1 SHARDLOW & GREAT WILNE PARISH COUNCIL MINUTES OF THE ORDINARY PARISH COUNCIL MEETING HELD ON WEDNESDAY 29 th July 2015 AT THE VILLAGE HALL, SHARDLOW Present: Cllrs Collison (Chair), Scott, Higton, Mitchell, Hawksworth and Shearing. In Attendance: CCllr R Davison, DCllr Peter Watson, 3 residents and J Irons (clerk). 49/15: District & County Councillors' reports. DISTRICT COUNCIL REPORT DCllr Peter Watson Part 1 - NON-EXEMPT ITEMS 1. The recent instructions circulated on green waste bins were well received by residents. Regarding black waste bins, one per household is allowed, any more attract commercial rates. Any resident not requiring a large bin can swap to a smaller one. Two brown bins are allowed. No black bin waste should be deposited in green bins, if in doubt residents should use the black bin. 2. EA sent DCllr Watson a reply over the flood arches at Cavendish Bridge (see minute number 57/15 (6)). DCllr Watson has since asked EA for a flood model to be conducted at the site. 3. DCllr Watson recently asked Derby City Council and planners for a site meeting over the Our City Our River (OCOR) scheme; a date in August will probably be arranged. 4. He thought the new village signage was marvellous and reflected the character of an 18 th Century port. SDDC has 300k of community funds available this year and he thought some of it may be available to help fund the cost of signage. He will ask Ian Hey at district if this is possible. 5. A proposal to build a crematorium at Thulston (in the Aston Ward) on Greenfield land is being considered. 6. No date has been set for consideration of the application for building 97 houses at the nurseries site. 7. DCllr Watson is speaking to the grass cutting manager about village and car park verges. 8. He again offered to raise any local planning matter with the Committee that council may wish. COUNTY COUNCIL REPORT CCllr Rob Davison 1. CCllr Davison enjoyed the recent Open Gardens day. 2. He and the Chairman have yet to arrange a walk to inspect footpath Following up on a resident s recent enquiry about restoration of farming land at Bellington Hill, DCC will meet the site operator (Biffa) to discuss. 4. James Biddlestone at County Council will clarify the responsibility of the flap valves in the wall on the A6. CCllr Davison reported that EA had offered to take responsibility for the flap valves. Due to Holden House s wish to plant trees on that part of the river bank James is conducting a Land Registry search to determine ownership; it is possible some trees on this section impede the wall. 5. A Flood Risk Management Strategy was agreed by Cabinet at County Hall the previous day and CCllr Davison handed the clerk a copy. 1

2 6. DCllr Davison will contribute 1000 to the village signage project if it can be match-funded. Cllr Scott appreciated his efforts over the A6 wall but requests written confirmation from James Biddlestone of the responsibilities of DCC and EA and asked CCllr Davison for written confirmation that EA's offer over the flap valves had been accepted by DCC so that we have the responsible authority on record; CCllr Davison to ask James. Cllr Mitchell welcomed the recent road surfacing but notes that tarmac had been laid over some drains. She also thought DCC should provide notices at the Greenway to deter dog-fouling which has become more prevalent recently. Cllr Higton also welcomed the road surfacing but said a lay-by near the post office has its white lines hidden and which have not yet been repainted. CCllr Davison suspected this may be carried out soon. Cllr Scott notes that the school warning signs had not yet been replaced despite reminding Mike Hawkins at Highways. 50/15: REPRESENTATIONS FROM THE PUBLIC. 1. A resident asked whether yellow parking lines can be inserted at an ill neighbour s house on London Road to ensure parking availability for ambulances. 2. A second resident is unhappy that the fence on footpath 1 near the A50 service station is still in disrepair; and the path itself needs its grass cut. 3. A third resident wished to discuss flood risk and wardens which was addressed further into the meeting (see minute 59/15 (4)). 51/15: POLICE REPORT. The clerk reported that 10 minor incidents had been logged on the police website for May. Details are available on the Police website at 52/15: APOLOGIES FOR ABSENCE: Cllr Hilary Coyle (holiday) and DCllr Neil Atkin (civic business). 53/15: DECLARATIONS OF INTEREST: none. 54/15: APPROVAL OF MINUTES Minutes of the Annual Parish Council Meeting held on 24 th June were agreed by members after which they were signed by the Chairman. 55/15: ACTIONS ARISING FROM PUBLIC PARTICIPATION: 1. The Chairman dismissed the idea but thought no-parking notices may help and advised council he will visit the resident to suggest this or other measures. 2. The clerk responded saying he had written to the manager and that CCllr Davison and the Chairman will inspect the fence. The clerk has asked the contractor for quotes (see minute number 57/15 (4)). 56/15: CHAIRMAN S REPORT. None. 57/15: CLERK'S REPORT 1. Aston Lane branch cutting DCC replied The H ighwa yin spector ha s issued a Job to cut ba ck some bran ches/vegetation overhan gin g the carriageway.this location is also on the flailmowin g list for later in the year after the bird n estin g/feedin g season. 2. Clerk sent the website technician the financial Audit information for year-end 2015 which is now on the site. 3. John Manners wishes to become a flood warden and will ask other residents (that were wardens previously 8 years ago) in Cavendish Court if they wish to get involved. 4. Clerk asked Horizon again: Last year we discussed addin g a footpath to the rota in Shardlow (it is n ext to Elms Farm on the right as youen ter Shardlow from Elvaston on the main road an d just before 2

