1 Minutes of Bembridge Parish Council meeting held at 7.00pm on 17 th February 2015 in Bembridge Village Hall, Small Hall PRESENT: Cllr M Tarrant (Chairman), Cllr S Pigot, Cllr G Kendall, Cllr B Dyer, Cllr A Woodford, Cllr D Grannum, Cllr B Bristow, Cllr M Humphray, Cllr C Doe, Cllr P Pugh, Cllr A Lee and Mrs E Goldring (Clerk) PUBLIC: 3 and Cllr J Bacon PUBLIC FORUM: None GUEST SPEAKER Paul Savill My Life a Full Life CCG, NHS and IWC are coming together to deliver services under the My Life a Full Life due to the ageing population, more complex care needs of people and longer term conditions. The aim is for the integration of the care system and easier access to services where patients only have to explain their story once. This will then become the patient s passport and be passed onto the relevant services required. Lots of ideas around self-help and self-management to help people remain independent in their own homes. Already facilitating the information hub through the library which is delivered by IsleHelp and CAB. A lot of talk about café clinics but nothing has been arranged. The Parish Council would not take the lead on this. Did not attend Membership expires 31 st March. 24/15/02 Village Hall Management Committee. Works being done to the front doors. 24/15/03 Bembridge Youth & Community Centre Management Committee. New furniture is nice and the murals are an improvement. 24/15/04 Village Partnership (plus Green Town Steering Group) Dragons Den arranged for 14 th March which is more of a celebratory event with Randini and buffet. Fireworks and Bonfire event to take place on Saturday 7 th November. Remembrance Orchard Planting Ceremony successful on 28 th January. Lots of positive feedback from residents and the Lord Lieutenant lovely setting and bench. Steyne Park Project gym and play area surfaces commences this week. Bins and benches purchased. An open day to be held on 29 th March. 24/15/05 Finance & Staffing Advisory Group Exploring better use of investing cash reserves. A healthy financial position. 24/15/06 Harbour Did not attend last meeting as it was considering the Harbour plans which was felt to be a conflict. 24/15/07 St Helens Medical Centre Patient Forum Communication project which is CCG funded is underway but still in the early days. BYCC Sarah Portwine and Community Library Chris Brennan have expressed an interest in being involved. Is the medical centre open on a Saturday? What are they doing to improve standards? Specific issues to be ed through to Cllr Pugh for onward transition. 24/15/08 Bembridge Bathing Water. Meeting on Friday. 24/15/09 Other reports. Village Parking Provision Group. Have met twice and are investigating options for parking. McCarthy & Stone spaces are only available to residents purchasing properties. Archdeacon does not know the future of the Vicarage until a new vicar is appointed as they may wish to live in the house. BT exchange site response is not positive however if the position changes they are to make contact. Marshcombe Shute. Land ownership issues were awaiting a legal judgement from Justin Thorne. Cllr Jonathan Bacon received an today from Anthony Cooke which advises IWC can get round the problems as long as Island Roads considers the land owners right to access. Island Roads should now be able to progress with the works. Kevin Burton has advised in the past that the works can be completed within 28 days once the approval had been received. Chase for a timescale. 24/15/10 Clerk s report REMEMBRANCE ORCHARD Bembridge Parish Council through the Green Towns Steering Group planted a small remembrance orchard at Lane End Cemetery to commemorate the centenary of the First World War. HM Lord Lieutenant Major General Martin White CB CBE JP planted the first tree which is one of the Steyne Seedlings raised by Sir John Thorneycroft in Sir John Thornycroft gave the land at Jubilee Gardens to the Parish of Bembridge where our war memorial stands today. Although 46 names are listed on the war memorial there were some men who had family connections with Bembridge or were stationed in Bembridge who gave their lives for King and Country. By the end of the war in 1918 the village had 43 of its young men killed and many came home injured. We remember the fallen. The Royal British Legion planted the second Steyne Seedling tree. Bembridge Primary Schools Deputy Head Teacher and 4 children planted the third tree Isle of Wight Russet. Mr Mike Foreman Bembridge Scouts Leader planted the fourth tree a Bembridge Beauty. Cllr Gordon Kendall Vice Chairman of Bembridge Parish Council planted the fifth tree Bembridge Beauty. There is also a beautiful engraved bench for people to take a few moments for quiet reflection. The orchard provides a living memory to commemorate the fallen. A short service and blessing was conducted by Priest Linda Bushell at St Luke s Chapel following the planting.

