECTION OF EXTENSIONS AT 16 CAVENDISH COURT. Resolved: no objection. 09/2015/ DEMOLITION OF THE EXISTING WEST SIDE EXTENSION AND THE ERECTION OF A REPLACEMENT 2 STOREY EXTENSION WITH SINGLE STOREY GARAGE AND A CONTEMPORARY STEEL VERANDAH TO THE EAST SIDE AT 3 5 THE GRANARY MILLFIELD. Resolved: no objection. 09/2015/ THE FELLING OF TWO TREES WITHIN SHARDLOW CONSERVATION AREA AT 10 MILLFIELD. Resolved: no objection. 09/2015/ THE FELLING OF A TREE AT 111 SHARDLOW MANOR RESIDENTIAL HOME LONDON ROAD. Resolved: no objection. 09/2015/ Repair to render on rear elevation and painting of render on rear and side elevations using stone-coloured mineral silicate paint, removal of render on garden wall and repair/repoint brickwork as necessary and reinstate render, with incised ashlar effect, to outside face. Install trellis over garden wall beyond arched gateway on Wilne Lane and replace five bar gate with solid gate and erect pergolas to side and rear of property at 141 BROUGHTON HOUSE LONDON ROAD. Resolved: no objection. 3

4 09/2015/ THE PRUNING OF THREE TREES COVERED BY SOUTH DERBYSHIRE DISTRICT COUNCIL TREE PRESERVATION ORDER NUMBER 11 AT 1 COWLISHAW CLOSE. Resolved: no objection. 91/15: MATTERS FOR DECISION or DISCUSSION. 1. Village signage issues. Resolved: As mentioned above Cllr Scott awaits SDDC s response to a request for funding before ordering the information boards; consequently Cllr Coyle and DCllr Watson will ask Ian Hey of the possibility of such funding. Marina and Canal Bridge signage no further action intended. 2. Outcome of the website design meeting. Not held but to be arranged soon. 3. Outcome of the Chairman s meeting with a resident regarding Wilne Lane foliage. The parties agreed that the resident cut the foliage and the Council will contribute half of the cost of any skip used. 4. Parked cars at the garage on London Road. Cllr Coyle spoke to one of the owners who assured that the parking will be revised. 5. To relocate the bench seat outside the school playing field. Resolved: clerk to ask Trevor Jones to move the bench closer to the pavement with hard-standing laid between the two. 6. C&RT s reply over the inception of a recycling facility. Resolved: clerk recently asked C&RT twice over both this and to paint the Wilne Lane canal bridge but has received no reply. Clerk to pursue. 7. Items for the newsletter. Resolved: held over to the next meeting. 8. Appropriate locations to plant memorial trees on the Greenway. Resolved: Cllr Shearing to determine possible sites and inform the clerk who will then tell John Holmes at DCC. Answers can then be forwarded to Mr Crocker. 9. Perusal of budget figures by the finance committee. Resolved: Clerk to circulate to members for discussion at the next meeting. 92/15: FINANCE The following accounts were approved for payment;- Payee Details Amount Cheque no. J Irons Clerk s salary P Postans Lengthsman s wage DCC Clerk s pension HMRC Employees tax Paroch.Church Council Charitable donation Royal British Legion November Poppy appeal Shardlow village hall Room hire year 2014/ Horizon Landscapes Mowing Jun to Sept - 9 cuts Horizon Landscapes Strimming of footpath It was mooted that invoices for room hire from Shardlow Village Hall be received quarterly instead of annually. 93/15: COUNCILLORS' REPORTS Cllr Shearing had circulated photographs to members prior to the meeting showing Marina & Caravan Park signs near to the Navigation Inn; foliage overgrowth onto, and the state of, pavements; and a parked car occasionally seen on the Greenway by Porter s Bridge. Cllr Coyle will mention the latter to the police at the Safer Neighbourhood meeting tomorrow night. The 4

5 Chairman thanked Cllr Shearing for his observations. Cllr Higton thought that the open sides of the notice boards often appear scruffy, especially during inclement weather and asked for suggestions to improve them. Clerk to bring the Greenbarnes brochure to the next meeting. Cllr Coyle reported that Gaynor Richards at SDDC visited the Lady in Grey who is convinced a real intention to renovate exists. The owners are about to talk to the planners and heritage aspects will be retained. No meeting between SDDC/ owners and the parish council is recommended at this time. The Chairman asked Cllr Coyle to thank Gaynor for progressing the issue. An outline application for a primary school at Boulton Moor has been submitted which may alleviate the demand for places from parents in Shardlow. Cllr Coyle attended the recent Civic Service at SDDC. Cllr Coyle asked the Director of Housing at SDDC whether a repair to the road sign on London Road (next to the old Total garage) can be conducted. Either the sign will be replaced or the empty posts will be removed. The latest waste recycling calendar will be delivered to residents soon; it also appears on SDDC s website. 94/15: AGENDA ITEMS FOR THE NEXT MEETING.