3 the road ben d at M oor Farm).It is about 150 yards lon g -youhave cut before.w ould yougive me both a on e-offcut price an d a cost for addin g in to the existin g rota please? No reply the contractor is away until 3rd August. 5. Three or four residents have shown interest in attending a first aid course. One of them commented that the fingerposts are a great idea and appear eye-catching. 6. A resident at 29 The Wharf, adjacent to the village hall, is concerned that the trees immediately next to her fence need pruning because they are damaging the fence. Clerk asked Cllrs Scott and Mitchell to inspect. Cllr Shearing confirmed that the village hall will trim those trees for which it is responsible; the cupressus tree is the owner s responsibility - clerk to explain to the resident. 8. Clerk received 3 adverse comments from allotment tenants over recent requests to tidy their plots and replied saying these plots require more general husbandry. A tenant on Wilne Lane allotments requested permission for a shed which was granted. A tenant on Long Row has planted around 40 trees without requesting permission. It was agreed that 2 or 3 members should meet the resident to discuss clerk to arrange. 58/15: PLANNING MATTERS Applications: 9/2014/ THE PRUNING OF A SILVER BIRCH TREE (T2) AND FELLING OF A SILVER BIRCH TREE (T3) COVERED BY SOUTH DERBYSHIRE DISTRICT COUNCIL TREE PRESERVATION ORDER NUMBER 295 ATMILL GREEN 1 THE WHARF. Resolved: no objection. 9/2015/ DEMOLITION OF EXISTING GARAGE AND THE ERECTON OF A NEW GARAGE AND BOUNDARY WALLS AT 18 THE WHARF. Resolved: no objection. 9/2015/ THE DEMOLITION OF OUTBUILDING AND THE ERECTION OF A DETACHED DWELLING AND GARAGE (FOR THE EXISTING DWELLING) AT 39 LONDON ROAD. Resolved: no objection although due to the narrowness of the access road (partly the result of overhanging hedges) it is preferred that for safety reasons ingress and egress be facilitated via Ambaston Lane to save resident s cars reversing out onto London Road. Also, the ditch lying along the access road and which helps prevent flooding should be considered. 59/15: MATTERS FOR DECISION or DISCUSSION. 1. Village signage issues. Cllr Scott presented reduced-sized reproductions of the intended information board layout which were well received by members. He will speak to suppliers and finalise the details with the preferred manufacturer which was agreed and for which he was thanked by the Chairman. 2. The website design meeting was not held and will be arranged now that Cllr Shearing has attended the DALC website design course which proved most valuable. Cllr Shearing circulated a report to members on his findings and the topic will be discussed at a website meeting soon. 3

4 3. Bulbs for autumn planting. Resolved: Cllr Hawksworth to purchase at a cost of 50 for which she will be reimbursed. 4. Flood Plan/ Emergency Committee and outcome of an inspection walk through the village. Resolved: walk to be conducted by Cllrs Collison, Scott and Mr Philip Mitchell on 9 th August at 9.30am. Possible observers to assist flood wardens have so far been identified and who live at different ends of the village. However more are needed and applicants from Gt. Wilne are particularly sought. Mr Mitchell and Cllr Scott agreed to attend the Flood Warden workshop at County Hall on 9 th September. The clerk reminded members that DCllrs Watson and (possibly) Coyle and representatives from Derby City Council (OCOR scheme) will hold a site meeting at Ambaston in late August and believed it advantageous they be asked to inspect the Great Wilne area/ flood defences. Members agreed that the clerk ask DCllr Watson if this is agreeable to the parties. The Chairman thanked both Cllr Scott and Philip Mitchell for their willingness to attend County Hall. 5. Cllr Collison received a further anonymous letter regarding the parking of vehicles and other issues on Glenn Way and will circulate a letter to its residents reiterating that no one should approach council in this fashion because it cannot respond to anonymous letters. 60/15: FINANCE The following accounts were approved for payment;- Payee Details Amount Cheque no. She circulated a report of her visit to the restoration plan at Witches Oak Water on 14 th July. Attendees included members of Aston parish council, Severn Trent Water and Derbyshire Wildlife Trust. Many species of birds, insects and trees are present. Knotweed and Himalayan Balsam is evident and parts of the river bank show signs of erosion. Access to the site should be supervised due to hidden dangers. 62/15: AGENDA ITEMS FOR THE NEXT MEETING. Grass cutting; 4