We want to herald this amazing and influential family of nations which spans all the continents with a Fly the Flag tribute on Commonwealth Day, 9th March, The intent is for hundreds of Commonwealth flags to be flown in significant, strategic and eye-catching positions across the Commonwealth, the United Kingdom and beyond on Monday 9th March It will be a display like no other; one to encompass the height and breadth of the Commonwealth. This unique initiative, building on highly successful inaugural events last year, will see over 650 other Commonwealth Flags raised in 38 Commonwealth countries. It has caught the imagination of thousands of participants around the world, enabling people of all ages in their local communities to become involved and join with others worldwide in associating themselves with widespread public expression of commitment to the Commonwealth, appreciation of the values it stands for, and opportunities offered to its citizens. DRAGONS DEN Does your group need help with a project, event or provision of a service? If yes get involved. Bembridge Village Partnership is hosting a Dragons Den event on Saturday 14 th March 2015 at Bembridge Youth & Community Centre commencing at 6.00pm, where a grant funding pot of up to 2,000 will be available between local organisations working for the benefit of Bembridge. An informative presentation will be expected to be made to a judging panel to consider the merits of the applications. Application deadline is 5 th March. A disco and refreshments will follow presentations. All welcome. STEYNE PARK, PEOPLES MILLIONS PROJECT UPDATE Outdoor Gym Streetscape will be on site week commencing 16 th February to install the 6 concrete bases required for each piece of equipment. They need a week to dry so they will return the following week 23 rd February to install the outdoor gym equipment. Play area surfacing - Works commence on 23 rd February for duration of 2 weeks. The children s play area and youth play area will be closed to the public and will be surrounded by herras fencing. Removal of all bark chippings and installation of new kick boards takes place the first week. Plus levelling of the rubber matting and grass surfaces under all of the swings. The second week Soft Surfaces will be on site installing the bases and new wet pour play area surfaces. An official opening is being arranged for a date during the Easter break. Details to be published shortly. Unfortunately the application for the Grow Wild grant for a wildlife garden at Steyne Park was unsuccessful at this time. There is another round of funding opening in August and they are looking to fund a project on the Isle of Wight so have suggested some improvements to the application and seek us to reapply at that time. BB14 FOOTPATH IMPROVEMENT We are still awaiting the results of the Biffa grant funding application. The Parish Council has already agreed to fund the works if the grant is unsuccessful. Therefore works will take place week commencing 9 th March and will be complete within that week. IWC has already cut back the vegetation and will lay chalk prior to the commencement. ANNUAL PARISH MEETING The annual parish meeting date is set for Tuesday 5 th May 2014 at 7.00pm in the Village Hall. If you have any ideas for a guest speaker that would attract the residents attendance please let me know. POLICE SURGERY Hampshire constabulary has organised regular Bembridge Beat Surgeries from the Parish Office between 2-3pm on Tuesday 17 th February and Tuesday 17 th March. If residents wish to raise specific

4 queries please advise them of these dates where the local Police Officer Daniel Renshaw and PCSO Robin Brough will be in attendance /15 HEALTH & SAFETY To note review of all risk assessments, risk management and findings RESOLVED: Note review of all risk assessments, risk management and findings /15 STEYNE PARK PROJECT To agree the open day for the Steyne Park Project Peoples Millions delivery The open day for the Steyne Park project delivery of the Peoples Millions outdoor gym and resurfaced play areas is planned for Sunday 29 th March with a grand opening, Easter egg hunt, bouncy castles, Dazzle and Fizz entertainers and refreshments. Jean Briggs will be officially opening the gym and a school representative for the play areas. RESOLVED: Agree open day for Steyne Park Project Peoples Millions on 29 th March /15 SCHOOL CROSSING PATROL To consider a contribution towards the school crossing patrol at Bembridge Primary School The Isle of Wight Councils Executive Committee has recommended that School Crossing Patrols is retained by them for another year. It is understood this service costs 3,500 per annum. This is not a school function but a public safety issue. Cllr Tarrant would like to see the schools accounts before making a decision. If Isle of Wight Council do agree to retain this service for another year defer this agenda item for consideration this time next year. RESOLVED: Defer until next year /15 RECYCLING BAGS To consider providing the additional service from Parish Office to supply recycling bags to village residents on behalf of the Isle of Wight Council as they have ceased delivery. The Library provides a sufficient service and is open longer hours to the public than the Parish Office. Storage and admin time would need to be considered. RESOLVED: Not to provide the service from the Parish Office /15 VILLAGE OF THE YEAR To agree entering the Village of the Year competition for 2015 and hosting of awards presentation event on 2 nd October 2015 at Bembridge Youth & Community Centre Hampshire has changed the date to Wednesday 7 th October 2015 as Mr Fuller wants to attend the presentation. BYCC already has 3 classes booked on a Wednesday evening. Village Hall or Bembridge Sailing Club to be considered as alternative venues. Awaiting confirmation of funding for the venue and buffet. Sailing Club would be better due to parking.
